This study is a study to estimate the VSL (Value of a Statistical Life) and CBA (Cost-benefit analysis) of the rollover safety standard for hydrogen buses, VSL is an economic value concept used to quantify the benefits of avoiding death. CBA shows the effect of cost-benefit, and if B/C is greater than 1, there is a social effect. In order to estimate the VSL and CBA, the hydrogen bus introduction scenario was assumed to be optimistic (20,000 vehicles in 2030), neutral (15,000 vehicles in 2030), and pessimistic (10,000 vehicles in 2030), and the effect of reducing human casualties was estimated. As a result, except for the pessimistic market situation of introducing hydrogen buses (10,000 vehicles in 2030) and the VSL reduction ratio of 10%, all policies were judged to have high cost-benefit effects. These results indicate that the introduction of the rollover safety standard for hydrogen buses is a socially effective policy.

The main purpose of this study is to analyse economic feasibility of low-carbon-oriented gear for anchovy boat seine. The results of benefit/cost analysis showed that use of the low-carbon fishing gear is economically feasible. Considering the fuel saving and relatively low $CO_2$ emission by reducing the resistance of gear, net present value by such type 1 gear improvement was estimated about -2,490 ~ -1,580 million won with the benefit-cost ratio 0.81~ 0.88. And net present value by such type 2 gear improvement was estimated about 6,540 ~ 7,780 million won with the benefit-cost ratio 1.79 ~ 1.94. Development of lowcarbon trawl gear would render significant contributions to reducing $CO_2$ emission in fishing operations and lead to reduce fishing costs due to fuel savings.
Although the NutriPlus program has shown considerable evidence of enhancing users' nutritional status, the budget does not cover all eligible mothers and children. This study aimed to conduct a cost-benefit analysis of the NutriPlus program to assess its economic efficiency. 53 families with 79 users in the NutriPlus program at Daejeon Dong-gu Health Center participated in this study with informed consent. The costs and benefits were estimated from both the administrator's and users' perspectives. We converted the time cost into Korean currency based on the minimum wage in 2014. The value of nutrition education and service (B2), estimated by contingency valuation method (CVM), was counted as an economic benefit. 6 families (11.3%) were recipients of national medical care and 22 families (41.5%) paid 10% of the food package cost by themselves. The total cost was \7,450,167 and the total benefit was \12,402,239. The budget for the health center (C1+C2+C3+C4) was \5,984,381 a month. Time and transportation cost for receiving nutrition education (C6) differed significantly according to the economic status of families. Household food consumption increase (C4-B4) was 40,379 in the poverty group, which was four times more than in the other groups. The net benefit (B-C) was \4,852,172 and the B/C ratio was 1.66. Therefore, the NutriPlus program is beneficial in the economic aspect as well as in the nutritional aspect. If the enhancement of nutritional status was also considered, the total benefit would be even higher. These results confirm the legitimacy of a secure budget for the NutriPlus program. And we suggest expanding its budget to cover more eligible individuals to improve people's health and welfare.
Up to date, the economic feasibility analysis on land consolidation and on-farm development projects were mainly depended upon the direct benefits from market value of project outputs. Therefore the projects were neglected in allocation of the government's financial funds and loans on account of undervaluation of the project benefits including socio-economic and environmental values of the projects. Accordingly the Extended Benefit Cost Analysis Method should be adapted to cover not only the benefits such as non-market values of environmental functions of the projects and but also the economic market values of the project outputs. The main objectives of this study is (1) to provision of the guideline for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits such as Productivity increase effect, labor saving effect, off-farm income increase effect during off-farm season, saving of O&M cost of farm mechanization, enhance of farmer's public health, increase of environmental public function of paddy fields, effect of food security and establishment of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible the analysis of non-market goods such as the food security value and the environmental public value of paddy fields. To carry out the study, the publication on the guideline for economic analysis of agricultural projects were reviewed and consulted and for the post evaluation of the land consolidation and on-farm development project, field survey in Jeongja area were made for the feasibility study of the project by new method. According to the initial project plan, Jeongja land consolidation and on-farm development project has 96ha of benefit area and the project was started in 1989 and completed in the spring, 1990. The total project costs were amounted to 1,052 million won and the annual project benefits were estimated at 135.4 million in 1989 constant market prices. On the other hand, the newly estimated project benefits as a part of post evaluation of the project were amounted to 602.1 million won including all the benefits from the market and non-market commodities of the project as mentioned above column. The original IRP(Internal rate of return) of the project was estimated at 15.81%. On the other hand, the IRR of the post evaluation of the project was amounted to 16.83%. In case of including the benefit from the environment public function of paddy field, the SRR(Social Rate of Return) was reached to 38.81% and when we added the benefit from food security of the project, the SRR showed very high rate as 46.41%. In conclusion, the project were verified socio-economically feasible and environmentally sustainable considering the above decision making criteria.

