Evaluation Criteria for Korean Smart Grid based on K-ISMS (K-ISMS 기반의 한국형 스마트 그리드 정보보호 관리체계 평가 기준 제안)

  • Smart grid is a next-generation intelligent power grid that applying ICT to power grid to maximize the energy efficiency ratio. Recently, technologies and standards for smart grid are being developed around the world. Information security which is an essential part of smart grid development has to be managed continuously. Information security management system certification for organizational risk management has been implemented in Korea. Although preparation for information security management system certification which is applicable to smart grid is considered, there are no specific methods. This paper is to propose core and added evaluation criteria for Korean smart grid based on K-ISMS through comparative analysis between ISMS operated in Korea and smart grid information security management system developed in the United States. Added evaluation criteria enable smart grid related business that certified existing ISMS to minimize redundant and unnecessary certification assessment work.

  • This paper focuses on the usability of smart healthcare based on the development of Information and Communication Technology(ICT), briefly introduces concepts and the current status related to smart healthcare, and discusses strategies and future tasks in the field of mental health welfare in the COVID-19 era. This paper first introduces the smart healthcare programs of the National Mental Health Center and the Seoul Mental Health Welfare Center. Second, we introduce various smart healthcare programs used in Germany, China, the U.S., and Australia, review the actual examples, and examine both public and private responsiveness. Finally, we examine the possibility of using smart healthcare in the mental health social work system in South Korea and examine future tasks and implications. This paper would contribute to the growth of world-class mental health social work services.

  • Internet of Things(IoT) is a communication technology that collects information of object remotely and controls the function of object by adding a communication function to object that does not have a communication function. For the IoT, various communication technologies such as Wi-Fi, 3GPP, and Bluetooth are available, and Long Range(LoRa) is communication technologies specialized in the IoT concept. LoRa is a communication technology that support long-distance, low-power, and low-speed communication, and is suitable for collecting information generated form object in remote equipment and controlling equipment. Because of these characteristics, it is used in many application field, and various performance improvement studies are in progress. This paper intends to propose an ultra-long-range LoRa communication module that can be used in a wider range of applications. We design and implement hardware, firmware, and application software for testing to develop ultra-long-range LoRa communication modules. The implemented module will be tested in a real environment to verify its performance and to check its utilization.

Deep Learning Based Floating Macroalgae Classification Using Gaofen-1 WFV Images (Gaofen-1 WFV 영상을 이용한 딥러닝 기반 대형 부유조류 분류)

  • Every year, the floating macroalgae, green and golden tide, are massively detected at the Yellow Sea and East China Sea. After influx of them to the aquaculture facility or beach, it occurs enormous economic losses to remove them. Currently, remote sensing is used effectively to detect the floating macroalgae flowed into the coast. But it has difficulties to detect the floating macroalgae exactly because of the wavelength overlapped with other targets in the ocean. Also, it is difficult to distinguish between green and golden tide because they have similar spectral characteristics. Therefore, we tried to distinguish between green and golden tide applying the Deep learning method to the satellite images. To determine the network, the optimal training conditions were searched to train the AlexNet. Also, Gaofen-1 WFV images were used as a dataset to train and validate the network. Under these conditions, the network was determined after training, and used to confirm the test data. As a result, the accuracy of test data is 88.89%, and it can be possible to distinguish between green and golden tide with precision of 66.67% and 100%, respectively. It is interpreted that the AlexNet can be pick up on the subtle differences between green and golden tide. Through this study, it is expected that the green and golden tide can be effectively classified from various objects in the ocean and distinguished each other.

