S/W 개발 프로젝트의 품질, 비용, 개발 기간을 잘 관리하여 프로젝트를 성공시키기 위해 PM 은 프로젝트의 종료시점과 예산의 초과를 예측할 수 있어야 한다. PMBOK 의 비용관리의 Earned Value Method 는 프로젝트의 진행에 따른 생산성의 변화와 그에 따른 비용과 일정의 증가 추정에 대한 규칙을 제시한다. 그러나 EVM 은 제조공정에서는 그 효과를 증명하였지만, S/W 프로젝트에서는 적용이 힘들어 잘 활용되고 있지 않다. 이는 사람이 주요 자원인 S/W 프로젝트에서는 Actual Cost 의 측정이 쉽지 않기 때문이다. 따라서 본 논문에서는 S/W 프로젝트 관리에서 Earned Value 의 측정이 쉽지 않아 추정되기 힘든 지연된 종료 시점에 대한 예측을 PMBOK 과 CMMI 에서 제시하는 관리 영역과의 연관성을 활용하고, EVM 을 보완하여 지연에 대한 예측모델을 만들어보고자 한다.

Earned Value Management System(EVMS) is a highly efficient tool in the project management, but it cannot easily determine the Actual Cost due to the indistinct criteria and extensive data. This study introduces a EVMS for project management and its actual case based on EVMS and ERP system which some additional modules are installed for performance measurement. It is expected that this new method enables a company to improve transparency by specifying expense items in detail and to switch quarterly settlement to monthly by reducing the time of calculation.

오늘날 건설공사의 효율화를 위한 EVMS(Earned Value Management System)도입의 중요성을 인식하고 많은 연구가 발표되고 있다. 그러나 EVMS를 도입한 공정에 대한 경험부족과 국내 건설의 제도적${\cdot}$환경적 요인으로 인해서, 기술적인 분석이나 사례분석에 대한 관한 연구는 아직 미흡한 실정이다. 본 연구에서는 EVMS를 도입한 공정상에 성과지수(SPI : Schedule Performance Index, CPI : Cost Performance Index)를 산정하여, 여러 통계적 분석방법을 적용해서 프로젝트 관리상에 일정, 비용상의 추세(Trend) 및 문제의 원인을 분석${\cdot}$연구하고자 한다.

The System Engineering(SE) and the Earned Value Management System(EVMS), as parts of the scientific project management methodology, have been applied to Surion Helicopter R&D Program. The concept and application process of SE methodology, requirements management and applications output by DOORS program are described in this study. The concept and application process of EVMS, analysis results of schedule/cost variance for Surion RF equipment are also discussed in this study. Though the Surion R&D program is still on-going, it is found that the measures of effectiveness of SE and EVMS applications are verified.

EVM(Earned Value Management) is a management methodology for integrating scope, schedule and resources, and for objectively measuring project performance and progress. EVMS(Earned Value Management System) has been used for the performance measurement of R&D and construction projects in developed countries such as United States, United Kingdom and Australia. The nuclear power plant (NPP) projects in Korea have not applied EVMS. However, EVMS has come into request for overall schedule and cost risk management and performance measurement in overseas project of the nuclear power plant as a contractor. In this paper, based on the global EVMS guidelines, EVMS per unit processes have been developed for NPP projects. Moreover, using Business Process Management (BPM), it proposes an integrated process model with tasks, roles, and procedures for EVMS for NPP construction projects.

본 연구에서는 EVM체계의 정보화 활용성 확보를 위해, 각 성과 정보들에 대한 그래픽 정보의 제공과 공정 및 공사비 정보의 효율적 통합을 위하여 필요로 하는 EVM 속성코드의 연계모형구성을 제안하고 있다. EVM 속성코드는 EVM관련 각종 정보들을 유형화하여 EVM정보관리의 활용성을 높일 수 있도록 제안하는 것이며, EVM정보를 구성하는 일반적 데이터들을 속성코드로 구성하였다. 본 속성코드 연계모형을 통해 EVM시스템 구축 시, EVM 관련 상세정보들의 추출, 정렬 및 그룹화가 가능하며 이로써 공사관리자로 하여금 보다 효율적인 실적정보관리가 가능할 것으로 기대된다.

