For more effective indoor radon reduction policy and technique, we researched radon data analysis for some buildings in Seoul. Those buildings were categorized as dwelling, underground and office space and the variations of radon concentration and its sources were evaluated. The variations of radon concentrations of indoor space of buildings for a day were patterned specifically by dwelling habits and different environment. As for the new built apartments which were not yet moved in, their indoor radon concentrations were showed more than 3 times after applying interior assembly, and were 5 times higher than ones of rather old residences. As for the subway stations, the radon concentrations during off-run times were about 15% higher than run-times. 10% of radon seemed to be reduced by installation of platform screen doors. As for office space, radon concentrations during working hours were about 2.5 times higher than non-working hours. Plaster board are expected as a main source of radon for them. By radon measurement method for long-term, its data can be over estimated because it covers non-active time in office or public space. Therefore combination of short and long-term measurement method is required for effective and economic reduction. Furthermore importance of ventilation is requested as public information service for all dwelling space. And also standardization for radium content or radiation of radon is necessary.

Recently, the twenty-first century is called "the age of localization and regionalization" in Korea. So, local government should need to keep balance between the existing administrative management and new management strategies based on CEO's mind in order to deal with the situation of such that(the age of localization and regionalization) and improve efficiency of public service. In addition, they build public buildings after that they should operate and maintain them regularly. However, Korea local governments have tried to run many projects to expand insufficient local finance that was only for profit oriented public projects without considering management. Therefore, this paper is a basic study to establish and suggest the reasonable operation plan for local government by examining and reviewing actual operation condition in the public buildings. With the evaluation method which is demanded from public construction management to introduce a civil management technique manages an investment mind standard and management basis of assessment, proposes 8 sides of financial affairs, real estate maintenance and facility management, achievement evaluation, environmental safe crisis management, judiciary and explanation responsibility with base.
This Hee Kyeong Ru, a kind of "Nu-Gak" in Gwangju is a high storied old government official building memorizes the recovery of Gwangju area reputation. Hee Kyeong Ru, literally means, delightful and happy occasions. This kind of the buildings were build for the receptions and the banquets for the high government officials in travelling areas to areas. It provided very high formality as compared to the buildings in the mountains. Nu-Gak buildings have a lot in common, since they had been constructed under the influence of the then time period and for the common reasons. Several records about Hee Kyeong Ru can be found in the old literatures, poetries, pictures and atlases. Also, we can see the shape of the building and the location through the mark in the old map. According to the historic materials, Nu-Gak buildingsof other old goveenment offices with Hee Kyeong Ru are similar to that of the size and construction. So we can draw the common points of the existing old official buildings and could assume the original form of Hee Kyeong Ru. In conclusion, we need to restore Hee Kyeng Ru as the historical meaningful building and use it as a representative cultural building in Gwangju.

The purpose of this study is to examine the materials on Bangdapjin, summarize the excavation surveys and compare them with the past literature records and to determine the location of the Bangdapjin government office facilities. It was categorized into the castle in the original cadastral map, which allowed to identify the overall shape of Jionseong Castle. The Chi on the castle wall and Ongseong on the Munji have also been identified. The majority of state-owned land in the original cadastral map is usually concentrated at the point where the road from the north intersects with the road from the east to the castle, which is presumably where public buildings were located. One of the photos in the 1950s shows the presence of a building presumed to be an inn featuring, extraordinary shape that deserves special attention. The gate is believed to have had Ongseong due to evidence of a portion protruded at right angles from the castle according to the original cadastral map.

