A Guideline on Development of LED Convergence Intrinsic Safety Luminaire for Marine Plants & Ships and It's Standard (선박 해양용 본질안전 LED 방폭 조명 표준화를 위한 가이드 개발 연구)

  • Offshore plants should be managed at a high level of safety condition. Because the offshore plant has cramped space and has difficult access when a fire occurred, a fire can be critical to the plants. LED lighting can reduce the risk of fire by its lower energy consume suitable to intrinsic safety and lower heat radiation that can reduce the possibility of ignition. Also LED has a long lifetime. Though LED luminaire has various advantages for offshore plants, an international standard for the luminaire has not provided because it is new technology. Because there is no international and domestic standard specially provided for the LED luminaire, a guideline is required for developing the LED light and for the future establishment of an international standard. This study was conducted to develop the guideline for LED luminaire for offshore plants. Firstly, relevant standards were analyzed for the guideline. Then we found that there are editorial differences between international standards and domestic standards. So the guideline was developed based on international version and the differences between the domestic and international standard were provided to let Korean developers recognize the differences.

A Fire Test Measuring the Heat Release Rate of Railway Car Interior Materials Satisfying the Korean Safety Guideline (안전기준을 만족하는 철도차량 내장재의 화재 열방출율 측정시험)

  • A large-scale fire test was conducted for interior materials from a vehicle installed within a fire test room (ISO 9705). The interior materials are satisfying the Korean guideline for the safety of rail vehicles, where the guideline has taken effect since December 2004 in Korea. The output of ignition source (gas burner) was increased in several controlled steps. The objectives of this test are to assess the fire performance in terms of ignition and flame spread on interior lining materials and to provide data on an enclosure fires involving train interior materials that grow to flashover. These data will be used to develop and calibrate models for fire growth on the interiors of the railway vehicle.

  • A guideline to complement safety problem of escape code at the fire controlling design stage was shown by comparing & analysing developed fire controlling countries such as US, UK, Japan, and etc. and appropriateness of improving legislations for building standard of escape code was examined by comparing & analysing escaping time with escape code simulation(SIMULEX, EXDOUS) as the guideline.

A Study on Powder Fire Extinguisher Design with RULA Technique Used (RULA 평가기법을 활용한 분말소화기 디자인 연구)

  • This study was intended to find methods of fire extinguishing system designs that can improve the equipment's usability. In this study, the fire suppression experiment through fire extinguishers and the data drawn through the experiment were analyzed, and then the guideline for the improvement of designs was presented. The procedure is as follows. A fire suppression experiment with the use of fire extinguishers was done by 43 average adults. The whole process of the fire suppression was videotaped, and then captured major scenes were analyzed with the use of RULA, a human engineering measurement tool. The analyzed data were divided into 4 steps, and then the guideline for design improvement was presented. The summary of the study is as follows. Step 1, Fire extinguisher distance step. To reduce overload occurring at the process of holding fire extinguishers suddenly, wheels are attached to the body of extinguishers, or pedestals are installed. Step 2, Fire extinguisher transportation step. The length of hose is extended, or fire fighting water is sprayed far, so that overload of legs occurring at the process of travel can be reduced. In addition, the weight of fire extinguisher shouldn't be over 2 kg. Step 3, Safety pin removal stage. Safety pins should be applied with button type, so that excessive posture of lower limbs and excessive twisting of wrists won't happen during safety pin removal process. Besides, safety pins should be designed for easy identification and operation. Step 4, Fire extinguishing agent spraying step. To reduce overload occurring at sudden spraying of fire fighting water, pressure should be increased gradually until high pressure. With the above study results applied to existing fire extinguisher design, it may contribute to reducing any fire damage.

  • The quantification of fire size in buildings must be preceded in order to design the trial of performance based design (PBD). When design fire size is determined appropriately, the trial design will become economical and safe design against fire risk. There are many problems in determining design fire size because of lacks of fire engineering data and short history of PBD in korea. Therefore, this paper has surveyed the guideline of design fire in other countries, real experimental data for a few occupancies and the cases of design fire size determining for PBD in Korea. Also, it has proposed the guideline of design fire size for various occupancies in korea after analyzing the appropriateness of design fire size.

  • Recently, South Korea is reaching aged society through ageing society. Accordingly, facility related to aged is increased consistently because of effort to improve the welfare of the elderly through elderly long term care insurance in 2008. however, the number of fires in the elderly facilities is increasing rapidly too. It is becoming bigger and higher and the characteristics of person who is unable to afford are mostly having difficult evacuation. so fire safety guildelines are urgently needed but korea research is insufficient. In this study, we propose a fire scenario through investigation of fire causes for fire safety guideline development of elderly facility, and describe to the fire safety countermeasure.

A Study on the Improvement of the Evacuation in Ward of the General Hospital (종합병원 병동부 피난환경 개선에 관한 연구)

  • The purpose of this study is to suggest architectural planning guideline for the improvement of the evacuation environment in a ward. To suggest of guideline, the problem of irrational domestic criteria is searched according to compare National fire code (NFPA101, Life safety code) with Korea building law. This study includes stairs, corridors and exit door etc. but excludes fire facilities. To verify effectiveness of suggested guideline, egress simulation is run that based on databases according to literature survey. The results of this study could be summarized as follow: Suggested guidelines are subdivision(fire partition), evacuation by elevator, secure useful waiting space of elevator hall and smokeproof enclosures, the corridor is divided by fire or smoke barriers corridor from hazardous room, only wheeled items are arranged in corridors of a ward story. The result of computer simulation for suggested guidelines verify that egress time can be decreased 20% or above.

A Study on Analysis of Passenger Safety in Railroad Tunnel Fire - Using Simulation - (시뮬레이션을 이용한 철도터널 화재 사고의 승객 안전도 분석)

  • In this paper, the methodology to predict the number of deaths and possible fire propagation scenarios will be described in case of fire on a train in a tunnel. We use a probabilistic analysis method for the evaluation of possibility for each scenario and the deaths tolls are calculated with the help of the passenger evacuation simulation program. The resulting safety of passengers is displayed on a F/N graph, which could be used in part as a guideline to predict the safety level of the tunnel in fire.

  • Korean apartment buildings have been manhattanized and enlarged, but it caused increase of fire accidents. Fire accidents such as Uijeongbu apartment fire(2015), and Ssangmoon apartment fire(2016) caused many deads because of a lack of emergency exit route awareness. Follow to advanced research, conducted suervey on fire safety awareness. On this study, it will present the basic data based on the result of the survey to secure the life.

  • In case of rolling stock, SEMS is generally applied in the advanced countries, but is start stage in our country. SEMS is defined the system engineering management system in order to achieve the optimized train performance among the several client requirements aspect of technical engineering management during the design life cycle. And the fire engineering activities in hong kong EMU project are introduced aspect of SEMS in this paper. The fire engineering at rolling stock in view of SEMS controls to apply the satisfied interior material by the fire safety standards (regulation of the commute urban subway safety guideline by the MOCT, BS 6853, NFPA 130, NF F 16-101) and to minimize the fire load in order that passengers egress safe from the fired rolling stock. The rolling stock in the advanced countries is designed to stand for 15-20 minutes in considering the rolling stock to be fired in tunnel. For passenger fire safety, the passenger evacuation provision and progress is set up.
