Development of a Novel Real-Time Monitoring System Algorithm for Fire Prevention (화재예방을 위한 실시간 모니터링 시스템의 알고리즘 개발)

  • Despite the automatic fire alarm system, according to the national fire data system of national emergency management agency, the fires account for 40,932 incidents, 2,184 injuries and about 430 billion won in property losses in 2013. Since the conventional automatic fire alarm system has several weaknesses related to electrical signal such as noise, surge, lighting, etc. Most fires are mainly caused by electrical faults, mechanical problem, chemical, carelessness and natural. The electrical faults such as line to ground fault, line to line fault, electrical leakage and arc are one of the major problems in fire. This paper describes the development of a novel real-time fire monitoring system algorithm including fault detection function which puts the existing optic smoke and heat detectors for fire detection with current and voltage sensors in order to utility fault monitoring using high accuracy DAQ measurement system with LabVIEW program. The fire detection and electrical fault monitoring with a proposed a new detection algorithm are implemented under several test. The fire detection and monitoring system operates according to the proposed algorithm well.

  • This study introduces major models of psychological debriefing that has been utilized as an early psychological intervention after traumatic incidents and examines the controversy on the effects of psychological debriefing. It is difficult to make consistent conclusions regarding its effects based on the previous research data. Therefore, this study examines the major issues related to psychological debriefing and suggests the important points for best practice in crisis situations.

Structuring Risk Factors of Industrial Incidents Using Natural Language Process (자연어 처리 기법을 활용한 산업재해 위험요인 구조화)

  • The narrative texts of industrial accident reports help to identify accident risk factors. They relate the accident triggers to the sequence of events and the outcomes of an accident. Particularly, a set of related keywords in the context of the narrative can represent how the accident proceeded. Previous studies on text analytics for structuring accident reports have been limited to extracting individual keywords without context. We proposed a context-based analysis using a Natural Language Processing (NLP) algorithm to remedy this shortcoming. This study aims to apply Word2Vec of the NLP algorithm to extract adjacent keywords, known as word embedding, conducted by the neural network algorithm based on supervised learning. During processing, Word2Vec is conducted by adjacent keywords in narrative texts as inputs to achieve its supervised learning; keyword weights emerge as the vectors representing the degree of neighboring among keywords. Similar keyword weights mean that the keywords are closely arranged within sentences in the narrative text. Consequently, a set of keywords that have similar weights presents similar accidents. We extracted ten accident processes containing related keywords and used them to understand the risk factors determining how an accident proceeds. This information helps identify how a checklist for an accident report should be structured.

  • With climate change and the global population growth, the frequency and scope of wildfires are constantly increasing, which threatened people's lives and property. For example, according to California Department of Forestry and Fire Protection, in 2020, a total of 9,917 incidents related to wildfires were reported in California, with an estimated burned area of 4,257,863 acres, resulting in 33 fatalities and 10,488 structures damaged or destroyed. At the same time, the ongoing development of technology provides new tools to simulate and analyze the spread of wildfires. How to use new technology to reduce the losses caused by wildfire is an important research topic. A potentially feasible strategy is to simulate and analyze the spread of wildfires through computing technology to explore the impact of different factors (such as weather, terrain, etc.) on the spread of wildfires, figure out how to take preemptive/responsive measures to minimize potential losses caused by wildfires, and as a result achieve better management support of wildfires. In preparation for pursuing these goals, the authors used a powerful computing framework, Spark, developed by the Commonwealth Scientific and Industrial Research Organization (CSIRO), to study the effects of different weather factors (wind speed, wind direction, air temperature, and relative humidity) on the spread of wildfires. The test results showed that wind is a key factor in determining the spread of wildfires. A stable weather condition (stable wind and air conditions) is beneficial to limit the spread of wildfires. Joint consideration of weather factors and environmental obstacles can help limit the threat of wildfires.

  • The professional ethics for the guard is defined as the professional ethics that the person working as a guard to have. The professional ethics education builds the certainty and confidence about professional ethics recognition as well as behavior for guards so that helps the successful performance of the job. Therefore, this study tried to consider previous researches, understand the current professional ethics education for the department related to the guard and the case studies of incidents due to lack of professional ethics education to suggest the measures of activating professional ethics education. First, it is to consider the specialty of the guard to build the guard-martial spirit. Second, the professional ethics education must be out of the central culture study but develop as a major subject. Third, the quality and professionalism of the responsible professor of the professional ethics subject shall be considered. Forth, the professional ethics education must be performed not only at school but also continuously through the various ethics programs of the work places as well as organizations.