Due to the enhancing environmental concerns worldwide with the need of increasing demand for sustainability of building design, maintenance and operation, key stakeholders including the government and developers in many countries strike for the benefits in implementing the green design and building concepts in constructing, infrastructure as well as the buildings. Different countries have their standards or certifications for green buildings while the adoption rate of BEAM-Plus in HK is relatively less compared with other developed countries such as Europe, USA and Japan. Therefore, in the present research, BEAM-Plus, the beginning assessment method of green standard implemented in HK, will be mainly discussed. Current situation of BEAM-Plus implementation in HK will be reviewed and then adopt a systematic approach via literature review and research paper, questionnaire with Analytic Hierarchy Process (AHP) method to depict the opportunities and challenges from the perspective of government and developers regarding implementing BEAM-Plus in HK and thus investigate the implementation gaps. It is found that for both the macro level of opportunity and challenge, the most important criterion is political, in which the weighting value are 0.3114 and 0.2321 respectively. It is obvious that government plays a critical and significant role in affecting the development of BEAM plus. Technological difficulty is also an important factor that challenging and hindering the implementation of BEAM plus, the weighting value is 0.2194 under challenge hierarchy. More experts and professionals should be imported to Hong Kong to enhance the technique is building green buildings. At the end of this paper, solutions and actions will also be suggested and concluded in alleviating the challenges. Findings from this research can guide developers to consider adopting green elements, government and Green Building Council in HK to review green buildings' policy.
Systems operating construction expenses for preservation and repair of the architectural heritage may be divided into two in the Japanese colonial era. They are preservation cost nd preservation cost-aided constructions, according to the ownership of a building. Preservation cost construction refers to preservation and repair of government-owned buildings that Japanese Government General of Korea had the ownership and the right of management, and preservation cost-aided construction means preservation and repair of private buildings such as Buddhist temples. In the case of preservation and repair of buildings owned by the government, it was done by the Japanese Government General of Korea, so the same agent executed the budget and managed the properties. They included royal tombs and relics, old government offices, Hyanggyo and some Seowon. On the other hand, in the case of preservation and repair of private buildings, they were private properties, so Japanese Government General of Korea had rights only for permission of preservation and repair. If there was a request for .preservation and repair by an owner, the Japanese Government General of Korea decided on whether it would support its expenses or not and played a role of management and supervision. It applied to Buddhist shrines and pagodas owned by Buddhist temples and shrines and temples owned by individuals and families. Hence, in the case of government-owned buildings, because the preservation cost was spent from the Japanese Government General of Korea's budget for investigation expenses of historical remains or repair expenses of Jeolleung and ruins, they were classified into preservation cost constructions. As for private buildings, the cost was spent from their budget for aiding preservation expenses, so they were classified into preservation cost-aided constructions. Because preservation cost construction and preservation cost-aided construction were conducted by two different agents, there were a little difference in procedures for executing a construction. There was no big difference in the general progress of constructions but was an administrative difference in the kinds of documents submitted and the roles of field supervisors. Such dual systems remained unimproved throughout the Japanese colonial era. The Japanese Government General of Korea was the colonial government so much influenced by the Japanese Government. Most Japanese architectural heritage was owned by Buddhist temples and Shinto shrines and there was almost no building owned by the government, resulting in a unitary system unlike Korea. Heritage system by the Japanese Government General of Korea was established under the influence of Japan regardless of the situation in Korea. Accordingly, Japanese Government General of Korea could not present a definite solution in the bisected system of preservation and repair expenses for the heritage. It shows the limits of the Japanese Government General of Korea in the colonial era.
The study on the government office building in Chungcheong Suyeong(忠淸水營) is very rare. How were the Gaeksa(客舍) and Dongheon(東軒) which are representative government office buildings in Suyeong, maintained and what was the aspect of it, while passing through the upheaval period of the end of Joseon(朝鮮)? And where was the original place and was there any change in use? It is so regrettable that these subjects were not figured out yet. So I thought it is very important task to figure out its actual aspect by investigating the maintain state of the Gaeksa and Dongheon and the change of their places. So this study examined the related historical records and, based on it, analyzed "Ocheon GoonJi(鰲川郡誌)" in various view points. Through this analysis, this study could figured out the maintain aspect of the gaeksa and dongheon and the change of their places, and be able to deduce the other change of the government office building. This study could assume the places of each government office buildings by comparing this investigated result and the analyzed result of the original cadastral map in various view points. As the result of the study done by this method, this study confirmed the maintain state of the Gaeksa and Dongheon in Chungcheong Suyeong while passing through the upheaval period of the end of Joseon. And this study figured out the places of the Gaeksa and Dongheon, and be able to confirm their places by the lot number on the original cadastral map. Along with this, this study could estimate Jo(趙) family's confliction with the residents at that time by verifying the lot numbers of the Sapaeji(賜牌地) which this family received from the government. And among the names of the government office buildings, for the Jangkyocheong(將校廳) which is in dispute because of the name, this study figured out that the author of "Ocheon GoonJi" made a mistake in writing Dongheon.

