Confidentiality has always been considered one of the most important aspects of arbitral proceedings and until recently a principle that could never be ignored. However, under the shadow of the increasing number of arbitral cases in which States are involved, there has recently been a tendency towards publicity, not only in investment protection arbitrations but also in commercial arbitrations. That said, many questions arise: in the event of a conflict between confidentiality and publicity, which should prevail? What role does the arbitrator play in this conflict? Does confidentiality provide more benefits than harm.

Korea has the most level of Internet Infrastructure in the world. But, in the educational aspect, it does not have an enough foundation about Statistical Education. In this paper we consider the methods of activation about statistics. Also, we present what is the Enterprise Guide and what does it have characteristics as statistical analysis tool from educational point of view. And we suggest a new paradigm in statistical education.

Adaptive robust control scheme is introduced for flexible joint manipulator with nonlinearities and uncertainties. The system does not satisfy the matching condition due to insufficient actuators for each node. The control only relies on the assumption that the bound of uncertainty exists. Thus, the bounded value does not need to be known a prior. The control utilizes the update law by estimating the bound of the uncertainties. The control scheme uses the backstepping method and constructs a state transformation. Also, stability analysis is done for both transformed system and original system.

In this study, we propose a system for setting a Destination on CNS(Car Navigation System) or PNS(Personal Navigation System). The present Navigation does set the destination by only static method like name search, address search and wire telegraph telephone number search. But, the kind of setting a static destination does not reflect the dynamic moving situation. So we suggest setting the destination of navigation using Identifier of moving terminal. And it includes privacy protection on personal position information

Liu[Fuzzy Optimization and Decision Making, 2(2003), 87-100] proved that convergence in credibility does not imply convergence a.s. and convergence in mean does not imply convergence a.s. by giving counter-examples. But these examples are not true. In this note, we prove that convergence in credibility implies convergence a.s. and convergence in mean implies convergence a.s.

Whereas fault diagnosis has been the subject of intensive research since the 1970s, the design of fault tolerant systems is a recent research field which does not set its foundations in a unified framework and does not use a unified vocabulary. As a contribution to this special issue, this paper proposes an ontology for the problem of Fault Handling, that embeds the problem of Fault Tolerance.

If an arrangement admits a nice partition, or an arrangement is free, then the characteristic polynomial of the arrangement can be factored. It is known that a free arrangement does not always admit a nice partition. We show that even an inductively free arrangement does not always admit a nice partition.

For the purpose of a flexible coded video transmission over a heterogeneous network, we propose a new packetization method for coded video data. The proposed method achieves small degradation of coded picture quality in case of packet discard at the network node and does not require heavy processing load for bitrate control operation. Computer simulation results show that the bitrate reduction from 384 kb/s to 192 kb/s does not cause severe degradation in picture quality.

The solidification crack susceptifility of aluminum alloy weld metal have been evaluated by means of the slef restraint and external restraint cracking test. It has been observed expermently as follows : (1) The manganese is beneficial to decrease the solidification cracking susceptibility. (2) Weld metal containing zirconium is less sensitive to the solidification cracking than the weld metal containing chromium does. (3) The self restraint test method shows the same tendency in results as the external restraint test does.

We show that the conharmonical1y flat K-contact find cosymplectic manifolds are local1y Euclidean. Evidently non locally Euclidean conharmonically flat Sasakian manifold does not exist. Moreover we see that conharmonically flat Kenmotsu manifold does not exist and conharmonically flat fibred quasi quasi Sasakian space is locally Euclidean if and only if the scalar curvature of each fibre vanishes identically.
