Safety Performance Evaluation Scenarios of Autonomous Emergency Braking System for Cyclist Collision (자전거 탑승자 대상 자동비상제동장치의 성능평가 시나리오)

  • This paper present a performance evaluation scenarios to assess the safety performance of autonomous emergency braking (AEB) system for cyclist collision. To guarantee the safety performance of AEB for cyclist, AEB system should be tested in various scenarios which can be occurred in real driving condition. For this, real-traffic car-to-cyclist collision data are analyzed to classify the real traffic collision scenarios. Using this information, typical car-to-cyclist collision scenarios are selected. Also, in order to develop the detail features of these collision scenarios, several accident cases related with these scenarios are explained. Based on these information, test scenarios which can describe the car-to-cyclist collisions occurred in Korea are proposed. For practicality and feasibility of the test scenarios, proposed scenarios should be designed to assess the safety performance of AEB system effectively. For this, some test scenarios are combined or removed based on the consideration about the effectiveness of each scenario to the assessment of the performance of AEB system. To confirm that the proposed test scenarios are realistic and physically meaningful, simulation is conducted using simple AEB system in proposed test scenarios.

Condition assessment of steel shear walls with tapered links under various loadings

  • A steel shear wall with double-tapered links and in-plane reference was developed for assisting the assessment of the structural condition of a building after an earthquake while maintaining the original role of the wall as a passive damper device. The double-tapered link subjected to in-plane shear deformation is designed to deform torsionally after the onset of local buckling and works as an indicator of the maximum shear deformation sustained by the shear wall during an earthquake. This paper first examines the effectiveness of double-tapered links in the assessment of the structural condition under various types of loading. A design procedure using a baseline incremental two-cycle loading protocol is verified numerically and experimentally. Meanwhile, in-plane reference links are introduced to double-tapered links and greatly enhance objectivity in the inspection of notable torsional deformation with the naked eye. Finally, a double-layer system, which consists of a layer with double-tapered links and a layer with rectangular links made of low-yield-point steel, is tested to demonstrate the feasibility of realizing both structural condition assessment and enhanced energy dissipation.

  • Health technology assessment (HTA) is defined as multidisciplinary policy analysis to look into the medical, economic, social, and ethical implications of the development, distribution, and use of health technology. Following the recent changes in the social environment, there are increasing needs to improve Korea's healthcare environment by, inter alia, assessing health technologies in an organized, timely manner in accordance with the government's strategies to ensure that citizens' medical expenses are kept at a stable level. Dedicated to HTA and research, the National Evidence-based Healthcare Collaborating Agency (NECA) analyzes and provides grounds on the clinical safety, efficacy, and economic feasibility of health technologies. HTA offers the most suitable grounds for decision making not only by healthcare professionals but also by policy makers and citizens as seen in a case in 2009 where research revealed that glucosamine lacked preventive and treatment effects for osteoarthritis and glucosamine was subsequently excluded from the National Health Insurance's benefit list to stop the insurance scheme from suffering financial losses and citizens from paying unnecessary medical expenses. For the development of HTA in Korea, the NECA will continue exerting itself to accomplish its mission of providing policy support by health technology reassessment, promoting the establishment and use of big data and HTA platforms for public interest, and developing a new value-based HTA system.

  • It is difficult to transform a blockchain initiative from the feasibility stage to the fully commercialized the technology's products or services, especially considering the significant investment required and the lack of studies on the benefits and barriers from deployment perspective. Whereas some organizations have come up with their own solutions to moving beyond the feasibility stage, commercial applications do not yet exist and few organizations are willing to invest beyond the prototype phase and fill in the gap between the expected and actual business value of these types of projects. This study aims to develop a blockchain model using a survey to gather qualitative data on experts' opinions on the deployment of blockchain technology. Our model will measure how business professionals could take advantage of blockchain's disruptive technology to develop business opportunities. This study's contribution is to show blockchain technology's potential strategic business value. The findings from this exploration include the prospective for delivering comprehensions to businesses for different creating investment choices on the embracing of the blockchain technology.

  • Structured Checklist of System Aviation Safety Oversight had been categorized by HFACS. In this Study, Findings of Aviation Safety oversight, have been categorized by HFACS. Thus, those two categorized results have difference in incongruity clause that can be concluded that Structured Checklist has lack of elements. Therefore, we are able to identify validity and suitability of checklist that need to be restructured and redeveloped by performing test analysis through this study.

