Comparison of Artificial Neural Network and Empirical Models to Determine Daily Reference Evapotranspiration (기준 일증발산량 산정을 위한 인공신경망 모델과 경험모델의 적용 및 비교)

  • The accurate estimation of reference crop evapotranspiration ($ET_o$) is essential in irrigation water management to assess the time-dependent status of crop water use and irrigation scheduling. The importance of $ET_o$ has resulted in many direct and indirect methods to approximate its value and include pan evaporation, meteorological-based estimations, lysimetry, soil moisture depletion, and soil water balance equations. Artificial neural networks (ANNs) have been intensively implemented for process-based hydrologic modeling due to their superior performance using nonlinear modeling, pattern recognition, and classification. This study adapted two well-known ANN algorithms, Backpropagation neural network (BPNN) and Generalized regression neural network (GRNN), to evaluate their capability to accurately predict $ET_o$ using daily meteorological data. All data were obtained from two automated weather stations (Chupungryeong and Jangsu) located in the Yeongdong-gun (2002-2017) and Jangsu-gun (1988-2017), respectively. Daily $ET_o$ was calculated using the Penman-Monteith equation as the benchmark method. These calculated values of $ET_o$ and corresponding meteorological data were separated into training, validation and test datasets. The performance of each ANN algorithm was evaluated against $ET_o$ calculated from the benchmark method and multiple linear regression (MLR) model. The overall results showed that the BPNN algorithm performed best followed by the MLR and GRNN in a statistical sense and this could contribute to provide valuable information to farmers, water managers and policy makers for effective agricultural water governance.

The Critical Factors Affecting Cultural Resources-based Regional Development Strategy (문화자원에 기반을 둔 지역발전전략에 미치는 영향요인 특성과 중요도 분석)

  • This study aims to find out the key factors that could influence on regional development strategy to use cultural resources. The methods employed are Meta-analysis with 61 case studies in order to draw related factors and Analytic Hierarchy Process with 68 experts in order to analyze the relative importance of important factors. The main findings are as follows: 26 critical factors are drawn from the case studies and they could be classified into four categories, named as 'the capacity building to excavate and utilize cultural resources which are having potential power', 'the establishment of institutional basis for making projects good progress', 'the boosting of internal capability of locals in the process of project', and 'the preparation of cultural governance and multidirectional networking strategies among persons concerned or stakeholder'. The analysis of relative importance of factors shows that among others, 'the capacity building to excavate and utilize cultural resources which are having potential power' is the most fundamental factors to achieve policy goals. There are few studies that have drawn factors from multi-case studies. In this respect, it is far from being complete but meaningful to a little more enhance the generalization of research findings.

  • Virtual currencies have emerged along with new technologies such as block chain, artificial intelligence (AI), and big data. This study examines the benefits of a security-enhanced block chain resulting from individual trading, decentralized from governments, as well as the problems associated with misuse of virtual currencies. Virtual currencies, due to its anonymity, is vulnerable to financial crimes, such as ransom-ware, fraud, drug trafficking, tax evasion and money laundering. Use of virtual currencies can facilitate criminals avoid detection from investigative agencies. Government regulatory policy continues to address these concerns, and the virtual currency exchange has also announced a self-regulation proposal. However, a fundamental solution remains necessary. The purpose of this paper is to investigate the problems regarding abuse of virtual currency and to identify a practical system for transactions involving virtual currencies. However, in order to promote transactions involving virtual currencies and to institutionalize a governance system, multilateral cooperation is required. Although the restricting the use of virtual currencies regarding minors and foreign trade, as well as the introduction of a real-name system are considered promising prospects, many problems remain. Virtual currency is not a simple digital item but a method of redesigning the function of money. Coordinated efforts are needed globally to be able to further activate the positive aspects concerning the use of virtual currencies.

Energy Perspective of Sugar Industries in Pakistan: Determinants and Paradigm Shift

