It seems that a primary concern of the project-based company, which provides a large scale product or service over long term period, is to run a successful project through systematic project process control and control costs. One of the typical project control methods is Earned Value Management System(EVMS) which analyses the precess through performance measurement. Even though the EVMS is a highly efficient tool in the managerial aspect, it cannot easily determine the Planned Value(PV), Actual Cost(AC), or Earned Value(EV) due to the indistinct criteria and extensive data. The accurate calculation of AC in particular, is the basic of project management, but most companies record direct personnel expenses or direct expenses only. Since they calculate indirect expenses based on the estimated ratio, it limits the systematic project management that reflects changes in profit and loss of a company. This study introduces a EVMS for project management and its actual case based on EVMS and ERP system which some additional modules are installed for performance measurement. It is expected that this new method enables a company to save time and effort, and also to improve transparency by specifying expense items in detail and to switch quarterly settlement to monthly by reducing the time of calculation.

소프트웨어 개발 프로젝트에서 최종적인 개발일정과 비용이 당초 계획과 많은 차이가 생기는 경우가 많다. 그러므로 프로젝트가 계획대로 잘 수행되고 있는가를 주기적으로 검토하고 프로젝트 목표를 달성하는데 필요하면 시정조치를 취하는 등의 프로젝트 통제를 위한 관리방법이 중요하다. 본 연구에서는 소프트웨어 개발 프로젝트에서 획득가치관리(EVM : Earned Value Management)를 활용하여 프로젝트 이해 관계자들간의 원활한 의사소통 및 보고체계를 통해 보다 효율적인 프로젝트 성과 관리를 가능하도록 하는 현실적인 방안을 제시하고자 한다. 또한 프로젝트 관리에 EVM 기법을 적용할 경우의 문제점과 그에 대한 보완책을 제안한다.

EVMS(Earned Value Management System)는 공정-공사비가 통합된 관리기준 상에서 단위 관리항목을 중심으로 계획 대비 실적측정을 통해 공정-공사비 실적 치를 측정, 분석, 예측하는 관리체계로서, 발주자 측면에서는 실적기반의 공사비 집행 및 관리를 통해 예산관리의 효율성을 증진시키며, 시공자측면에서는 공정-공사비 통합을 통한 원가 및 기성관리의 효율화 방안으로서 그 효과를 찾을 수 있다. 최근 우리나라에서도 공공 건설사업 효율화 방안의 일환으로 EVMS에 의한 공정-공사비 통합관리를 시도하고 있으나, EVMS에 대한 지식과 운영기반이 취약한 것으로 나타나고 있다. 따라서 본 연구에서는 국내 건설생산체제를 분석하여 EVMS 개념의 도입을 위한 장애요인과 한계성을 규명하고, 국내 건설환경에 적합한 EVMS에 의한 공정-공사비 통합관리 프로세스 모델을 제안하고자 한다. 이 모델은 6가지 하위 프로세스로 구성된다. : 조직구성, 일정계획, 계약금액 편성, 실적관리기준 설정, 경영분석, 변경사항관리.

This paper presents a new method for forecasting construction project cost and time at completion or at any intermediate time horizon of the project duration. The method is designed to overcome identified limitations of current applications of earned value method in forecasting project cost and time. The proposed method usesfuzzy set theory to model uncertainties associated with project performance and it integrates the earned value technique and the contractors' judgement. The fuzzy set theory is applied as an alternative approach to deterministic and probabilistic methods. Using fuzzy set theory allows contractors to: (1) perform risk analysis for different scenarios of project performance indices, and (2) perform different scenarios expressing vagueness and imprecision of forecasted project cost and time using a set of measures and indices. Unlike the current applications of Earned Value Method(EVM), The proposed method has a numberof interesting features: (1) integrating contractors' judgement in forecasting project performance; (2) enabling contractors to evaluate the risk associated with cost overrun in much simpler method comparing with that of simulation, and (3) accounting for uncertainties involved in the forecasting project cost.

