전자정부의 통합전산환경 구축을 위한 작업분할구조(WBS)의 사례연구 (A Case Study on Work Breakdown Structure(WBS) in Constructing the integrated computing environment of the e-Government)

  • 지난 20년간 전자정부시스템을 효과적으로 구축 및 운영하기 위한 과학적이고 체계적인 접근방법에 대한 연구가 지속되어 왔다. 그 중에서 제너럴시스템엔지니어링(GSE)의 기법으로 작업분할구조(WBS)에 대한 관심이 높았다. 작업분할구조(WBS)는 전자정부시스템을 효과적으로 관리 및 엔지니어링을 하기 위한 과학적인 수단이다. 작업분할구조(WBS)는 전자정부시스템을 구축 및 운영하기 위한 프로젝트를 자료항목(DIDs)관점에서 작업을 체계적으로 구조화한 것이다. 본 연구에서는 전자정부시스템을 체계적으로 관리 및 엔지니어링 하기 위한 개념적 작업분할구조(WBS)를 기반으로 구체적인 사례연구를 하였다. 사례연구를 통하여 전자정부시스템을 구축하기 위한 개념적 작업분할구조(WBS)의 전형적인 모델을 제시하였고, 이를 적용하기 위한 유용한 지침을 제공하였다. 본 사례연구의 결과는 전자정부시스템을 구축 및 운용 시 널리 활용될 수 있을 것으로 판단된다.

Assessing Indonesian Construction Regulations on Quality and Performance

  • Indonesian construction companies are currently facing high competition both among themselves and with global construction companies. In order to address this issue, the Government of Indonesia has enacted specific regulations and policies relating to the development and implementation of quality management systems (QMSs) ISO 9001 based in construction, acknowledging that the consistency of construction project quality requires a formal quality system as a guarantee to raise quality standards at all project stages. The research has been undertaken to examine the effectiveness of the regulations and policies against several key performance indicators (KPIs) of the ISO 9001 Indonesian construction companies. A comprehensive review of the relevant regulations and policies together with interviews with the Government and National Construction Services Development Board recommend possible additional guidelines and supporting quality system, which intends to measure contractors' project output against defined standards as well as to assess their performance among other similar service providers. The outcomes of the research contribute to the development of the Indonesian own construction industry quality measurement and assessment system.

  • After participation in the Colombo Plan in 1954, Japan has provided Official Development Assistance (ODA) to 185 countries and areas, and the accumulated amount of Japan's ODA is approximately US$ 221 billion for 50 years. Japan is the second largest ODA donor country in the world now. The country is contributing to the peace and development of the international community. However, the recipient government and the parties concerned are not always satisfied with the Japan's ODA system.. Especially the grant aid system is strongly based on the domestic public work system. This paper analyzes the problems and figures out solutions from the viewpoint of donor and the participant.

  • Recently, many business and government organizations have benefitted by executing projects using TOC-CCPM(Theory of Constraints-Critical Chain Project Management). In parallel, Earned Value Management(EVM) metrics have also become popular. Many organizations like US government requires that all large projects measure and report project progress status using EVM. Thus, project management in business fields such as plant construction, IT development, ship building need to integrate TOC-CCPM and EVM in oder to keep and reduce the delivery date of projects for improvement of customer satisfaction and enlargement of business opportunity. This paper proposes the scheme and case of developing the Synchro-EVM system which TOC-CCPM and EVM are connected.

신한옥 건설통합정보화를 위한 표준정보분류 및 사업번호체계 (Standard Classifications and Project Numbering System for Integrated Construction Management of Modernized Korean Housing (Hanok))

  • A comprehensive research effort in order to develop and disseminate modernized Korean housing (Hanok) has recently been initiated by Korean government. This large scale research project encompasses a wide spectrum of housing development including public policy, architectural plans, modules, construction materials and methods, prefabricated assemblies, automated production, construction management, and advanced information systems. For the purpose of integrating and automating the whole processes from an industry perspective, it is of great importance to develop a standard classification system and project numbering system (PNS) for the modernized Korean housing. This paper focuses on the standard classification systems and PNS for cost and schedule control. The distinct characteristics and managerial requirements were explored and embedded into the proposed classifications for modernized Hanok.

Ensuring Economic Benefits of Mitigation Projects for Improving the Image of Construction Industry

  • Over the last several decades, the United States has experienced a great number of natural disasters. To minimize the impact of the natural hazard events, the U.S. government spent a tremendous amount of money through federal assistant programs. To be eligible for the programs, a mitigation project must be cost effective (more benefits compared to project costs). However, the state and local communities suffering from the natural disasters generally have difficulty in collecting reliable evidence for their damages which can be converted later into benefits when a mitigation project is implemented. Therefore, this paper shows the process of conducting a benefit cost analysis with limited data. Besides, it also provides how to apply the limited data to the analysis through a case study. Consequently, this paper help state and local communities get funding from the federal government, which in turns will improve the image of construction industry by preventing people from natural disasters.