The Relationship between Emotional Dissonance and Intrinsic Motivation: Focusing on Work-Family Conflict (감정부조화와 내재적 동기간의 관계: 고객 콜센터 기혼 여성들의 일-가정 갈등을 중심으로)

  • Purpose - The quality of customer service has been importantly considered as a way of retaining current customers. Recent development of service industry which based on Information & Communication Technology allows firms to utilize different employees for their businesses. Although it is regarded as important to consider emotional labor of employees working for customers in ICT service industry, little was known the role of emotional dissonance. Thus, current paper focused on emotional labor and tried to identify the factors which influence on employees' intrinsic motivation for married women working in call centers. This study highlighted the influence of the emotional dissonance on the employees' intrinsic motivation, and the moderating influences of work-family conflict on the relationship between emotional dissonance and intrinsic motivation. Research design, data, and methodology - The research samples were gathered from seven call centers of Korean financial institutions located in South Korea. The model of emotional dissonance was developed, which emphasizes the influence of emotional dissonance as a predictor on intrinsic motivation, and then the other model was also introduced to explain how employees' intrinsic motivation were aggravated by work-family conflict. To examine these research models, samples were collected from 468 married women working in call centers of Korean financial institutions located in Seoul. A total of 468 samples were used in the analysis after deleting data of missing value. SPSS 22.0 were utilized for data analysis. Results - The results of current study showed that emotional dissonance is negatively related to intrinsic motivation, and there are significant differences in work-family conflict. Those results generally support the proposed hypotheses. Conclusions - These results suggest that the relationship of intrinsic motivation of married women working in call center for customers' service were influenced by emotional dissonance, which outcomes were interacted not by face-to-face contact with their customers, but by emotional contacts. Managerially, these findings suggest the one who emphasize the quality of customer's service of call center need to introduce the programs for minimizing both of emotional dissonance and work-family conflict. These findings also suggest that the service quality via intrinsic motivation of married women working in call center is hard to be accomplished without considering the factors of emotional dissonance and work-family conflict.

Development of an IoT Smart Sensor for Detecting Gaseous Materials (사물인터넷 기술을 이용한 가스상 물질 측정용 스마트센서 개발과 향후과제)

  • Objectives: To develop the smart sensor to protect worker's health from chemical exposure by adopting ICT (Information and Communications Technology) technologies. Methods: To develope real-time chemical exposure monitoring system, IoT (Internet of Things) sensor technology and regulations were reviewed. We developed and produced smart sensor. A smart sensor is a system consisting of a sensor unit, a communication unit, and a platform. To verify the performance of smart sensors, each sensor has been certified by the Korea Laboratory Accreditation Scheme (KOLAS). Results: Chemicals (TVOC; Total Volatile Organic Compounds, Cl2: Chlorine, HF: Hydrogen fluoride and HCN: Hydrogen cyanide) were selected according to a priority logic (KOSHA Alert, acute poisoning statistics, literature review). Notifications were set according to OEL (occupational exposure limit). Sensors were selected based on OEL and the capabilities of the sensors. Communication is designed to use LTE (Long Term Evolution) and Wi-Fi at the same time for convenience. Electronic platform were applied to build this monitoring system. Conclusions: Real-time monitoring system for OEL of hazardous chemicals in workplace was developed. Smart sensor can detect chemicals to complement monitoring of traditional workplace environmental monitoring such as short term and peak exposure. Further research is needed to expand the scope of application, improve reliability, and systematically application.

  • Unmanned Aerial Vehicles (UAV) that are piloted without human pilots can be commanded remotely via frequencies or perform pre-inputted missions. UAVs have been mainly used for military purposes, but due to the development of ICT technology, they are now widely used in the private sector. Teal Group's 2014 World UAV Forecast predicts that the UAV market will grow by 10% annually over the next decade, reaching $ 12.5 billion by 2023. However, because UAVs are primarily remotely controlled, if a malicious user accesses a remotely controlled UAV, it could seriously infringe privacy and cause financial loss or even loss of life. To solve this problem, a secure channel must be established through mutual authentication between the UAV and the control center. However, existing security techniques require a lot of computing resources and power, and because communication distances, infrastructure, and data flow are different from UAV networks, it is unsuitable for application in UAV environments. To resolve this problem, the study presents a lightweight UAV authentication method based on Physical Unclonable Functions (PUFs) that requires less computing resources in the ground Control and Non-Payload Communication (CNPC) environment, where recently, technology standardization is actively under progress.

