Rise of Geopolitics and Changing Korea and Japan Trade Politics

  • In the past decade, Korea and Japan have increasingly exhibited different strategic priorities in trade in face of China's rising global economic prowess and worsening US-China trade conflict. Japan's trade policy decisions have worked to reinforce its economic and security ties with the US as a means to counter China. Japan has used both bilateral and multilateral means to secure its ties with the US against China. In contrast, Korea's trade policy positions have been one of 'strategic ambiguity'. Korea has been more conciliatory towards China, reluctant to take actions that would counter China's interest. Korea has mainly resorted to bilateral channels to maintain favorable relations with both China and the US. Korea's reluctance to clearly ally with the US against China has been observed across different administrations with opposing political orientations. This paper examines Korea and Japan's diverging strategic priorities in trade through the 2017 World Trade Organization Ministerial Conference; the 2017 US imposition of Section 232 on steel; the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, the Korea-US FTA renegotiation and the Korea-China FTA Phase Two Negotiation; and the 2019 Japan-US Trade Agreement.

Effects of Economic Integration on Trade in Value Added (TiVA) (경제통합이 부가가치 기준 무역(TiVA)에 미치는 영향)

  • Utilizing OECD-WTO's Trade in Value Added (TiVA) data, this study investigates the effects of economic integration (EI) on TiVA Empirical results obtained from structural gravity specifications reveal that EI increases trade between member countries, irrespective the types of exports in final goods and intermediate goods as well as foreign value added in total exports and domestic value added in total exports. The empirical results also reveal that EI does not decrease the share of domestic value added in total exports.

Thirty Years of China-Korea Trade: Achievements and Challenges (한중 경제 무역 30년의 성과와 도전)

  • China and Korea are good neighbors and partners. Since the establishment of diplomatic relations in 1992, the two countries have made promising achievements in political, economic, and humanistic exchanges for over three decades. In particular, bilateral economic and trade relations have yielded fruitful results, attracting worldwide attention. There are also unavoidable issues in the rapid development of bilateral trade and economic cooperation. And it is of great significance to look back on the past and look forward to the future on the 30th anniversary of the establishment of diplomatic ties between China and the Korea. With the upgrading of China's industrial structure and technological level, the bilateral trade relationship has gradually shifted from a complementary one to a competitive one. It is essential that both countries keep in mind the mutually beneficial nature of their relationship and make due contribution to the development of the Northeast Asian region and the world economy.

Transport Spillover Effect on Airport Networks and Its Impact on Regional Economy (운송 파급효과가 항공네트워크와 지역경제에 미치는 영향)

  • Air transport is at the core of global economic growth. There is a close relationship between the flow of regional elements and the growth of the regional economy. It is easy to misestimate the impact of airports on the regional economy without considering spatial spillover effects. This study attempted to establish an asymmetric economic geographical weight matrix by applying the Spatial Durbin Model with cargo volume and passenger numbers as indicators. The influence of spillover effects on the regional economy, including direct spillover effects and indirect spillover effects are studied. The results revealed that passenger numbers and cargo volume have significant positive spillover effects on the regional economy. The driving effect of the airport on the regional economy was considered from a wider space scope. This study contributes to the scientific evaluation of the aviation economy.

Assessing the Economic Impact of Covid-19 through a Counterfactual Analysis

  • The Covid-19 pandemic has caused unprecedented disruptions across industries worldwide. This paper aims to analyze the economic impact of the pandemic on the sales performance of basic commercial areas in Seoul, Korea. Using a regression analysis with credit card transaction data, the study underscores the critical nature of determining the reference point for comparison. Firstly, in comparison to the revenue in the same quarter before the onset of the pandemic, a significant decrease in revenue was observed across most categories during the pandemic periods. Secondly, when compared to the counterfactual revenue in the same period, extrapolated by an exponential smoothing forecasting, the overall revenue decrease during the periods was less pronounced, except in a few categories. Interestingly, certain categories appeared to witness marginal increases in sales after the pandemic. The paper discusses some policy implications of these findings.

Are Korean Industry-Sorted Portfolios Mean Reverting?

  • This paper tests the weak-form efficient market hypothesis for Korean industry-sorted portfolios. Based on a panel variance ratio approach, we find significant mean reversion of stock returns over long horizons in the pre Asian currency crisis period but little evidence in the post-crisis period. Our empirical findings are consistent with the fact that Korea accelerated its integration with international financial market by implementing extensive capital liberalization since the crisis.

'Behind-the-Border' Regulatory Policies and Trade Agreements

  • A consequence of global trade liberalization is that domestic regulatory policies have become a focal point for efforts to reduce the costs of engaging in cross-border production and exchange. This article discusses the general challenges of reducing trade frictions created by regulatory differences, focusing specifically on the role trade agreements might play in addressing regulatory spillovers. A case is made for a greater focus on plurilateral cooperation under the umbrella of the WTO.
