한국형 계통운영시스템인 전력거래소(KPX)의 EMS(Energy Management System)와 한국전력공사(이하 한전)의 급전소 SCADA시스템은 서로 ICCP(Inter-Control Center Protocol)를 통한 데이터 교환을 하고 있다. 현재의 ICCP는 데이터 교환에 있어서 보안 기능이 고려되어 있지 않기 때문에 본 논문에서는 안전하고 신뢰성 있는 계통운영시스템 간 데이터 교환을 위한 ICCP/TASE.2의 보안 통신 기능 개발을 소개하고자 한다.
최근 들어 전력 계통은 점차 복잡해지고 계통의 규모 역시 빠른 속도로 성장하고 있다. 한국전력거래소는 전력계통의 안정적, 경제적 운영을 담당하고 있는 기관으로 '01년 현재의 에너지관리시스템(EMS)를 도입하여 실시간 전력계통에 대한 정확한 판단을 기반으로 전력계통의 안정성과 경제성 확보에 주력하고 있다. EMS의 대표적인 기능은 계통데이터의 수집(SCADA), 자동발전제어(AGC), 계통해석(NA) 등으로 대별되며, 이중 계통해석 기능은 프로그램 규모면에서 가장 큰 부분을 차지하고 있다. 계통해석 기능은 또다시 상태추정(SE), 상정사고분석(CA), 안전도해석(SENH), 고장해석(SCT) 등의 프로그램으로 구성되어 다양한 실시간 계통해석을 수행하게 된다. 전력계통 해석은 먼저 대상계통을 수학적 모델로 정식화하기 전에 계통망의 기하학적 구조를 기술하는 단계가 필요한데 이를 토폴로지 처리라고 하며, 보통 그래프이론인 노트(Node)와 마디(Branch)를 사용하여 전력계통망을 구성하는 요소들의 연결관계를 정의하게 된다. 본고는 이론적 수준을 넘어 EMS의 계통해석 기능에서 실계통을 해석하기 위해 쓰이고 있는 토폴로지 처리의 기본 알고리즘을 분석하여 국내 전력산업 기술 선진화에 기여하고자 한다.
This paper presents a centralized control algorithm for power system performance in the Korean power system using Flexible AC Transmission Systems (FACTS) devices. The algorithm is applied to the Korean power system throughout the metropolitan area in order to alleviate inherent stability problems, especially concerns with voltage stability. Generally, control strategies are divided into local and centralized control. This paper is concerned with a centralized control strategy in terms of the global system. In this research, input data of the proposed algorithm and network data are obtained from the SCADA/EMS system. Using the full system model, the centralized controller monitors the system condition and decides the operating point according to the control objectives that are, in turn, dependent on system conditions. To overcome voltage collapse problems, load-shedding is currently applied in the Korean power system. In this study, the application of the coordination between FACTS and switch capacitor (SC) can restore the solvability without load shedding or guarantee the FV margin when the margin is insufficient. Optimal Power Flow (OPF) algorithm, for which the objective function is loss minimization, is used in a stable case. The results illustrate examples of the proposed algorithm using SCADA/EMS data of the Korean power system in 2007.

전력 계통은 발전설비, 송전설비, 변전설비, 배전설비 등으로 크게 나눌 수 있다. 전력계통을 구성하는 이런 설비들을 원격 감시하고 제어하는 시스템을 전력자동화 시스템이라고 한다. 이런 전력자동화 시스템은 국내 전체 에너지의 수요, 공급, 수송을 제어하는 에너지 관리시스템(EMS : Energy Management System), 송전 및 변전설비의 감시제어를 담당하는 송변전소 감시제어 시스템(SCADA : Supervisory Control And Data Acquisition), 배전계통의 실비관리 및 운영을 담당하는 배전자동화시스템(DAS : Distribution Automation System), 수용가의 계량기를 원격으로 읽어오는 원격검침시스템 (AMR : Automatic Meter Reading) 통으로 구성되어 있다. 국내에서 운용중인 배전자동화 시스템은 배전선로에 설치되어 있는 개폐기만을 원격 감시 및 제어 하는 보편적인 시스템이다. 한편, 2005년도 전력IT 국가 전략과제로 수행하고 있는 배전지능화 시스템 개발 과제에서는 변전소부터 배전계통과 수용가까지의 모든 전력 설비에 대한 원격감시제어가 가능한 시스템을 배전지능화 시스템이라고 정의하고 이의 개발을 추진하고 있다. 본 논문에서는 ABB, SIEMENS, GE와 같은 국외의 배전 자동화 시스템들을 소개하고, 배전지능화 시스템에서 목표로 하고 있는 GIS 기반 위에서 고 저압 배전설비를 관리하고, SCADA, DAS, GIS(Geographic Information System), AMR, TCS(Trouble Call System) 등 배전지능화 시스템의 중앙제어장치가 갖추어야 하는 주요 기능들에 대해 기술하고자 한다.

