Risk assessment on Jeju Special Self-Governing Province(JSSGP)'s water supply facilities and establishment of adaptation measures for climate crisis factors were implemented. JSSGP's vulnerability to the climate crisis was high in the order of drought, heat wave, heavy rain and strong wind. As a drought adaptation measure, policies of water saving and revenue water ratio improvement were considered. As for the heat wave adaptation measure, the introduction of an advanced water treatment process was suggested in response to the increase of algae cell number which resulting in taste and odor problem. As for heavy rain adaptation measures, the installation and operation of automatic coagulant injection devices for water purification plants that take turbid surface water were proposed. As a measure to adapt to strong winds, stabilization of power supply such as installation of dual power line was proposed in preparation for power outages. It is expected that water facilities will be able to supply high-quality tap water to customers even under extreme climate conditions without interruption through risk assessment for climate crisis factors and active implementation of adaptation measures.
Extremely strong winds and heavy rainfall caused canopy gaps in a mixed Abies holophylla broadleaf forest and a Quercus mongolica-dominated forest in Odaesan National Park, Korea in October 2006. The impact of the combination of strong winds and torrential rain on the development of forest gaps and canopy structures were investigated. The mean size of newly created gaps were $205m^2$ in the mixed forest and $86m^2$ in the Quercus forest, and were created by 2.8 and 1.4 gapmaker trees, respectively. Among the 73 trees lost in the mixed forest, 59% succumbed because of direct wind damage while 41% were struck by neighboring trees that fell into them. Most of these trees downed by wind were uprooted (74%), while the trees downed by neighboring tree falls snapped (78%). 21 trees in the Quercus forest died from direct wind damage, and 57% of them were uprooted. Although the relative density of Abies nephrolepis and A. holophylla represented only 0.2% and 6.4%, respectively, of all species in the intact mixed forest, they accounted for 27% and 15%, respectively, of all trees affected by wind on that site. In fact, 85% of the total A. nephrolepis and 91% of the total A. holophylla in the mixed forest fell directly due to strong wind. By contrast, only one Abies species, A. nephrolepis, was found in the Quercusdominated forest, and it accounted for 7.3% of the species composition. These findings suggest that A. nephrolepis and A. holophylla are particularly susceptible to high winds because of their great heights and shallow root systems.
최근 급속한 경제발전과 온난화로 인해 이상기후 현상이 빈번하게 발생하고 있다. 자연재난의 유형 중 풍수해에 해당되는 호우, 태풍, 강풍, 풍랑, 대설 등은 대규모 인적·물적 피해를 발생시킨다. 피해를 최소화하기 위해서는 재난발생 전 피해규모를 예측하는 것이 중요하다. 본 연구는 풍수해의 재난유형 중 강풍피해를 중심으로 재난에 대비할 수 있는 강풍피해예측함수를 개발한다. 본 함수는 재해 연보의 강풍피해이력을 기반으로 기상요소와 지역적 특성을 반영하였으며, 기상정보를 실시간으로 수집할 수 있는 시스템에 탑재할 경우 단시간에 피해규모를 예측할 수 있다. 또한, 본 함수는 국가 혹은 지자체에서 수립하는 재난관리정책에 근거자료로 활용하여 강풍발생 시 피해를 최소화할 수 있다.
본 연구에서는 남부 내륙지역에 속한 시군구별 태풍으로 인한 피해를 예측할 수 있는 태풍피해예측모형을 개발하였다. 내륙지역의 태풍 피해는 호우, 강풍으로 인한 피해가 복합적으로 발생하므로, 모형을 구성하는 변수가 많고 다양하나, 내륙지역 시군구 단위의 피해사례는 모형을 개발할 만큼 충분하지 않다. 태풍피해 관련 수문기상 자료는 3시간 간격 지속기간별 최대 강우량, 총강우량, 1-5일 선행강우량, 최대풍속 및 제주도 인근 지역에서의 태풍중심기압을 이용하였다. 피해자료의 부족을 고려하기 위해 군집화를 하였으며, 강우 관련 자료의 다중공선성을 제거하기 위하여 주성분분석 등 다변량 통계분석을 이용하여 권역별(경남, 경북, 전남, 전북)로 피해예측모형을 개발하였다. 모형에 의한 태풍피해추정치와 실측치는 최대 2.2배 정도까지 차이가 발생하였는데, 이는 강풍에 의한 피해를 추정하기 어렵고, 전국 69개 ASOS 관측소에 의한 강우자료가 지역적 강우특성을 제대로 반영하지 못하기 때문인 것으로 추정된다.
