로지스틱 회귀분석을 통한 부산 지역 중소기업의 해외수출 교육과 해외수출 가능성에 관한 연구 (A Study on the Impact between the Export Education of SMEs in Busan Region and Export Possibility by Logistic Regression Analysis)

  • The purpose of this research is to examine the impact between the export education of SMEs in Busan Region and export possibility. 62 SMEs in Busan Region were participated in survey. For the empirical analysis, Logistic regression analysis was used with Spss12 to analyze the impact between the involvement on export education and SME's export possibility. In a result, among 3 variables (support, participancy, importance) of involvement on export education, the importance had the influence significantly on export possibility of SMEs. The results indicated that having the intention about the importance of export education is very notable, and implied that it is necessary to develop the education program emphasizing the importance of export education for SMEs' successful export.

  • According to the 2013 statistics, the small/medium-sized enterprises (SMEs) accounted for 99.9% of the Korean economy with 87.8% of employment. This simple figures also indicate SMEs export extension is a key task for the national economy stimulation and job creation. The SMEs export plunge has been affected by the European financial turbulence, US financial instability, developing countries like China entering foreign markets, a weak yen, etc. EXIM Bank, in this context, will need to take a more proactive attitude to provide trade finance by, for example, reviewing the business feasibility for SMEs with a lower credit rank or investigating importers' credit status, etc. Moreover EXIM Bank provides factoring service mostly to large companies and should lower its threshold for service provision to SMEs. Finally EXIM Bank should play more than a primary forfeiting market entity. It also needs to facilitate the secondary forfeiting market.

수출유망중소기업 지원프로그램이 수출성과에 미치는 영향에 관한 연구 (The Influence of Export Promotion Programs on SMEs' Export Performance: Focusing on Promising SMEs in Export)

  • 본 연구는 중소기업 수출지원제도가 수출성과에 미치는 영향을 분석하기 위해 수출유망중소기업들을 대상으로 제공되는 수출지원프로그램이 기업의 수출성과에 미치는 영향을 실증분석하는 것을 목적으로 한다. 이를 위해 IBK기업은행에서 제공한 중소기업DB를 기반으로 2016년부터 2019년까지 16,814개 기업의 42,312개 관측치로 구성된 패널자료를 구축하여 고정효과모형을 이용한 분석을 수행하였다. 실증분석 결과는 다음과 같다. 첫째, 수출유망중소기업 지원프로그램의 선정효과는 수출비중과 유의한 정(+)의 관계를 가지는 것으로 나타났다. 둘째, 추가분석을 통해 수출유망중소기업으로 선정되어 수출지원을 받는 기업들 중 유관기관(IBK기업은행) 금융지원을 이용하는 경우는 그렇지 않은 기업보다 수출증가율과 재무성과가 높은 것으로 나타났다. 중소기업의 해외진출에 있어 수출지원제도의 필요성에도 불구하고 지원제도의 유사성, 중복성이 그간 한계로 지적되고 있다. 본 연구는 연구대상을 수출유망중소기업으로 선정된 중소기업으로 한정하고, IBK기업은행의 수출지원프로그램의 효과를 특정하여 분석함으로써 설문조사 및 횡단면분석 중심의 선행연구를 보완하고 수출유망중소기업 수출 활성화를 위한 시사점을 제공할 수 있을 것으로 기대된다.

중소기업 수출지원 사업 활용 현황 및 개선방안에 관한 연구: 전라북도 지역을 중심으로 (A Study on the Improvement Measures for Export Support Projects for SMEs in Jeollabuk-do)

