Monthly variations of physico-chemical and biological parameter were determined in near the Kum River mouth at lower discharge period from January 1998 to September 1999. The characteristics of water quality was showed hypertrophic with average values of total nitrogen (TN), total phosphorus (TP), chlorophyll-a and transparency are 3.9 mg N/l, $160\;{\mu}g/l$, $73\;{\mu}g/l$ and 0.8 m, respectively. Among a nitrogen component, inorganic and organic nitrogen comprised 34% and 66% of TN, $NH_4$ and $NO_3$ comprised 30% and 70% of inorganic nitrogen respectively. SRP concentration comprised below 9% of TP. TN/TP and DIN/SRP ratio in winter were higher than in summer. SRSi fluctuation was very wide as ranged from 0 to 3.0 mg Si/l and the highest after flood event in summer. Long-term depleted pattern of Si was observed, that is considered to be important nutrient for algal growth. Chlorophyll-a concentration was very high as $113\;{\mu}g/l$, $162\;{\mu}g/l$ in winter and summer respectively, which persisent bloomed diatom Stephanodiscus and blue-green algae Microcystis. In consequence, water quality management of these periods are considered very important.

Standardized Precipitation Evapotranspiration Index (SPEI) considering evapotranspiration and precipitation is generally used to quantify the drought severity. Also, Reconnaissance Drought Index (RDI) has been frequently used in the arid regions which is suffering severe droughts, but drought analysis in association with RDI has been the focus of few studies in South Korea. Therefore, this study compared two meterological drought indices based on precipitation and evapotranspiration using Thornthwaite, Hargreaves, and Blaney-Criddle evaportranspiration calculation methods. Meteorological data of sixteen weather stations which are operated by Korea Meteorological Administration (KMA) were used to quantify drought and to compare characteristics of drought for the Han River Basin from 1992 to 2015. As a result, in case of Han River Basin, severe drought sharply increased in recent years. While the correlation coefficients are relatively high between the SPEIs and RDIs, the drought severity and year of severe drought are partially different. Therefore, it is necessary that RDI will be also measured to quantify severity and occurrence year of drought.
Geomorphological, bed material and hydraulic characteristics are basis informations for the planning, design and management of the river in the aspect of flood control and environmental conservation, and it is very important to use these informations for the design of stable channel. In this study, dominant discharge was selected, geomorphological and hydraulic characteristics were analyzed using that discharge and also the characteristics of bed materials distribution were analyzed and bed materials-flow resistance relationship was evaluated, for the upstream section of Namgang dam. The dominant discharge was estimated a return period of approximately 1.5 year and stream type were classified Segment 1 and Segment 2 in this stream. Also, the frequency of riffle-pool showed 4.4 because this study area has the characteristics of natural channel that have not channel-crossing structures. In dominant discharge, according to the results that analyzed relationship between $h/d_{50}$ and $V/u_*$ to calculate flow resistance by bed materials, Julian's formula showed to appropriate in channel where is relatively close to natural river and is predominantly consisted of gravel, cobble, boulder and rock in mountain, and it was confirmed that the image processing methodology will be easily applied to the analysis of bed materials distribution in future.
The Pyokkolche Reservoir was constructed as a major public project of the ancient agricultural society, 1600 years ago. From a hydraulic point of view, it is considered to have been carried out with a distinguished technology. It should be in particular noticed that for a consecutive banking the main stream was diverted and drained to the Yonpo stream and the dam with same sea levels on its top along the whole length was built in a nearly straight line in spite of the different sea levels between both ends on the bottom. These suggest that the carrying out artifice and surveying technigue of those days were considerably excellent. However, the insufficient plan and design at the time of the construction, the temporary management and the repeated repair works in the later ages caused the Pyokkolche to lose its function. The Changsaenggeo and Kyungjanggeo gate sites being the facilities for sluices composed of a simple span and a vertical lift hand-operated sing a pully. The advantage of the geographical characteristics at both ends of the main dam was scientifically taken to these sites which also functioned as a spillway against a flood. The gate site of Suyogeo must have been located in an entrance to Suwolri, the northern end of the Pyokkolche and Yutonggeo is presumed to have been located on the right of Sangsori, the southern end of the Pyokklche. In this study, for the purpose of water supply planning, we propose a sophisticated multi-period mixed integer programming model that can coordinate the behavior of multi-reservoir operation, minimizing unnecessary spill. It can simulate the system with operating rules which are self- generated by the optimization engine in the algorithm. It is an optimization model in structure, but it indeed simulates the coordinating behavior of multi-reservoir operation. It minimizes the water shortfalls in demand requirements, maintaining flood reserve volume, minimizing unnecessary spill, maximizing hydropower generation release, keeping water storage levels high for efficient hydroelectric turbine operation. This optimization model is a large scale mixed integer programming problem that consists of 3.920 integer variables and 68.658 by 132.384 node-arc incidence matrix for 28 years of data. In order to handle the enormous amount of data generated by a big mathematical model, the utilization of DBMS (data base management system)seems to be inevitable. It has been tested with the Han River multi-reservoir system in Korea, which consists of 2 large multipurpose dams and 3 hydroelectric dams. We demonstrated successfully that there is a good chance of saving substantial amount of water should it be put to use in real time with a good inflow forecasting system.