A Revisit to the Recent Human Error Events in Nuclear Power Plants Focused to the Organizational and Safety Culture

  • Objective: This paper presents additional considerations related to organization and safety culture extracted from recent human error incidents in Korea, such as station blackout(i.e., SBO) in Kori#1. Background: Safety culture has been already highlighted as a major cause of human errors after 1986 Chernobyl accident. After Fukushima accident in Japan, the public acceptance for nuclear energy has taken its toll. Organizational characteristics and culture became elucidated as a major contributor again. Therefore many nuclear countries are re-evaluating their safety culture, and discussing any preparedness and its improvement. On top of that, there was an SBO in 2012 in the Kori#1. Korean public feels frustrated due to the similar human errors causing to a catastrophe like Fukushima accident. Method: This paper reassesses Japan's incidents, and revisits Korea's recent incidents. It focuses on the analysis of the hazards rather than the causes of human errors, the derivation of countermeasures, and their implementation. The preceding incidents and conclusions from Japanese experience are also re-analyzed. The Fukushima accident was an SBO due to the natural disaster such as earthquakes and a successive tsunami. Unlike the Fukushima accident, the Kori#1 incident itself was simple and restored without any loss and radioactive release. However, the fact that the incident was deliberately concealed led to massive distrust. Moreover, the continued violation of rules and organized concealment of the accident are serious signs of a new distorted type of human errors, blatantly revealing the cultural and fundamental weakness of the current organization. Result: We should learn from Japanese experiences who had taken pride in its safety technology and fairly high confidence in safety culture. Japan's first criticality accident in JCO facility splashed cold water on that confidence. It has turned out to be a typical case revealing the problems in the organization and safety culture. Since Japan has failed to gain lessons and countermeasure, the issue persists to the Fukushima incident. Conclusion: Safety culture is not a specific independent element, which makes it difficult to either evaluate it properly or establish countermeasures from the lessons. It may continue to expose similar human errors such as concealment of incident and manipulation of bad data. Application: Not only will this work establish the course of research for organization and safety culture, but this work will also contribute to the revitalization of Korea's nuclear industry from the disappointment after the export contract to UAE.

Analysis of Population Mobility Characteristics Based on Emergency Disaster Message Content: Focus on the 2022 Wildfires in Donghae City and Miryang City (긴급재난문자 송출 내용에 따른 유동인구 특성 분석: 2022년 동해시와 밀양시 산불 재난을 중심으로)

  • This paper analyzed changes in population mobility characteristics based on emergency disaster messages related to wildfires that occurred in 2022, using mobile data. The primary wildfires under analysis are the ones that occurred in Donghae City and Miryang City. Donghae City sent a total of six evacuation messages in response to the wildfire incidents, and all of the message contents specified particular evacuation locations. As a result, it was analyzed that there was a significant impact on changes in population mobility characteristics. On the other hand, in the case of Miryang City, a total of five evacuation messages were sent during the wildfire period, but not all messages specified a clear evacuation location,such as "A safe place". As a result, it was observed that there was minimal change in population mobility due to the lack of clear evacuation locations specified in the messages. These analysis results suggest the need for institutional improvements such as the standardization and specification of emergency alert message content when wildfires or similar disasters occur in different regions.

  • Since 2008, large-scale personal information breach incidents have occurred frequently. Even though national education, policy, and laws have been enacted and implemented to resolve the issue, personal information breaches still occur. Currently, individuals cannot confirm detailed information about what personal information has been affected, and they cannot respond to the breaches. Therefore, it is desirable to develop various methods for preventing and responding to personal information infringement caused by breach and leakage incidents and move to privacy protection behaviors. The purpose of this study is to create understanding of personal information security and information breach, to present services that can prevent breaches of personal information, to investigate the necessity of and analyze the potential public demand for such services, and to provide direction for future privacy-related information services.

  • As a public transportation possible to convey a large quantity, the railway is safe and keeps time, but it has hazards to cause a disaster if the accidents such as collision, derailment, and fire occur. So advanced countries carry out System Safety Plan with various program activities which have connected orders to maintain or improve safety level by finding hazards, evaluation, taking measures and practice, and improving problems. Especially they systematically manage hazards to cause railway accidents and the factors which possibly threat safety, using national classification of risk and causes with analysis of the related data such as establishing accident/incident data and safety regulations/standards. As executing railway safety regulations, domestic railway is currently trying to improve railway safety management system. The research of classification system of accidents/incidents is one thing to make railway safety management systems better. In this research, we reviewed hazardous factors of railway systems and classification of the causes as the beginning of system safety management, and we conducted study on development of railway accident classification based on findings of this research. The results are able to be used in identifying hazards and activities of systemic safety management at the step of railway accident report and investigation.

  • This study was investigate to impact on safety accidents occurrence for the safety practices of middle school students learn the extent of the failure. A total of 292 patients and it survey data were collected from 5 November 2012 to 11 May 25 of research subjects. Research tools were used SPSS win17.0, the mean and standard deviation, Paired t-test, Pearson's correlation coefficient was used. Safey practice and cognitive failure of subjects was related to negative correlation and according as safety practices was higher, cognitive failure was low. According as safety practices and cognitive failure was low, Safety incidents experienced was high. Therefore, by applying safety practices and cognitive failure degree, it need to for research to come up with ways for the prevention of safety accidents. Besides, A variety of safety and accident prevention training programs by expanding the scope of the study in school, it should be done generalization of safety awareness, cultivate and Safety practice.