A Study on the Regional Differences of Telemedicine and Digital Divide (원격진료의 지역적 차별성과 정보격차에 관한 연구)

  • Telemedicine, which gives or receives medical information via ICT (information and communication technology), is regarded as innovation in a medical field and its application is various according to offline conditions. For example, the utilization of telemedicine in Korea is unfair because of the administrative discretion, which is the basic unit of telemedicine for its practical operation, in spite of the same diagnostic area. With this mind, this study investigates the cause of regional differences of telemedicine through a case of Kangwon province. Furthermore, the crucial matter is that regional differences of telemedicine are associated with digital divide; therefore, this research considers digital divide triggered by telemedicine. The core results are as follows. First, there are little measures such as increase of the staff, economic compensation for public officials, education of telemedicine facilities; accordingly, only regions, where can accept these insufficient conditions, manage the telemedicine system. Second, the interesting of a mayor or a governor and a head of a health center as a highest decision maker has something to do with different utilization of telemedicine. Third, public health doctors play a role as practical operators in telemedicine, but their stance is skeptic about telemedicine somewhat because of the relationship with the medical association opposing the implementation of telemedicine, unimproved regional health care condition, etc. Forth, it seems that the digital divide caused by the regional differences of the present telemedicine utilization does not led to tangible results and is not turned to another disparity so far, the proper measures are required considering that various health care services based on telemedicine will be extended.

Study on Review of e-Call Introduction Plan and Analysis of Introduction Effect (e-Call 도입방법 및 도입 효과분석 연구)

  • The death toll for every 10,000 cars registered in Korea is 1.4, which is still the lowest among OECD members, and the need for rescue and response systems is emerging. In response, the company is developing a vehicle ICT-based emergency rescue system (e-Call) that can handle accidents such as rapid and accurate life saving by automatically sending accident detection and related information to the central center in the event of a traffic accident. However, ordinary citizens are negative about the installation and cost of e-Call services. To solve these problems, various introduction and operation methods of e-Call were proposed for activation of terminal distribution. In addition, the effect of introducing e-Call was analyzed by predicting the penetration rate of e-Call terminals. Analysis shows that 463 to 926 deaths and 3,335 to 6,66.9 billion won will be saved in 10 years after the introduction of e-Call terminals.

A Study on the Defense Geospatial Intelligence Governance - Focusing on the Intelligence Community and LandWarNet (국방지리공간정보 거버넌스에 대한 연구 - 미(美) 정보공동체와 육군 랜드워넷을 중심으로)

  • Recently, ICT environments have been increasingly developed and the pattern of the war also has been changed to NCW. The development of communication and network technology, for example, C4I and TDL(Tactical Data Link), has been prosperous and rapid. But the geospatial intelligence field which is the basis of the network frames relatively has not been developed. The purpose of this paper is to foster the geospatial governance in terms of the defense perspective. In order to do that, this paper deals with the U.S. Intelligence Community(IC) and the U.S. Army Global Information Grid(GIG), LandWarNet and those could be good examples of roles and statuses of geospatial intelligence. IC has been produced essential intelligence which is required for policymakers and military leaders. IC has several stove-piped intelligence process systems which have been separately developed and competed. And so as to complete GIG, the U.S. Army adopted LandWarNet. The U.S. Corps of Engineers organized the Army Geospatial Center(AGC) on 1 October 2009 to support LandWarNet. In order to develop NCW, we should recognize geospatial intelligence as the basis of network framework and make a central leading organization of defense geospatial intelligence. The mission of Korea Defense Geospatial-Intelligence Agency should be changed from producing GEOINT to a strategic GEOINT agency. The Army should organize a laboratory of geospatial intelligence field. The mission of producing GEOINT should be transferred to a geospatial intelligence battalion which is newly organized.