The purposes of this study were 1) to identify different sub-segments of tourism market in Cheju island based on fashion image of clothing souvenir and 2) to provide manufactures with useful information for developing cultural fashion goods related to Cheju island. The data were collected via a self-administered questionnaire from 192 female tourist(20-59 years old) in Cheju and analyzed by factor analysis, cluster analysis, one-way ANOVA and $\chi$$^2$-test. Six factors of fashion image were found image were found and labeled as: Sexy/feminine, wild/mannish, easy/simple, Cheju, ecology, natural image. Four factors of benefit sought were also identified: Practicality/economic-value, fashionability/preference of design, reputation and souvenir-value. Three groups were identified based on fashion image sought: Image of primitive nature(G1: 37.7%), image of nature in the city(G2: 20.1%), sexy/feminine image(G3: 42.2%). There were significant differences among sub-groups in age, fashion innovation, benefit sought and intention of buying Gal-ot. Younger females(20-30 ages) were included more in group 1 than group 2 while older females(40-50 ages) were included more in group 2. Group 1 had a higher score of fashion innovation comparing group 3. Group 1 had the highest scores on practicality/economic-value and souvenir-value. However, group 2 placed the highest importance on reputation as well as practicality/economic-value and group 3 had the lowest scores on all types of benefit. Group 1 and group 2 had intention of buying Gal-ot more than group 1. Based on the results of this study, manufactures may implement target marketing strategies on group 1 which sought the image of primitive nature and group 2 which sought the image of nature in the city.

In an emergency management case, evaluating the economic value of information technology investments is a challenging problem due to the effects of decision making, uncertainty of disasters, and difficulty of measurements. Risk assessment and recovery process, one of the major functions in emergency management, consists of (1) measurement of damages or losses, (2) recovery planning, (3) reporting and approving budgets, (4) auctioning off recovery projects to constructors, and (5) construction for the recovery. Specifically and of our interest, measurement of damages or losses is often a costly and time-consuming process because the wide range of field surveys should be performed by a limited pool of trained agents. Managers, therefore, have to balance accuracy of the field survey against the total time to complete the survey. Using information technologies to support field survey and reporting has great potential to reduce errors and lowers the cost of the process. However, existing cost benefit analysis framework may be problematic to evaluate and justify the IT investment because the cost benefit analysis often include the long-run benefit of IT that is difficult to quantify and overlook the impact of managerial control upon the investment outcomes. Therefore, we present an alternative cost-centric control model that conservatively quantifies all cost savings to replace benefits in cost benefit analysis and incorporate the managerial control. The model provides a framework to examine how managerial decision making and uncertainty of disaster affect the economic value of IT investments. The current project in Emergency Agency in South Korea is introduced as a case to apply the cost-centric control model. Our work helps managers to better evaluate and justify IT-related investment alternatives in emergency management.
There are recently many studies on evaluating the economic value of multi-functionality of rural areas. However, the regional difference of economic value leads a problem of different evaluation on its economic value for each region in its application to government policy. This problem causes an increase in cost because it creates restriction in policy decisions which put their importance on the time of their execution. This study investigates the propriety of value transfer using Meta Analysis after evaluating the social and cultural value of rural areas among their functions based on CVM model. It finds that the regional difference in the willingness to pay is 0.13% to 31.42%.

The main purposes of this study are (1) to prepare a guide line for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits from productivity increase, labor saving, savings of O&M cost of farm mechanization and project facilities, savings of farmer's burden for their public health, increasing environmental and public functional value of paddy fields, improving food security condition and formation of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible to be included the values of non-market goods such as the food security and the environmental public function of paddy fields. To carry out this study, the existing publications on the guidelines for economic agricultural projects were reviewed and consultation was made with a For the post evaluation study of the land consolidation and on-farm development project, field survey in Jigok and other comparative area were made to get available information. According to the project completion report, Jigok land consolidation and on-farm development project has 55ha of benefit area out of 69ha of gross area. The project was started in November 11th, 2000 and completed october 30th, 2001. The total project costs were amounted to 2,548 million won and the annual project benefits were estimated at 335million won evaluated by domestic market prices. The ERR(Economic Rate of Return) and SRR(Social Rate of Return) of the project based on the shadow pricing system were estimated at 4.4% and 16% respectively. On the other hand, the ERR and SRR based on the domestic market value system were amounted to 6.37% and 14.62%. In conclusion, Korean land consolidation and on-farm development projects have not carried out from the view point of economic rate of return under shadow pricing system but from the view point of domestic pricing system. For the future feasibility studies on land consolidation projects have to be carried out including the non-market values as environmental and food security function of the projects.

The purpose of this study is to analyze the economic feasibility of the construction of a new ecological park, based on the case of a plan in Yeongcheon City. For fulfilling the purpose of this study, questionnaire survey was conducted in Yeongcheon City. Based on the survey data, cost-benefit analysis is conducted. For this study, costs and benefits of the project are estimated. Then, using NPV, IRR, and B/C ratio criteria, cost-benefit analysis for this study is conducted. from the empirical cost-benefit analysis, NPV of the proposed project is estimated at 5,420 million Won, IRR is estimated at 12.16%, and B/C ratio is estimated at 1.44. Thus, it is found that the construction of a new ecological park in this area would be feasible from the economic point of view.
Recently, much literature has surveyed the economic effects of transportation investment, focusing on the relationship between transportation infrastructure investment and economic development. Although the conventional views assume that transportation investment stimulates economic growth, the results of recent studies are not conclusive and in some cases reject the conventional views. The contradictory results are linked with double counting Problem and Keynesian/Neo-classical economics theory. This article investigates the economic effects of road transportation with regard to freight transport using Stated Preference technique. This study examines, in particular, the value of time saving for freight which has been rarely studied in this area. In the first part, the value of time saving, excluding the value for driver and operating cost, is theoretically investigated through the model of continuous review system and periodic review system. At last, the empirical study using the Seated Preference technique shows the value of time saving for freight and the value of reliability, compared with other studies and the value of those in COBA. The result makes us conclude that road investment produces the secondary effects as well as the direct benefit such as time saving for passengers, operating cost saving. and accident cost reduction. The secondary effect includes the contribution to economic development.
