아프리카에 대한 공적개발원조 및 외국인직접투자의 유치요인 (Attraction Factors of Official Development Assistance (ODA) and Foreign Direct Investment(FDI) in African Countries)

  • Developing countries are in competition to attract ODA and FDI in an effort to overcome poverty and development. This study tries to identify factors influencing the distribution of ODA and FDI resources and analyzes if ODA and FDI are in complementary relationship. We use a panel data for 53 African countries during early and middle of 2000 period. Factors affecting the ODA distribution include per capita GDP, physical infrastructure, good institutions of receiving countries. FDI was found to be positively affected by market size, trade openness, human capital accumulation, business-friendly regulatory environment. The impact of ODA is believed to be more effective and sustainable if it has a complementary relationship with FDI. Our result, however, did not confirmed the complementarity relation between the two.

철도폐선부지의 효율적 활용을 위한 평가기준 개발 (Development of Evaluation Criteria for Efficient Utilization of Railway Yards in Korea)

  • 친환경 교통수단인 철도에 대한 투자비중이 증가함에 따라 철도 고속화와 복선화 및 선형개량 사업, 철도노선의 교외지역 이설 등으로 폐선부지가 급속히 증가하고 있는 추세이다. 그러나 철도폐선부지가 방치되어 도시미관을 저해하는 문제가 발생됨에 따라 최근 지자체에서는 철도폐선부지의 활용방안을 모색하고 있다. 또한, 국토교통부는 "철도유휴부지 활용지침"을 제정하여 보전 활용 기타부지 등 3가지 유형으로 분류하여, 폐선부지를 체계적으로 활용하고자 하였다. 그러나 현재 활용 중인 폐선부지는 공원, 레일바이크, 자전거도로, 태양광사업 등으로만 활용되고 있으며, 폐선부지의 다각화 및 사후평가에 대한 연구가 부재한 실정이다. 본 연구에서는 국내외 폐선부지의 활용사례를 조사하고 전국 철도폐선부지를 대상으로 자연문화경관, 교육과학적 가치, 위치 및 접근성, 휴양 유발성, 개발여건 등 영향요인을 분석하여 정량적으로 평가할 수 있는 방법을 제안하였고, 이를 통해 철도폐선부지의 활용 다각화 방안을 모색하고자 하였다.

  • 다수의 매토종자를 함유하고 있는 표토는 중요한 생태복원 재료로서 많이 알려져 있으나, 이를 실제로 활용하는 구체적인 방법에 대한 자료는 부족한 실정이다. 본 연구에서 하천복원 재료로서 표토의 가치에 대해 재평가하였다. 또한 실제로 황구지천 하천환경정비사업에서 완경사 호안, 고수부 복원, 식재 등에 표토를 활용한 결과 생태적, 치수적, 경제적 및 시공적 측면에서 자연친화적 하천 복원에 매우 효과적이었다. 결론적으로 표토가 하천복원의 유용한 재료인 것을 확인하였다.

The analysis of value chains for the chestnut industry in Chungcheongnam-do

  • The aim of this study was to enhance the value of the chestnut industry by analyzing the value chain structure. Based on the value chain theory, it is divided into primary activities and support activities. Thus, in total, 27 subjects from Gongju, Buyeo, and Cheongyang were interviewed and self-administered questionnaire. Regarding the value chain structure of the chestnut industry, the primary activities consisted of production followed by cultivation and storing, sorting and packaging, transportation and marketing sales. The support activities were divided into production infrastructure, policy, R&D, and systematization. The primary activities are able to maximize profits through cost reductions. The production was divided into general and environmentally friendly cultivation. Depending on the labor force, it is family-centered labor. However, the installation of harvest nets depends on a hired labor force (40 - 60%) such that it would be necessary to have a mechanized harvest to replace the manpower for the cost reduction. Transportation, marketing sales, and backdoor selling (38.1%) were higher than the existing channels (31.0%) using the National Agricultural Cooperative Federation. The enhancement of value could be created by maximizing profits through the reinforcement of the links between each subject. The production showed strong connections with cultivation/storing, sorting/packing, and backdoor selling and the National Forestry Cooperative Federation. The processing stage is a very simple structure, it would be necessary to have R&D and to support promotions, infrastructure, machines, and sales increases, which should be expanded by connections with other industries like the food industry.

