An Aesthetic Design Approach for the Landscape of Aqueduct Bridges (수로교 경관 개선을 위한 미학적 설계법)

  • Many of old aqueduct bridges located in rural areas are in need of repair and redesign. They still occupy some portion of countryside landscaping. However, most of them were designed to fulfill their basic functions of carrying waters, which has not contributed to the landscape positively. Moreover, it is not rational to treat each design case of aqueduct bridges individually because they are relatively small in size and arranged continuously over a long path. Therefore, it is better to provide a design guideline to repair or to redesign old aqueduct bridges as a whole considering both structural safety and landscape. The main objective is to develop a framework to repair and redesign of old aqueduct bridges for safety improvement and better landscape. Specifically this paper will address the development of possible design alternatives for repair and redesign The development of design alternatives for redesign will follow general principle of bridge aesthetics and be represented according to structural system, flume shape, pier height, pier shape in terms of design parameters while minor repair includes paintings and other ornamentations. And the developed design alternatives will be reviewed with its landscape as a background to check the visual compatibility within the community context. It is expected that the proposed guideline will be utilized to develop a maintenance plan to revitalize old aqueduct bridges to improve overall landscape of rural areas.

  • Recently, ICT environments have been increasingly developed and the pattern of the war also has been changed to NCW. The development of communication and network technology, for example, C4I and TDL(Tactical Data Link), has been prosperous and rapid. But the geospatial intelligence field which is the basis of the network frames relatively has not been developed. The purpose of this paper is to foster the geospatial governance in terms of the defense perspective. In order to do that, this paper deals with the U.S. Intelligence Community(IC) and the U.S. Army Global Information Grid(GIG), LandWarNet and those could be good examples of roles and statuses of geospatial intelligence. IC has been produced essential intelligence which is required for policymakers and military leaders. IC has several stove-piped intelligence process systems which have been separately developed and competed. And so as to complete GIG, the U.S. Army adopted LandWarNet. The U.S. Corps of Engineers organized the Army Geospatial Center(AGC) on 1 October 2009 to support LandWarNet. In order to develop NCW, we should recognize geospatial intelligence as the basis of network framework and make a central leading organization of defense geospatial intelligence. The mission of Korea Defense Geospatial-Intelligence Agency should be changed from producing GEOINT to a strategic GEOINT agency. The Army should organize a laboratory of geospatial intelligence field. The mission of producing GEOINT should be transferred to a geospatial intelligence battalion which is newly organized.

A Study on the international case studies for SEA follow-up (전략환경평가 사후관리 해외 사례 분석)

  • This study analyzed international case studies on Strategic Environmental Assessment (SEA) follow-up and suggested implications based on the study's findings to aid implementation of SEA follow-up in Korea. SEA requires follow-up in order to identify unforseen adverse effects and enable appropriate remedial action to be taken. Tool kits and methodological framework for effective SEA follow-up are only being researched recently. Based on the study's findings, following implications for implementing SEA follow-up in Korea were drawn. First, the system of carrying out SEA follow-up would be different depending on the PPP topic. During the scoping stage, significant impacts should be identified according to the PPP topic, and thus help determine the indicators to be developed in the later stage. Secondly, responsibility, method, time, intervals and actions from SEA follow-up may vary depending on the target SEA consultation. Thirdly, the indicators of SEA follow-up may be considered together with various environmental standards and current political, social and economic indicators which are a big issue in society. Fourthly, SEA follow-up can be used as an integration system of its target planning and environmental planning. Finally, SEA feedback system should be needed. The result of SEA follow-up should be used for target PPP. These would lead to improvements to the target PPP. If SEA follow up is successfully implemented and actively carried out for domestic PPPs, Korea can be a step closer to realization of sustainable development.

