  • Purpose: This study aims to assess the physical cognition according to changes in the weight of firefighting Self Contained Breathing Apparatus (SCBA), and to provide foundational data for establishing standards for firefighting SCBA based on these results. Method: The study investigated and analyzed changes in physical changes, Rating of Perceived Exertion (RPE), and cognitive factors among firefighters and non-firefighters wearing three different types of SCBA with varying weights, following appropriate exercise loads. Result: In the case of the firefighter group, wearing SCBA with varying weights during exercise did not show significant differences in respiratory rate, heart rate, and blood pressure. Similarly, in the non-firefighter group, differences in weight change were not significant. Additionally, both groups did not demonstrate differences in RPE based on SCBA weight changes, and participants did not cognize changes in SCBA weight during the experiment. Conclusion: Due to the low level of physical cognition based on changes in SCBA weight, it is inferred that even if the current firefighting SCBA weight is additionally increased to 4kg, firefighters' cognitive fatigue levels would remain similar to or not significantly higher than current levels

  • This study aims to investigate stream drying phenomena and determine ecological flow in upper Jungnangcheon basin(118.2 km2) of Han River basin. Satellite imagery was used to compare historical and current land cover, and field surveys, including fish surveys, were conducted to assess stream drying conditions. Satellite image analysis revealed a significant increase in impervious surface area due to the expansion of residential and commercial areas. Streamflow and water quality measurements at Hannae Bridge in study area during the dry season showed and average minimum flow of 1.39 m3/sec and elevated SS levels, indicating poor water quality for T-P and TOC. The representative fish species in the study area was P.herzi. Optimal habitat suitability index for depth, velocity, and substrate were 0.3~0.5 m, 0.1~0.3 m/sec, and sand, respectively. Using PHABSIM, the ecological flow for the study area was estimated as 1.00 m3/sec. The derived ecological flow can be used as a reference flow for stream drying mitigation strategies.

  • The creation of open spaces has both direct and indirect impacts on the local economy, society, culture, and environment. Since the public usually finances these spaces, it is necessary to ensure procedural rationality by promoting consensus among residents and other stakeholders. This study examines the extent of public participation in the creation of open spaces and summarizes trends. By analyzing seven cases of open space development based on participation in South Korea, the study identifies the characteristics and progression of participation during four phases of the development process in the Gwanghwamun Plaza Restructuring Project (2016-2022). During the agenda-setting phase, the Gwanghwamun Forum was convened to establish agendas for the plaza's restructuring. The design and governance phase included a design competition to select a proposal for the plaza, alongside the establishment of the Gwanghwamun Citizens' Committee for governance. Despite proactive efforts in the conflict resolution phase to halt extensive restructuring and enhance communication, civic groups opposed the project by presenting five distinct agendas. In the implementation phase, multiple public participation programs were conducted before the plaza's reopening. The study found that public participation in the Gwanghwamun Plaza project faced challenges such as inadequate participation conditions, limited information sharing, and monotonous participation opportunities. Although the institutional environment for public participation is improving, practical limitations remain. Therefore, a comprehensive examination of open space creation through public participation is necessary.

  • This study interprets the evolving ideologies of Singapore's urban environmental policies focusing on the meanings encapsulated within the notion of 'garden'. Through a comprehensive review of policy documents, legislative materials, development projects, government promotional materials, and organizational changes in each era, the study identifies three phases, each with distinct central themes. Commencing in the 1960s, the initial phase projected a meticulously controlled and managed cityscape using the notion of garden, which was epitomized by the slogan 'Garden City'. In this phase, garden was a representative concept that embodied the cleanliness and greenness of the city, and also served as a strategic rhetoric to effectively transfer the ideology of an exemplary picturesque city to the public. Subsequently, in the 1970s, the focus gradually shifted from individual green spaces and bodies of water towards a collective system which served as a foundational infrastructure of the city-nation. This evolution was reflected in the new slogan 'City in a Garden', where the garden is now not only summoned for its external appearance but also as an unified system which serves as the cornerstone of the city. Through these phases, the Singaporean government developed a scheme capable of integrated management of green spaces and water resources tailored to the scale and function of each. Building upon this foundation, the early 2000s saw the adoption of a new orientation focusing on sustainability and urban ecology, encapsulated in the revised slogan 'City in Nature'. For more than five decades, Singapore has demonstrated an adept utilization of the notion 'garden'. This scholarly examination underscores Singapore's journey in redefining urban landscapes through the strategic employment of the concept of garden in its urban environmental policies. By tracing the evolution of the garden concept across distinct phases, the study illuminates how the Singaporean government leveraged the garden's versatility: from an effective metaphor of aesthetic values to an integral component of its holistic urban system, and finally to a bridge between the urban and the natural.
