Ice loads may be conveniently categorized as local ice loads and global ice loads. Local ice loads are often defined as ice pressures acting on local areas of shell plates and stiffeners. Therefore, local ice loads are defined in all ice class rules. However, directly measuring the local ice pressure using the actual ice class vessel is a very difficult task because appropriate instruments for direct measurement must be installed on the outer hull, and they are easily damaged by direct ice contacts/impacts. This paper focuses on the estimation of the local ice pressure using the data obtained from icebreaking tests in the Arctic sea in 2010 using the Korean icebreaking research vessel (IBRV) ARAON. When she contacted the sea ice, the local deformation of the side shell was measured by the strain gauges attached to the inside of the shell. Simultaneously, the contact area between the side shell and sea ice is investigated by analyzing the distribution of the measured strain data. Finally, the ice pressures for different contact areas are estimated by performing a structural analysis.
As we encounter the global and localized era, the development operations on a regional level are in active promotion. This manuscript has been completed with the purpose of probing for course of action in lifelong learning movement in terms of activating and developing of local communities. For this, the comparative analysis of practiced cases in America's community school movement, Japan's movement for establishing lifelong learning village and Sweden's study circle movement have been made. For the analytical frame of the comparison, the actual results on background of promotion, themes for practice, details of practice, methods for practice of local community centered lifelong learning movement have been applied. As a result of analysis, the local community centered lifelong learning movement has been promoted to break each country's social and economic crisis and to activate the local community. The promotion of each operation has been accomplished with the support of specific organization and the participants were the citizens of the local community. Also, the details of practice are composed of operating the people-centered lifelong learning program, cooperative learning by local citizens and local community realization activity. The details of education is closely related with the life of learners. Therefore, the lifelong movement for the activation of local community hereafter should be promoted based on the coherence of local community, should be able to contain the actual life of the citizens and should be practiced as a process of forming the lifelong learning group at concerned local community through a democratic learning process.
Purpose - This study examined the relationship between local attachment, prior knowledge and involvement in the festival, and local image, attitudes toward and support for the festival among people who have visited the Incheon Pentaport Music Festival, the largest music festival in Korea. Design/methodology/approach - A total of 250 samples were used for the final analysis, and SPSS 26.0 and AMOS 21.0 were used to analyze the data. The structural equation model analysis was conducted to test the hypotheses of this study. Findings - As a result of the analysis, first, only local attachment was found to have a positive and significant effect on local image. On the other hand, prior knowledge or involvement in the Incheon Pentaport Music Festival was found to be unrelated to local image. Second, local attachment and involvement were found to have a significant effect on attitude, but prior knowledge was not significant. Last, this paper examined the influence of festival area image and attitude toward the festival on festival support, and found that both have a positive and significant effect on support. Research implications or Originality - This study expands the scope of research on music festivals and is expected to contribute to tourist attraction and marketing strategies for the revitalization of music festivals in the future.
This paper argues that globalization of science can be put forward only through successful institutionalization of science at the national level and that the strengthened local research activities will contribute to a better integration into the global research community. In order to examine hypotheses derived from the theoretical arguments, this paper analyzes the development of physical science in Korea using mainly bibliometric method. The results show that the physical science in Korea has developed local characteristics represented by different research activities across sub-fields of physics. International research collaboration of the Korean physicists has not increased substantially during the time period studied, but an additional analysis indicates that the mode of international research collaboration may have been changed towards rather 'symmetric' way, resulting in the strengthened networks of the Korean physicists with international research community.

A series of dynamic and static tests were conducted to observe the actual responses of a 1:5 scale 3-story reinforced concrete (RC) frame which was designed only for gravity loads. One of the major objectives of these experiments are to provide the calibration to the available static and dynamic inelastic techniques. In this study, the experimental results were simulated by using a nonlinear analysis program for reinforced concrete frame, IDARC-2D. The evaluation of the degree of the simulation leads to the conclusion that while the global behaviors such as story drifts and shears can be in general simulated with the limited accuracy in the dynamic nonlinear analysis, it is rather easy and simple to get the fairly high level of accuracy in the prediction of global and local behaviors in the static nonlinear analysis by using IDARC-2D.

