Forest Fire Risk Analysis Using a Grid System Based on Cases of Wildfire Damage in the East Coast of Korean Peninsula (동해안 산불피해 사례기반 격자체계를 활용한 산불위험분석)

  • Recently, forest fires have become frequent due to climate change, and the size of forest fires is also increasing. Forest fires in Korea continue to cause more than 100 ha of forest fire damage every year. It was found that 90% of the large-scale wildfires that occurred in Gangwon-do over the past five years were concentrated in the east coast area. The east coast area has a climate vulnerable to forest fires such as dry air and intermediate wind, and forest conditions of coniferous forests. In this regard, studies related to various forest fire analysis, such as predicting the risk of forest fires and calculating the risk of forest fires, are being promoted. There are many studies related to risk analysis for forest areas in consideration of weather and forest-related factors, but studies that have conducted risk analysis for forest-friendly areas are still insufficient. Management of forest adjacent areas is important for the protection of human life and property. Forest-adjacent houses and facilities are greatly threatened by forest fires. Therefore, in this study, a grid-based forest fire-related disaster risk map was created using factors affected by forest-neighboring areas using national branch numbers, and differences in risk ratings were compared for forest areas and areas adjacent to forests based on Gangneung forest fire cases.

A Study on Importance and Satisfaction of Students about Forest Healing Instructor Training Program Using ISA Analysis (ISA 분석을 이용한 산림치유지도사 양성과정에 대한 수강생의 중요도와 만족도 연구)

  • The objectives of this study was to analyze the importance and satisfaction (ISA) of forest healing instructor training program, targeting on the students educated in 2018. As a result, it was found that students older than forties are the majority as 81 %, and they preferred forest healing instructors as their second future job. When comparing the importance and satisfaction, the students evaluated satisfaction with low grade compared to importance with high grade in all questions. In ISA analysis, it was needed to improve the updated textbook information, to list the example problems by subject, to expose the test subjects in the textbooks, to disclose the test questions and answers, to control the test difficulty, to adjust the test pass rate, to expand the number of test and test sites, to increase the effort for making students understand, to prepare lectures appropriate to practice for forest healing instructor training program by priority.

  • The study was carried out to suggest the development scheme of Forestry Association by the method of member's consciousness inclination analysis. The results are as follows ; 1. Most of Association members perceived the necessity for re-education about cooperative association, especially the research suitable to the characteristics of Korea Forestry. 2. 59.9% of members had negative response against revision of Forestry Association Law, and 39.5% of members had negative opinion about taking exclusive charge of forest working by Forestry Association, noting the need of immediate publicity activities for those charges. 3. Large number of members pointed out that the most serious problems for the management of private forest were the budgetary deficit and the lack of joint marketing system of forest products. 25.9% of members had complaints about the management of their own forests after joining the association. 4. 34.0% of members opposed Proxy Management and 48.8% of members wanted Portion Consignment System. 5. The analysis noted that due to increase of the aged in rural communities, it is necessary to establish Forestry Working Corps, which is under the control of the Government and Forestry Association to supply forestry labor in a appropriate time. 6. Most of Association members liked establishment of Special Association for each forest products.

A study on Appraisal Methods of Timber Assets for the Forestry Household Economy Survey in Korea (우리나라 임가경제조사를 위한 입목자산가치 평가방법 연구)

  • For the last few decades, forest resources in Korea have continuously increased in terms of their stocks. However, due to the low profitability of timber harvesting in Korea, their economic values have not been well recognized. Furthermore, their economic values have not been counted in national statistics associated with forest resources such as the Forestry Household Economy Survey or the National Accounting. This research fundamentally aimed at building a forest valuation system or a procedure that enables one to evaluate the national-level economic values of timber assets in Korea. For this research, it is necessarily required to understand the principles of appraisal methods and any issues raised in their practical applications. Thus, a comprehensive review of appraisal methods utilized in Korea and other countries was conducted in this research. Also, the current valuation system of the National Forests in Korea was investigated. Through the review and the investigation, it was found that an alternative consists of two appraisal methods, the 'Capitalized Income Value' method adopting the Internal Rate of Return (IRR) for the below-rotation age forest and the 'Derived Residual Value' method for the above-rotation age forest, could be the most acceptable for evaluating timber assets of forestry households derived from the Forestry Household Economy Survey in Korea.

  • Recreation planning is essential activity to meet changing demands and to protect the resources. The recreation opportunity specturm(ROS) system is a principal part of a recreational management planning. In this study, the basic concepts and tenets of the ROS system described and reviewed the feasibility of applying to forest recreation planning to the Korean national forest. In Korea, the forest land as a major recreation place has used without the rational planning process. The control for the laissez-faire use on the forest area, the classification of recreational opportunity settings is the most important process and then it make a useful tool for providing proper recreational opportunity and site development guidance. Opportunity settings classification can help maintain diversity and enhance protection of forest resources. It can also improve the quality of recreational experiences and the management action guidances. GIS technology using the ARC/INFO could be useful in current attempts to identify analysis areas for predictive modeling of forest recreation site planning.

