This study presents the development of predictive models for uplift capacity of suction caisson in clay using an artificial intelligence technique, extreme learning machine (ELM). Other artificial intelligence models like artificial neural network (ANN), support vector machine (SVM), relevance vector machine (RVM) models are also developed to compare the ELM model with above models and available numerical models in terms of different statistical criteria. A ranking system is presented to evaluate present models in identifying the 'best' model. Sensitivity analyses are made to identify important inputs contributing to the developed models.
As the frequency and intensity of catastrophic disasters increase, there is widespread public sentiment that government capacity for disaster response and recovery is fundamentally limited, and that the involvement of civil society and the private sector is ever more vital. That is, in order to strengthen national disaster response capacity, governments need to build disaster systems that are more participatory and function through the channels of civil society, rather than continuing themselves to bear sole responsibility for these "wicked problems." With the advancement of smart mobile technology and social media, government and society as a whole have been called upon to apply these new information and communication technologies to address the current shortcomings of government-led disaster management. As illustrated in such catastrophic disasters as the 2011 Tohoku earthquake and tsunami in Japan, the 2010 Haitian earthquake, and Hurricane Katrina in the United States in 2005, the realization of participatory potential of smart technologies for better disaster response has enabled citizen participation via new smart technologies during disasters and resulted in positive impact on the management of such disasters. In this context, this study focuses on the South Korean context, and aims to analyze Korean government officials' readiness for public participation using smart technologies. On this basis, it aims to offer policy suggestions aimed at promoting smart technology-enabled citizen participation. For this purpose, it proposes a particular model, termed SMART (System, Motivation, Ability, Response, and Technology).

Among various ecosystem services provided by the basin, this study deals with water yield (WY) estimation in the Bagmati basin of Nepal. Maps of where water used for different facilities like water supply, irrigation, hydropower etc. are generated helps planning and management of facilities. These maps also help to avoid unintended impacts on provision and production of services. Several studies have focused on the provision of ecosystem services (ES) on the basin. Most of the studies have are primarily focused on carbon storage and drinking water supply. Meanwhile, none of the studies has specifically highlighted water yield distribution on sub-basin scale and as per land use types in the Bagmati basin of Nepal. Thus, this study was originated with an aim to compute the total WY of the basin along with computation on a sub-basin scale and to study the WY capacity of different landuse types of the basin. For the study, InVEST water yield model, a popular model for ecosystem service assessment based on Budyko hydrological method is used along with ArcGIS. The result shows water yield per hectare is highest on sub-basin 5 ($15216.32m^3/ha$) and lowest on sub-basin 6 ($10847.15m^3/ha$). Likewise, built-up landuse has highest WY capacity followed by grassland and agricultural area. The sub-basin wise and LULC specific WY estimations are expected to provide scenarios for development of interrelated services on local scales. Also, these estimations are expected to promote sustainable land use policies and interrelated water management services.