Objectives: This study is intended to seek credible and efficient measurements on airborne asbestos concentrations that allow immediate action by establishing complementary data through comparative analysis with existing PCM and KF-100 method real-time monitoring equipment in working areas in Seoul where asbestos-containing buildings are being demolished, including living environment surroundings. Materials: We measured airborne asbestos concentrations using PCM and KF-100 at research institutes, monitoring networks, subway stations and demolition sites of asbestos-containing buildings. Through this measurement data and KF-100 performance testing, we drew a conversion factor and applied it via KF-100. Finally we verified the relationship between PCM and KF-100 with statistical methods. Results: The airborne asbestos concentrations by PCM for the objects of study were less than the detection limit(7 fiber/$mm^2$) in three (20%) out of 15 samples. The highest concentration was 0.009 f/cc. The airborne asbestos concentrations by PCM in laboratories, monitoring networks, subway stations and demolition sites of asbestos-containing buildings were respectively $0.002{\pm}0.000$ f/cc, $0.004{\pm}0.001$ f/cc, $0.009{\pm}0.001$ f/cc, and $0.002{\pm}0.000$ f/cc. As a result of KF-100 performance testson rooftops, the conversion factor was 0.1958. Applying the conversion factor to KF-100 for laboratories, the airborne asbestos concentrations ratio of the two ways was nearly 1:1.5($R^2$=0.8852). Also,the airborne asbestos concentration ratio of the two ways was nearly 1:1($R^2$=0.9071) for monitoring networks, subway stations, and demolition sites of asbestos-containing buildings. As a result of independent sample t-tests, there was no distinction between airborne asbestos concentrations monitored in the two ways. Conclusions: In working areas where asbestos-containing buildings are being demolished, including living environment surroundings, quickly and accurately monitoring airborne asbestos scattered in the air around the working area is highly important. For this, we believea mutual interface of existing PCM and a real-time monitoring equipment method is possible.

Purpose: The purpose of this study is to set the type of 'the New-hanok type Public Buildings' through a case study for the hanok public buildings completed after 2000 years, and to analyze planned properties of the type. This is significant Establishing legal status of 'the New-hanok type Public Buildings' and seeing review of application possibilities of the type for providing a systematic government support measures of 'the New-hanok type public buildings' when models developing future. Method: Method of research is the first to examine the current laws and established the definition and legal status of 'the New-hanok type Public Buildings'. Followed by Setting the type classification criteria as to classify the type of 'the New-hanok type public buildings' and research architectural overview of selected cases by Literature, Internet searches, etc. After systematizing of the types classification of analysis cases, Characteristics of the type of the building structure looks catch classify in spatial structure, function, beauty. Finally, review application possibilities of the type for systematic government support measures establish when models developing of 'the New-hanok type Public Buildings' through a comprehensive analysis. Result: Selected cases were categorized as 3 types according by structural standard based on the core concept of 'the New-hanok type Public Buildings' set in this study. This can be divided into 'Wooden Structure type' and 'Composite structure - Convergence type' and 'Composite structure - juxtaposed type', 'Wooden Structure type' was re-classified by divided into '(1)Traditional Korean Wooden Structure' and '(2)Laminated Wood Wooden Structure'.

The Korean government has developed and strengthened energy related regulations to pursue eco-friendly buildings since 1979. However, required design standards for energy based quantitative studies focused on energy performance in existing buildings are meagered. Therefore in this study, required energy performance by design standards for energy are analyzed. And a energy performance by retrofits for insulation improvement is studied using energy simulations.
