A Study on the Public Safety Long Term Evolution Disaster Communication Network (PS-LTE 재난안전통신망에 관한 정책 연구)

  • South Korea decided to use the public safety long term evolution (PS-LTE) method to build a wireless communications network for national disaster. The move will allow all disaster management agencies, including police, firefighters and the military to use multimedia information, including videos, in addition to voice to carry out rescue operations from 2017. The Ministry of Science, ICT and Future Planning said Thursday that it adopted PS-LTE as the technology method for national disaster management system following a national policy coordination meeting last month. PS-LTE is a method integrating group communication, direction communication between terminals and independent base station function with existing LTE technology. Until now, disaster management agencies used technology that only allowed voice communication. However, transmission of multimedia information is possible using PS-LTE.

  • This study is about the demand survey of R&D for preventing disaster and safety accidents. The results are as follows. First, the priorities of technology development is shown in the following order: natural disasters, human and social disaster, and safety accidents. Second, the amount of R&D investment is shown in the following order in respect of disaster management phase: prevention, preparedness, response and recovery. However, investment in the recovery phase was low. Third, it was concentrated on some types the demands of technological development in the public sector. There is a possibility of duplication of technology development in government investment. Suggest that interagency cooperation is required.

  • This paper emphasizes that information received in disaster situations can lead to disparities in the effectiveness of communication, potentially causing damage. As a result, there is a growing demand for disaster and safety information among citizens. A user-centered disaster and safety information application service is designed to address the rapid dissemination of disaster and safety-related information, bridge information gaps, and alleviate anxiety. Through the Open API (Open Application Programming Interface), we can obtain clear information about the weather, air quality, and guidelines for disaster-related actions. Using chatbots, we can provide users with information and support decision-making based on their queries and choices, utilizing cloud APIs, public data portal open APIs, and solution knowledge bases. Additionally, through Mashup techniques with the Google Maps API and Twitter API, we can extract various disaster-related information, such as the time and location of disaster occurrences, update this information in the disaster database, and share it with users.

A Study on Standard Classification of Disaster•Life Safety Accident Criteria

  • Purpose: Purpose: The National Safety Experience Center Establishment and Reinforcement Project Management Guidelines, established to build a national safety experience center that is central to practicing education on disasters and safety accidents, requires that appropriate experience training programs be in place. However, due to the lack of classification grounds for the six areas of disaster•safety accidents presented by the Ministry of Public Administration and Security, and the mortality statistics necessary for establishing sectors have accumulated for over a decade, they are based on this. Our purpose is to standardize classification of sectors belonging to each area. Methods: We will divide disaster•safety accidents into 6 areas by three steps, and the grounds for 6 areas of accidents are presented. The 15 external causes other than the disease since 2009 has been proposed by The National Statistical Office. Therefore on the basis of these causes, various sectors belonging to each area are classified. Results: We will divide all disaster•safety accidents into six areas through three logical separation stages, and the areas were systematically classified based on the 15 factors of death. In conclusion, we present the grounds for the classification criteria in the six areas, the transportation accident disaster area in three areas, the social infrastructure system area in four areas, the crime accident disaster area in four areas, the life safety accident area in four areas, we set up all disaster•safety accidents in six areas and finally standardize total 25 areas.

A Proposal in Enacting the National Safety Education Bill (국민안전교육진흥법 제정의 당위성에 관한 고찰과 제언)

  • This article aims to explain why the National Safety Education bill must be enacted in South Korea. This bill embraces several items, whose goals pursue improving the safety of citizens from disasters and emergencies, and emphasizes letting a citizen take a safety education class. Several scholars declare that a safety education leads a citizen to live in a much safer circumstance by teaching a citizen how to handle emergencies in natural disasters and social disasters. Therefore, it is reasonable that Korean decision-makers consider passing the National Safety Eduction bill.

