A Study on the Development of Evaluation Indicators for the Korea Government-Sponsored Program Fostering Aviation Personnel (우리나라 항공인력양성 사업의 평가지표 개발에 관한 연구)

  • Aviation industry is known as the knowledge-based one and as an advanced nations' exclusive property having a large capacity for creating job and added value. Considering the current status of the aviation industry as aforesaid, it is natural for all countries to turn their attention to such promising aviation industry. At the time of rapid growth in aviation market, the importance of securing managerial experts and technicians is being under the spotlight as the aviation profession is increasingly in demand. To meet such dire needs that have already become an ever-greater part of the industry, collaboration among governmental, educational and industrial parties has formed in preparation for putting us into so-called an era of globalization. Having recognized the significance of the program, carried forward by The Ministry of Land, Transport and Maritime Affairs, fostering human resources in civil aviation, the objective of this study lies on deloping indicators for the programofficially designed to produce men of expertise in international air transport, the market of which forms nowadays a large part of national economy, and the technology of which develops so quickly. In this paper, an effort is made to develop the appraisal indicators and to set up standards thereof in order for the program to be systematically and expertly assessed on the basis of Quinn and Rohrbaugh's the competing values model. Firstly, this paper designs appraisal indicators, taking into account the peculiarity and environment of air transport industry, for developing human resources in civil aviation by utilizing advanced research on educational assessment in general due to the absence of applicable preceding studies regarding the development of human resources in civil aviation. Secondly, investigations into the necessity and validity of the appraisal are committed by analyzing answers from 100 respondents to questionaires and oral surveys in order to verify appraisal indicators designed in accordance with the competing values model. Lastly, the paper analyzes in a demographical way discrepancy in the recognitions among institutions for which the respondents work, on the basis of the outcome of the survey. As a result, the discrepancy is found not significant, which indicate that the aviation experts favour the indicators as appraisal standards. Prospective studies on the same issue may need an in-depth analysis, empowered by sufficient sampling in balance, of correlation between independent variables, then hopefully serve as a momentum for advancement of study in civil aviation.

  • For government and public institutions, civil complaints containing direct requirements of citizens can be utilized as important data in developing policies. However, it is difficult to draw accurate requirements using text mining methods since the nature of the complaint text is unstructured. In this study, a new method is proposed that draws the exact requirements of citizens, improving the previous text mining in analyzing the data of civil complaints. The new text-mining method is based on the principle of Co-Occurrences Structure Map, and it is structured by two-step association analysis, so that it consists of the first-order related word and a second-order related word based on the core subject word. For the analysis, 3,004 cases posted on the electronic bulletin board of Busan City for the year 2016 are used. This study's academic contribution suggests a method deriving the requirements of citizens from the civil affairs data. As a practical contribution, it also enables policy development using civil service data.

  • Purpose: The purpose of this paper is to provide basic data in order to systemize the management of demand and supply of radiologic technicians, to pursue a fair regional distribution of educational institutions, and furthermore to keep reasonable medical treatment and fee. This research was carried out through the investigation of radiologic equipments and technicians according to the distribution of the population. Materials and Methods: We compared and analyzed the correlation between regional population, the number of clinics and hospitals, the number of medical imaging devices, and the number of radiologists and radiologic technicians in 5 cities without "Gu" administrative units in 2008. Results: 27,317 radiologic technicians have been produced since the administration of the national qualifying exam for radiologic technicians. About 18,000 radiologic technicians are currently working. There are 39 colleges or universities with Departments of Radiology and the admission quota is 2,120 students excluding one college. The ratio of radiologic equipments to radiologic technicians is 2.6 to 1. Conclusion: There is a dilemma in which some radiologic technicians fail to find appropriate jobs while some clinics or hospitals are in need of radiologic technicians. This dilemma is due to unreasonable regional discrepancies in pay system and welfare situation, and excessive profit-oriented recruiting system of clinics and hospitals. The increase of students of Radiologic Departments and approval of additional departments will end up with producing superfluous high academic degree holders, which is on the contrary to the government policy to produce more job opportunities. So the policy of increasing Radiologic Departments should be reconsidered.

  • The Korean military supplies industry tends to become limited in terms of its development to specific areas in line with strategic promotion policies of the local private direct industrial site. However, the relation between base and small cluster is getting lower of the local industrial site. In this study, information related to authorized test reports for munitions was collected through the military quality information system and subjected to social network analysis(SNA). SNA was performed through the relationships among defense quality assurance agencies, test institutions, contracts and cooperative firms through UCINET's Two-Mode Network. In the field of weapon systems, the median technology industry, and the test analysis dependent are high in Seoul, so the analysis revealed that strengthening the infrastructure for test analysis is needed. Also, it was deemed necessary for government-driven political support. Besides, the field support system was efficiently utilizing a relatively local test analysis. It was analyzed that they are overcoming the regional boundaries of small clusters by strategically changing their contract and cooperative firms' status. The research found some spatial inconsistencies between base and small clusters in the military supplies industry, and it was judged that a political suggestion was needed.

A Study of Category Standardization according to Non-benefit Medical Expense in Tertiary Hospitals (상급종합병원 비급여 진료비 변이에 따른 항목 표준화에 관한 연구)

  • The purpose of this study was to identify the average cost and present status of non-benefit medical expenses by using the data of tertiary hospitals released by the Health Insurance Review and Assessment Service(HIRA), and to compare the data to find cost variations. The target of analysis was the present status of the non-benefit medical expenses reported by 41 tertiary hospitals among the 44 previously designated hospitals (three were excluded due to revocation or new designation) for 2015, 2016, 2017, and 2018 (until April). This study was conducted after approval of using the released data of the HIRA's data opening system. This study was analyzed by its general characteristics, annual non-benefit medical expenses by frequency analysis, and annual understanding of variation by designating Coefficient of Variation (C.V.). The research found out that the number of details of non-benefit medical expense was gradually increased: the numbers of categories were 51 in 2015, 53 in 2016, and 98 in 2017, but there was a rapid increase in 2018 by 193. As a result, to standardize non-benefit medical expense items across tertiary hospitals due to their variations in the expenses, the government should expand standardized non-benefit medical expenses and make it mandatory for medical institutions to use the standardized items or names of such expenses.

