농업인 교육 프로그램 문제점 및 개선방안 (The Problems and Improvement of Farmers Educational Programs)

  • The purposes of this study were to analyze the farmer education programs in Korea and to develop the strategies for improving its effectiveness. Questionnaires were used to collect data from institutes of farmer education. The framework of analysis was developed with four survey areas and 328 programs were analyzed based on it. The results show that the major learning domains of farmer education were concentrated on production skills and were overlapped with other training institutes. There was no systemic structure in whole programs for farmers. Evaluations for learning achievement were not fully implemented. It was recommended that there should be a system for improving quality of farmer education.

일본에서의 한방의학(漢方醫學)에 대한 국비 지원 연구 동향과 그 함의 (Trends of Government Funded Research for Kampo Medicine in Japan and It's Implication)

  • Objectives We analyzed the trends of government-funded research on Kampo medicine in Japan to provide advanced evidence to R&D support policy for Korean medicine, and to introduce new research fields and trends to the researchers. Methods We reviewed the researches on Kampo medicine through 'research-er.jp' and 'KAKEN' database which contain R&D status in Japan and scientific research funding project issued by the Japan Ministry of Education, Culture, Sports, Science and Technology. Results Since 1976, government-funded research on Kampo medicine has been continuously announced, and now 533 tasks have been completed or are in progress. The average duration of the study is 2.54 years, but it has been prolonged to 3.52 years in recent years. 4~5 million yen was supported per project for laboratory research, and an average of 44,342 thousand yen was supported per project for specialized laboratory research and clinical research. Conclusions Despite the absence of systematically supporting departments, the researches on Kampo medicine in Japan were qualitatively superior since they focused on providing the scientific basis for clinical application. As competition in the world's traditional medicine market becomes more intense, it is necessary to improve the competitiveness of Korean medicine. Therefore, a keen interest in Korean medicine and active support from the government is needed.

후계어민 육성을 위한 어촌지역 중등교육과 사회 교육의 연계방안 (A Research on a Joined Project of Social Education and Village Secondary School Education for Raising The Number of Successors to Fishery)

  • The purpose of this study is to investigate the relation between social education and secondary education of seaside and sea village schools for supporting the successors to fishery. Objects of the study were five groups; 321 fishermen, 107 staff members of a Fishery Guidance Center, 1, 001 students, 306 teachers of sea villages, 193 staff members of a Fishery Cooperative Association. The total number of people being object of this study was 1, 876 persons. The questionaire used for this study was made after preliminary counseling with fishermen in sea villages and teachers in seaside schools. The results of this study are as follow ; 1) About the value of Fishery and successors to Fishery There have been more positive responses than negative ones to the question on the value of fishery. The main reason for positive responses lies in the potentiality for development of fishery but the negative responses are because of the heavy work. 56.8% of the respondents expected an increasing number of successor to fishery, but 43.2% of the respondents had a negative foresight on that problem. The negative respondents stated that the fisherman that moved from the sea villages to the urban areas are responsible for the none increasing numbers of successors to fishery. Most of the respondents answered that government support is needed in order to increase the number of successors to fishery. 2) Social education for Fishermen Only 40% of fishermen know the Fishing Village Guidance Center as the main institute for social education. 94.17% of the respondents prefer plural institutes to single ones. 5.9% of the respondents answered with opposit opinions. 40.4% of the respondents answered that technical teachings has not often been practised. The reason why technical teaching does not often come into effect are as follows; lack of technical expertise, insufficient concern of staff members of the Guidance Center or the Cooperation Association. Also fishermen answered that the Fisherman Guidance Center does not often practise technical education. The Fishery Cooperation Association with its social education for fisherman takes the role of education for the economical way and carries out financial assistance. The relationship between the Fishery Cooperative Association and fishermen is presented satisfactory. However, the frequency of education is not satisfactory. Indifferences between staff members of the Fishery Cooperative Association does not carry out fishery education very often. Also loaned money matters were not satisfactory. 3) Secondary education for Fishery This study showed that it is desirable that the practical course of middle schools in islets and seaside villages take education on fishery ; however, a few schools only take the practical course fishery. Most of the fishery high schools want computer education as a new recommendable course. The students of fishery high schools want computer education as a new recommendable course. Over 80% of the respondents agreed that the principals of schools in islets and sea side villages should be men having majored in fishery. 4) The connection between social education and secondary education for fishery a. It is desirable that the principal and vice principal of secondary schools in islets and sea side villages are men majored in fishery. b. It is recommendable that fishery courses are taken as practical courses in fishery village schools for it is helpful to relate between the vocation and the district's special character, as well as to built up relation between the middle school education and the fishery high school education. c. The teachers of fishery high schools and the officials of government offices which are related to fishery should work together to realize a program on teaching various kinds of techniques and give other useful informations to fishermen. d. During the vacations the fishery high school could be used for the social education of fishermen. Seminars on fishery technique and cultural aspects could be held. Especially a spiritual education which is needed for the improvement of the society of fishermen could be achieved by a cultural education. e. On the state level a financial support to raise the number of successors to fishery, a national policy for the betterment of the life of fishermen, as well as active publicity activities are necessary. f. A financial support of the government for raising the number of the successors to fishery is needed. For this purpose a fishery education performed on a state level would be desirable.

