The Impact of Design-Bid-Build Procurement Methods on Project Performance in Libya

  • The use of inappropriate procurement methods to deliver construction projects has long been acknowledged as a major source of poor project performance and is particularly problematic for the Libyan Construction Industry. Poor procurement method selection has been recognised as a major contributory factor to frequent time and cost overruns. This paper offers a way of selecting specific procurement methods to maximize successful project performance. The methodology involves an intensive review of relevant literature, followed by a semi-structured questionnaire survey. The key findings of the study reveal that 11 out of its 12 common selection criteria exhibit a significant contribution to one or more project performance criteria (time, cost and quality). Project clients should therefore prioritise these criteria when selecting a design-bid-build method. Knowledge of the criteria that contribute positively to project performance will also enable clients to work out, prior to and during construction, the best measures and provisions for successful project outcomes.

  • Two hundred seventy-four microorganisms were isolated from the soil of abandoned mines around for selecting the heavy metal-degrading strains and their microbial diversity was analyzed. The specimens of macrofungi were isolated from the soil of abandoned mines around for selecting the heavy metal-degrading strains. Eunseong and Dogok in Gyeongsangbuk-do, for selecting the heavy metal-degrading strains. Soil was also collected from same location. Contents of heavy metals (Cd, Cu, Pb, Zn, Ni, Cr, and As) were determined spectrometically in fruiting bodies of forty eight wild macrofungi specimens with soils. When the analysed their transfer factor from soil to fruiting body, Amanita volvata have the highest transfer factor of cadmium and arsenic. And Mycena pura showed the highest in mercury, Marasmius pulcherripes in zinc, Laccaria laccata in nickel, and Collybia confluens in chrome. When compare the population of mushrooms between the contaminated mines and Mt. Chiak as the healthy area, Genus Russula and Collybia were collected both area, but Leucocoprinus, Coprinus, Suillus, Lepiost, Gyroporus, Lepista, Microstoma, Stropharia, and Agrocybe were only in the contaminated mine area.

  • The Beacon Mounds play a important role in defence and communication extending from the period of the Three States to the period of Chosun. About the research of beacon mounds have focused on investigation in old literature. This research analyzed geographic factors such as altitude, cross section, distance and visible distance affect in selecting location of beacon mounds. And it was presumed how each beacon mound geographic characteristics was considered in selecting location of beacon mounds. As a result, it is presumed that communicating among beacon mounds and watching the coast were affected by geographic characteristics and selecting location of beacon mounds was considered by several geographic factors.

Comparison of the Importance of Banks' Attributes between Islamic and Conventional Banks' Customers

  • Purpose - This paper aims to study the main selection criteria for Islamic banks in Indonesia, and to compare them with those for conventional banks. Research Design, Data, and Methodology - This study employs an exploratory approach and a natural experimental design with Factor Analysis and two independent sample tests as statistical analysis methods. A total of 363 questionnaires were distributed to three groups of bank customers-customers of Islamic and conventional banks individually, and those of both banks together (121 respondents in each group). Results - The research shows that service appears to be the most important factor in selecting Islamic banks, in addition to other emotional and rational factors. However, this service cannot be expressed as the Islamic banks' advantage compared to conventional banks, because the latter's customers also perceived service as the most important factor. The parametric mean of importance of service for both Islamic and conventional banks' customers is insignificantly different. Conclusion - Customers of both conventional and Islamic banks have a similar degree of importance for convenience, price, and service.

  • The purpose of this study was to analyze the characteristics of the factor structure in Clothing Silhouette Image and the differences of Image Evaluation related to Grouping of Line and Grouping of Body Emphasis using Silhouette Image Factor and Life Space as variables. Clothing Silhouette Image was estimated by the photographs of 9 Life Spaces ${\times}$ 23 Clothing Silhouettes with 15 semantic differentiated by-polar scales. The major finding were : The factor structure of Clothing Silhouette Image were found to include 4 factor dimensions-Capability Evaluation, Function, Activity. It was clear that Silhouette Image were affected by Life Spaces. There were the differences of Image Evaluation related to Grouping of Line and Grouping of Body Emphasis. There were the differences of Life Space Evaluation related to Grouping of Line and Grouping of Body Emphasis. Therefore it is important to considerate Life Space for selecting Clothing Silhouette.

