Geographical Distribution of Physician Manpower under the Influence of Public Health Physician (의사인력의 지역간 분포양상 및 공중보건의사의 영향)

  • The purpose of this research is to assess the geographical distribution of physicians and dentists and the degree of maldistribution of the physician. Data were obtained form the Korean Medical Association's report on physicians registry and census for 1990. To assess the degree of disparity in the rural-urban distribution of physician manpower and to identify changes in the distribution pattern, the Gini index of concentration was used. Major findings are as follows; 1. Urban-rural disparity in the distribution of physician manpower exists in all categories of manpower, i.e. physician, dentist, oriental medical doctor, general practitioner, medical specialist, practitioner, public health physician and public health dentist. Urban area which had 74.4% of nation's population, accounted for over 90% of all physician manpower. 2. In terms of the ration of physician manpower per 10, 000 population, in urban area, they were 8.2 physicians, 2.7 general practitioners, 5.5 specialists, 3.0 practitioners, 1.8 dentists and 1.3 oriental medical doctors. In rural area, the ratios were 1.4 physicians, 0.6 general practitioners, 0.9 specialists, 1.0 practitioners, 0.4 dentists and 0.4 oriental medical doctors. 3. Gini indicies computed to measure inequality of physician manpower distribution were 0. 3675 for physicians, 0.3372 for general practitioners, 0.3338 for specialists, 0.2263 for practitioners, 0.3132 for dentists and 0.3293 for oriental medical doctors. 4. Inspite of increase in the number of physician manpower, urban concentration of physician manpower intensified from 1980 to 1990. However, the Gini index for all physician manpower fell by 18.3~36.7% from 1980 to 1990, indicating more even distribution. 5. In rural area, the public health physicians and dentists had increased the ratios of physicians, general practitioners, practitioners and dentists per 10, 000 population remarkebly, and had decreased the Gini indicies of physicians, general practitioners, practitioners and dentists. Thus, public health physicians and dentists contributed to improve the distribution of physician manpower in rural area. Based on the results of this study, long-term and rational manpower policies should be developed to solve the problem of geographical maldistribution of physician manpower as well as short-term policy for inducing physicians to the rural areas.

  • Due to underutilization of spectrum under current inefficient and static spectrum management policy, various kinds of opportunistic spectrum access (OSA) strategies have appeared. Myopic policy is a simple and robust OSA strategy with reduced complexity that maximizes immediate throughput. In this paper, we propose mathematical models to evaluate the throughput and the MAC delay of a myopic policy under saturation tra c conditions. Using the MAC delay distribution, we evaluate the packet delay of secondary users under nonsaturation conditions. Numerical results are given to show the performance of the myopic policy in cognitive radio networks.

  • This article is concerned with cost analysis in warranty policy. The warranty cost can be different according to warranty rate and warranty renewal policy. In this paper the stepdown warranty policy is analyzed. Assuming the nonrepairable item, manufacturer's cost is calculated in stepdown warranty policy and free replacement, pro-rata, hybrid policy. Numerical examples are given over Weibull time-to-failure distribution.

  • Purpose - The purpose of this paper is to review, analyze and identify the suitability of Kazakh gender policy for the changes taken place in the society with suggesting necessary changes. Research design, data, and methodology - After meticulous reviews of germane literature, the researchers applied an analytical approach which focuses on analyzing the Kazakh's gender policy and its issuance guidelines based on the present requirement in the society. Even though the policy has introduced with astonishing prudence, present-day living trends in society require imperatively some notable modifications which protect the rights of women and minority sections of the society. Results - Through this gender policy, government has proffered required legal, financial and preferential support country's women to participate in the management and legislation of the country. Kazakh gender policy requires upgradations which flawlessly support women in the lifestyles of the feminine community. Conclusions - In achieving gender equality in the economy as a priority area, Kazakh government monitoring persistently and closely the changing trends of women and their requirements which introduce necessary modifications to the existing gender policy of the country with the cooperation of international organization.

The Impact of Minimum Wage Policy on Employment in Myanmar

  • Purpose: The purpose of this paper is to analyze the impact of the minimum wage policy and the employment labor force in Myanmar by exploring firms' actions such as installing supplementary machines to substitute for labor resources and by addressing gender issues in employment. Research design, data, and methodology: This paper applies a fixed-effect estimation method by using the World Bank's enterprise panel data set surveyed in Myanmar. Results: Findings suggest that the minimum wage reduces both full-time and part-time employment, while the first minimum wage policy increases overall female employment. The adverse impacts are more pronounced for female employees of Joint Venture enterprises and enterprises located in the less-populated regions. Investment in capital such as equipment and machinery increase to substitute for labor after the minimum wage policy implementation; as a result, full-time employment slightly decreases. Conclusions: Appropriate measures concerning the minimum wage policy must be prepared by the government and institutions related to the labor union to serve the well-being of employees. Government of Myanmar should fix the minimum wage in a reasonable period based on the fiscal year for both employers and employees to prevent possible issues and losses resulting from the minimum wage being set.

