Cognition Levels of the Success Factors for Governmental Support Policies to Small Business Cooperation (소상공인 협업화 지원 정책의 성공요인 인식 수준)

  • In this paper, 228 cooperations supported by government were surveyed on the cognition levels of 5 factors for successful policies that support small business cooperation. Goal importance, awareness stage of importance, and current concerning level were scored to each question of factors. Using the results of previous studies, the maturity of each success factor, and the forecast time to mature and maturity of each question were analyzed. The results were compared with the results of a study precedent. Moreover, the changes in the participants' recognition levels were reviewed between before and after government's support. These comparative studies reflect government policies. Despite the government's supporting policies aided on building cooperation positively, the participants still worry about the decreasing government support. To allay these concerns, government policies should be implemented continuously to promote cooperation rather than a one-time support.

  • This study is firstly aiming at diagnosing the present problems of evaluating the performance, especially in the field of disaster and safety management, of LGA (Local Government Authorities) in Korea. The study also deals with developing alternatives to solve a series of barrier factors revealed during the evaluation process using System Dynamics. This paper therefore presents literature review including the official documents published by the government and the performance evaluation studies of LGA. Moreover the authors analyze the current practice of the CELG (Combined Evaluation of Local Governments) as performance management, address and map a series of barrier factors in the CELG process to elaborate the CLDs (Causal-Loop Diagrams) and find solutions using system thinking with the CLDs. According to the analysis results, the core barrier factors to overcome is lack of proactive indicators/indices in the current practice of the CLEG. The authors therefore recommend to develop more proactive indicators that leads to avoid difficulties in measuring the LGA output, as well as to lessen the burden in competition for rankings and goal of the displaced.

  • The purpose of this study is to present the direction of improving the Korean Government 2.0 services by evaluating the quality of the service and analyzing its effects on user satisfaction. Recently, on the extension of e-government, Government 2.0, which is the government service combined with Web 2.0, has emerged as a new paradigm. However, there are very few studies on the impact of Government 2.0 on general society and industries. Especially, there is little or no practical analysis and evaluation for the quality of Government 2.0 service. Because the service quality is typically used as the leading indicator of user satisfaction, this study applies it to the Government 2.0 for the validation of the existingtheory in a particular subject. The service quality was measured by the tangibles, reliability, responsiveness of revised SERVQUAL, the efficiency and security of the E-S-QUAL. Inconclusion, this study has empirically significant implications for providing a theoretical foundation for measuring the quality of the Government 2.0 service.

Factors Influencing Social Media Use in Local Government (지방자치단체의 소셜미디어 활용과 영향요인에 관한 연구)

  • The use of social media in government has expanded steadily around the world on the basis of Web 2.0 technology. The government uses social media as a tool for enhancing transparency, participation, collaboration, and saving costs. However, the use of social media in the public sector has not only been positive. It has also been described as a double-edged sword. Most local governments in South Korea use social media for a variety of reasons but there has not been enough practical study of the effectiveness of social media use in the public sector. Local governments generally have positive views of their social media use but the real application of social media is not consistent in each local government. This study tried to determine the reality of social media use in local government and what factors influenced its use. The research analyzed the data from a survey conducted by the Korea Local Information Research & Development Institute (KLID) in 2015 and data from Facebook in each local government. The results show that most local governments were using Facebook for promotional purposes and local government officials similarly recognized that they were using Facebook well. However, local governments showed great differences in their use and practical effect. Meanwhile, the study found that population, financial independence, level of government, the entity operating social media, the median age, and whether social media are used for interaction or to gather opinions were the most influential factors that make a difference in utilization in local government.

  • The purpose of this study is to find out main factors affecting public enterprise's environment, which improves the performance of public enterprise. In detail, under the premises of keeping publicity in Korea Electricity Industry, the main target of this study is to seek after factors enhancing entrepreneurship and deals with publicity which is related with entrepreneurship. Questionnaires are distributed to the employee of public enterprise, public servants, and civil corps. A total of 553 copies are collected. The main contents of questionnaires are related with the effect of publicity and entrepreneurship by government control, competitive environment, and shareholding structure in Korea Electricity Power Corporation(KEPCO). The results of this survey are as follows : First, government control is negatively related to the entrepreneurship while it is positively related to the publicity. Second, this survey shows that competitive environment has a positive influence on promoting both publicity and entrepreneurship. Third, this survey in connection with shareholding structure indicates that present structure in KEPCO has a positive effect on publicity but negative effect on entrepreneurship. According to this empirical results, it is verified that the main issues on the performance of KEPCO are related with the level of government control and competitive environment in its industry.

