The purpose of this paper is to develop a System Dynamics model for estimating the volume of forest resources in the future and simulating the volume of function of public benefit linked to forest resources in dynamic manner. Also it is to analyze the impact when the volume of forest land conversion is controlled by policy using the SD model. The analysis was done at nation-wide for the simulation period 2000 to 2040. Estimated forest area was 6.2 million ha and estimated growing stock was $4.7\;billion\;m^3$ in 2040 from the future forecast without policies. Changing of forest resources, 13.9 billion tons of forest-ground-water storage was estimated, $1.8\;million\;m^3$ of erosion control of forest was estimated and 377 million tons of $CO_2$ absorption was estimated. As a result of simulation with two alternatives, forest area was less reduced and growing stock was bigger than do nothing policy. Also, function of public benefit reflected by changes of forest resources was enhanced. This study contributes to estimate the quantitatively measured volume of forest resources and function of public benefit over the 30 years in Korean forest land in scientific way. Using this SD model, decision maker would develop forest land policies more delicately for deserving forest resources and increasing the volume of function of public.

The purpose of this study is to segment the social awareness on the function of public benefit of agriculture and rural areas by socio-economic and action/attitude characteristics, and to identify the influential variables in social awareness. The nationwide survey of 1,200 adults aged over 20 was conducted, and the data was analyzed by PASW statistics 17.0. One of the awareness variables was the degree of the consent to the preservation of the public beneficial function. This variable was segmented by the interest on related information, the criteria of buying agricultural products, occupation and age. And the other awareness variable was the willingness to pay for the preservation of the public beneficial function. This variable was segmented by the education, occupation, income and the experience of living in rural areas. According to the results, some suggestions for improving the social awareness on the public beneficial function of agriculture and rural areas were discussed.

Korea has become the highest nitrogen balance (228 kg/ha) among 34 OECD member countries, and has the stigma of being a 'Nutrient overload country' as of 2019. Accordingly, research on the derivation and utilization of nutrient balance indicators and the 'regional nutrient management system' are being promoted to improve Korea's nutrient balance. It is necessary to support these policies and studies, form a public consensus on improving the nutrient balance, and evaluate the function of the public benefit. This paper aims to estimate the public benefit value of improving the nutrient balance based on an analysis of consumers' willingness to pay and recognition of Korea's nutrient excess for 600 consumers nationwide. As results, 21.2% of the respondents said they were aware of excessive nutrients in Korea, and 76.7% of the respondents said they were aware of the need for nutrient management. The average amount of intention to pay for the improvement of three pollution (soil, water quality, and air) that can occur due to a nutrient overload was ₩2,321.1 for soil pollution improvement, ₩2,391.2 for water pollution improvement, and ₩2,377.9 for air pollution improvement. The average willingness to pay for the three pollution reduction was ₩6,002.3. These results are expected to be used to form a public consensus on the balance of payments and to establish measures to enhance public interest values in the future.
Modern society has required to make maximization of the public benefit for forests. The increased public interest and concern for forests have been resulted from high mechanization of industrial activity associated with development of national economy, expansion of urban population, and necessity of more Leisure time caused by improvement of standard living condition. Attention shifted to the managing of forest (and on the basis of multiple use concept, achieving both public benefit and economic function. Management standards and control must be strengthened on all operations to encompass the various forest resources; outdoor recreation, watersheds, wildlife and fisheries, timber, rangeland, and aesthetic values. Particularly, in order to determine public interests and balance the needs in relation to available resources, more research is essential to develope and activate quantification of these intangeble forest resource values.
Health centers provided intensive health care services for local residents according to changes in the times and environment. Public health centers were given various roles such as medical treatment, administration, and service, and the demand for functional reorganization has emerged. We analyzed the literature on the functional restructuring of public health care institutions. In addition, the current status of medical services, which is the main function of institutions, will be analyzed through health insurance statistical data, and detailed contents will be analyzed according to regional types and income levels. As a result of the analysis of medical services at institutions, the total number of patients was 2,238,000, and the number of visits was 11,806 times. Total medical expenses were 169.6 billion won, of which 132 billion won was found to be benefit. When analyzing the number of patients per institution, public health centers had the largest number of 4,326, and the share of benefit was also the highest at public health centers. It should focus on the function of providing local health and medical services related to health promotion and disease prevention in the community. This functional reorganization of public health centers can contribute to forming cooperative relationships with private medical institutions in the local community. For this, first, to establish the role, essential functions for public health centers for preventive health management are established. Secondly, regular manpower expansion and flexible manpower management are required in the human resources sector. Finally, in the organizational sector, it is necessary to establish a step-by-step organizational system according to environmental changes.
Up to date, the economic feasibility analysis on land consolidation and on-farm development projects were mainly depended upon the direct benefits from market value of project outputs. Therefore the projects were neglected in allocation of the government's financial funds and loans on account of undervaluation of the project benefits including socio-economic and environmental values of the projects. Accordingly the Extended Benefit Cost Analysis Method should be adapted to cover not only the benefits such as non-market values of environmental functions of the projects and but also the economic market values of the project outputs. The main objectives of this study is (1) to provision of the guideline for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits such as Productivity increase effect, labor saving effect, off-farm income increase effect during off-farm season, saving of O&M cost of farm mechanization, enhance of farmer's public health, increase of environmental public function of paddy fields, effect of food security and establishment of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible the analysis of non-market goods such as the food security value and the environmental public value of paddy fields. To carry out the study, the publication on the guideline for economic analysis of agricultural projects were reviewed and consulted and for the post evaluation of the land consolidation and on-farm development project, field survey in Jeongja area were made for the feasibility study of the project by new method. According to the initial project plan, Jeongja land consolidation and on-farm development project has 96ha of benefit area and the project was started in 1989 and completed in the spring, 1990. The total project costs were amounted to 1,052 million won and the annual project benefits were estimated at 135.4 million in 1989 constant market prices. On the other hand, the newly estimated project benefits as a part of post evaluation of the project were amounted to 602.1 million won including all the benefits from the market and non-market commodities of the project as mentioned above column. The original IRP(Internal rate of return) of the project was estimated at 15.81%. On the other hand, the IRR of the post evaluation of the project was amounted to 16.83%. In case of including the benefit from the environment public function of paddy field, the SRR(Social Rate of Return) was reached to 38.81% and when we added the benefit from food security of the project, the SRR showed very high rate as 46.41%. In conclusion, the project were verified socio-economically feasible and environmentally sustainable considering the above decision making criteria.