Time-series Mapping and Uncertainty Modeling of Environmental Variables: A Case Study of PM10 Concentration Mapping (시계열 환경변수 분포도 작성 및 불확실성 모델링: 미세먼지(PM10) 농도 분포도 작성 사례연구)

  • A multi-Gaussian kriging approach extended to space-time domain is presented for uncertainty modeling as well as time-series mapping of environmental variables. Within a multi-Gaussian framework, normal score transformed environmental variables are first decomposed into deterministic trend and stochastic residual components. After local temporal trend models are constructed, the parameters of the models are estimated and interpolated in space. Space-time correlation structures of stationary residual components are quantified using a product-sum space-time variogram model. The ccdf is modeled at all grid locations using this space-time variogram model and space-time kriging. Finally, e-type estimates and conditional variances are computed from the ccdf models for spatial mapping and uncertainty analysis, respectively. The proposed approach is illustrated through a case of time-series Particulate Matter 10 ($PM_{10}$) concentration mapping in Incheon Metropolitan city using monthly $PM_{10}$ concentrations at 13 stations for 3 years. It is shown that the proposed approach would generate reliable time-series $PM_{10}$ concentration maps with less mean bias and better prediction capability, compared to conventional spatial-only ordinary kriging. It is also demonstrated that the conditional variances and the probability exceeding a certain thresholding value would be useful information sources for interpretation.

A Development of System for Efficient Quantitative Risk Assessment on Natural Gas Supply Facilities (천연가스 공급시설에 대한 효율적 정량적 위험성 평가를 위한 시스템 구축과 적용)

  • While the natural gas supply industry has continuously been growing, its potential hazard has also risen since the natural gas facilities essentially require installations that carry highly flammable and pressurized gas close to the populated areas, posing a serious consequence of significant property damage as well as human casualties in the event of accident. Therefore Quantitative Risk Assessment (QAR) has been recognized as a appropriate method to reduce the risk as far as possible, considering the reality of unachievable zero-risk. However, it is hard to perform effective QRA on hundreds of gas facilities because of insufficient number of expert and long-term analysis. In this paper, we suggest a conceptual QRA system framework to support more efficient risk analysis in gas supply facilities. In this system, the experts make questionnaires and internal calculation formula needed in accident frequency/consequence analysis of the facility through pre-analysis on the point of analysis, called incident point, and general users locate the point on the map and input the value required by the questionnaire to obtain the risk. Ultimately, this is suggested based on the idea that the specialization is available in QRA analysis process and the validity of the system is verified through actual system construction and application.

  • Great efforts have been made worldwide to reduce the Green House Gas (GHG) emission following the "Kyoto Protocol" declared during the United Nations Framework Convention on Climate Change in 1997. Many industries have restructured to meet the standard set by the Protocol. However, no clear guidance has been established for the purpose of reducing the GHG emission in construction industry. In addition, no significant effort has been made to conserve the energy during construction activities. For more effective energy saving in construction industry, it is essential to collect data about energy consumption, quantity of environmental emissions and costs. However, most studies on sustainable construction have been concentrated on the use of equipment, maintenance and repair works during construction due to the difficulties of collecting such data. This study suggests a method to select the most environmentally friendly equipment combination for earthwork with comparing environmental loads and costs using the database of Life Cycle Inventory in the Ministry of Knowledge Economy and Ministry of Environment of Korea.

Policy Model for Securing and Utilizing Foreign Brains - focusing on the Higher Education - (외국인 인재 유치 및 활용을 위한 정책 모형 연구 - 고등교육기관을 중심으로 -)

  • The number of professionals in the science and engineering fields decreases all over the world. Especially in Korea, the declining rate of both the laborable and economically active population, aging of the population at the fastest level, and the declining birth rate make it tougher to secure the core brains of the future. After speculation of all programs above, some common factors have been derived and every program appeared to have the support for each level of inducing, caring, and utilizing. And the means of support could be categorized into the financial, legal, and social aspects. Lastly, a logical tool called Systems Thinking has been applied to the FLS Conditions and the Brain Internalization Process to assure the efficacy and applicability of the models. This is to minimize any de facto side effects by analyzing all 'feedback loops' stemming from the models. And the 'causal loop diagrams' have been utilized to come with the complementary measures. Such series of verification could convince the virtue of the models. Governments and universities can make use of the FLS Conditions and the Brain Internalization Process so the policies or plans about the foreign brains can be built in a uniformized and consistent framework. I hope, as a result, the international competency of Korea to induce and utilize the foreign brains be raised with the constant and standardized formality.