Determinants Affecting Profitability of Firms: A Study of Oil and Gas Industry in Vietnam

  • The oil and gas industry is widely known as a vital engine of Vietnam development, stimulating researchers to examine the association of various factors with this industry. The aim of this study is to identify the relationship between different variables affecting profitability of the firms in the oil and gas sector in Vietnam. The total of 203 samples were collected from 29 companies listed on Vietnam Stock Market during a 6-year period from 2012 to 2018. Informed by prior research, this investigation employs financial leverage (FL), government ownership (GOV), dividend payout (DIV), fixed assets to total assets (FA) and exchange rate (EXR) as independent variables, while the profit is described by return-on-assets (ROA). The study results show that there are four factors that have an impact on ROA, namely, leverage, government ownership, dividend, and exchange rate. Whereas leverage and exchange rate have negative influence on ROA, government ownership and dividend payment have a positive effect. The findings of this study suggest that high debt ratio in capital structure and the negative effect of exchange rate on their companies' efficiency can adversely affect the profit of enterprises. Also, plausible extent of government ownership and dividend payment could also be considered to optimize corporate performance.

Influence on Health Promotion Behavior among Government-funded Research Institute's Employee according to Perceptive Health Status and Social Support (정부출연 연구기관 종사자의 지각된 건강상태와 사회적 지지가 건강증진행위 실천에 미치는 영향)

  • Purpose: The purpose of this study was to examine the relationship among perceived health status and social support to identify the influencing factors of health promotion behavior in government-funded research institute's employee. Methods: The participants were 222 employees in three government-funded research institute. Questionnaires were used to measure the levels of the perceived health status, social support and health promotion behavior. The data were analyzed using descriptive statistics, t-test, ANOVA, Pearson's correlation, multiple regression, and the IBM SPSS/WIN 19.0 program. Results: The predicting factors for health promotion behavior were age, smoking, perceived health status and social support. The variables explained the health promotion behavior by 34.3%. Conclusion: A survey of the various influencing factors of health promotion behavior will be required and social support system for government-funded research institute's employee is needed.

The Determinants of Selection as IT New Industry and its SWOT Analysis (IT 신산업의 선정 결정요인 및 SWOT 분석)

  • This paper aims at investigating which factors play important roles in selecting government's new core IT industries and how competitive they are. We surveyed 6 competitiveness factors and 17 IT industries for the expert group. The logit and probit models were estimated and SWOT analysis was performed. The empirical results show that government put emphasis on marketability, externality and technology, not publicity, when selecting IT new core industry. The skilled human resources turn out to be a threat factor in the government selected IT new core industries such as home-network, third generation semi-conductor. Therefore, training or education system for skilled labors is required to develop and nurture such industries. The contribution to small medium venture industry and publicity are lower in the several industries such as intelligent service robots, post PC, embodied S/W, next generation battery, which are selected by government, not by standardized data based criterion. in such industries, marketabilities, technology, skilled human resources are threats factors to such industries. Therefore every effort for enhancing the marketability and R&D investment and education system for skilled labor are necessary to develop the industries.

  • Recently, project performance and management of government R&D program investing huge amount of budget is being focused. In this study, I built a model for estimating the performance creating paths of the government R&D program, then I analyzed the attributes of performances created by industries. I used simultaneous equations with FIML and examined the IT industry and CT industry of industrial technology innovation program using survey on R&D performance conducted by KEIT. On the analysis result, all the companies create the innovation performance through the government grants. However, the one who commercialize patents is SMEs in IT industry, and conglomerates in CT industry. SMEs in IT industry, which has characteristic of complex product, need extra self innovation activities even the government supports them. For improving the commercialization performance and technology development of SMEs in CT industry, it is effective when conducting cooperative research. These findings give us the implication that it is needed to consider different factors by industrial and enterprise characteristic when planning the public policy and government tasks.

  • In the era of the Fourth Industrial Revolution, where the concept of comprehensive security is applied, the most remarkable ICT is believed to be artificial intelligence (AI). Therefore, The purpose of this study is to explore the factors and to establish a development strategy for the development of national crisis management policies based on artificial intelligence (AI). To this end, Analyze the internal capabilities of the Korean government through SPRO analysis to derive strengths and weaknesses. And the external environment through PEST analysis to derive opportunities and threats. The various factors that have been derived through SWOT analysis to derive SWOT factors with consultation from experts who studied and worked for long-term information and communication technology (ICT), security and disaster areas. Focusing on these factors, the Korean government's development of national crisis management policies in the era of the Fourth Industrial Revolution. Focusing on these factors, the Korean government established strategies for the development of national crisis management policies and made policy suggestions during the Fourth Industrial Revolution.
