Construction of The Urban Disaster Management System Using the Wireless Internet GIS (무선 인터넷 GIS를 이용한 도시재해관리시스템구축)

  • All kinds of disasters are occurring for several reasons in modern cities. So, We need the disaster management system to deal with them at this point that Those disasters are getting larger and more frequent. We organized the database into three categories; the traffic accident database on traffic accidents that is recognized as a typical disaster resulting from vehicles's increasement rapidly in modern urban life, the gas explosion disaster database on gas explosion that causes to fatal damage through broad areas, and the bridge management database that contains bridge resource information and repair record. In this study, we developed the Disaster Management System using the wireless internet GIS that can access the database and identify field information for the accident area in emergency situation as well as can modify and update the database in field directly, so that can cope with the disaster situations effectively.

  • Tower crane is a large construction equipment which is extremely tall for its section when it is erected, with its high slenderness ratio, and it has a heavy load by itself due to large lifting stuff to handle. In line with the construction projects in these days which increasingly tend to become higher, larger and complex, the stuff and height subject to lifting are also getting larger and higher, which has also increased the risk of disastrous accidents. A stable foundation design thus to deal with the increasing self load becomes more important. When a typhoon Maemi swept the nation in 2003, as many as 43 tower cranes fell down or collapsed, causing a severe damage to the people and the properties. Considering such fatal damages, a technical evaluation of the stability to prevent the safety accident with the tower crane must be very crucial. Tower cranes operation in domestic construction sites, in fact, have been simply dependent on personal experience and intuition of the engineers. Particularly when it comes to the foundation design, it mostly depends on manufacturer's recommendation. The study hence was intended to develop the fundamental measures for granting the objective stability, instead of following the individual's experience only. The simulation model recommended in the study is expected to make a good commitment to achieving an effective lifting work as well as preventing the safety accident.

  • In this paper, the systematic problems of safety management in domestic construction industry are presented by the investigation and analysis of construction fatal injuries. In particular, it is discussed that the current construction safety management system by contractors leading is ineffective to prevent the serious accidents caused by inappropriate planning and design and to circulate the safety management cycle without interruption. A couple of ways for improving domestic construction safety management system are suggested in broad perspective. This is done by the analysis of construction safety management system of four advanced industrial countries such as the United States, the United Kingdom, Germany, and Japan and the study of a best practice. Total safety management system by owners leading is recommended to prevent construction accident effectively because this system makes all the parties join to the management system and distribute the responsibilities clearly to each party. This will drop the accident occurrence rate by dragging all the parties' cooperations and activating the total safety management system in an early stage.

  • Post-traumatic stress disorder (PTSD) is a serious problem not only among workers who experience industrial accidents but also among workers who witness such accidents. Early intervention is needed to prevent prolonged psychological problems. There has been no study conducted regarding the psychological problems of and interventions for bystander workers in Korea. This study introduces the experience of intervention on psychological problems at the Busan Workers' Health Center workers who witnessed their colleagues' death. An investigation and an intervention were conducted according to the Korean Occupational Safety and Health Agency (KOSHA) Guide. In total, 21 individuals including indirect observers showed statistical differences on scores of the Impact Event Scale Revised and the Patient Health Questionnaire 9 after the intervention. Future interventions and research involving a larger sample size over a longer period are needed. The KOSHA Guide could be a useful tool for urgent psychological intervention in the event of major workplace disasters.

Analysis of Injuries in the Ghanaian Mining Industry and Priority Areas for Research

  • Background: Despite improvements in safety performance, the number and severity of mining-related injuries remain high and unacceptable, indicating that further reduction can be achieved. This study examines occupational accident statistics of the Ghanaian mining industry and identifies priority areas, warranting intervention measures and further investigations. Methods: A total of 202 fatal and nonfatal injury reports over a 10-year period were obtained from five mines and the Inspectorate Division of the Minerals Commission of Ghana, and they were analyzed. Results: Results of the analyses show that the involvement of mining equipment, the task being performed, the injury type, and the mechanism of injury remain as priorities. For instance, mining equipment was associated with 85% of all injuries and 90% of all fatalities, with mobile equipment, component/part, and hand tools being the leading equipment types. In addition, mechanics/repairmen, truck operators, and laborers were the most affected ones, and the most dangerous activities included maintenance, operating mobile equipment, and clean up/clearing. Conclusion: Results of this analysis will enable authorities of mines to develop targeted interventions to improve their safety performance. To improve the safety of the mines, further research and prevention efforts are recommended.