학교도서관 관계법령의 문제점과 개정방향 (The Problems in School Library Laws and Some Suggestions for Revision)

  • 학교도서관은 교사와 학생들의 교수·학습활동을 지원하고, 학교의 교육과정 전개에 이바지할 수 있어야 한다. 최근, 교육부가 추진하고 있는 자기주도적 학습은 자료중심을 통하여 학생들에게 문제해결능력을 길러주자는 것이다. 자료중심교육은 학교도서관을 떠나서 생각할 수 없는 문제이다. 모든 도서관중에서 가장 기본적인 학교도서관은 정부의 제도적, 행정적인 뒷받침이 없으면 발전할 수 없는 특성을 가지고 있다. 그 동안 정부당국의 무관심과 입시위주의 교육 때문에 거의 빈사상태에 있는 실정이다. 따라서, 학교도서관 관계법령을 개정하여 제도적으로 정착시켜야한다. 어떠한 제도나 조직의 발전은 결국 사람의 문제로 귀결된다고 보아야 한다. 아무리 좋은 법령을 만들고 제도적 장치를 마련해 두어도 행정적인 지원과 뒷받침이 없으면 그 제도나 조직은 발전할 수 없다. 그 조직에 대한 관계기관의 애정어린 관심과 발전에 대한 강력한 의지가 있어야 한다.

장애인거주시설 장애인체육활동 활성화 방안 연구: Q방법론 (Research on ways to revitalize sports activities for the disabled in residential facilities for the disabled : Q methodology)

  • 본 연구는 Q방법론을 활용하여 장애인거주시설에서 생활하는 장애인의 체육활동 활성화 방안에 대해 인식 유형을 파악하고 이를 바탕으로 시사점을 도출하기 위한 것이다. 이를 위해 먼저 선행연구, 현장 및 특수체육 전문가를 대상으로 개방형 설문조사를 실시하여 총 25개의 Q진술물을 작성하였다. 이후 시설 종사자 22명을 대상으로 Q분류를 실시하였고, 그 결과를 PQ method 2.3.5 프로그램을 이용하여 분석하였다. 분석결과는 정부의 지원형, 장애인체육시설 확충, 공감대 형성 총 3가지 유형으로 도출되었다. 장애인거주시설 내 장애인의 체육활동 활성화를 위해서는 정부의 지원을 통한 체육활동에 적극적으로 참여할 수 있는 체육시설이 확충되어야 할 것과 장애인의 체육활동에 대한 사회구성원들의 인식 개선도 중요하다는 것을 확인할 수 있었다. 이러한 연구결과는 향후 장애인복지시설에서의 체육활동 활성화를 위한 정책자료 제공 및 방향 설정에 기초자료를 제시하였다는 데 그 의의가 있다.

