Improvement of Infection Control System in Long-term Care Facilities after the Coronavirus Disease Outbreak (코로나바이러스 감염증-19 사태를 통한 노인장기요양시설의 감염관리 개선 방향)

  • Purpose: COVID-19 infections have been erupting in places of worship, long-term care facilities, and call centers in Korea since January 2020. This study aims to diagnose and present an infection control system solution for long-term care facilities where at-risk elderly individuals are actively engaged in communal life. Methods: We conducted comparative analyses of infection control systems between long-term care facilities and medical institutions respective of relevant laws and this study's evaluation system. Results: To prepare for future infectious diseases, it is necessary to establish a long-term care facility infection control system and strengthen the standards thereof, to strengthen long-term care facility evaluation standards and to newly establish medical charges for infection control. Conclusion: Systematic procedure fortification and financial support provisions are necessary for infection control at long-term care facilities.

A study on the basic conception of the Saemangeum Agricultural Land Landscape Plan (새만금 농생명용지 경관계획 기본구상 연구)

  • This study aims to establish a landscape plan that can preserve the identity of the region while meeting the unique functions related to land use of the Saemangeum agricultural land. In addition, it was intended to prepare a mid- to long-term landscape plan basic concept for the formation and management of the Saemangeum agricultural land landscape. Therefore, in this study, landscape management by type for processing/storage facilities, production/processing facilities, complex/sales facilities, and research/experimental facilities for facilities scheduled to move in after setting the direction and five strategies for landscape management considering the specificity of agricultural land direction was set. In addition, the landscape management direction for 6 common landscape elements such as buildings, open spaces, advertisements, colors, public facilities, and night scenery was also presented. In particular, Agroworks, Agro City, and Agro Town, which are important landscape areas, are landscape-focused management areas, and the landscape management direction for the area has been established. This study is considered to have great utility value when setting landscape standards for public or private buildings and infrastructure, development projects, etc. to be moved in prior to establishing a landscape plan for agricultural land. It is expected that it can be used as a basis for deliberation and review of the landscape standards derived from this study in the future landscape-related licensing for agricultural land.

A Chronological Study on the Transformation and the Spatial Characteristics of Inpatient Care Facilities in the United States (미국의료시설 병동부의 시대적 변천과 공간적 특성에 관한 연구)

  • Purpose: This study aims to emphasize interrelation between healthcare policies, design standards and hospital architecture of the United States since 1950s; to examine spatial characteristics of inpatient care facilities through case studies; and to consider the social implication of these spatial changes. Methods: In this study, reviewing the overall healthcare system, design standards and inpatient care facilities of the United States since 1950s, a total of five inpatient care facilities, one for each period, were selected in order to analyze the spatial characteristics. The spatial maps of Space Syntax were employed for analyzing five case studies. Results: The distance between the nursing station, the support service, and inpatient room were getting closer. The spatial structure of inpatient care facilities is transformed from tree structures to annular tree structures. This result shows that the efficiency between patient, staff and support service is higher and the depth of the spaces is getting deeper, which indicates that efficiency for improving healthcare quality affect the spatial structure of inpatient care facilities. Implications: In the future, if Korea's health policy is changed to a demand-oriented health care policy, this conclusion predicts medical planning of hospital will be focused on the efficiency.

The Study on the Legal Improvement for Fire Protection in Wooden Architectural Heritage (목조건축 문화재의 화재방호를 위한 법규 개선에 관한 연구)

  • This study covers securing legal systems and institutions regarding the standards for installing fire prevention facilities to prevent fire on wooden architectural heritage. Conflicts among relevant laws were revealed and problems related to fire prevention performance, technical standards, responsibilities, etc. in the process of establishing legal fire prevention equipment and the equipment for self-extinguishing were identified through pondering over current legal systems of fire prevention facilities. To resolve the problems, at least the principle to preserve original shapes of wooden architectural heritage should be secured even though fire prevention facilities are installed and the installation process should be regulated by laws considering features of fire on wooden architectural heritage so that fire prevention performance can be guaranteed. The directions to improve installing system through legalization of design, construction, and audit review institutions and legalization of the technical standards for fire prevention facilities were suggested to guarantee performance when establishing fire prevention facilities for wooden architectural heritage.