Modern power system is operated and managed in closed network environment with treating a great variety of data, and requirement of real time power system data is more increasing. However, it is difficult for operators to fast evaluate the condition of power system using only isolation network system such as SCADA or EMS regarding unexpecting situations occurring. Recent technology achievement in areas of distributed computing, networking high speed communications and digital control as well as the availability of accurate GPS time source are rapidly becoming the enabling factors for the development of a new generation of real time power grid monitoring tools. In this paper, architecture of WAMAC which is the wide area monitoring and control system not only to control but also to monitoring in real time is proposed and the plan of integration interface with legacy system such as EMS for providing power system analysis base data effectively is suggested.

Because of capacity of the electric power equipment grew larger and the electric power system was complicated, it was required a protocol to process data without the errors in order to supply the high quality and stable electric power. However, HDLC and TCP/IP communication protocol using between Seoul EMS and Kwangju RCC (or between RCC and SCC) is decreasing reliability by the delay of speed and the occurrence of errors. In this paper, we applied ICCP(Inter-Control Center Communication Protocol) communication protocol in order to improve them and implemented an electric power communication system for remote control of the electric power equipment. Also, we modified program for error correction and implemented the system using the most suitable BLT. The errors were more decreased in case of ICCP protocol than HDLC protocol and TCP/IP protocol applied to the electric power communication system.
State estimation of power systems has become vital in recent days of power operation and control. SCADA and EMS are intended for the state estimation and to communicate and monitor the systems which are operated at specified time. Although various methods are used we can achieve the better results by using PMU technique. On placing the PMU, operating time is reduced and making the performance reliable. In this paper, PMU placement is done in two ways. Those are 'optimal technique with pruning operation' and 'depth of unobservability' considering incomplete and complete observability of a network. By Depth of Unobservability Number of PMUs are reduced to attain Observability of the network. Proposed methods are tested on IEEE 14, 30, 57, SR-system and Sub systems (1, 2) with bus size of 270 and 444 buses. Along with achieving complete observability analysis, single PMU loss condition is also achieved.
전력 시스템의 안정적인 운용을 위해서는 현재 운전 중인 시스템에 대한 정확한 정보를 획득하는 것이 매우 중요하다. SCADA를 통해 수집된 측정데이터는 에러를 포함할 수 있으며, 이렇게 에러를 포함한 데이터를 bad data라고 한다. 상태추정기의 중요한 기능 중의 하나가 bad data의 처리이며, 이를 통해 EMS 내 각종 응용프로그램에 정확한 데이터베이스를 제공할 수 있다. 본 논문에서는 현재 개발 중인 한국형 EMS에 포함될 상태추정기의 bad data 처리 기법을 소개하고, 시험계통에 대한 사례연구를 통하여 검증하였다.
The exchange of information with legacy systems is a main issue in the era of SMARTGRID. Because WAMAC(Wide Area Monitoring and Control) system has monitoring function, as well as control function, it is very necessary for WAMAC to exchange data and information with SCADA(Supervisory Control and Data Acquisition) / EMS(Energy Management System). IEC 61970 CIM(Common Information Model) is an abstract model that represents all the major objects in an electric utility enterprise typically involved in utility operations. In this paper, a proposal that adopting CIM to WAMAC model be submitted so that the integration of various legacy system and application for itself be able to be flexible.

In this paper, the on-line system schemes for coordinated control system of multiple FACTS were presented to enhance the voltage stability around the metropolitan areas. In order to coordinated control system of FACTS devices, MFC on-line system calculates the optimal set point(Vref, Qrev) of FACTS devices using the coordinated control algorithm with real time network data which is transferred from SCADA/EMS system. If the system is unstable after contingencies, the new operation set-point of FACTS would be determined using bus sensitivity from tangent vector at voltage instability point. Otherwise, we would determine the new operation set-point of FACTS for considering economical operation, like as active power loss minimization using Optimal Power Flow algorithm. As the test, MFC(Multiple FACTS Coordinated control) on-line system will be installed in Korea power system.