  • Plant phenology including flowering, leaf unfolding, and leaf coloring in a forest is important to understand the forest ecosystem. Temperature rise due to recent climate change, however, can lead to plant phenology change as well as snowfall in winter season. Therefore, accurate monitoring of forest environment changes such as plant phenology and snow cover is essential to understand the climate change effect on forest management. These changes can monitor using a digital camera system. This paper introduces the detection methods for plant phenology and snow cover at the mountain region using an unmanned camera system that is a way to monitor the change of forest environment. In this study, the Automatic Mountain Meteorology Stations (AMOS) operated by Korea Forest Service (KFS) were selected as the testbed sites in order to systematize the plant phenology and snow cover detection in complex mountain areas. Multi-directional Internet Protocol (IP) camera system that is a kind of unmanned camera was installed at AMOS located in Seoul, Pyeongchang, Geochang, and Uljin. To detect the forest plant phenology and snow cover, the Red-Green-Blue (RGB) analysis based on the IP camera imagery was developed. The results produced by using image analysis captured from IP camera showed good performance in comparison with in-situ data. This result indicates that the utilization technique of IP camera system can capture the forest environment effectively and can be applied to various forest fields such as secure safety, forest ecosystem and disaster management, forestry, etc.

The Development and Application of Standard Diagnostic Table for Astringent Persimmon Management (떫은감 경영 표준진단표의 개발 및 현지 적용)

  • This study aims to develop and apply a standard management self-diagnostic table for forestry households to better manage their astringent persimmon production. The diagnostic table consisted of 3 categories (general status of a forestry household, management performance indicators, level of management) and 18 subcategories. The current management status across 241 households was surveyed among 10 chief astringent persimmon producing municipalities. Scores from the 18 subcategories were aggregated for a total score to evaluate and compare different levels of management. The respondents scored an overall average of 57.4, 62% of which were placed between 40 and 60. Upon close examination Chungcheongnam-do scored a very low score in the 'management system-tree height' subcategory with respect to the average score potentially because of the large population of aged trees in the region. The national average in the 'production skills-time of fruit load adjustment' subcategory was only 1.96 because unlike sweet persimmons astringent persimmons adjust their own load by inducing physiological fruit drop. The national average in the 'management/sales skills-material purchase' subcategory was 2.01; over 60% of the respondents indicated a preference for independent selection and purchase for most materials. The households preferring a group purchase tended to utilize the regional co-op.

  • Joint Forest Management(JFM) is a concept of developing partnerships between fringe forest user groups and the Forest Department(FD) on the basis of mutual trust and jointly defined roles and responsibilities with regard to forest protection and development. In India, JFM was started during 1992 and it was implemented in many states. However success rate of JFM activity was not promising. Though there are many factors attributed to the failures, one of the main factors is the JFM site. This paper deals with the significant ground works to be done before planning for JFM using recent technologies such as remote sensing(RS) and Geographic Information System(GIS). Also it deals with the advantages of weighted overlay analysis in selecting suitable sites for JFM taking into consideration the various criteria. As a result of weighted overlay analysis, there were four types of suitability classes viz., less, moderate, highly and un-suitable. The moderately suitable class occupied maximum area(13209.64 ha) than less and highly suitable classes. If JFM is implemented on the suitability area, then the failure could be avoided in the future.

Evaluation of a Land Use Change Matrix in the IPCC's Land Use, Land Use Change, and Forestry Area Sector Using National Spatial Information

  • This study compared and analyzed the construction of a land use change matrix for the Intergovernmental Panel on Climate Change's (IPCC) land use, land use change, and forestry area (LULUCF). We used National Forest Inventory (NFI) permanent sample plots (with a sample intensity of 4 km) and permanent sample plots with 500 m sampling intensity. The land use change matrix was formed using the point sampling method, Level-2 Land Cover Maps, and forest aerial photographs (3rd and 4th series). The land use change matrix using the land cover map indicated that the annual change in area was the highest for forests and cropland; the cropland area decreased over time. We evaluated the uncertainty of the land use change matrix. Our results indicated that the forest land use, which had the most sampling, had the lowest uncertainty, while the grassland and wetlands had the highest uncertainty and the least sampling. The uncertainty was higher for the 4 km sampling intensity than for the 500 m sampling intensity, which indicates the importance of selecting the appropriate sample size when constructing a national land use change matrix.

The Characteristics of Residual Stand Damages Caused by Skyline Thinning Operations in Mixed Conifer Stands in South Korea

  • A tree-length harvesting system using the HAM300, which is mounted on a farm tractor prototype machine, have been recently introduced in South Korea for thinning old (>30 years) forests. However, no research has previously been conducted on the characteristics of residual stand damage associated with cable yarding systems on thinning treatment stands in South Korea. Therefore, there were assessed on the degree and quantity of residual stand damage caused by felling and yarding process to broaden the knowledge of residual stand damage on semi-mechanized skyline thinning operations. This study investigated scar size, direction, area, shape type and their distribution on the residual stand damage caused by felling and yarding operations. Damage to residual trees was generated for 7.4% and 6.9% of residual trees in felling and yarding operations, respectively. Damaged direction of scars was located in front-side (38.9%) and up-side (34.7%) for felling operations while the highest scar damage was found on down-side (44.6%) for yarding operations. Scar heights of felling damage were higher than those of yarding damage. In yarding operation, the most of the scars was located within l0m from the center of the skyline corridor. These results should be useful information for forest managers and landowners to reduce residual stand damages and retain valuable timber volume from thinning treatments.
