Class Conflict and Empathetic Society in Korea: Crisis Management in the COVID-19 Era (한국 계층갈등의 지형과 공감사회: 코로나 시대의 극복방안)

  • This study attempts to identify the structure of class conflict in Korea and to suggest an alternative framework for a empathetic society. The objective and subjective level of satisfaction with life and class consciousness are in direct proportion, and status consistency signifies polarization. Distorted distribution structures and cultural values make income disparity and property disputes widen, which in turn lead to educational divides and status fixations, refracting or blocking the possibility of social mobility. By overcoming the COVID-19 crisis, it is not appropriate to go back to the past but to correct wrong consciousness and practices in the past, and the consistency between the state and members of society must be re-established. Through the process of innovation at the economic, global, and digital level, a major transformation is required in the new normal era, which prioritizes social development for human values. The conflict resolution depends on the solidarity of the community as a social foundation, since an empathetic society needs the trust and communication of the members of the society.

Motivating Underserved Vietnamese Americans to Obtain Colorectal Cancer Screening: Evaluation of a Culturally Tailored DVD Intervention

  • Background: Colorectal cancer (CRC) is a leading cause of cancer death among Vietnamese Americans, yet screening remains underutilized. We investigated the effectiveness of a culturally tailored DVD intervention in promoting CRC screening among unscreened Vietnamese Americans age 50 and over. Materials and Methods: Using a community-based participatory research approach, we conducted a trial comparing twenty-eight subjects who received a mailed DVD in Vietnamese, with twenty-eight subjects who received a mailed brochure in Vietnamese. Subjects completed telephone surveys at baseline, One-month, and one-year. The primary outcome was receipt of screening. Secondary measures were participants' knowledge, attitudes, and beliefs about CRC screening. Two focus groups explored the intervention's acceptability and effectiveness. Results: At one year, CRC screening rates of 57.1% and 42.9% were observed in experimental and control group respectively (p=0.42), Subjects in both groups showed increased knowledge about CRC after one month. Focus group findings revealed that the DVD was an effective method of communicating information and would help promote screening. Conclusions: The findings suggest that culturally tailored, linguistically appropriate content is more important than the type of media used. This relatively low intensity, low cost intervention utilizing a DVD can be another useful method for outreach to the often hard-to-reach unscreened population.

Selection of Implants in Unilateral Prosthetic Breast Reconstruction and Contralateral Augmentation

  • Background In breast reconstruction using implants after unilateral mastectomy, it is challenging to create a natural, ptotic contour, and asymmetry is a potential drawback. To achieve breast symmetry and an ideal shape for both breasts, we performed contralateral augmentation in patients undergoing breast reconstruction with implants. Methods Patients underwent unilateral mastectomy and 2-stage reconstruction. During the second stage of the procedure, contralateral augmentation mammoplasty was performed. Preoperatively, we obtained the patients' demographic information, and we then assessed breast volume, the volume and dimensions of the inserted implants, and complications. Breast symmetry was observed by the surgeon and was assessed by measuring the disparity between the final volume of each breast. Results Contralateral augmentation was performed in 52 cases. When compared to patients who did not undergo a contralateral balancing procedure, patients who received contralateral augmentation were younger, thinner, and had smaller breasts. During implant selection for contralateral augmentation, we chose implants that were approximately 1 cm shorter in width, 1 level lower in height, and 1 or 2 levels lower in projection than the implants used for reconstruction. The postoperative breast contours were symmetric and the final volume discrepancy between each breast, which was measured by 3-dimensional scanning, was acceptable. Conclusions We demonstrate that contralateral augmentation can be recommended for patients who perceive their breasts to be small and not beautiful in order to achieve an ideal and beautiful shape for both breasts. Furthermore, this study offers guidelines for selecting the implant that will lead to the optimal aesthetic outcome.

Enhancement of Stereo Feature Matching using Feature Windows and Feature Links (특징창과 특징링크를 이용한 스테레오 특징점의 정합 성능 향상)

  • This paper presents a new stereo matching technique which is based on the matching of feature windows and feature links. The proposed method uses the FAST feature detector to find image features in stereo images and determines the correspondences of the detected features in the stereo images. We define a feature window which is an image region containing several image features. The proposed technique consists of two matching steps. First, a feature window is defined in a standard image and its correspondence is found in a reference image. Second, the corresponding features between the matched windows are determined by using the feature link technique. If there is no correspondence for an image feature in the standard image, it's disparity is interpolated by neighboring feature sets. We evaluate the accuracy of the proposed technique by comparing our results with the ground truth of in a stereo image database. We also compare the matching accuracy and computation time with two conventional feature-based stereo matching techniques.

The Effect of Vocational Training on Employment Outcome in Korea's Training Credit Program (내일배움카드제 훈련이 취업성과에 미치는 영향)

  • As the economic environment rapidly changes, the ability to flexibly adapt has become a vital skill which is primarily attained through education and training. Subsequently, it is essential that the effects of vocational eduction and training are closely examined to see if they are fulfilling their goals; specifically, whether they bolster the chances of gaining employment. To that end, the endogenous aspects of training variables must be controlled. This study critically assesses the approaches of current literature in regards to tackling the endogeneity issue, and investigates the effects of vocational training through various econometric models. The results failed to reveal any positive effects of Korea's vocational training on employment. However, the negative effects were also not large enough to be significant. Additionally, the marginal effects were weaker for women and older age groups-which show a disparity between men and women-than for men and younger age groups, respectively. A more comprehensive and in-depth analysis will be needed of these results using recent data and detailed information about the training process.

