In this study, the algorithm for priority area of forest fire surveillance was developed to enhance the effectiveness of fire detection. The high priority surveillance area for forest fire detection was defined as the area with not only low value of viewshed analysis of the lookouts and detection cameras but also high fire occurrence probability. To build the priority map, fuzzy function and map algebra were used. The analysis results of Bonghwa-gun, Gyeongbuk Province, showed that the surveillance priority of central and southern area is higher than north area. This algorithm could be used in the allocation of fire prevention resources and selection of suitable point for new fire detection system.

National forests have been assumed to do a leading role in carbon sequestration and creating forest resources since society demanded it due to climate change. Therefore, it is needed to check whether a national forest management plan and its evaluation are implemented effectively. As an effective planning and management is to be ensured on the basis of proper evaluation system, this research suggests to improve the evaluation system by analyzing it theoretically. Improvements for national forest management plan and its evaluation are as follows: (1) adjusting evaluation goal and time; (2) giving weighting to each work when planning; (3) writing details of change in planning and its grounds; (4) using the national forest management information systems to integrate these evaluation methods and result. Since to predict future changes in forests and achieve sustainable forest management begins at the reliable evaluation for overall process of the implemented project, the significance of this study is in proposing the improvement of evaluation system for national forest.
Participation of forest owners is essential for effective management of private forests. This study aimed to find a measure to activate participation of private forest owners in the Leading Forest Management Zone (LFMZ). In-depth interview was conducted to check the participation level of forest owners within the LFMZ and the participation level was evaluated based on the Arnstein's eight-rungs theory in this study. The results showed that the participation of private forest owners in the LFMZ is perfunctory and their influence in the decision-making process is quite limited. Therefore, it is necessary to develop a system in which forest owners can involve in the decision-making process in an official manner. In this study, we suggested to make a partnership between local forest manager and private forest owners to discuss management activities and budgets in the LFMZ. However, since only a few active private forest owners were surveyed in this study, it is hard to consider their opinions as those of whole forest owners in the LFMZ.

In this paper forest fire status information management system was developed under web environment using web GIS(geographic information system) technology. Though this system, general users can easily retrieval domestic forest fire status information and obtain that in visual way such as maps, graphs, and texts if they have only certain web browsers. Moreover, officials, who have system access authority, can easily control and manage all domestic forest fire status information through input interface, retrieval interface, and out interface of the system. This system can be considered as the first domestic system to manage forest fire status data and service them in visual through user friendly interfaces on web. In order to implement this system, IIS 5.0 of Microsoft is used as web server and Oracle 8i and ASP(active server page) are used for database construction and dynamic web page operation, respectively. Also, ArcGIS IMS(internet map server) of ESRI is used to serve maps by using Java and HTML as system development languages. Not only the domestic tendency of forest fire but also the forest fire status information of certain area and time such as the frequency and the loss can be presented through distribution maps, graphs and tables. Therefore, this system is supposed to play as a important role when the policy relate to domestic forest fire is established. In addition, the self consciousness of people against forest fire can be inspired and the foundation of scientific and systemic forest fire services can be obtained through this system in the future.
This study was conducted to investigate the growing characteristics of oak sprouts which have developed naturally after fire and to suggest proper management system which is adapted for oak coppice forest by controlling the number of sprouts. We examined 3 burned sites and 9 unburned pine stands in Kangwondo. In the early years sprouts of oak coppice forest grew very slowly after fire compare to common oak coppice forest. But they had over than 10 cm of DBH after 15years, their DBH reached 10 cm and entered the stage of regeneration period. We also examined the effect of sprouts control. In the case of Quercus mongolica, stumps with 1 or 3 sprouts grew 1.3 m faster than the ones in the control stand. For Q. variabilis, stumps with 2 sprouts grew 0.9 m faster. In conclusion small timber production is proper for the oak coppice forest stand which is developed on the forest fire site and pruning or fertilizing is needed to shorten the production cycle.
The objective of this study was to analyze 'Forestland Classification System' in Korea and to develop a strategy for its improvement. A survey was conducted in this study based on the Delphi technique, one of the interactive survey method relying on a panel of experts. The result indicated that the existing 'Forestland Classification System' was initiated for reasonable management of forestland, but now it turned into one of the most strict management restrictions. To improve forestland management in Korea, it was suggested to adopt 'Forest Function System' in this study. Moreover, to avoid indiscreet landuse conversion that might be occurred by substituting the 'Forest Function System' for the 'Forestland Classification System', it was suggested to adopt 'Forestland Conversion Propriety Assessment System'. In fact, landuse conversion has been regulated by the 'Environmental Impact Assessment System', but this system appeared inadequate to be applied to the forested area. Illegal acts for having permission of landuse conversion for reserved forests was another big issue in the forestland management. For example, alteration of the reserved status of forests or partition into patches smaller than the size limit has been attempted. Thus in this study, it was strongly recommended to take sanction against such illegal acts. In order to enhance the efficiency of forestland management, it was also suggested to integrate administrative agencies related to the landuse conversion or to take over the charge to local governments.
In a cable yarding system, a small-scale tower yarder attached to a farm tractor wasdeveloped and used for small-diameter tree harvesting operations. Based on this design, improvement of traction performance was required for medium- and large-diameter tree harvesting operations. In this study, the mechanical transmission employed for the tower yarder was modified into ahydro-mechanical transmission system. Maximum traction forces, including tractor engine speed and hydraulic power pressure, were investigated, and comparisons were made between the mechanical and hydro-mechanical transmission systems. Six tractor engine speeds (1,200, 1,400, 1,600, 1,800, 2,000, and 2,200) and three levels of power transmission mechanism pressure (4.9, 6.9, and 8.8 MPa) were investigated in the two different transmission systems. Results showed a maximum traction force of 15,146.6 N at an engine rotation speed of 757 rpm in the current mechanical transmission system, and 36,140.0 N at anengine rotation speed of 1,575 rpm in the modified hydro-mechanical transmission system. The maximum traction forces for the hydro-mechanical transmission were 2.4 times greater than those of the mechanical transmission, and may therefore be applicable to medium and large-diameter tree harvesting operations. Thus,as a modified version of the conventional transmission system, the new hydro-mechanical transmission system may be cost-effective for use in large-scale cable yarding operations. In the future, however, it will be necessary to investigate problems that may arise from field application tests.