The main purposes of this study are (1) to prepare a guide line for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits from productivity increase, labor saving, savings of O&M cost of farm mechanization and project facilities, savings of farmer's burden for their public health, increasing environmental and public functional value of paddy fields, improving food security condition and formation of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible to be included the values of non-market goods such as the food security and the environmental public function of paddy fields. To carry out this study, the existing publications on the guidelines for economic agricultural projects were reviewed and consultation was made with a For the post evaluation study of the land consolidation and on-farm development project, field survey in Jigok and other comparative area were made to get available information. According to the project completion report, Jigok land consolidation and on-farm development project has 55ha of benefit area out of 69ha of gross area. The project was started in November 11th, 2000 and completed october 30th, 2001. The total project costs were amounted to 2,548 million won and the annual project benefits were estimated at 335million won evaluated by domestic market prices. The ERR(Economic Rate of Return) and SRR(Social Rate of Return) of the project based on the shadow pricing system were estimated at 4.4% and 16% respectively. On the other hand, the ERR and SRR based on the domestic market value system were amounted to 6.37% and 14.62%. In conclusion, Korean land consolidation and on-farm development projects have not carried out from the view point of economic rate of return under shadow pricing system but from the view point of domestic pricing system. For the future feasibility studies on land consolidation projects have to be carried out including the non-market values as environmental and food security function of the projects.
This study analyzes the effect of applying hyperbolic social discount rate onto the results of benefit-cost analysis of environmental public investment projects in Korea. In order to check the application possibility to the actual feasibility study, the discount factors generated by hyperbolic function, rather than traditional exponential one, would be applied to the benefit and cost data from the pre-feasibility studies which peformed for environmental public investment projects. The results of this study shows that using hyperbolic social discount rate is effective for enhancing test results, only under the condition of which the full expansion of the time periods of analysis is satisfied. According to the simulation results of this study, to achieve higher benefit/cost ratio by using hyperbolic social discount rate, the period should be increased up to 120 to 150 years at least.

Public transportation network in our country is concentrated and advanced focusing on urban area in order to secure economic feasibility. As a result, as dependence on private vehicles is relatively getting higher in public transportation vulnerable area, traffic problem occurs since the average running speed in urban area is 22.5km/h. This paper has an objective to suggest an improvement plan by selecting public transportation vulnerable area, and defining according to urban structure, formation and function, and understand traffic characteristics and draw problems. As a method selecting public transportation vulnerable area, an area with high division rate of vehicle was selected as a primary proposed site by calculating division rate of means of public transportation according to area. Final proposed site was selected by using GIS Buffering technique aiming at selected proposed site, and selecting non-benefit area 500m outside, which is the road limit distance from each subway and bus station. Lastly, the degree of improvement effect was studied by constructing imaginary public transportation network aiming at final proposed site and comparing to the amount of change in division rate of means of transportation.