This study is a case study that applied 'UNDRR's Urban Disaster Resilience Scorecard', an evaluation tool necessary for Incheon Metropolitan City to be certified as an international safe city. I would like to present an example that the results derived from this scorecard contributed to the Incheon Metropolitan City Disaster Reduction Plan. Of course, the Disaster Resilience Scorecard can't provide a way to improve the resilience of every disaster facing the city. However, it is to find the weakness of the resilience that the city faces, and to propose a solution to reduce the city's disaster risk. This is to help practitioners to recognize the disaster risks that Incheon Metropolitan City faces. In addition, the solution recommended by UNDRR was suggested to provide resilience in areas vulnerable to disasters. It was confirmed that this process can contribute to improving the disaster resilience of Incheon Metropolitan City. UNDRR has been spreading 'Climate Change, Disaster-resistant City Creation Campaign', aka MCR (Making Cities Resilient) Campaign, to cities all over the world since 2010 to reduce global cities' disasters. By applying the disaster relief guidelines adopted by UNDRR, governments, local governments, and neighboring cities are encouraged to collaborate. As a result of this study, Incheon Metropolitan city's UN Urban Resilience Scorecard was evaluated as a strong resilience field by obtaining scores of 4 or more (4.3~5.0) in 5 of 10 essentials; 1. Prepare organization for disaster resilience and prepare for implementation, 4. Strong resilience Urban development and design pursuit, 5. Preservation of natural cushions to enhance the protection provided by natural ecosystems, 9. Ensure effective disaster preparedness and response, 10. Rapid restoration and better reconstruction. On the other hand, in the other five fields, scores of less than 4 (3.20~3.85) were obtained and evaluated as weak resilience field; 2. Analyze, understand and utilize current and future risk scenarios, 3. Strengthen financial capacity for resilience, 6. Strengthen institutional capacity for resilience, 7. Understanding and strengthening social competence for resilience, 8. Strengthen resilience of infrastructure. In addition, through this study, the risk factors faced by Incheon Metropolitan City could be identified by priority, resilience improvement measures to minimize disaster risks, urban safety-based urban development plans, available disaster reduction resources, and integrated disasters. Measures were prepared.
Vehicle emissions from highway landuse include different pollutants such as heavy metals, oil and grease and particulates from fuels, brake pad wear and tire wear. Since highways are impervious and have high pollutant mass emissions from vehicular activity, it is considered as stormwater intensive landuses. Therefore this research was performed to understand the magnitude of first flush and to suggest the criteria of first flush for storm runoff management in highways. The fractions of washed-off mass are very high in first 30% of runoff volume, which suggests a definition of first flush. The washed-off mass stabilizes after 30% of the runoff volume and it is apparent that treatment capacity in the early part of a storm is more valuable than treatment capacity in the later part of the storm. Using the criteria of "high" first flush and "medium" first flush, as 50% of the mass in the first 30% of the volume, and 30 to 50% in the first 30% volume, respectively, more than 30% of the storms showed high first flush. A "first flush friendly" best management practice(BMP), meaning a BMP that can treat a high percentage or all of the initial flow, would be advantageous up to 80% of the events.
Shortages and delays in a humanitarian logistics system can contribute to the pain and suffering of survivors or other affected people. Humanitarian logistics budgets should be sufficient to prevent such shortages or delays. Unlike commercial supply chain systems, the budgets for relief supply chain systems should be able to satisfy demand. This study describes a comprehensive model in an effort to satisfy the total relief demand by minimizing logistics operations costs. We herein propose a strategic model which determines the locations of distribution centers and the total inventory to be stocked for each distribution center where a flood or other catastrophe may occur. The proposed model is formulated and solved as a mixed-integer programming problem that integrates facility location and inventory decisions by considering capacity constraints and time restrictions in order to minimize the total cost of relief operations. The proposed model is then applied to a real flood case involving 47 disaster areas and 13 distribution centers in Thailand. Finally, we discuss the sensitivity analysis of the model and the managerial implications of this research.
The object of this study is to evaluate whether the means of egress of Jechon Sports Center and Miryang Sejong Hospital, where massive fire human casualties occurred in 2017 and 2018 respectively, comply with NFPA 101(Life Safety Code), and to suggest the need for supplementation of domestic means of egress regulations. The study evaluated the number and arrangement of the means of egress, travel distance, common path of travel, dead end and discharge from exit for each building by applying the means of egress regulations of NFPA 101. As a result of the evaluation through NFPA 101, the travel distance was appropriate, but some of the other items except for the travel distance did not meet NFPA 101. The regulations that need to be supplemented are 1)occupant load calculation 2)egress capacity calculation 3)continuous concept of means of egress 4)concept of common path of travel. It is especially necessary to revise the requirement for fire door of the evacuation floor(normal 1st floor) of the stairwell in case of below the five story building.
Purpose: This study is about offering ways of improving existing technical standards in order to propose how to deal with coal deep-seated fire and to increase effectiveness of wetting agent. Method: This study conducts infiltration experiment using eight tons of coal, three types of wetting agents and fire water. And this study analyzes domestic and international technical standards, overseas experimental cases. Result: It is found that two findings are identified; one is fire water cannot infiltrate into the coal due to high level of surface tension, and the other is three types of wetting agent can infiltrate into the coal to the depth of 5~25cm. Also, domestic wetting agent technical standards include measuring surface tension only and testing wood on extinguishing capacity test. On the other hand, this study found that deep-seated fire experiment using cotton, B-class fire test using heptane are used from abroad. Besides it is analyze that capillary rise test, sink test, contact angle measurement are conducted to increase effectiveness of wetting agent at the U.S. Bureau of Mines. Conclusion: Based on standards and cases of U.S. NFPA and Bureau of Mines, this study suggests that domestic technical standards should include adding a new test standard which measures infiltration directly.
This study evaluated the actual status of special needs of the hearing-impaired person for disaster response. The analysis revealed a significant level of unmet needs in disaster response for hearing-impaired person. The 5 special needs in disaster response include: 1) communication needs, which involve securing the means to make an emergency rescue request and communicating information during the rescue process; 2) transportation needs, which indicate the effective evacuation capacity and the level of training; 3) medical needs, which address the degree of preparedness for physical and mental emergency measures and the delivery of health information for rescue and first aid process; 4) maintaining functional independence needs, which refer to the level of self-preparedness to minimize damage in disaster situations, and; 5) supervision needs, which correspond to a personalized support system provided to disaster-vulnerable groups.

The ubiquitous computing system is expected to be widely utilized in digital home, logistics control, environment/disaster management, medical/health-care services and other applications. The ubiquitous sensor network (USN) is a key infra-structure of this system. Nodes in the USN are exposed to adverse environments and required to perform their missions with very limited power supply only. Also the sensor network is composed of much more nodes. In case some node consumes up its power capacity under a certain required level, the network topology should change and re-routing/ re-transmission of data is necessitated. Resultantly communication protocols studied for conventional wireless networks or ad-hoc networks are not suitable for the sensor network. Schemes should be devised to control the efficient usage of node power in the sensor network. This paper proposes a routing algorithm to enhance the efficiency of power consumption for USN node and analyzes its performance by simulation.