  • Purpose - The purpose of this study is to review the export support projects in Jeollabuk-do and to provide implications to the policy makers and to the local exporters. Based on this review, the study proposes future measures to enhance the efficiency of the current Jeollabuk-do export support project. Design/methodology/approach - This study reviews export support projects in Jeollabuk-do, d examines program types and utilization status, and subsequently summarizes the key aspects of Jeollabuk-do SMEs' export support projects. Findings - This study suggests that Jeollabuk-do's export support project can become more effective through active development of overseas markets and professional integration of marketing activities, particularly focusing on regionally specialized export products. Additionally, given the crucial roles played by the government, related agencies, and local offices in improving the export capabilities of SMEs in Jeollabuk-do, there is an emphasis on the need for continuous and systematic follow-up management and the establishment of export support projects and services. Research implications or Originality - While small and medium-sized enterprises (SMEs) in Korea account for a significant portion of export activities, their actual export performance and contribution are low. The export competitiveness of SMEs, particularly those located in regions other than Seoul and Gyeonggi Province, is not improving despite various export support projects being promoted. Under the circumstances, this study provide meaningful implications to the policy makers and to the local exporters.

Analyses of the Effects of Government Export Promotion Programs on Export Performance: Empirical Evidence for Small and Medium-Sized Enterprises in Korea

  • Purpose - This study empirically examines the effect of the Korean government export promotion program (EPP) on small and medium-sized enterprise (SMEs) export performance using firm-level data. Unlike most previous studies that investigated some specific samples of firms, this study analyzes a vast amount of SME data of the Korean Small and Medium Business Administration over the period 2005 to 2008. Design/methodology - An endogeneity problem arises when a firm's probability of being selected is correlated with the likelihood of successfully implementing EPPs. To control for the endogeneity of the EPPs in a relatively short-period sample, we employ 2-Stage Residual Inclusion (2SRI) RE-Tobit and bivariate Tobit procedure. Findings - Analyses show that Korean government EPPs have positive significant effects on SME exports. Empirical results also show that SME export activities are significantly encouraged by R&D investment and capital intensity, but not obviously by labor productivity. Originality/value - This study provides evidence that SME capital intensity, R&D investment, and the number of workers are significant determinants to SME exporting activities, whereas per worker labor cost and employee education are not. These results imply that even for SMEs, firm size is a major factor in promoting exporting activities.

중소기업 수출마케팅 지원 플랫폼(Platform)에 관한 탐색적 연구 - 조기 수출성과 창출을 위한 마케팅 플랫폼과 활용 사례 - (A Study on The Supporting-Platform of International Marketing for SME's early export performance)

  • 최근 우리나라 중소기업의 수출기여도가 점점 약화되고 있는데 이에 대한 개선책을 수출마케팅 플랫폼 측면에서 제시하였다. 보유자원과 전문 인력이 취약한 한국 중소기업들은 수출에 있어 정부 등 지원기관의 수출지원 프로그램에 대한 의존도가 비교적 높으므로 프로그램의 운용시스템은 매우 중요하다. 본 연구는 수출지원프로그램의 운용측면에서의 개선점과 중소기업의 수출성과 창출을 위한 '수출마케팅 지원플랫폼'을 제안하였으며, 이 플랫폼을 적용하여 일선 중소기업을 1년간 지원한 사례와 성과를 소개한 연구이다. 본 플랫폼은 기업이 수출을 시작한 후 조기에 수출성과를 낼 수 있는 마케팅 방법론과 활동(activity) 그리고 프로세스에 초점을 맞추었으며, 국제마케팅 역량 강화에 도움이 되는 수출지원 프로그램들의 조합(combination)과 운영방안에 주안점을 둔 개념적 모형이다. 본 모형을 활용하면 중소기업은 저비용으로 비교적 짧은 기간 내에 수출성과를 낼 수 있다. 지원기관의 입장에서도 기존의 단조로운 수출지원 시스템에서 벗어나 제품의 특성에 따라 다양한 수출지원 프로그램을 소화할 수 있는 탄력적인 지원 플랫폼을 확보함으로서 수출지원의 효과를 배가시킬 수 있다. 본 연구 결과는 정부를 비롯한 수출지원기관들이 중소기업의 해외마케팅을 효과적으로 지원하는 '통합수출지원 플랫폼'으로 활용될 수 있을 것이다.