The severe frontal crash tests are NCAP with belted occupant at 35mph and FMVSS 208 with unbelted occupant at 25mph, This paper describes the design process of occupant protection systems, airbag and seat belt, under the two tests. In this study, NCAP simulations are performed by Monte Carlo search method and cluster analysis. The Monte Carlo search method is a global optimization technique and requires execution of a series of deterministic analyses, The procedure is as follows. 1) Define the region of interest 2) Perform Monte Carlo simulation with uniform distribution 3) Transform output to obtain points grouped around the local minima 4) Perform cluster analysis to obtain groups that are close to each other 5) Define the several feasible design ranges. The several feasible designs are acquired and checked under FMVSS 208 simulation with unbelted occupant at 25mph.

Relevance feedback is the most popular query reformulation strategy in a relevance feedback cycle, the user is presented with a list of the retrieved documents and, after examining them, marks those which are relevant. In practice, only the top 10(or 20) ranked documents need to be examined. The main idea consists of selecting important terms, or expressions, attached to the documents that have been identified as relevant by the user, and of enhancing the importance of these terms in a new query formulation. The expected effect is that the new query will be moved towards the relevant documents and away from the non-relevant ones. Local analysis techniques are interesting because they take advantage of the local context provided with the query. In this regard, they seem more appropriate than global analysis techniques. In a local strategy, the documents retrieved for a given query q are examined at query time to determine terms for query expansion. This is similar to a relevance feedback cycle but might be done without assistance from the user.

Boolean retrieval is simple and elegant. However, since there is no provision for term weighting, no ranking of the answer set is generated. As a result, the size of the output might be too large or too small. In South Korea, six large outbreaks of highly pathogenic avian influenza (HPAI) have occurred since the first confirmation in 2003 from chickens. For the past 15 years, HPAI outbreaks have become an annual phenomenon throughout the country and has extended to wider regions, across rural and urban environments. An understanding of the spatial epidemiology of HPAI occurrence is essential in assessing and managing the risk of the infection; however, local spatial variations of relationship between HPAI incidences in Korea and related risk factors have rarely been derived. This study examined whether spatial heterogeneity exists in this relationship, using a geographically weighted Poisson regression (GWPR) model. The outcome variable was the number of HPAI-positive farms at 252 Si-Gun-Gu (administrative boundaries in Korea) level notified to government authority during the period from January 2014 to April 2016. This response variable was regressed to a set of sociodemographic and topographic predictors, including the number of wild birds infected with HPAI virus, the number of wintering birds and their species migrated into Korea, the movement frequency of vehicles carrying animals, the volume of manure treated per day, the number of livestock farms, and mean elevation. Both global and local modeling techniques were employed to fit the model. From 2014 to 2016, a total of 403 HPAI-positive farms were reported with high incidence especially in western coastal regions, ranging from 0 to 74. The results of this study show that local model (adjusted R-square = 0.801, AIC = 954.5) has great advantages over corresponding global model (adjusted R-square = 0.408, AIC = 2323.1) in terms of model fitting and performance. The relationship between HPAI incidence in Korea and seven predictors under consideration were significantly spatially non-stationary, contrary to assumptions in the global model. The comparison between global Poisson and GWPR results indicated that a place-specific spatial analysis not only fit the data better, but also provided insights into understanding the non-stationarity of the associations between the HPAI and associated determinants. We demonstrated that an empirically derived GWPR model has the potential to serve as a useful tool for assessing spatially varying characteristics of HPAI incidences for a given local area and predicting the risk area of HPAI occurrence. Considering the prominent burden of HPAI this study provides more insights into spatial targeting of enhanced surveillance and control strategies in high-risk regions against HPAI outbreaks.
The weather hazard by worldwide global warming rapidly increases year by year, and the damage becomes also enormous. especially, the damage by the random local severe rain in Korea is conspicuous. The forecast is difficult, because the random local severe rain arises by the complicated mechanism. However, local weather field in the Honam district where the weather hazard arises well is accurately grasped, and the systems that predict the local severe rain early are necessary. The purpose of this research is development of radar data assimilation observed at Jindo S-band radar. The accurate observational data assimilation system is required for meteorological numerical prediction of the region scale. Diagnostic analysis system LAPS(Local Analysis and Prediction System) developed by US FSL(Forecast Systems Laboratory) is adopted assimilation system of the Honam district forecasting system.
