In this study, the current conditions of the farming and fishing village housing improvement projects that were promoted for the last five years were examined, the results of the survey conducted among the promoters of the farming and fishing village housing improvement projects with regard to their level of satisfaction were analyzed, and the outcomes of the housing improvement projects and the improvement needs were derived for utilization as basic data for preparing an improvement plan for "the farming and fishing village housing improvement projects". Below are the results of this study and the proposals based on such. In view of the reality that the recipients of the farming and fishing village housing improvement projects are limited to the rural residents who are able to repay their loans, ways of actualizing the current loan limit of 60 million won should be prepared, taking into account the actual construction cost. Moreover, as the rural residents do not live on monthly salaries, the repayment periods of their loans should be adjusted to make them payable on a quarterly or a semi-annual basis, reflecting the reality of the farming villages, where loan repayment is based on the residents' yearly income. Further, policies guaranteeing the residential rights of those belonging to the low-income bracket who are unable to repay their loans must be established at the soonest possible time. In view of the realities in the farming villages, where there are 640,000 houses that are over 31 years old, the supply of 10,000 houses as part of the housing improvement projects is grossly inadequate. Of course, it cannot be said that all the residents who are living in worn-out houses have the necessary conditions for receiving support from the housing improvement fund. Therefore, policies supporting the speedy improvement of worn-out houses and guaranteeing the residential rights of those belonging to the low-income bracket are urgently needed.
According to the aging society, the housing environments of senior citizens who live alone are faced with social various problems. The purpose of this study was to analyze the conflicts in fishing villages, focusing on the Fishing Village New Deal 300 Project. In order to solve the research problem, the case analysis method was selected among qualitative research methods. Interviewees were selected as the village leaders and the MP(master planner) at the center of the project contest and promotion process. Of the leaders who were in charge of the project or in the villages selected for the project, three leaders who fully understood the purpose of this study were selected. The categorized results are as follows: First, difficulties in forming regional councils due to indifference of residents. Second, demanding excessive sacrifice of the leader. Third, the leader and the residents distrust of the local government. Fourth, the non-cooperation and intentional interference of the residents. Preventing and managing these conflicts is as follows: First, the regional arrangement of experts at the national level. Second, education for improving residents awareness. Third, structuralization of pre-learning and refueling systems. Forth, participation of residents in the decision-making process, Fifth, development and application of a practical road-map.
This study looked into conflicts of government policies for oil spill sites which are focusing on Taean-gun after the oil spill in Taean-gun and examined the effects on the conflicts. There are lots of conflicts on the on-going restoration project of fishing ground environment(fishing ground inspection, restoration program development, improvement in fishery biology ecosystem and fishery productivity). For example, these show diverse conflicts between business associates, project processes, business subjects, project participation, and the use of fishing ground. This study found out the first reason of dissatisfaction and conflicts is that there is a difference between groups in terms of political aims and perception. Secondly, lack of communication and cooperation between the center and the provinces, organizations in the provinces, the local government and fishing village cooperatives, fishermen in the fishing industry. Thirdly, the local government and the fishing village head don't show their leadership to improve project performance.

Although the General Agricultural Fishing Village Development Project had a significant impact on the landscape formation and management in rural area, the rural landscape planning and project sectors was not stable by fluctuation variables. On the basic understanding the institutional status of rural landscape planning, some conclusions could be discussed as follows through the analysis of quantitative and qualitative changes and the background factors. The rural landscape plan lacked its own legal and institutional foundations, and the landscape project of the General Agricultural Fishing Village Development Project was mainly focused on the environment-improving H/W project for expanding the basic living infrastructures. In order to reflect the characteristics of the region and become independent rural landscape management, it is necessary to change the contents so that the S/W business such as the deepening landscape awareness and empowerment linked with improving the physical landscape. This study focused on diagnosing and analyzing the level of sustainable development for each fishing communities by applying the sustainable development index in the fishing communities to support the policy of revitalizing the fishing communities. In terms of methodology, diagnostic indicators for rural areas were used through previous studies and literature surveys, and three categories, five fields and 27 indicators were finally selected through collecting opinions from experts. After deriving the weight for each indicator in detail, the final sustainable development index of the fishing communities was applied to fishing village fraternity. Based on the results of the analysis of the application of sustainable development cases in fishing communities, policy support should be implemented differentially according to regional decline factors and potential growth factors. In the population and social sector, it is necessary to consider ways to reduce population and reduce aging. In the industrial and economic sectors, fishing activation and systematic support for fishing-related industries should be provided. In the marine and built environment sector, the government's active project execution and budget support are required. This study classifies the types of visitors to experiential fishing villages and analyses the features and target marketing strategies by categorical groups. Seven factors are extracted by Factor Analysis and the results of Cluster Analysis indicate the classification of five groups. The first group puts emphasis on the family connection, so family centered facilities and programs are necessary. The second group is composed of surrounding area residents whose purpose of visit is unclear. So environmentally friendly village development programs to encourage local patriotism are necessary. The third group puts emphasis on the necessary facilities and programs for experiencing the fishing village and traditional play, etc. The fourth group emphasizes programs related with the region and the means to satisfy visitor's aesthetic desires. Finally, the fifth group aims at various desires that are generally felt in experiential fishing villages. So this group requires marketing strategies from the public point of view. The existing research mostly surveys rural tourism villages, but this study highlights the difference in dealing with fishing villages as opposed to rural villages, from the perspective of industry and settlement.
This study is aimed at the deduction of the important priority factors by setting the comprehensive rate in each of the economy, sociability and environmental areas for the sustainable development of fishing villages. As the research methods, review of domestic and overseas literature and Delphi questionnaire survey on experts, and hierarchical structure analysis were executed. Accordingly, this study is aimed at providing the basic data at the time of establishing plans by assessing the level of importance and priorities for each item through the deduction of the elements necessary for the fishing village plan. Key results of the study are as follows. First, as the results of review of domestic and overseas literature related to sustainability indices of fishing villages, a total of 50 items in the areas of economy, sociability and environment were deduced. Second, validity for each area was confirmed through Delphi questionnaire survey on experts. Third, as the results of factor analysis conducted on the basis of the hierarchical structure analysis for detailed items for each sector, 3 factors in the economic area, 2 factors in the social area and 3 factors in environment area were deduced. Fourth, as the results of the relative importance of the higher tiers, economic sector (0.528) displayed results that are more than 2 times higher than the social (0.261) and environmental (0.212) sectors. Establishment of foundation for independent competition (0.105), balanced development of small fishing village (0.086) and population engaged in economic activities in comparison to the fishing village population (0.077) were analyzed as the most important detailed items. Based on these results, experts pointed out that the economic sector is most important for the sustainable development of fishing village and, in detail, priority must be placed on the balanced development on the basis if the extent of independence of the fishing villages, and emphasized activation of residents engaged in economic activities in fishing villages in order to support them. That is, in order to increase the level of independence of the fishing villages, it was determined that there is a dire needs for expansion of diversified specialized businesses and infrastructural facilities through agreement by the residents capable of economic activities, and means of activating fishing villages through securing of budget at the local autonomous government level to provide support for the residents.