Determining on a particular construction method is typically decided in the initial phases of a project. However, changing conditions during actual construction may require a different method or technology to be employed. Providing an option for project managers to change construction provides flexibility that can increase value to the overall project. This research provides the ability to modify construction methods as a real option, which allows its value to be modeled. The research also formalizes a way to integrate a binomial lattice model with the Earned Value Method's S-curve. The integrated model provides a decision support tool that planners can use to determine whether to exercise the option depending on the status metrics provided by EVM.

EVMS(Earned Value Management System)는 사업을 관리하는 정부나 사업을 수행하는 업체의 관리자들이 비용과 일정을 주기적으로 추적함으로써 현재의 사업진행 상태를 파악하고 미래를 예측할 수 있는 관리기법이다. 이 관리기법은 미국, 호주 등에서 국방연구개발 사업에 의무적으로 적용해오고 있으며, 그 효율성이 이미 입증된 기법이다. 그러나 외국에서 수행하고 있는 EVMS를 그대로 우리나라에 도입하는 것은 환경적 차이로 인해 많은 문제점을 가지고 있기 때문에 우리나라에 환경에 적합한 EVMS 적용을 위해 연구를 꾸준히 수행하고 있다. 본 논문에서는 먼저 EVMS에 대한 개념을 먼저 고찰 해보고, 저자가 직접 관리하고 있는 차기경구난차량 연구개발사업에 적용한 EVMS 적용실태 분석을 통해 문제점을 도출하고자 한다.

이 논문에는 한국형 헬기 시제품(KHP) 개발을 위한 EVMS 적용절차를 제시하였다. 무기체계의 연구개발은 사업기간이 긴 사업으로서 불확실성과 위험에 기인한 비용상승의 확률이 높다. 따라서 일정과 기술적 성능을 만족하고 초과비용을 억제하는 것이 연구개발사업을 성공하기 위한 주요 관건이다. EVMS는 성과를 활용하여 비용, 일정 및 기술적 성능을 통제하는 사업관리시스템이다. 그러므로 한국형 헬기 시제품 개발사업의 비용 및 일정을 통해하고, 기술적 성능을 만족시키기 위하여 EVMS의 적용이 요구된다.

EVMS(Earned Value Management System)는 최근 건설 프로젝트를 관리하는데 매우 유용한 도구로 인식되고 있으며, 정부차원에서 적극적으로 도입을 검토하고 있는 선진 관리기법이다. 이 EVMS는 미국방성에 의해 1960년대부터 프로젝트의 효율적인 관리를 위해 개발된 C/SCSC(Cost/schedule Control System Criteria)에 기반을 두고 있으며, 국내외에서 정부발주공사뿐만 아니라 민간발주의 건설프로젝트를 관리하는 도구로 활용하기 위해 연구가 활발하게 진행되고 있다. 본 연구에서는 공정관리 프로그램과 복합작업모델(Work Package Model)을 바탕으로 건설프로젝트의 EV계획단계의 관리계정계획(CAP)을 수립하는데 효과적으로 사용할 수 있는 방안을 제조업의 재고관리모형중의 한 형태로 조립제품의 자원운영계획을 수립하는데 우수한 기법으로 알려진 MRP(Material Requirement Planning)기법을 활용하여 제시하고자 한다.

EVM(Earned Value Management) is a management methodology for integrating scope, schedule and resources, and for objectively measuring project performance and progress. EVMS(Earned Value Management System) has been used for the performance measurement of R&D and construction projects in developed countries such as United States, United Kingdom and Australia. The nuclear power plant (NPP) projects in Korea have not applied EVMS. However, EVMS has come into request for overall schedule and cost risk management and performance measurement in overseas project of the nuclear power plant as a contractor. In this paper, based on the global EVMS guidelines, EVMS per unit processes have been developed for NPP projects. Moreover, using Business Process Management (BPM), it proposes an integrated process model with tasks, roles, and procedures for EVMS for NPP construction projects.