  • This study aimed to suggest the way to support flood disaster older survivors with analysing how relief services and their human resources are used. For this study, the data was collected from 184 elderly aged over 65 years from Inje and Pyungchang in Gangwon province where lots of flood damages were done. The results of the study was elderly used human resources of public servant/military soldiers, volunteers as public or official services than as private resources. These results provide the evidence that public or official human resources are very helpful to control their emergency situations because there is hardly any use of their private human resources except for assistance from their family. And it shows that older people are willing to use services of life rescue and information services of their family members safety rather than basic supplies, medical care or medicine providing. With this findings we suggest informing the news of family safety including basic necessaries are highly signigicant. Thus, it is useful for disaster planners to understand building immediate life rescue and accurate information delivery systems. These are relevant to older adults' psychological well-being, thus, providing news of family safety including offering material resources are highly needed for older disaster survivors.

  • In recent years, the number of cases caused by people such as forest fires has been increasing, so it is very important for the whole nation to prevent and practice forest fires. In addition, due to climate change around the world, many lives and disaster losses are increasing due to forest fire-related disasters, and in the last 10 years (2014-2023), there have been 5,668 forest fires and 40,037 hectares of damage, which is equivalent to 56,000 football fields, resulting in 19 casualties and 285.4 billion won in damages. Now, in order to improve the understanding and awareness of forest fires among all the people, the government should actively inform the people about how to act in the event of a forest fire by making the people's action tips related to forest fires easy to understand and practical through public relations activities. In addition, the public and the government should work together to prevent and prepare for forest fires before they occur.

  • Based on the main technologies of the 4th Industrial Revolution, industries including the smart home, transportation, agriculture, factory, energy, and medical care industries are rapidly developing. Disaster management technologies and services based on state-of-the-art convergence technologies are being widely applied for the purposes of public safety. State-of-the-art scientific technologies including the Internet of Things (IoT) are expected to offer alternative solutions to pending issues of disaster and safety. Particularly in disaster management, a "prevention activity"to avoid and control disasters in advance is essential, and thus disaster prevention and safety monitoring technologies based on hyper-connected intelligence are fundamental for society during the 4th Industrial Revolution. IoT technologies are being actively applied and utilized in various fields to prevent social and natural disasters. In this article, we introduce the development trends of disaster prevention and safety monitoring technologies based on IoT technologies.

  • After Sewol ferry disaster occurred in April 2014, Korean government began investing to deploy LTE-based public safety network until the year of 2017. In order to reduce the operating and capital costs, resource sharing scheme among public safety network and commercial LTE networks is considered as one of the viable approaches. This thesis proposes a method of allocating bandwidth of public safety network based on various priorities required for disaster scenarios and stages in a resource sharing environment. In order to obtain the highest efficiency, we formulate the bandwidth allocation problem as a Fractional Knapsack Problem. Greedy algorithm was applied to solve the problem. For performance evaluation, we created several disaster scenarios and set suitable parameters for each scenario based on a disaster manual. The proposed method is compared with two typical methods, which are Class-based bandwidth allocation and Uniform bandwidth allocation. The results showed that the better performance in terms of the sum of the values and the amount of lost bytes.

  • Purpose: It Vas intended to identify problems and derive improvement plans by grasping the current status of safety management of public institutions among construction Vork orders. Method: By comparing the disaster status of public institutions compared to the total construction Vork, the analysis Vas conducted based on the results of the evaluation of the level of safety activities of public institutions Vith a high disaster rate and the results of actual consulting. Result: As a result of comparing and analyzing the current status of safety management of public institutions, the current status and problems of safety management in public institutions Vith a high accident rate Vere similarly discovered. Safety management organizations, document management systems, safety management systems, and risk assessment activities are operated Vithout reflecting the size and characteristics of the organization, so improvement in the relevant field is needed. Conclusion: Safety-related professionals and organizations should be formed according to the size of construction orders, and responsibility and authority should be clearly assigned. Since risk assessment is conducted formally to prepare a safety and health ledger, it is necessary to derive risk factors to prevent safety accidents for the actual construction. It is expected that the level of safety activities can be improved if it is improved by reflecting the size and characteristics of public institutions.