The purpose of this study was to estimate the optimal stand density criteria for each growth stage of Chamaecyparis obtusa (Siebold & Zucc.) Endl. to achieve the timber production goal for cypress forests and develop an optimal silvicultural system for forest thinning. A relative yield index (Ry) value of 0.75, presented as a stand density management criterion index, was estimated by analyzing the relationship characteristics between the composition ratio and stand density of slender trees from 216 sample plots of the recruited cypress forests. The analysis of the feasibility of achieving each production target in the existing silvicultural system for C. obtusa revealed that the growth rate according to the parameters of forest land productivity, such as site index and thinning intensity according to the increase in age, was not properly reflected. In the thinning system for each timber production target analyzed in this study, 353 high-quality large hardwoods from 498.1 m3/ha, 703 high-quality medium hardwoods from 376.2 m3/ha, and 1,758 small-diameter hardwoods from 249.5 m3/ha could be harvested. Although the silvicultural system prepared on the basis of the results of this study cannot be uniformly applied according to various management goals, this study is meaningful in that it presents empirical reference standards based on the stand density management diagram that reflects the growth characteristics of cypress forests in South Korea.

Recently our nature of environment has destroyed by a large scaled forest fire. In order to manage these forest fires, forecasting of it is considered as the most important thing. In this paper the database related to forest fire was first built and the efficient forest fire information management system was implemented by using GIS. The main goal of this system is that forest fire managers have GUI(graphic user interface) to analyze data of forest fire effectively and update and retrieve information in database. For the efficient GUI, this system is built in Visual Basic 6.0 and Map Object 2.0. Map Object 2.0 is combined to have various and powerful functionality of GIS analysis as component ware. The Oracle 8.0 is used as DBMS in this study to manage all the spatial and attributed information in database effectively. In the future, this system will play a critical role as making a decision supporting system for scientific forest fire protection and help real time forest fire hazard information offers service for public welfare administration business management.

Pinus densiflora and Larix kaempferi forests not only extended the plantation management area but also cultivated to the sustainable wood supply chain during the last 5-years. These prescriptions are primarily done by manual operation activities, particularly in young tree tending. Two types of tending activities, brashing by brush cutter(BB) and pruning by pruning shear and saw(PP), were selected for the investigate of musculoskeletal disorders' level and postural risks using Ovako Working Posture Analysis System (OWAS). The postural risk indexes (BB and PP) ranged from 115 to 125 and 102 to 105, respectively. There is no significant difference between the species. The young tree tending operations had low postural risks. The results may be used as basic data to develop technical guideline for safe young trees.