  • This paper presents optimum policy of water supply distribution of the Osaka Prefecural Waterworks System located in the midwest of Japanese Islands. Owing to the ever increasing demand for water, the Osaka Prefectural Government endeavors to expand potable and industrial water distribution system to satisfy the growing water demand of the constituents under its jurisdiction. In this regard, the paper discusses a problem of establishing an efficient and effective water distribution system. The criteria to be considered are stability of water level at the reservoirs, stability of flow in the network, and the water treatment and distribution cost. These objective functions may be combined to form a multiple objective optimization problem or may be used independently and formulated into single objective optimization problems.

  • This paper deals with ordering policies of consumable goods which have large demand rates in a multi-level distribution system. The system we are concerned consists of one Central Distribution Center(CDC) and N non-identical Regional Distribution Centers(RDCs) which have different demand rates, minimum fillrates, leadtimes, etc. The customer demand on the RDC is stationary poisson and the RDCs demand on the CDC is superposition of Q-stage Erlang distributions. We approximate the RDCs and CDC demand distribution to nomal in order to enhance the efficiency of algorithm. The relevant costs include a fixed ordering cost and inventory holding cost, and backorder cost. The objective is to find a continuous-review ordering policy that minimizes the expected average costs under constraints of minimum fill rates of RDCs and maximum allowable mean delay of CDC. We developed an algorithm for determining the optimal ordering policies of the CDC and the RDCs. We verified and compared the performance of the algorithm through the simulation using the algorithm result as the input parameters.

The Relationship between Interdependence on Relational Satisfaction in Cosmetics Distribution Channels: Moderating Effect of Communication and Mediating Effect of Non-coercive Power

  • This study tried to examine how interdependence, communication, and the exercise of power in cosmetics distribution channel would affect satisfaction. In this study we investigated the effects of their communication and the exercise of noncoercive power of department store (or mart). We conducted with managers of the shops which were entered to department store (or mart). 131 copies were collected and 119 copies were used for analysis after the exclusion of 12 copies. Brand image and sales policy influenced satisfaction, but customers were not statistically significant. In addition, communication in distribution path had the moderating effect on the relationship between interdependence and satisfaction, and on the relationship between interdependence and noncoercive power. Sales policy and brand image in the relationship between department store(or mart) and the shops opened inside are critical factors for satisfaction, but customers are highly likely to become a factor with different meaning.

  • In 2006, the share of fisheries distribution in Busan amounted to 1.9 million ton, which was 41 percent of the whole country. In details, coastal fishery 334 thousand ton(14% of the whole country), deep sea fishery 452 thousand ton(82%), import fishery 964 thousand ton(70%), export fishery 157 thousand ton(43%) were distributed in Busan region, respectively. Recently, the share of fisheries sale through e-commerce is increasing owing to the growth of IT and competitive price of its products. and the sale share of large discount store is also on the 10% more increase owing to the effectiveness of distribution structure. Hereafter these structure changes of fisheries distribution in Busan will be more intensified. Therefore, after reflecting the change in distribution policy of Busan Fisheries, the directions of distribution policy should be established, as follows. Conditional sojourn time distributions in M/G/1 and G/M/1 queues under PMλ-service policy

  • $P^M_{\lambda}$-service policy is a workload dependent hysteretic policy. The policy has two service states comprised of the ordinary stage and the fast stage. An ordinary service stage is initiated by the arrival of a customer in an idle state. When the workload of the server surpasses threshold ${\lambda}$, the ordinary service stage changes to the fast service state, and it continues until the system is empty. These service stages alternate in this manner. When the cost of changing service stages is high, the hysteretic policy is more efficient than the threshold policy, where a service stage changes immediately into the other service stage at either case of the workload's surpassing or crossing down a threshold. $P^M_{\lambda}$-service policy is a modification of $P^M_{\lambda}$-policy proposed to control finite dams, and also an extension of the well-known D-policy. The distributions of the stationary workload of $P^M_{\lambda}$-service policy and its variants are studied well. However, there is no known result on the sojourn time distribution. We prove that there is a relation between the sojourn time of a customer and the first up-crossing time of the workload process over the threshold ${\lambda}$ after the arrival of the customer. Using the relation and the duality of M/G/1 and G/M/1 queues, we obtain conditional sojourn time distributions in M/G/1 and G/M/1 queues under the policy.