To generate information that contributes to climate change risk management, it is important to perform a precise assessment on the impact in diverse aspects. Considering this academic necessity, Japanese government launched continuous research project for the climate change impact assessment, and one of the representative project is Program for Risk Information on Climate Change (Sousei Program), Theme D; Precise Impact Assessment on Climate Change (FY2012 ~ FY2016). In this research program, quantitative impact assessments have been doing from a variety of perspectives including natural hazards, water resources, and ecosystems and biodiversity. Especially for the natural hazards aspect, a comprehensive impact assessment has been carried out with the worst-case scenario of typhoons, which cause the most serious weather-related damage in Japan, concerning the frequency and scale of the typhoons as well as accompanying disasters by heavy rainfall, strong winds, high tides, high waves, and landslides. In this presentation, a framework of comprehensive impact assessment with the worst-case scenario under the climate change condition is introduced based on a case study of Theme D in Sousei program There are approx. 25 typhoons annually and around 10 of those approach or make landfall in Japan. The number of typhoons may not change increase in the future, but it is known that a small alteration in the path of a typhoon can have an extremely large impact on the amount of rain and wind Japan receives, and as a result, cause immense damage. Specifically, it is important to assess the impact of a complex disaster including precipitation, strong winds, river overflows, and high tide inundation, simulating how different the damage of Isewan Typhoon (T5915) in 1959 would have been if the typhoon had taken a different path, or how powerful or how much damage it would cause if Isewan Typhoon occurs again in the future when the sea surface water temperature has risen due to climate changes (Pseudo global warming experiment). The research group also predict and assess how the frequency of "100-years return period" disasters and worst-case damage will change in the coming century. As a final goal in this research activity, the natural disaster impact assessment will extend not only Japan but also major rivers in Southeast Asia, with a special focus on floods and inundations.
최근 증가하고 있는 자연재해에 효과적으로 대처하기 위해서는 그간 다양하고 풍부한 경험을 지닌 재난상황관리 담당자들의 역할이 대단히 중요하다. 중앙재난안전상황실에서는 각종 자연 및 사회재난에 대비하여 재난상황관리 업무를 하고 있으나, 담당자의 잦은 교체로 과거 데이터가 남아 있지 않다. 이에 본 연구에서는 재난관련 기록관리 및 정보 공유가 저조함에 따라 재난정보를 추적하고 관리하기 위한 체계를 마련하기 위하여 재난안전 코드체계를 개발하였다. 22개 자연재난과 사회재난 중에서 대설, 강풍, 풍랑, 호우 등 4개 재난을 대상으로 하였다. 국내외 재난분야 코드체계 사례분석, 구축방향설정, 분류체계 개발 및 유형화 과정을 통해 최종 재난안전 데이터 코드체계를 제시하였다. 데이터의 체계적인 축적을 위하여 4개의 코드체계를 하나로 통합하였다. 제시한 코드체계의 적정성을 검증하기 위하여 운용가능한 프로토타입 시스템을 개발하여 운용한 결과, 코드체계에 맞게 데이터가 축적되고 서비스되는 것으로 확인되었다. 본 연구에서 제시한 코드체계에 따라 과거의 많은 데이터가 축적되어 활용된다면 과거 경험을 바탕으로 새로운 재난에 대응하기 위한 의사결정에 도움을 줄 것으로 생각된다.
지구온난화에 따른 기후변화로 인하여 자연재해의 발생빈도와 강도가 증가함에 따라 조경분야에도 피해가 늘어나는 추세이다. 이는 법률적 분쟁으로 이어져 사회적 경제적 피해도 증가하고 있고 있다. 특히, 외부환경에 영향을 많이 받는 조경수목의 경우 자연재해로 인한 피해를 많이 받고 있으나, 이에 대한 피해판정기준이나 재해기준의 구체적인 범위가 설정되어 있지 않아 피해 복구 및 보상에 많은 문제가 발생하고 있다. 이에 본 연구는 자연재해로 인한 조경수목의 피해 관련기준의 개선방향을 제시하고자 하였다. 이를 위하여 조경수목의 피해사례 및 판례를 분석하고, 한국과 일본의 자연재해 관련 법제도 및 기준의 비교 분석을 시행하였다. 판례분석 결과, 자연재해로 조경분야 피해는 명확한 법적 근거가 제시되어 있지 않아, 감정인의 소견이 판정결과에 많은 영향을 미치고 있었다. 이에 전문적이고 객관적인 감정절차가 요구됨을 알 수 있었다. 자연재해 관련 법제도 및 기준 비교분석에 있어, 우리나라의 경우 조경수목에 대한 자연재해 관련 법규 및 기준이 미흡하였으며, 일본의 경우 조경수목에 대한 구체적인 재해판정 기준이 제시되어 있었다. 이에 조경분야 자연재해 관련 제도 및 기준의 개선을 위해 '관련 법령 개정', '감정 및 손해사정 기준개정', '조경공사 표준시방서개정', '재해보험가입의무화', '계약에 따른 합리적 이행', '재해복구 비용계상 의무화' 등을 개선방향으로 제안하였다.