비점오염원관리를 위한 레인가든에서 식물과 토양의 영양물질과 중금속 농도변화 (Changes in Concentrations of Nutrients and Heavy Metals of Plants and Soils in Rain Garden Systems used for Non-point Source Pollution Management)

  • Recently, there has been increasing interest in the use of rain garden systems as environmentally friendly ecological infrastructures for controlling stormwater runoff and managing non-point source pollution and information for the contamination of soil and plants can be essential for sustainable rain garden management. In this study, four rain garden mesocosms, namely single species planting with Rhododendron lateritium, single species planting with Zoysia japonica, mixed planting with R. lateritium and Z. japonica, and control without plants, were tested to investigate the change in concentrations of nutrients (N and P) and heavy metals (Cd, Cu, Pb, and Ni) in the soil and plants used in the rain garden system. The presence of plants resulted in greater nutrient retention in soil and lower potential leaching from the system. All systems showed an increase in the heavy metal concentrations in soil. The concentrations of most heavy metals were found to be higher in the herbaceous plants (Z. japonica) than in the shrubs (R. lateritium). The belowground part (root) had higher heavy metal concentrations than the aboveground part (leaf) but also showed a potential increase in leaves, and hence, careful plant management should be considered during rain garden operation.

Gender Differences in Influence of Socio-demographic Characteristics on Mode Choice in India

  • The study aims to investigate differences between men and women in influence of various socio-demographic factors on choice of mode of transport. For this purpose, a binary logit model of choice probabilities is implemented on survey data of a developing country city. Results indicate women's choice of travel mode to be more environment-friendly than that of men. Well-educated, working and middle-aged individuals appear to be the most likely to choosing more-polluting modes of transport for frequent travelling purposes. Individuals in the sample who are the least socioeconomically well off are found the most likely to be promising for the environment. The findings of this study suggest the future transportation policies toward development of existing infrastructure of greener modes of transportation in the city such as, public transportation services and pedestrian lanes, so as to manage the rising issues of degrading environmental quality. The study highlights how the consideration and inclusion of socio-demographic factors is crucial for policy recommendation regarding curtailing the environmental damages contributed by transportation sector. Because mobility crucially affects all other indicators of empowerment, and women are the ones using green modes extensively, the city's transportation system should be so developed which gives their safety and security due importance.

의왕 ICD 철도수송 활성화 방안에 대한 연구 (A study on the promotion for rail transport in Ui-Wang ICD)

  • 교토의정서 및 발리로드맵 이후 우리나라도 2013년부터 온실가스배출감축대상국에 포함될 예정임에 따라 친환경물류에 대한 정부차원의 대책마련도 시급한 상황이다. 본 연구는 이러한 정부차원의 친환경 녹색성장 정책에 맞춰 가장 친환경적인 철도물류 및 복합운송에 대한 활성화를 본격 연구하게 되었다. 본 연구에서 나타난 의왕ICD 터미널 내 철도물류시설의 주요 문제점으로는 하치장 부족, 공용 CY 비활성화, 비주주사 이용불편 등으로 나타나고 있으며, 철도물류시설의 주요 개선방안으로는 하치장의 추가 확장, 공용CY 활성화를 위한 철도공사 직영 및 상시하역체계 구축 조성 등의 철도물류시설개선이 필요한 것으로 나타났다. 이러한 철도물류시설의 개선은 철도공사 또는 업체의 노력으로만 해결될 수 있는 사안은 아니다. 철도물류시설과 복합화물 터미널은 대규모의 투자자금이 필요한 시설이며 사회간접자본(SOC)성격이 강하므로 민간차원에서 개선하는 데에는 한계가 있으므로 정부차원에서 보다 적극적인 개선방안을 모색할 필요가 있다. 이러한 정부차원의 철도물류시설 개선은 친환경녹색물류에 대한 지원정책으로 물류정책기본법에 의해 지원이 가능하므로 세부적인 지침 등을 마련하여 복합화물터미널이 근본적으로 활성화 될 수 있는 계기가 마련되어야 할 것이다.