  • Many hidden aspects of society around the world that has been lurking as risk factors have been ultimately connected to disasters. Such connection did not just stop with massive damages to properties and loss of lives but became a serious social issue. Especially in the case for Korea, because the country has gone through abrupt economic growth which has resulted in rapid urbanization and expansion of economic scale, Korea has been caught in a vicious cycle of experiencing human and social calamities repeatedly. Due to the seriousness of such problem, there's been continued research in various fields for managing disasters, and the domain of knowledge has been expanding with complexity. The following study went beyond the perspectives of disaster prevention study, disaster prevention engineering and social sciences suggested from previous research directions in disaster and disaster prevention, and attempted an alternative research method by approaching from a service design perspective. During the process, the paper looked over the summary on disaster and service design. By applying it on disaster prevention projects, the research sets forth and discusses effective and practical disaster prevention service design. Through specific case studies, the research methodology applied was verified, and the purpose of the study was carried out in the perspective of real world applications different from textbook type discussions. It is expected that through the disaster prevention service design process and platform that were discovered during the research result, defining and understanding disaster prevention service design will be made apparent. Additionally, the research is expected to be used as a basic building block for building a visualized plan for tangible and intangible factors related to disasters before the disaster process through such proposed disaster prevention service design.

A new approach for overlay text detection from complex video scene (새로운 비디오 자막 영역 검출 기법)

  • With the development of video editing technology, there are growing uses of overlay text inserted into video contents to provide viewers with better visual understanding. Since the content of the scene or the editor's intention can be well represented by using inserted text, it is useful for video information retrieval and indexing. Most of the previous approaches are based on low-level features, such as edge, color, and texture information. However, existing methods experience difficulties in handling texts with various contrasts or inserted in a complex background. In this paper, we propose a novel framework to localize the overlay text in a video scene. Based on our observation that there exist transient colors between inserted text and its adjacent background a transition map is generated. Then candidate regions are extracted by using the transition map and overlay text is finally determined based on the density of state in each candidate. The proposed method is robust to color, size, position, style, and contrast of overlay text. It is also language free. Text region update between frames is also exploited to reduce the processing time. Experiments are performed on diverse videos to confirm the efficiency of the proposed method.

Customer Satisfaction Analysis of Smart Car Features Using the Kano Model: in Control Effect of the Comprehension or Experience of Emerging Technologies (Kano모형을 기반으로 한 스마트 카 기능의 고객 만족도 분석: 신기술 사용경험 유무의 조절효과 중심으로)

  • This study singled out 30 smart car features and surveyed 250 respondents. Assuming that the relationship between fulfillment of a feature or a customer need and the satisfaction with that feature is not necessarily linear, this study was conducted using Kano's method. Two devices, Timko Deviation(TD) and Kano Distribution Index(KDI), were devised to help evaluate resulting Kano table quantitatively. Previous research based on Kano's original framework showed the limit to the analysis of new or unfamiliar features: more than 85% of the features surveyed turned out to be either Attractive or Indifferent attributes. This study attempted a new empirical approach by applying customer experiences, price conditions, and customer self-stated importance. The results showed that customer experience of the surveyed features affected the overall satisfaction level, signifying that Kano's method should be conducted with care when analyzing emerging technologies such as smart cars. It is expected that this study would be utilized for better understanding of the perception and trends of customers regarding new technologies. This study also suggests a new approach to the analysis of customer requirements by providing price conditions.