  • The PWM(Pulse Width Modulated) converter for the AC to DC rectification has become attractive in the industrial variable-speed drive application and the electric utilities due to the following benefits: Nearly the sinusoidal input current with unity power factor; Controllable DC link voltage; Bidirectional power flow. This paper presents a quantitative analysis of single and three phase PWM converter's input and output characteristics as a function of the input filter inductance under balanced and unbalanced conditions. Also, its performance under the supply voltage including harmonics is investigated by simulation with Matlab Simlulink and experiments. These results provide a reference for selecting the reasonable converter's input filter inductance for given harmonics or power factor criterion.

  • The purpose of this study would like to investigate the critical success factors of the e-procurement which means on-line purchase of goods and services for organizations. This action represents one of the largest expense items in a firm's cost structure. In order to draw CSFs of e-procurement system, we have surveyed questionnaire to the related firms. The basic variables used in this survey are taken from many precedent researches in relation to the e-procurement. On the other hand, the research data is collected from companies which had used the MRO e-marketplace. Through factor analysis of those data, four-factor resulted as follows: (1) factor one suggests the rationalization of the firm's management of its suppliers; (2) factor two calls for redesigning affected business processes and influencing end-user/employee procurement-related behaviors; (3) factor three refers to carefully orchestrating an e-procurement technology planning process with one's suppliers and using intelligence in designing the software and mining the data it produces; and (4) factor four relates to selecting an e-procurement solution and/or simultaneously participating in a number of electronic environments supporting e-procurement. In conclusion, these four factors are regarded as critical success factors for the application of e-procurement system and then suppliers should take care the effective planning of e-procurement structure.

Study on the Selection of Representative Pulse Wave

  • Objectives : The purpose of this study is to develop the method of selecting representative pulse wave. Methods : The pulse waves were acquired at the right and the left Guan point(關部) with 1420 people who were apparently healthy. The shape agreement of right and left pulse wave and the floating-sinking ratio were compared with three cases, which were the pulse height based method, the pulse area based method, and the pulse time based method. Results : In the point of the shape accordance, the pulse time based method was the best, and the pulse area based method was the worst. In the point of the floating-sinking ratio, the pulse height based method was the worst, and the pulse time based method was the best. Conclusions : So, the pulse time based method was recommended for selecting the representative pulse wave. This study compared the selection methods of representative pulse using the physiological characteristics of pulse wave. Further studies are required, because the representative pulse wave is the main factor of determining the shape and the floating-sinking characteristic of the pulse wave.

  • A Single-phase Active Rectifier (SAR) [4-6] with high power factor capability is adopted to satisfy the international harmonic current standards such as IEC 1000-3-2. To minimize the input current distortion and to apply the control IC, such as FA5331, UC3854, ML4821 and so forth, the new adequate sensing circuits of the input voltage and current are proposed. There are tow methods applicable the SAR to inverter air-conditioner from the viewpoint of both efficiency and cost. The selecting methods of the passive components are presented for the two approaches. Using the determined components, the loss analyses are carried out. The prototype SAR circuits of these two approaches with 3kW power consumption are built and the operation and performance of the circuits with power factor correction capability are verified through the experimental results.

  • The techniques for selecting and evaluating prior distributions are studied over recent years which the primary emphasis is on noninformative priors. But, noninformative priors are typically improper so that such priors are defined only up to arbitrary constants which affect the values of Bayes factors. In this paper, we consider the Bayesian hypotheses testing for the Weibull shape parameter based on fractional Bayes factor which is to remove the arbitrariness of improper priors. Also we present a numerical example to further illustrate our results.