  • There is a general consensus that Baekjeing means Butcher after the Joseon Dynasty. In the Goryeo Dynasty, the title of "Baekjeong" was named as a general farmer's name, "Hwacheok" and "Jaecheok" from the north, but it changed its name to Shin Baekjeong by nationalization policy in the early Joseon Dynasty. They were multicultural Ancestors who worked for jobs which people despised. The purpose of this study is to examine the background and trends of how these were stripped of their identity and to present a direction for deciding on the policy of multiculturalism which is the subject of our society today. Based on the researches of historical researchers, the study examines the multicultural dynamics of old period and observes the present phenomenon by interpreting the statistics of the related institutions of the government. We realized that the reason for the liberation of the Baekjeong has a various causes and its causes are similar to the phenomenon of today 's multicultural society, so that the depth research on each factor will be added to form a desirable policy base for multiculturalism in our country.

  • The purpose of this research is to study, through the Delphi method, using an expert panel of 14 persons, effective workforce plans for CCTV applications. The need for professional manpower for activities related to CCTV has emerged through technological development and increased utilization of the CCTV industry sectors. Efficient workforce improvement for the CCTV sector presented in this study are in regards to student education. This study proposes an appropriate description for curriculum and related promotional information. This study should create an environment for overcoming the lack of student involvement and commitment to the environment and ensure training after qualification status after the training provided, including measures to maintain. In order to prevent employee turnover, CCTV training is necessary to actively review government support measures. This study also proposes providing a proper educational environment and supply of replacement staff members brought on by training courses. In terms of education administration bodies, we propose that education and training in CCTV management provide a variety of benefits including participation in education, adequate publicity through cooperation with relevant institutions, and introduces new educational programs. We propose providing adequate training that meets the needs of consumer, as well as education, course selection and expanded curriculum in accordance with operating options and the costs of training. In addition, senior student-selected personnel are needed to address the shortage of operators starting work-experience or training.

The Effect of Travel Motivation on Satisfaction for the Walking Tourist (도보여행객의 여행동기와 만족의 영향관계연구)

  • This study is an investigative study into the effects that the 'travel motivations' of participants on walking tourism has on their 'degree of satisfaction' by identifying tourist motivations for selecting walking tour among many types of tourism and their effects on hikers' degree of satisfaction. This study was conducted with hikers affiliated with 'walking on beautiful roads '-one of Busan's preliminary social enterprises- with a total of 176 copies used for a final effective sample. Data collected was analyzed using SPSS WIN 18.0 to conduct a frequency analysis of the sample. Along with exploratory factor analysis, Cronbach's ${\alpha}$ coefficient was used as an estimate of the validity and reliability of each factor. Multiple regression analysis was done for an analysis of travel motivations and their effects on satisfaction. The scale rates items in the questionnaire in the following categories: 'Motivations' for walking tours consist of 5 factors- vacation, soul-searching, social get-togethers, nature tour, community experience-with a total of 20 items. 'The degree of satisfaction' is made up of a factor with a total of 4 items. The results of the study are as follows: with respect to the hypothesis that motivations for walking tour would have a positive effect on the degree of satisfaction, test results show that 'motivations' have significant partial effects on the 'degree of satisfaction'. Motivations affect the degree of satisfaction in the order of nature tour and soul-searching except for experience and social get-togethers- an indication that participants on walking tours tend to travel for the attractiveness of nature, wanting time for reflection and meditation. As the first investigative study into participants in walking tours products offered by travel agencies, the study has the following implications for marketers: First, travel agencies selling walking tour products and government institutions concerned about the development of hiking trails need to discuss ways to make the most of natural resources as they are- rather than using development-oriented approaches. The study has its own limitation: it is that with the lack of domestic and international studies on walking tours, the study has not gained access to precedent studies on the subject so it has not established a systemic approach to the emerging type of tourism. Hopefully, this study will make a small contribution to its development.

Development of Evaluation System for Overseas Business Capability of Construction Firms (국내 건설기업의 해외건설능력 평가체계 개발)

  • Since 1960's, international construction market have explosively increase and have reached up to 600 Bil. US$ through active participation of construction firms and steady support of government. Nevertheless, owners, clients and financial institutions required reasonable criteria to effectively assess the overseas business capabilities of construction firms. However, the existing methods for construction firms rarely considers the perspective of overseas business capabilities. To overcome these problems, this study proposes an evaluation system for overseas business capabilities of construction firms. First, the needs for new evaluation system is derived through FGI, and the direction of new evaluation system is presented by reviewing the limitations of existing methods. Also, the capabilities that are required for the performances for overseas businesses were analyzed through expert interviews. Finally, 31 primary evaluation indices consisting of 3 criteria - appropriateness of index, possibility of quantification, possibility of data gathering - are derived under 9 categories and 3 perspectives through surveys and consultation meeting. The preliminary investigation of 24 Korean construction firms are conducted for comparing the existing evaluation systems and to verify its applicability. The proposed method could provide a rational criterion to evaluate the construction firms, improve internal capacity of firms, and ultimately supports the success of the construction industry.