Aortoesophageal Fistula after Thoracic Endovascular Aortic Repair for Blunt Thoracic Aortic Injury

  • Although thoracic endovascular aortic repair (TEVAR) has grown to become the standard of care to treat blunt thoracic aortic injury (BTAI), the long-term effects of TEVAR are still unclear. We here present a 72-year-old man with BTAI due to a traffic accident. He successfully underwent TEVAR and was transferred to another rehabilitation hospital 2 months after the accident. However, 1 month later, he underwent gastroscopy with fever and hematemesis and was diagnosed with aorto-esophageal fistula (AEF). After being re-transferred to Niigata University Medical and Dental Hospital, we tried to convince him to undergo surgical treatment, but he strongly refused. He received palliative care and died due to rupture of the aortic pseudoaneurysm 3 days after the hospital transfer. Fatal complications like AEF may occur after TEVAR, so clinicians need to carefully follow patients who underwent TEVAR.

  • In this study, we introduce a system for real-time monitoring of field conditions within an industrial complex using a 5G network UAV (: Unmanned Aerial Vehicle). When a monitoring event occurs in a sensor mounted on a UAV (detection of fire, harmful gas, or industrial disaster type human accident), key information from the sensor is transmitted to the UAS (: Unmanned Aerial System) application server. As a result of this information transmission and processing, managers or operators of the Industrial Complex Corporation were able to secure legal basis data for fatal accidents, fires, and detection of harmful gases at sites within the Industrial Complex Corporation through trigger processing for each accident risk situation.

  • An accident from machine work is often fatal to the worker. This accident is mostly preventable through perfect process jig. In case of this machine work, however, the disaster frequently occurred because of the design which is not considered the beginning of product design, post-process and mass process of production. As for sand casting method, this has the merits of the production; the product is easily produced by manual labor. On the other hand, this method has the demerits of a bigger dimensional error contrary to other mass process of production. When the sand casting product is in machine work, there are various problems such as unsafe fix and excessive cutting, product desorption and rapid life depreciation of equipment and tools. Considering the characteristics of sand casting method, it is accepted as difficulty to improve the problems. In this study, it suggests shell mold method for mold instead of the machine work after the sand casting of the circle shape container product. And the surface accomplishes the following average of surface roughness Ra$9.94{\mu}m$ of machine work with the casting of flask mold by shell mold method. In accordance with the simplification of processing process and reducing the average thickness variation by mass production of product with detailed appearance, it has a good influence on safety accident prevention caused by production and damaged product. It is confirmed that making higher degree of size precision of all machine work product is possible to increase the safety and productivity, reduce the processing process and improve environment.

  • The work analyzes the existing situation and defines special problems concerning traffic accidents in the two countries. The report is divided into three parts: 1) Using the global approach of SMEED, the data were evaluated using multiple regression analysis, and homogeneous groups of countries were defined by cluster analysis. In the global approach, the linear model is better than SMEED's non-linear model in explaining the number of fatalities. Among the different groups of countries, the linear approach was found to be better suited for industrialized countries and the non-linear approach better for the developing countries. T도 comparison of traffic fatality data for the Federal Republic the developing countries. The comparison of traffic fatality data for the Federal Republic of Germany and the Republic of Korea showed different regression equations during the same time period. 2) The BOX/JENKINS time series analysis on a monthly basis points out clearly similar seasonal patterns for the two countries over the years studied. The decrease in traffic accidents following the intensification of the safety belt requirement was proved in the ARIMA model. It amounts to 7 to 8 percent fewer personal injury accidents and fatal accidents. The identified increase in safety in the Federal Republic of Germany since the 1970s is mainly due to the reduction of accident severity in residential areas. 3) Speeds and headways on motorways in th3e two countries were also compared. The measurements point out that German road users drive faster, take more risks, and accept shorter time gaps than Korean road users. However, the accident statistics show accident rates for Korea that are several times higher than those in the Federal Republic of Germany.

  • As contemporary building construction type is getting higher and deeper, construction equipment usage is getting more, and related fatal accidents are on an increasing trend. Because of this, a method was drawn which could grasp the present state of construction equipment management and manage safety of the equipment more easily for accident prevention by choosing 2 kinds of Construction equipment which cause safety accident frequently among the equipment mainly used in construction site. This study suggested a method about construction equipment safety management using "smart phone" base which could be used in safety management for construction equipment by whomever in construction site. After attachment of QR code included safety checklist, It became possible that site managers could check more efficiently by scanning with their smart phone when they inspect equipment. Moreover, by the construction interested who didn't know what and how they have to inspect could point out unsafe condition in the early stage of equipment entering or take unsafe one out of the site by using new smart phone safety checking system is installed, it became possible that critical accident caused by construction equipment was prevented in advance.