  • There is an increasing request for 3D data and outlines on building for urban planning and design. This paper describes an approach to extract building using Digital Surface Models(DSM) and stereo pairs of aerial images. DSM contain informations not only about the topographic surface like Digital Elevation Models(DEM), but also about buildings and other objects higher than the surrounding topographic surface, e.g. tees. We therefore describe our approach consisting of two step procedures. The first step of the approach is to generate DSM by stereo matching using Maximum Likelihood Estimation and Dynamic Programming. The proposed stereo matching is using the cost function for finding the disparity between the left and right image, and the Dynamic Programming for solving the stereo matching problem. The second step is to detect building outlines using the DSM and the edge informations extracted from a digital aerial image by Sobel Operator. The overlay analysis of the DSM and the edge information by Sobel Operator was efficient to detect building outlines.

Analysis of Factors Affecting the Smoking Rates Gap between Regions and Evaluation of Relative Efficiency of Smoking Cessation Projects (지역 간 흡연율 격차 영향요인 분석 및 금연사업 상대적 효율성 평가: Clustering Analysis와 Data Envelopment Analysis를 활용하여)

  • Background: Based on the importance of ceasing smoking programs to control the regional disparity of smoking behavior in Korea, this study aims to reveal the variation of smoke rate and determinants of it for 229 provinces. An evaluation of the relative efficiency of the cease smoking program under the consideration of regional characteristics was followed. Methods: The main sources of data are the Korean Statistical Information Service and a national survey on the expenditure of public health centers. Multivariate regression is performed to figure the determinants of regional variation of smoking rate. Based on the result of the regression model, clustering analysis was conducted to group 229 regions by their characteristics. Three clusters were generated. Using data envelopment analysis (DEA), relative efficiency scores are calculated. Results from the pooled model which put 229 provinces in one model to score relative efficiency were compared with the cluster-separated model of each cluster. Results: First, the maximum variation of the smoking rate was 16.9%p. Second, sex ration, the proportion of the elder, and high risk drinking alcohol behavior have a significant role in the regional variation of smoking. Third, the population and proportion of the elder are the main variables for clustering. Fourth, dissimilarity on the results of relative efficiency was found between the pooled model and cluster-separated model, especially for cluster 2. Conclusion: This study figured regional variation of smoking rate and its determinants on the regional level. Unconformity of the DEA results between different models implies the issues on regional features when the regional evaluation performed especially on the programs of public health centers.

The Perception and Attitude toward the Attending System of Hospitals and Physician Participating in Attending System in Korea (개방병원제도 운영실태 분석)

  • Though the attending system was first implemented in 2003 to facilitate the efficient utilization of medical resources and specialties, only a few hospitals and physicians are participated in that system. The purpose of this study was to investigate the actual facts which related to operation of attending system and propose a basic information to revitalized of the attending system in Korea. The data were collected between August 1 and October 30, 2005 from 25 hospitals and 42 attending physicians who were in part of the attending system. Medical institutions were unwilling to participate despite the advantages of the attending system with respect to the utilization of medical resources and improvement in the quality of medical services. The primary reason for this was the lack of understanding among physicians about the attending system and the difficulty(lack of time) encountered by the attending physicians in administering care to patients hospitalized in the attending hospitals. Moreover insufficient reimbursement for rendered medical services constituted another important reason. In conclusion, we can state that the establishment of a committee is required to discuss the issues surrounding the attending system and to control the growing disparity between the viewpoints of hospitals and physicians. Regardless, there is a need to develop economical incentives for medical institutes. The attending system served as a useful policy in promoting the medical service system and bringing about an improvement in the management of medical institutes.

Development of an Assistant Model for Child Care Accreditation (보육시설 평가인증 조력 현황분석 및 조력체계 개발)

  • This study has attempted to suggest an assistant model for systematic child care accreditation. This has been carried out from the current consciousness of such needs for child care accreditation as large regional disparity in assistant level, no indication to definite contents and method of assistance, demand for assistant professionals with intensified capacity and requirement for the support of financial and human resources. Six stages of assistant process: the stage of establishment and management of preparation class, the stage of application for assistance and consultation, the stage of assistant meeting, the stage of workshop and observation to exemplary institutions, and the stage of practical application and evaluation of visiting assistance have been suggested. Particularly in order to improve the efficiency of assistance, organization of a committee of expert advisors in each area has been indicated. For the guideline of assistant management, operation of preparation class for accreditation, security of assistant committee members, provision of systematic training and assistant manual, development of supervision program and financial support have been suggested. This assistant manual will contribute to systematic and efficient conduct of assistance program of child care accreditation.

  • In the typical stereo vision system, when the focus points of the left and right images are mismatched or the moving object is not in the center of the image, not only the observer can be fatigued & unconscious of three-dimensional effect, but also hard to track the moving object. Therefore, the stereo object tracking system can be used to track the moving object by controlling convergence angle to minimize stereo disparity and controlling pan/tilt to locate moving object in the center of the image. In this paper, as a new approach to stereo object tracking system we introduce a stereo object tracking simulator based on the optical JTC system capable of adaptive tracking. By using this simulator, any kinds of experimental results can be predicted & analyzed and the processing if real-time implementation of stereo object tracking system is suggested through some optical experiments even if background noises exist.