  • The Public Private Partnership/Private Finance Initiative (PPP/PFI) schemes have made the private sector become a major participant involved in the development of infrastructure systems along with the government. Due to more integrated efforts among project participants and longer concession period, PPP/PFI projects are inherently more complex and risky. It is therefore very important to proactively manage the risks involved throughout the project life cycle. Conventional risk management strategies sometimes ignore managerial flexibility in the planning and execution process. This paper starts with a revised risk management framework which incorporates the real option concept. Following the presentation of the framework, a new risk classification is proposed which leads to different ways of structuring options in a project according to the stage of the project life cycle. Finally, the paper closes by discussing other issues concerning option modeling and negotiation.

  • For the smooth implementation and success of smart city projects, it is necessary to recognize that there is a difference in the perception of value judgments or strategic goals among major stakeholders in the planning process. And it is necessary to aim the values and goals of smart cities through reconciliation of these differences. The two major stakeholders in the smart city development project are citizens group and government officials group. Government officials are in charge of establishing and implementing policies for smart city projects, and their value judgments and perceptions influence the policy direction. In these respects, government officials can be an important stakeholder group. Citizens are a group that includes ordinary residents and business owners who live in smart cities and are the ultimate users of infrastructure and facilities. This study investigated the importance perceptions of citizens and government officials, who are the major stakeholders, about the core values and strategic goals that the smart city project aims. Responses were collected using a structured questionnaire to which the AHP methodology was applied. And the priority of perceptions for constituent items was compared for each stakeholder group. Through the comparative analysis results, it was empirically confirmed that there is a difference in the values and goals pursued by the smart city project between stakeholder groups. As an empirical study on the stakeholders of the smart city project, this study is meaningful in contributing to the theoretical development in that it suggests that the conceptual structural model of the smart city strategy system presented in previous studies can be applied in practice.

경량전철사업의 시스템엔지니어링 적용 실태분석 연구 (A Study on the Analysis of SE Process Implementation for the Light Rail Transit Project)

  • This paper aims to analyze the result of SE Process Implementation on Light Rail Transit(LRT) Project. Currently the Light Rail Transit Project of Korea applies SE to the intermediate phase, that is, E&M phase which is a manufacturing and designing procedure. More seriously, the application effect of SE is not remarkable because it applies to some specific engineering fields like RAMS and it depends on superficial consulting of foreign companies with low SE support capability and investment capital. This study points out that the "Requirement Analysis" and "System Alternative Review" has not been conducted from the initial phase (basic plan and basic design) of the LRT projects. Several projects indicate that the amount of investments for SE activities through the Korea LRT project is relatively very small in comparison with the global capital which is about 10% of total project budget. Furthermore, Korea LRT projects have very few SE professionals and weak SE organization with no government directions and guide book for the efficient implementation of SE for the LRT projects.

케냐의 전자정부 프로젝트 핵심 성공 및 실패 요인 (Critical Success and Failure Factors of e-Government Project Implementation in Kenya)

  • Use of ICT in Government has ability to improve service delivery to its citizens, and yet many developing countries have lagged behind in the implementation of e-Government. Many e-Government initiatives also failed to achieve their objectives in developing countries. This paper therefore aims to identify critical failure or success factors in Kenya, using Heeks' Factor Model. A survey questionnaire was developed and data were collected and analyzed from officials and interested citizens. The analysis results enabled to highlight seven specific success and failure factors, and their constituent elements in Kenya. The Kenyan overall e-Government implementation score belongs to the Zone of Improvement (3.52 of total 5.0), which means partial success or failure. The enablers of e-Government projects are good strategy formulation, and internal and external drive, whereas main failures of e-Government are weak ICT infrastructure. The areas for improvement are project management, design, competencies and funding. Data analysis highlights both strengths and weaknesses for each factor or variable. In particular, Kenyan government excels at the drive for change by top to bottom government officers as well as external stakeholders, while the government officers who are using e-Government are satisfied with the availability of vision, strategy and plan of e-Government implementation. Both technologies and e-transactions laws were the worst of all the variables in e-Government implementation. Two areas should be improved using immediate corrective action. In-depth study reveals that government officers and citizens can't fully use their laptop and mobile devices due to the lack of both ICT network and its operating technology, and legal system associated with the transaction of business information. Finally, the study ends up with recommendations for policy makers to shape the future of e-Government system in both developing and developed countries.
