This article analyzes the direction of 'business-Friendly' record management in electronic records environment which means paradigm shift in record management. In the first place, this article investigates the interrelationship of business, records and record management through natures of electronic records, and analyzes direction of purposes and roles of record management in electronic records environment. After all, this article rebuilds a significance and roles of record management in active stage, and provides theoretical bases for close relation between record management and information management in electronic records environment.

Record continuum is a theory providing the basis for archival science in the paradigm shift to the electronic record environment. However, critical analysis of it has been hardly performed so far, as it is still in development, and its core is a new perspective on records different from the life cycle model. Therefore, for further understanding of the significance and limitations of record continuum in the electronic record environment and performance of more in-depth theoretical development, an analysis of the meaning and nature of records contained in record continuum logic is essential. Given that record continuum does not define a record separately, the meaning and nature of records it contains in the recent electronic record environment are examined through the analysis of axis and dimension in a record continuum model.

This article minutely examines functional appraisal process that focuses on not content but function in which the records are created. Taking everything into consideration, functional appraisal in electronic record environments constitutes consecutive process that is performed organically in pre-creation stage of records. Ultimately functional appraisal in electronic record environments is organic process selecting electronic records across phases of whole record management, which assure business context and recordness, and need to run organization and perform business.

Medical environments incorporate complex and integrated data networks to transfer vast amounts of patient information, such as images, waveforms, and other digital data. To assure interoperability of images, waveforms and patient data, health level seven(HL7) was developed as an international standard to facilitate the communication and storage of medical data. We also adopted medical waveform description format encoding rule(MFER) standard for encoding waveform biosignal such as ECG, EEG and so on. And, the study converted a broad domain of clinical data on patients, including MFER, into a HL7 message, and saved them in a clinical database in hospital. According to results obtained in the test environment, it was possible to acquire the same HL7 message and biosignal data as ones acquired during transmission. Through this study, we might conclude that the proposed system can be a promising model for electronic medical record system in u-healthcare environment.

In this study, the appraisal in record continuum theory is analyzed in conjunction with the appraisal in life cycle model. In order to understand the more fundamental implications of appraisal in electronic record environment, it is essential to analyze the appraisal inherent in record continuum theory. Record continuum theory can provide a theoretical basis for appraisal in electronic record environment in that it is a theoretical system in opposition of the appraisal based on life cycle model and dualistic records management system resulting from it. In particular, considering that the appraisal is a purposive act of seeking the meaning of records, the reinterpretation of the concept and meaning of records intended in record continuum theory enables us to derive the different appraisal logics than before. Therefore In this study, based on comparison with the appraisal based on life cycle model and the new record concept presented in record continuum, the appraisal in record continuum theory is analyzed focusing on three aspects.

The record continuum theory is now being studied in Australia, wherein the segregated record management of current, semi-current, and past records based on the temporal flow of the life cycle theory are being critcized. In addition, it emerged as a new paradigm for electronic record management without time and spatial constraints. Moreover, it is recognized as a logical and conceptual entity rather than as a fixed physical object. It also makes it possible to record multiple records in consideration of the complex, multidimensional environment of records. Based on this record continuation theory, the current information and communications technology (ICT) is applied to the four axes and dimension of the record continuation diagram of theoretical researcher Frank Upward. The researchers aim to realize a video recording management method suitable for the electronic record age.

In this paper we explain the definition and component of electronic records, and reestablish the principle of the preservation. Also we discuss the conceptual approaches and requirements for long-term preservation in an electronic environment. The preservation in digital environment is to protect itself of record identity with the reliability and authenticity, and to ensure the accessibility of records. It needs to be periodical migration along with digital environment change for the long-term preservation of the electronic records. and to select software independent standard format. to ensure the integrity of electronic records along with this preservation strategy, process and relative information required for digital preservation are to record in the form of metadata. The preservation system is separated into four functional entities ; registration process, preservation process, access process, main record management system. Also, this article is conceptually to introduce the selection criteria of storage media, the security provision for the archive collections and the disaster recovery which apply to the digital archives.

This article intends to provide a direction for reconstructing the national regime of archival appraisal in electronic record environments. Functional appraisal, which inevitably carries out for appraising electronic records, has defects in aspect of selecting archives important in a national point of views. To do so, this article discusses defects of functional appraisal, and then suggests the necessity of archival appraisal strategies that complements functional appraisal. To investigate this archival appraisal strategies, it analyzes Australia's Whole-of-Government Functional Analysis, United Kingdom's Acquisition Policy and Appraisal Policy, Germany's Cooperative Cross-Archives Appraisal and Canada's Macro Appraisal. Ultimately, this analysis is able to establish a base of the regime of archival appraisal which will harmonize primary value at current stage with secondary value at non-current stage in a national point of views.

Today, data subjects should be considered to utilize various personal data. To support this paradigm, the concept of "My Data" has proposed and has realized in various industrial sectors, including medial sectors. Based on the concept of the medical My Data, this paper proposes a personal health record (PHR) and an electronic medical record (EMR) data trading model. Particularly, this paper proposes a system model to support the medical My Data environment and relevant procedure among stakeholders for PHR/EMR data trading that ensures the rights of data subjects. Based on the proposed system model, this paper also proposes various mathematical models to analyze the behavior of stakeholders and shows the feasibility of the proposed data trading model that satisfies the requirements of both data subjects and data consumers.