  • This paper reviews current status of the unified approach known as integrated safety assessment (ISA), as well as the associated SCAIS (simulation codes system for ISA) computer platform. These constitute a proposal, which is the result of collaborative action among the Nuclear Safety Council (CSN), University of Madrid (UPM), and NFQ Solutions S.L, aiming to allow independent regulatory verification of industry quantitative risk assessments. The content elaborates on discussions of the classical treatment of time in conventional probabilistic safety assessment (PSA) sequences and states important conclusions that can be used to avoid systematic and unacceptable underestimation of the failure exceedance frequencies. The unified ISA method meets this challenge by coupling deterministic and probabilistic mutual influences. The feasibility of the approach is illustrated with some examples of its application to a real size plant.

Development of Accident Scenario Models for the Risk Assessment of Railway Casualty Accidents (철도 사상사고 위험도 평가를 위한 사고 시나리오 모델 개발에 관한 연구)

  • The objective of this study is to develop accident scenario models for the risk assessment of railway casualty accidents. To develop these scenario models, hazardous events and hazardous factors were identified by gathering various accident reports and information. Then, the accident scenario models were built up. Each accident scenario model consists of an occurrence scenario model and a progress scenario model. The occurrence scenario refers to the occurrence process of the event before the hazardous event. The progress scenario means the progress process of the event after the hazardous event. To manage a large amount of accident/incident data and scenarios, a railway accident analysis information system was developed using railway accident scenario models. To test the feasibility of the developed scenario models, more than 800 domestic railway casualty accidents that occurred in 2004 and 2005 were investigated and quantitative and qualitative analyses were performed using the developed information system.

A Decision Support System for Small & Medium Construction Companies (SMCCs) at the early stages of international projects

  • Despite the significant increase of Korean contractors in the international construction market, many SMCCs (Small & Medium Construction Companies) have suffered in the global financial crisis, and some of them have been kicked out of the international market after experiencing huge losses on projects. SMCCs face obstacles in the international market, such as an insufficient ability to gather information and inappropriate management of associated risks, which lead to difficulties in establishing effective business strategies. In other words, making immature decisions without an effective business strategy may cause not only the failure of one project but also the bankruptcy of the SMCC. To overcome this, the research presented herein aims to propose a decision support system for SMCCs, which would screen projects and make a go/no-go decision at the early stages of international projects. The proposed system comprises a double axis: (1) a profit prediction model, which evaluates 10 project properties using an objective methodology based on a historical project performance database and roughly suggests expected profit rate, and (2) a feasibility assessment model, which evaluates 17 project environment factors in a subjective and quantitative methodology based on experience and supervision. Finally, a web-based system is established to enhance the practical usability, which is expected to be a good reference for inexperienced SMCCs to make proper decisions and establish effective business strategies.

Evaluation on Large-scale Biowaste Process: Spent Coffee Ground Along with Real Option Approach

  • This study aims to introduce a biowaste processing system that uses spent coffee grounds and implement a real options method to evaluate the proposed process. Energy systems based on eco-friendly fuels lack sufficient data, and thus along with conventional approaches, they lack the techno-economic assessment required for great input qualities. On the other hand, real options analysis can estimate the different costs of options, such as continuing or abandoning a project, by considering uncertainties, which can lead to better decision-making. This study investigated the feasibility of a biowaste processing method using spent coffee grounds to produce biofuel and considered three different valuation models, which were the net present value using discounted cash flow, the Black-Scholes and binomial models. The suggested biowaste processing system consumes 200 kg/h of spent coffee grounds. The system utilizes a tilted-slide pyrolysis reactor integrated with a heat exchanger to warm the air, a combustor to generate a primary heat source, and a series of condensers to harness the biofuel. The result of the net present value is South Korean Won (KRW) -225 million, the result of the binomial model is KRW 172 million, and the result of the Black-Scholes model is KRW 1,301 million. These results reveal that a spent coffee ground-related biowaste processing system is worthy of investment from a real options valuation perspective.

Experimental Study of Remote Handling Performance for Pyroprocessing Facilities (파이로 공정장치의 원격 취급성에 관한 실험적 연구)

  • In this study, it is performed that the assessment of feasibility of developed material processing facilities using tele-operation manipulator system for the pyroprocessing. To evaluate the performance of developed facilities using tele-operation system, several performance indices are considered as remote visibility, remote reachability and remote manipulability. These are applied to RHEM (Remote Handling Evaluation Mock-up) and digital mock-up system respectively. Through this approaches, several requirements for the system improvement are deduced and preliminary inspection for real system application is fully performed. Additionally, assembly and disassembly tasks for the repair of remote handling system are also examined remotely in RHEM and evaluated those performances.