강소농교육 참여 농업인의 직무성과와 학습지향성, 자기효능감, 학습전이의 구조적 관계 (Structural Relations of Learning Orientation, Self-Efficacy, Learning Transfer and Job Performance of Farmers who Participated in the Strong and Small Farms Education)

  • The purposes of this study are to explain and identify the frame of structural relations of learning orientation, self-efficacy, learning transfer and job performance of farmers who participated in the strong and small farms education. This is an experimental research with the data collected from 495 farmers who have taken the farm education. Based on the collected data, the study conducted a structural equation modeling(SEM) to confirm the validity and analyze the structural relations of the suggested model. Using measured and latent variables drew from the analyses, the study set a structural equation model and tested the model by analysis of the structural equation modeling with AMOS 18.0. The results found from the empirical analysis can be summarized as follows. 1) Learning orientation and self-efficacy positively influenced job performance through learning transfer. 2) The hypothesis that learning orientation would have direct impact on job performance was not supported. 3) The strong and small farms education is useful to expand learning transfer and to enhance job performance. So, government policy support has to reinforce learning support on farmers in order to achieve high performance of learning and job management through farm educations.

  • This study looks at the influential factors of cyber education in order to create a cyberspace where the public official can obtain information at a place and time convenient to them. This will provide a chance to activate cyber education effectively. The results of the study show the influential factors of education effect as follows: - the instruction design and contents factors such as interesting educational contents, interaction between learners and teacher, and positive instruction, a31 had an important influence. - the learner factors, such as a desire to learn, motivation, and interest in the lesson, also had a significant influence. - the environmental factors such as systematical basis and support, atmosphere, and consideration of others had a large effect on the education effect.

의료보험 적용대상자의 질병예방 및 건강증진사업 활성화 방안 (A Study on Program Development for Disease Prevention and Health Promotion)

  • The Korean people are all the beneficiaries of medical insurance or medical aid. It is important and needful to develop the preventive health program such as health examination and health education for disease prevention and health promotion of the beneficiaries. This paper diagnoses the status and problems of the current preventive health services to the beneficiaries and recommends how to develop the preventive health program in the medical insurance. This paper suggests that the government should strengthen the political support and supervision in order to develop the preventive health program in the medical insurance. In addition to the above suggestion, the following are recommended ; 1) to designate the large number of qualified hospitals for health examination. 2) to use the supplementary methods such as the health questionnaires in order to give the accurate health examination services. 3) to combine the health examinations by both laws of medical insurance and industrial health. 4) to arrange the manpower in charge of health education and to establish the health promotion centers. 5) to develop the effective mass media and materials for health education by use of TV, radio, VTR and slide projector.

  • A rapid increase in population is most likely to become a menace to human existence, and will cause unfavorable effects. Therefore, we must consider it as an urgent task to make use of marine resources in various ways. Korea particularly laks potential resources, so has no other way but to exploit and utilize the resources for its overall economic growth. In therms of these viewpoints. this report studies the constructive measures and programme for promoting Korean marine industry education after reassessing the aspects of marine industry and analyzing the present situation and problems of the Korean science and technology today. Under these circumstances. it is suggested that financial and administrative support be afforded by government and the authorities concerned for the reformation of curriculum and educational system, inverstment growth for improving educational environments and research conditions. In addition, administrators and teachers are expected to exert their utmost efforts to bring ahout encouraging results in the marine industry education.

  • The state adopts the policies based on the goals pursued by the state and provides a basic policy for administrative activities related to early childhood education. Therefore, early childhood education policy should be established organically in consultant with the social consent in advance. In most countries will bear the costs of child care and early childhood education can reduce the financial burden of parents and early childhood education consumers are able to understand the will of the government to support the child care services, which they need in a variety of way. The conflict is deepening - among policy officials, front-line institutions participating in policy implementation, and parents - surrounding the infant and early childhood education. And the conflict has caused the difference between this policy and claims that cannot find hardly a solution. In this study, we argue how the policy differences between groups involved in the policy to analyze the influence, to find the policy conflict resolution strategies.
