In accordance with the revision of "Special act on the safety control of publicly used establishments", this study is aim to measure the change in evacuation time due to whether safety facilities, etc. are installed of a room escape cafe business and kids cafe business(hereinafter referred to as "New publicly used establishments"), which were added as new targets of the publicly used business from June 8, 2022. In the case of new publicly used establishments or publicly used establishments whose owners are changed after the revision of the relevant laws, safety facilities, etc. are installed and maintained under the "Special act on the safety control of publicly used establishments", but in the case of existing businesses that have been operating even before the revision of the law, the business continues without safety facilities, etc. installed because the revised law is not retroactively applied. The purpose of this study is to compare and analyze the change in evacuation time by measuring the evacuation time to operating before the revision of the law to simulate evacuation at existing new publicly used establishments without safety facilities, etc. and measure the evacuation time at new publicly used establishments with safety facilities after the revision of the law

In this research paper, the analysis, and improvement, of conditions of fire investigation related to products were derived. The results of the research showed that the main entity that plays the role of coordinator on the scene of fire investigation is unclear, systematic devices to protect the rights and interests of fire victims are inadequate, there are limitations in deriving the cause of fire due to the lack of fire appraisal organizations in fire departments, and the product companies are passive in their initial actions. As for improvement measures, it was found that the adoption of the system in which fire departments can play the role of mediator on the scene of fire investigation, the establishment and operation of fire appraisal organizations and research institutes in fire departments, and the establishment of network between fire departments and product companies are needed.

The basic law about disaster and safety management and the fire fighting law state that the central government and the local governments are responsible for protecting the life and assets of the people. The well-fare developed nations have developed and are implementing diverse safety programs with making safe cities as their prime objective. Our nation has not yet practiced such actions. However, it is in demand to evaluate what safety policies are practiced by local governments for the people and to inform the people of those. Therefore, this research developed and suggests the assessment criteria and the assessment method to evaluate the safety level of a city by assessing the safety of buildings and facilities.

The automatic fire detection system is an important facility installed with focusing on minimizing the damage from a fire. This paper presents in the followings as the methods to reduce the false alarm of the automatic fire detection system; first, to prepare for legal standard so that revised legal standard can be applied to the fire fighting property prior to revision; second, to introduce the performance based fire detection protection design in the law based fire protection design; third, to maintain the wiring of worn-out detector; forth, to introduce an evaluation system to the education for the fire warden; fifth, to extend the standard of MTBF(meantime between failure) of the detector; sixth, to extend of installing the analog type detector; seventh, to improve the structure of reset switch.

Currently, the number of a shopping center building is increasing because most people want to go a shopping center building easily for buying many things and eating some foods. That are a normal trend these days. However, the increasing number of shopping center buildings has been increasing the number of shopping center building fires which also have been making social problems. Therefore, this study was conducted for the fire department connection among other fire facilities because it is important for fire suppression. The research subject is on the fire department connections that are on 70 shopping center buildings of more than 5 years old constructed. Survey and analysis were conducted for 70 fire department connections. The result of this study is that all installed fire department connections have a type that includes one or two holes each at 65mm wide, and the average distance between fire department connections and access roads is 4.85m. The total average percentage of insufficiency conditions such as drive ways for fire trucks, visibility, accessibility, pressure range sign, installed height, cover of the hole, etc. is 45.3%. So improvement of law and systems, that are fire facility construction and maintenance implementations, will be needed in my opinion.

In this study, reduced-scale experiments as the alternative to a real-scale fire test were conducted to understand fire properties in atrium space. The scaling laws were derived from $\pi$-parameters which were deduced by dimensional analysis of governing equations (continuity, conservation of momentum and conservation energy). The 1/50 scale experiment simulated the real-scale fire test in SIVANS atrium at Japan were conducted under the scaling laws. And this results were compared with real-scale experiment results. Furthermore these results were visualized by video recording system using laser light sheet.

Recently, in circumstantial situation it is recommended positively to utilize of EIFS(Exterior Insulating and Finishing System) as energy policy for economizing energy. But internal EPS insulators of EIFS are exterior panel of high fire risk, because of constituting of flammable materials to be fragile in fire. In this study, fire risk is assessed by experiment Con Calorimeter test and SBI(Single Burning Item) test. As the result of experiment, Con Calorimeter tests do not reach to capability standard of internal incombustible grade, and are assessed as low grade in SBI incombustible grade. Because EIPS is exterior material in buildings with high fire risk in spite of good efficiency, it is required rapidly to take measures to meet situation through various studies(for instance, adjusting law regulation, etc.) in the future.

In January, 2005, "railroad security law" was presented, preparing the systematic equipment that allows several railroad operators to consider the railroad security issue, and each of railroad operative institutions accepted such situation that construct the integral railroad security system, resulting in constructing the emergent system coping with the railroad fire accident through the relevant study business to improve the railroad security efficiency against fire. This study tried to present the studying direction on developing the emergent educational program coping with the railroad fire accident, which is distributed to the spot, about the railroad worker for improving the railroad security efficiency against fire through the education of systematic and efficient emergent countermeasure procedure of emergent system against the railroad fire accident.

The duty of fire officials are very complicated and various that a subject replacement for the fire officials' public examination for service is being required. The purpose of this study is to investigate the actual conditions of the fire officials' public employment system and find out current problems of it, to reconsider the speciality of the examination based on them, and to suggest a subject replacement for the examination to evaluate the duty accomplishment ability. This study presents not only assuring the speciality of fire officials but also the desirable plans to execute the Fire Relating Act effectively by replacing introduction of political science with fire service administration and adding the Fire Relation Law which is more connected on the local fire officials public written examination for service with duty.