Development on the Safety Management System of Hazardous Chemicals under the Chemicals Control Act: Focusing on Safety Assessment System (화학물질관리법상의 유해화학물질 안전관리 개선방안 연구 : 안전성평가 사례 중심)

  • Chemicals Control Act have been strengthened to control more safely hazardous chemicals from 2015. In particular, the standards for the installation and management of handling facilities was enhanced with specific regulations depending on type of the facilities and the hazardous chemicals. However, some standards for handling facilities caused difficulties in implementing the strengthened standards due to various field conditions, such as lack of physical space. The Ministry of Environment is implementing Safety Assessment System (SAS) to solve these problems since 2018. However, many plants have difficulties in preparing alternative methods to pass the safety evaluation. The purpose of this study was to review and analyze the SAS and to suggest alternative measures in terms of management and technical aspects through the case study of hydrochloric acid storage tanks. The following safety solutions were suggested for handling facilities that had insufficient the space and capacity for the retaining wall due to physical space. Firstly, insufficient space was resolved by introducing equipment relocation or demolition, and retaining wall expansion. Secondly, the wall of the surrounding buildings was used as an alternative to the retaining wall with additional chemical resistant treatment. Finally, sensor installation and facility inspection were suggested as ways to improve chemical safety. Therefore, improvement of chemical accident prevention system is required not only in terms of facilities supplementation but also management aspect. The results of this study are expected to be available for similar facilities and will be based on the preparation of additional safety assessment as alternatives measures in the future.

An Economic Analysis by Applying Extended Crime Prevention Standards for Buildings (건축물 범죄예방 기준 확대적용에 따른 경제성 분석)

  • Multi-unit house, multi-household house, row house and apartments with less than 500 households were included in the list of anti-crime for buildings following the revision of the "notice of crime prevention building standards" on July 31, 2019. Strengthening the performance of crime prevention buildings is inevitable to increase the cost of building construction, including installation of preventive facilities and use of facilities that have secured performance. Thus an economic analysis on the costs and expected benefits of implementing the standards is required for social consensus. Economic analysis is divided into cost analysis and benefit analysis. This study aims to perform an economic analysis on the installation of crime prevention facilities in the buildings subject to expanded crime prevention obligations. Cost analysis is calculated as the sum of the cost of installation and the price of the crime prevention facilities installed for each target residential building. Benefit analysis is calculated as the social cost of targeted crimes that are expected to decrease due to the installation of crime prevention facilities. Economic analysis shows that the total cost of installing crime prevention facilities in residential buildings is estimated at 107.31 billion won per year, while the total benefit from enhanced crime prevention performance is estimated at 9.38 billion won per year. Considering inflation, benefits are expected to outpace costs in the 28th year since the system was implemented.

  • Recently, the reactor trip in nuclear power plants has mostly occurred by the failure of secondary electrical facilities. Some kinds of technical standards or acceptable criteria are required to regulate those facilities. Therefore, in this paper the failures of secondary electrical facilities which cause reactor trip are analyzed, and the inspection technologies including guidelines for secondary electrical facilities are developed.

  • Electrical facilities of entertainment spaces become more complicate and bigger due to growing industry and economy. Therefore using only Technical standards for Electrical facilities of internal standard, we have some difficulty for management and installation of electrical facilities of entertainment spaces. So this paper gives a information which is applied to install the electrical facilities of entertainment space by analysing and comparing of internal and external standard.

  • Street light facilities, which are easily accessible, can be in danger of electric shock when water percolates the facilities especially in summer. In case deteriorated facilities are not checked regularly, they can cause accidents such as electric shock. We should consider regional characteristics to prevent this kind of accidents. In this paper, we analyzed the problems according to the facilities through the research on the actual conditions. We also analyzed the facilities by region and the standards by the conditions.