^x As mentioned above, I consider the change of role that is related with Japanese thought of Natural Environmental Conservation, and I divide each part of periods into forest, farmland, open space, urban planning, environmental conservation etc. To summary the content of each period of Natural Environmental Conservation thought is as follows. 1) Previous period before formation(before 1919) In the previous period of Meiji, it could be said that the consciousness of the Natural Environmental Conservation was coming to existence. In this, so called, Natural Environmental Conservation, the thought of Forest Preservation was the main current and it was the thought of territorial integrity for the security of resource, the forestry conservancy and flood control in the forestry farmland. Since the age of Meiji, the theory of Natural Conservation appears from the theory of Japanese landscaping and systematic management about public parks was enforced, but the regular theory of Natural Environmental Conservation did not attain full growth. 2) The period of formation(1919~ 1954) In the period of formation, the base of Natural Environmental Conservation had been established. Parks and Open spaces were admitted as a public facilities in each city, and legislations which supported it had been continuously enacted and so on. In this period, the afforestation counter plan was emphasized on the side of territorial integrity. In the mountainous district. tree planting was emphasized to recover the forest which had been destroied by war. 3) The period of development(1955~ 1974) In the period of development, varied policies was institutionalized for the Natural Environmental Conservation. However, all sorts of development policy had performed simultaneously, thus development had complicated relation with preservation. But after 1970's the framework of system of Natural Environmental Conservation improvement was constituted to control the many kinds of development, and the spontaneous campaign of nature preservation by private lead was being taken root. This is the more progressive period. 4) The pried of root(after 1975) After the latter of 1970's, the role of Natural Environmental Conservation began to take root not in the direction of control but inducement, and, getting out of development - oriented policy, aimed at relation between human being and natural environment and the side of amenity of human environment. Besides, the current of Natural Environmental Conservation had been seperately progressed in the cities and forests. Since this period, it was the character that cities and forests began to be unified as 'amenity'space of man.

The recent bridge construction projects is demanded more sophisticated risk management measures and loss forecasts to brace for risk losses from an increase in the trend of bridge construction. This study aims to analyze the risk factors that caused the loss of material in actual bridge construction and to develop a quantified predictive loss model, based on the past record of insurance payment by major domestic insurance companies for bridge construction projects. For the development of quantitative bridge construction loss model, the dependent variable was selected as the loss ratio, i.e., the ratio of insurance payout divided by the total project cost, while the independent variable adopted 1) Technical factors: superstructure type, foundation type, construction method, and bridge length 2) Natural hazards: typhoon and flood 3) Project information: construction period and total project cost. Among the selected independent variables, superstructure type, construction method, and project period were shown to affect the ratio of bridge construction losses. The results of this study can provide government agencies, bridge construction design and construction and insurance companies with the quantitative damage prediction and risk assessment services, using risk indicators and loss prediction functions derived from the findings of this study and can be used as a guideline for future basic bridge risk assessment development research.

Atmospheric rivers, which transport large amount of water vapor from mid-latitude to the inland, are an important driving force of water cycle and extreme hydrologic phenomenas. The main objective of this study is to analyze the hydrological impact of the AR landfalls on the Korean Peninsula in 2000 - 2015. The result showed that the AR is closely related to the characteristics of precipitation, water level and runoff in the Korean Peninsula. The landfalls of the AR affected about 57% of annual precipitation on the Korean Peninsula, and had a greatest impact on the summer rainfall. It also affected the water level and runoff at the five major rivers of Korea, and water levels exceeding the thresholds of flood warning were observed when the AR landed. Moreover, it was found that the runoff above the third quartile with AR landfalls. These results suggest that the AR not only has a significant influence on the hydrological characteristics of the Korean Peninsula, but also have a close relationship with the extreme hydrological events like floods. The results of this study are expected to be used as the reference for the analysis of the impact of the AR on the various fields in the Korean Peninsula.

Inundation Maps are used to predict potential areas of flooding through the signs of past flooding and flood inundation analysis for flooding expected in the future, and this has led to the development of various forms of disaster-related services by governments. However, each institution has its own individual scenarios for making maps for spatial expression. Therefore, the type of spatial information is not standardized and has many forms and structures. In this study, we attempted to design the metadata that would allow Inundation Map information to be shared and used in various fields. The international standard, ISO 19115, and the domestic standards, KS X ISO 19115, TTAS.IS - 19115 and TTAS.KO - 10.0139/R1 of TTA, were used in the design to derive an appropriate standard for comparative analysis by dividing into maintenance, constraints, metadata, spatial reference system, identification, and distribution. It is expected that inundation maps will be easier to utilize and distribute among institutions and private companies by systematically collecting and managing them through the metadata design based vector space information standard developed in this study.

The accurate estimation of groundwater recharge is important for the proper management of groundwater systems. The widely used techniques of groundwater recharge estimation include water table fluctuation method, baseflow separation method, and annual water balance method. However, these methods can not represent the temporal-spatial variability of recharge resulting from climatic condition, land use, soil storage and hydrogeological heterogeneity because the methods are all based on the lumped concept and local scale problems. Therefore, the objective of this paper is to present an effective method for estimating groundwater recharge with spatial-temporal variability using the SWAT model which can represent the heterogeneity of the watershed. The SWAT model can simulate daily surface runoff, evapotranspiration, soil storage, recharge, and groundwater flow within the watershed. The model was applied to the Musimcheon watershed located in the upstream of Mihocheon watershed. Hydrological components were determined during the period from 2001 to 2004, and the validity of the results was tested by comparing the estimated runoff with the observed runoff at the outlet of the catchment. The results of temporal and spatial variations of groundwater recharge were presented here. This study suggests that variations in recharge can be significantly affected by subbasin slope as well as land use.