경북지역 중소기업 수출지원정책 및 제도 활용 실태분석 (An Analysis on the Export Promotion Policies for the Small and Medium Enterprises in Gyeong Buk Province)

  • This paper intends to analyse the export assistance programs for SMEs(Small and Medium-Sized Enterprises) located in Gyeongsangbuk-do Province as well as to suggest export promotion policy for the local government. In order to accomplish these objectives, the present paper makes an extensive survey about export-support programs conducted by Gyeongsangbuk-do Province. The survey was rigorously made to evaluate export-support programs taken by the provincial government of Gyeongsangbuk-do and the regional firms' awareness about them. The paper utilized SPSS for empirical analysis. The frequency analysis was used to know the precision of data and its general features. The Crosstabulation Analysis was also used to evaluate firms' recognition about export-support programs and their practical use, satisfaction and relationships with the characteristics of enterprises. The results show that the local government must effectively systematize export support programs and develop export-support programs customized for the characteristics of enterprises in Gyeongsangbuk-do.

An analysis on supporting programs of procuring goods for export in Korea

  • To promote the nation's exports, in Korea several government led programs are alive for procuring and manufacturing goods for export. The trade supporting programs are consisted of Trade Financing Program, Trade Tax Program, and Trade Insurance. The programs are summarized ; First, Trade Financing Program is available to exporters of procuring raw materials and finished goods for export. It is extended with exceptionally low interests from the Korean commercial banks. Second, Trade Tax Program provides whole or part of customs drawback to exporters. customs drawback is' made when exporters meet requirements of Customs for export. Third, Trade Insurance Program cover risks of uncertainty which is beyond the exporters' capacity at low insurance premium. It is suggested that the exporters have deep knowledge of these three programs to their ends. Especially Trade Financing Program and Trade Insurance Program can be a combined work for the financially weak SMEs. Further, there are rooms for these programs to develop to enhance the competitiveness of SME exporters.

중소기업 수출지원제도 실효성 연구 - 한국의 수출마케팅 지원프로그램을 중심으로 - (A Study on the Effectiveness of Government Export Supports for SMEs : Based on Export Maketing Support Program in South Korea)

  • This paper intends to increase the performance of export support programs for small-to-medium sized firms promoted by Korea government. A research construct is suggested for effective government support program targeted on the global marketing capability. The data is collected from the firms received the support more than once by Korean governments. The results are shown as follows. First, it is found that those firms who have high propensity to be involved in export business have shown high performance. Second, the firms with high global marketing capability have shown good performance. To be more specific, organizational commitment, strategic initiative, business differentiation, and market knowledge for target markets are found to be critical factors in successful export support program. The business differentiation strategy in target market is very critical. Finally, the degree of program management effectiveness is found to be important in high performance firms. It means that for those firms, much more advanced programs need to be developed. The government should develop diversified programs by considering the degree of global marketing capability.

  • 4차 산업혁명의 도래로 산업의 중심축이 중소기업으로 이동하고 마케팅의 수단이 온라인이 중심이 되어가고 있다. 이에 본 연구는 중소기업의 온라인수출지원사업의 활성화 및 성과 창출을 위한 요소로 지원사업의 서비스품질과 기업의 특성을 대상으로 연구하였다. 연구는 정부의 온라인 수출지원 사업에 신청한 기업을 대상으로 설문조사를 통해 진행했다. 연구결과, 지원기관의 서비스품질 중 편의성을 제외한 신뢰성과 기업의 특성(CEO의 의지, 전문 인력의 보유)가 모두 서비스의 활용 및 성과에 유의한 영향을 미치는 것으로 확인되었다. 이에 따라 중소기업의 온라인 수출지원사업의 활성화를 위해서는 기업의 인적역량향상과 함께 지원기관의 서비스품질의 신뢰성 향상에 힘써야 한다. 본 연구는 기업의 역량강화를 위한 특성과 함께 지원기관에 요구되는 신뢰성의 중요함을 확인했다는 점에 의미가 있으며, 서비스 품질과 기업특성의 다양한 요소를 반영하지 못한 한계가 있다.