Under the fast technology changes and budget constraints, the organizations related to national defense face increased demands to develop innovative strategy and methodology to maximize performance with drastically reduced cost. In this context, the management of innovation and change in the defense acquisition area is vital to the Ministry of National Defense, related organizations and industries. In this paper, we discuss three comprehensive innovation strategies and methodologies for the defense acquisition area preparing for next-generation warfare; EVMS (earned value management system), PBL (performance based logistics) and SBA (simulation based acquisition). These collaborating innovative efforts enable us to tackle defense challenges for government and industries with a flexible and optimistic approach that maximizes productivity and performance with minimum cost.

건설공사관리체계는 실적자료를 바탕으로 운영되어야 하며, 공사실적을 정확하게 파악하기 위해서는 합리적인 건설공사진도 율 측정기준 및 그에 따른 진도 율 산정방법이 필요하다. 본 연구에서는 건설공사관리체계 구축에 필수적인 건설공사진도율 산정시스템 개발 및 그 시스템의 합리적인 운용 방안을 제시하였다. 그 방법으로서 분할된 단위작업들은 공사 진행에 따라 집행된 내역물량을 기준으로, 상위레벨의 작업범위에 대하여는 실행기성(earned value)을 바탕으로 건설공사의 진도 율을 산정 할 수 있는 시스템(construction progress measurement system; CPMS)을 제시하였다 일반 PC의 Window환경에서 제공되는 프로그래밍 인터페이스(interface) 기능인 ODBC(Open DataBase Connectivity)는 상이한 프로그램간의 데이터 교환을 통해 정보공유를 가능케 하고 있다 본 연구에서 제시하는 건설공사진도 율 산정 시스템은 ODBC를 통해, 상용 일정관리프로그램을 활용해서 생성된 데이터를 그대로 이용하고, 시스템 내에서 생성된 데이터는 일정관리프로그램에 갱신(update)된 정보로 제공된다. 제안된 건설공사진도 율 측정시스템의 실용화를 촉진시키기 위해서는 진도 율 측정에 의한 수치 값을 분석하여 향후 공사의 전망 등을 예측할 수 있어야 하는데 이에 대한 연구가 필요하다.

Most companies have been increasing temporary work projects to maximize the usage of their resources. They also have been developing the effective techniques for analyzing and managing the state of the projects. In order to monitor the state of a project in real-time and predict the project's future state more accurately, this paper suggests the Bayesian Network (BN) as a tool for discovering the causes of project risk and presenting the failure probability of the project. The proposed BN modeling method with consideration of the Earned Value Management (EVM) method shows how to induce the predictive and conditional probability of the risk occurrence in the future. The advantages of the suggested model are (1) that the cause of a project risk can be easily figured out via the BN, (2) that the future value of the project can be sufficiently increased by updating relevant components of the project, and (3) that more credible prediction can be made in the similar and future situation by using the data obtained in current analysis. A numerical example is also given.

EVMS(Earned Value Management System)는 사업을 관리하는 정부나 사업을 수행하는 업체의 관리자들이 비용과 일정을 주기적으로 추적함으로써 현재의 사업진행 상태를 파악하고 미래를 예측할 수 있는 관리기법이다. 이 관리기법은 미국, 호주 등에서 국방연구개발 사업에 의무적으로 적용해오고 있으며, 그 효율성이 이미 입증된 기법이다. 그러나 외국에서 수행하고 있는 EVMS를 그대로 우리나라에 도입하는 것은 환경적 차이로 인해 많은 문제점을 가지고 있기 때문에 우리나라에 환경에 적합한 EVMS 적용을 위해 연구를 꾸준히 수행하고 있다. 본 논문에서는 먼저 EVMS에 대한 개념을 먼저 고찰 해보고, 저자가 직접 관리하고 있는 차기경구난차량 연구개발사업에 적용한 EVMS 적용실태 분석을 통해 문제점을 도출하고자 한다.