  • The aim of this study is to empirically explore micro and macroeconomic factors affecting the Pakistani sugar industries and searching the energy potential of this industry, through the survey of literature. The empirical part has been explored by employing Vector Autoregression (VAR), Granger Causality tests and simultaneous equation models through quarterly data for the period of 1991q2-2008q4. The study also aims to devise policies for the development of sugar industries and identify its growing importance for the energy sector of Pakistan. Empirical tests applied on the domestic prices of sugar, domestic interest rates, and exchange rate, productive capacities of sugar mills, per capita income, world sugar prices on cultivable area and sugar production reveal very useful results. Results reveal an improvement of productive capacity of the sugar mills of Pakistan on account of increasing crushing capacity of this sector. Negative effect of rising wholesale prices on the harvesting area was also observed. Profit earnings of the sugar mills significantly increase with the rise of sugar prices but the system does not exist for the farming community to share the rising prices of sugar. The models indicate positive and significant effect of local prices of sugar on its volume of import. Another of the findings of this study positively relates the local sugar markets with the international prices of sugar. Additionally, the causality tests results reveal exchange rate, harvesting area and overall output of sugarcane to have significant effects on the local prices of sugar. Similarly, import of sugar, interest rate, per capita consumption of sugar, per capita national income and the international prices of sugar also significantly affect currency exchange rate of Pakistani rupee in terms of US$. The study also finds sugar as an essential and basic necessity of the Pakistani consumers. That is why there are no significant income and price effects on the per capita consumption of sugar in Pakistan. All the empirical methods reiterate the relationship of variables. Economic policy makers are recommended to improve governance and management in the production, stock taking, internal and external trading and distribution of sugar in Pakistan using bumper crop policies. Macroeconomic variables such as interest rate, exchange rate per capita income and consumption are closely connected with the production and distribution of sugar in Pakistan. The cartelized role of the sugar industries should also be examined by further studies. There is need to further explore sugar sector of Pakistan with the perspective of energy generation through this sector; cartelized sugar markets in Pakistan and many more other dimensions of this sector. Exact appraisal of sugar industries for energy generation can be done appropriately by the experts from applied sciences.

  • This study observes the fact that there exist restrictions due to the election-law-based regulations on web campaigns in Korea although web campaigns are widely spreading around the globe, and aims to analyze this aspect from the political context. As a result of the research, first, this study found out that Article 93, Clause 1 of the makes it possible to do permanent web campaigns on the strength of the Constitutional Court's decision of limited unconstitutionality, whereas Article 59 and 254 of the same Law(Election Campaign Offence) differ from the above Article 93, Clause 1; thus, it is necessary to revise the relevant law. Second, as for the request for taking measures for the depletion of ISP, etc., it is necessary to reform the provisions of the and together. These provisions are excessive regulations of the on ISP, also having the possibility of dual punishment. Third, there is also the need to amend Clause 6 of Article 82 (Real Name Confirmation of the Message Board, and chat room of Internet Media) of the from a long term perspective. It is because this Clause also has much room for restrictions of the freedom of expression in the long term despite the Constitutional Court's decision of its constitutionality in July, 2015. Lastly, this study is to reinterpret why it is difficult to revise the from the two sorts of political contexts and to propose the ' Reform Multiple Governance' as the revision method for web campaign revitalization.

  • Social Network Service(SNS), which are an emerging form of political architecture, have been a political means to promote civic engagement and shape pubic opinions on social issues. Along with the influence of SNSs, the governmental control on the dissemination of information over SNSs has increased more and more. It would be ideal if the autonomous governance regulates SNSs which facilitate the networks of the dispersed people. It is the fact, though, that compulsory regulations under which the government controls impose policy and legal restrictions on political expressions. The current study addresses expressive and participatory nature embedded in technological characteristics of SNSs and discusses the problems of content regulations of political expression over SNSs. First of all, it is analyzed that light touch regulation or light touch monitoring should be applied to regulating content on SNSs, particularly political expressions. Constitutional Court proclaimed that legal restrictions on the Internet could infringe basic rights of the people and thus under unambiguous standards, the Doctrine of Clear and Present Danger should be applied to its content. Second, it is found that clarifying the definition of illegality in the application of legal restrictions is necessary to minimize the excessive misleading. Third, it is required that Korea Communications Standards Commission under the government control needs to change in determining the scope of illegal information. In a domestic level, there needs to be safeguards for the protection of the self-regulatory organization such as KISO to guarantee voluntary and autonomous regulatory practices.

An Empirical Study on the Influencing Factors of Intention to Adoption of Mobile Government Service (모바일 전자정부 서비스 수용의도의 영향요인에 관한 연구)