한국 수산물시장이 나아갈 방향 - 사회적 마케팅컨셉트의 관점에서 - (The Direction Governing the Future of korean Seafood Market -in view of societal marketing concept-)

  • The purpose of this paper is to offer policies or laws governing the future of Korean seafood markets in view of societal marketing concept. The environment surrounding those markets is changing quickly and constantly. The proposals in this paper are meant to help the Korean seafood market coping with this swiftly changing environment. This paper sorts this changing environment in terms of institutional side and secio-economical side. The institutional side involves the enforcement of international and domestic seafood trade standards, the increase of seafood importation, the adoption of optional seafood sales system, the openness of distribution market, and the adoption of TAC system. The secio-economical side involves the development of telecommunication and transportation, and the changing of seafood consumption pattern. The forecast about the future of seafood market could be classified into three fields, that is, the production field, the distribution field, and the consumption field of seafood. In the production field of seafood, the stabilization of supply of seafood and the production management oriented seafood market could be forecasted. In the distribution field, the formulating of enforced trade standards, the dispersion of marketing function among fisher, wholesaler and retailer, the development of marketing skills, and the promotion of marketing information system could be forecasted. Finally, in consumption field, the promotion of standardization and diversification, the appearance of intellectual consumers could be forecasted. This paper seeks to offer policies or laws fur the three categories of the seafood market-the government, the fisher, and the distributor-coping with the changing environment on the above three fields, thereby benefiting the consumer's long-term welfare. For the government, this paper suggests the construction of a Seafood Transaction Information Infrastructure, a Seafood Dealer License System, and a Seafood Safety Security System. For the fishers, this paper proposes an Eco-labelling System, a Sustainable Production System, and a Real Naming System in dealing seafood. Finally, for the distributors, this paper offers a Seafood Production Controlling System, a Nature-friendly Marketing System, and a Consumer-oriented Marketing System.

유럽 도시 광장에서 나타나는 공유문화기반의 공간적 구성 특성 및 방향 연구 (A Study on the Characteristics and Direction of Spatial Composition of Shared Culture in European City Square)

  • The cultural tendency based on sharing and cooperation, which has recently been a hot issue, accelerates throughout the world. This study began with a perception that a sharing culture is inherent in urban public spaces. This study aims to conduct a theoretical study of the sharing culture and to analyze the characteristics of the design composition of public spaces. This study selected squares in 16 European cities as cases for analysis. The results are summarized as follows:1)To analyze the design characteristics of public spaces in which a sharing culture is inherent, this study drew the shape and type of planes and sharing elements such as accessibility, symbolism and activity with the squares in the cases. 2)The shape of planes in the squares in the cases has been formed in close relations with the historic meaning and events of the area and the process of the construction of buildings surrounding the square. The squares in the cases were classified into seven plane types, and these squares have developmentally contributed to the formation of a sharing culture as a place for free participation and communication concerning social issues. 3)In the squares in the cases, the weight of road-centered access appears high, and in terms of the construction of human-friendly / environment-friendly infrastructure in the city or judging from the trend of the recent increase of pedestrian-centered plans for public space, it is judged that approaches with a high utilization rate of sidewalk or public transportation would be desirable. 4)Symbolic elements of the square become a device by which citizens can share the historic symbolism, along with artistic inspiration. In addition, by serving as an observatory from which people can take a view of the landscape of the city, it allows visual sharing of the entire city as well as the square. 5)A square is common pool resources in the community, and it is necessary to vitalize that in a direction of increasing the possibility of sharing, through the characteristics and methods of the composition of public design.

공개키 기반 구조에서 안전한 메일 전송을 위한 클라이언트 메일 보안 시스템 설계 및 구현 (Design and Implementation of a Client Mail Security System for Secure Mail Exchange using Public Key Infrastructure)

  • 최근 인터넷을 기반으로 한 정보기술의 발전은 정보처리 및 정보교환이 활발해 짐에 따라 인터넷 이용의 많은 부분이 전자화된 문서를 인터넷 메일을 통해 주고받고 있다. 이는 오픈 네트웍을 통해 전자문서를 보내고 송, 수신함에 있어 문서정보에 대한 안정성이 위협 받고 있다. 특히 중요문서를 주고받을 때는 그 위협 정도는 매우 높다. 따라서 본 연구에서는 이러한 전자 문서들을 안전하게 전송한 수 있도록 하는 클라이언트 메일 보안 시스템을 설계 구현하였다. 그러므로 전자문서 정보를 인터넷을 통해 전달할 때 발생 가능한 정보의 조작이나 변질, 도용으로부터 중요 문서정보를 보호하도록 공개키 기반 구조에서 안전한 전송을 위한 암호화된 메일 전송과 배달증명 그리고 메일메시지 무결성을 보장하도록 한다. 뿐만 아니라 윈도우즈용 GUI 인터페이스 환경에서 공개키를 기반으로 한 SET프로토콜을 이용하여 전문적인 지식이 없는 일반 사용자도 쉽게 사용할 수 있는 사용자 인터페이스와 공개키 암호화 알고리즘을 적용한 메일보안시스템을 개발하였다.
