A Study on Benefit Cost Analysis of Chungju UIS (청주시 도시정보시스템의 비용편익분석 연구)

  • Recently, urban information system(UIS) has been developed and utilized by local governments in Korea and has become a key means of urban informatization of local governments. When UIS is conducted only for FM oriented internal utilization regardless of its cost-efficiency, however, its cost-benefit structure could be distorted seriously. The study utilizes benefit cost analysis technique and applied the technique to a model case of Chungju UIS selected by National GIS team. Chungju City developed its GIS for the management of roads and urban planning in 1993. At its beginning, the system was an efficient model with relatively strong cost-benefit structure and could produce positive net benefit 10 years' after its construction. When the city began to develop its facility management with the financial assistance from central government in 1998, however, its cost-benefit structure became distorted. As a result, it is delayed for the UIS to produce positive net benefit until the year of 2015. Using benefit cost ratio, discount rate and Mobile GIS, the study also conducts a sensitivity analysis.

Constructing an Urban Information System for Client-oriented Public Administration (고객지향행정을 위한 도시정보시스템의 발전방안)

  • From the perspective of client-oriented administration, the study introduces the basic structure of Urban Inormation System (UIS) and examines problems and new strategies of UIS in Korean local governments. The study selects five metropolitan cities for a case study. According to this case study, UIS in Korea are focused on AM/FM and internally used only by practitioners. No government surveyed what their citizens want to get from UIS. To solve these problems, the study proposes developing strategies for client-oriented UIS as follows. First, local governments could use policy delphi technique to sum up the citizens' needs on UIS. Second, they need to pay more attention to the diversity and transmutability of administration zone and consider the importance of the connection between administration zone and attribute data collected on them. Third, UIS needs to keep a balance between AM/FM and living GIS. Fourth, internet UIS needs to be constructed which enables citizens' access to UIS more easily. Finally, GIS education and client-oriented administrative education need to be combined to improve government employees' mind for UIS.

Application Method of GIS for Planning of Forest Road Network (임도망의 계획에 있어서 GIS 활용방안)

  • The application method of GIS for planning of forest road network can be save the efforts and cost by frequently change of forest road and evaluation the forest road route before construction. The purpose of this study is to suggest the proper method for planning an optimal forest road network in mountains forest using geographic information system(GIS) in the national forest of Mt. Kumsan at Namhae-gun, Gyungsangnam-do. In the forest road network planning by the minimum longitudinal gradient, The total length was 20.41km, and road density was 6.92m/ha. In the forest road network planning by mixed with the minimum longitudinal gradient and the maximization of investment effect, The total length was 21.15km, and road density was higher than that of the minimum longitudinal gradient as 7.17m/ha. The road length overlapped by cost path was more short than 3.52m/ha of the minimum longitudinal gradient as 1.73km. So, it appeared that forest road has an high effectiveness in yarding function. Therefore, it considered that the geographic information system could provide an effective and resonable solutions for planning of optimal forest road network.

GeoVideo: A First Step to MediaGIS

  • MediaGIS is a concept of tightly integrated multimedia with spatial information. VideoGIS is an example of MediaGIS focused on the interaction or interaction of video and spatial information. Our suggested GeoVideo, a new concept of VideoGIS has its key feature in interactiveness. In GeoVideo, the geographic tasks such as browsing, searching, querying, spatial analysis can be performed based on video itself. GeoVideo can have the meaning of paradigm shift from artificial, static, abstracted and graphical paradigm to natural, dynamic, real, and image-based paradigm. We discuss about the integration of video and geography and also suggest the GeoVideo system design. Several considerations on expanding the functionalities of GeoVideo are explained for the future works.

  • In this paper, we implemented an wireless remote control and monitoring system by using Globalstar satellite modem. This system is composed of the data terminal equipment of Globalstar data communication system using microcontroller, C8051F023, and WGIS(Web-based GIS) user program. We tested the wireless remote control and monitoring system with data terminal equipment and user program how to work properly, and verified that the user could confirm the data from the data terminal equipment, which can provide the status of input/output devices and the information of location with the main and control dialog by GIS(Geographic Information System) program. For data communication of between data terminal equipment and user program, we programed PPP and TCP/IP protocol to communicate with each other. Some GIS tools used in this program are ArcView and MapObject from ESRI to offer various visual mapping information to the user.

  • The forest fire covered with forest gets increasing year after year in Korea. Furthermore the scale becomes larger. A forest fire problem is extremely serious. In this situation this study discussed a forest fire prevention with scientific and systematic method. Various information was created using GIS for Mt. Uam, which is located in Uam, Cheongju city. The predictive model to enhance effective forest fire management was developed.

  • The purpose of this research is to determine how the present use of Geographic Information Systems (GISs) can be improved for ill-structured problems in planning and design, While information-oriented GIS technology has proven useful for routine and administrative problems, it is not yet capable of providing information and knowledge interactively within a problem solving process that can be characterized as "ill-structured." This suggests that GIS technology must be embedded wi thin a large problem solving process for ill-structured problems. The hypothesis of this research is that implementation of conceptualization-oriented Spatial Decision Support Systems(SDSSs) will significantly improve the use of GIS technology for ill-structured problems.

  • The aim of this study is to apply and verify of logistic regression at Janghung, Korea, using a Geographic Information System (GIS). Landslide locations were identified in the study area from interpretation of IRS satellite images, field surveys, and maps of the topography, soil type, forest cover, geology and land use were constructed to spatial database. The factors that influence landslide occurrence, such as slope, aspect and curvature of topography were calculated from the topographic database.13${\times}$1ure, material, drainage and effective soil thickness were extracted from the soil database, and type, diameter and density of forest were extracted from the forest database. Land use was classified from the Landsat TM image satellite image. As each factor's ratings, the logistic regression coefficient were overlaid for landslide susceptibility mapping. Then the landslide susceptibility map was verified and compared using the existing landslide location. The results can be used to reduce hazards associated with landslides management and to plan land use and construction.