  • Mobile technology is accelerating innovative changes across all fields of our society as well as business environments. Especially, demands on mobile government (M-government) services have been increased gradually since e-government has improved national administration services dramatically. However, high-quality services which are acceptable to may users are not actually supplied because technical issues such as security on mobile e-government services have not solved and governance policy was not established yet. Previous studies show that most researches are devoted to technical ones or limited to theoretical exploratory study. As a result, developing useful guidelines which are practically and theoretically proved is one of the very important research issues. This study reviews the previous research works such as concept of mobile, e-government, M-government, technical trends of mobile, market situations, present status, and various case studies. And then we develop a research model with five factors, twenty four variables and seventy six measurement for measuring the influencing factors to adoption of M-government services. The model is composed of total 16 hypotheses, 22 variables, and 76 measurements. The model is analyzed by using statistical package SPSS (18.0) and AMOS (18.0) together with structural equation method based on 294 samples. The results show that the model is valid and there are statistically significant influence between ease of use and usefulness, ease of use and user's satisfactions, usefulness and intent of re-use, and user's satisfactions and intent of re-use, excepting usefulness and user's satisfaction, ease of use and intent of re-use did not affect significant influences. Especially, service quality, system quality, and relationship quality are identified as influencing factors to adaption of M-government service. The results are expected to provide a theoretical research framework which generate new research issues in M-government service area. It also can provide an useful guidelines to practical experts in successfully implementing M-government services. Further research directions are as follows. User's intents have to be studied in details by classifying users by individual, enterprise, and government as well as developing a new hypothetical model. Since M-government service is at the initial stage, longitudinal studies have to be conducted to trace the peoples' need in order to develop new high-quality mobile services.

Consent for using human biological material in research: based on the revised Bioethics and Safety Act (인체유래물연구에 대한 동의 소고(小考) - 개정 생명윤리법 제42조의2를 계기로 -)

  • The Bioethics and Safety Act provides a set of rules to regulate biobanks and research activities using human biological material, but the law seems to be defective in several folds. The law requires that, prior to collection or use of human biological materials, researchers should obtain the informed consent of the donors, but the law does not obligate biobanks to do so. Even in cases where the law requires informed consent, the ordinance of the Ministry of Health and Welfare allows open (or blanket) consent. In addition, a new article in the Act, Article 42-2 which will take effect from October 24, 2019, allows medical institutions to provide biobanks with remaining biospecimens collected in the course of diagnosis and treatment, unless the donors express their intent to opt-out, without obtaining specific consent from them. Given the need to protect the autonomy of donors and the unique characteristics of biobanks and research activities that use human biological materials, this paper concludes that such open consent-based law may not be suitable to protect the autonomy of the donors and that the broad consent requirement may be a desirable policy option. The paper acknowledges that the international community has long questioned whether broad consent (as well as open consent) is an effective choice to regulate the use of human biological materials. The paper stresses that the baseline requirement in designing the law is that the secondary use of human biological materials should be based on informed consent of the donors; the core value of the law should be a governance structure that promotes transparency and protects donor participation.

Villagers' Participation in Conservation of Village Woodlands -Two cases of Namwon City, Korea (마을숲 보전 사업에 대한 마을 주민의 참여가능성 -남원시 2개 마을의 경우)

  • This study aims to analyze factors affecting villagers' participation in conservation of village woodlands. We postulated that socio-economic characteristics such as gender, age, place of birth, wealth level, frequency of use and leader experience could contribute to decision-making of participation in the village woodland conservation. Data were collected by interviewing 52 villagers in village A and 41 villagers in village B and were used to estimate the probability function of villager's participation in village woodland conservation using ordered logit model. The results indicate that frequent use of village woodlands increases the probability of villagers' participation in conservation of village woodlands in the case of village A. In the case of village B, people who were born in the village and have experiences of serving the village as a village leader are more likely to participate in the village woodland conservation activities. Considering the fact that the village woodland of village A is owned by the community as a village common, and that cultural activities remain in the village woodland of village A, the utility of village woodlands to the residents and their common understanding of village woodlands seem to influence the likelihood of villagers' participation in conservation of village woodlands. In order to induce villagers' participation in the village woodland conservation, it is necessary to recognize the right of villager's access and provide villagers with common understanding of village woodlands through cultural activities and education programs.

A Study on the Improvement of Multi-Agency R&D Program for Strategic Budget Allocation and Enhance Effectiveness (전략적 예산배분 및 실효성 강화를 위한 다부처R&D사업의 개선방안에 관한 연구)

  • Since continuous expand in governmental R&D investments and growth number of research institutions, model of multi-agency program has been planned and pushed ahead to settle the inefficiency of investment by the scattered and competitive R&D Programs. However, it was often pointed out that new model's effect has been fall because the institutional inertia of cooperative system between agencies. In this study, we analyze the current state of multi-agency program and suggest the optimal R&D governance model to improve a better direction. Afterward, several problems were turned up and that allocation and execution of the R&D budget separately, less coordination and cooperation among agencies, and absence of typical evaluation system of multi-agency program. Therefore, we suggest some of improvements by analyzing each steps.
