A Study on the Advancement of the Government's Digital Employment Service (정부의 디지털 고용서비스 고도화에 관한 연구)

  • This study analyzes the construction status of digital employment services in Korea and presents the direction of continuous advancement and development of digital employment services based on overseas cases and the latest digital technology development trends. Find out the specific digitalization promotion strategies and current status of major countries such as Belgium, Australia, the United Kingdom, Germany, France, and the United States. In addition, in order to present a plan for the development of digital employment services in Korea, we will propose a plan to expand digital employment services to online employment centers through individual and customized employment services, data openness, and expansion of public-private collaboration through digital employment services using AI and big data.

  • High unemployment rates repeatedly cause recurring social problems such as fewer employment opportunities and employment insecurity. Following this trend, various programs related to employment have been provided through various government and institutions. However, they have established overlapping policies and programs and there is no one stop gateway to find effective and efficient way to find relevant information. For this purpose, this study aims to provide employment and job search subject gateway development. The study has carried out case studies, literature reviews, and user survey. Based on this study, it suggested a linked metadata model to organize and link scattered information together, and a digital gateway operating diverse information services. It is expected to provide a basis to develop comprehensive information service model for employment.

Explainable Software Employment Model Development of University Graduates using Boosting Machine Learning and SHAP (부스팅 기계 학습과 SHAP를 이용한 설명 가능한 소프트웨어 분야 대졸자 취업 모델 개발)

  • The employment rate of university graduates has been decreasing significantly recently. With the advent of the Fourth Industrial Revolution, the demand for software employment has increased. It is necessary to analyze the factors for software employment of university graduates. This paper proposes explainable software employment model of university graduates using machine learning and explainable AI. The Graduates Occupational Mobility Survey(GOMS) provided by the Korea Employment Information Service is used. The employment model uses boosting machine learning. Then, performance evaluation is performed with four algorithms of boosting model. Moreover, it explains the factors affecting the employment using SHAP. The results indicates that the top 3 factors are major, employment goal setting semester, and vocational education and training.

  • The purpose of this study is to explain employment factors in the software field. For it, the Graduates Occupational Mobility Survey by the Korea employment information service is used. This paper proposes employment models in the software field using machine learning. Then, it explains employment factors of the models using explainable artificial intelligence. The models focus on both university graduates and vocational college graduates. Our works explain and interpret both black box model and glass box model. The SHAP and EBM explanation are used to interpret black box model and glass box model, respectively. The results describes that positive employment impact factors are major, vocational education and training, employment preparation setting semester, and intern experience in the employment models. This study provides a job preparation guide to universitiy and vocational college students that want to work in software field.

  • Recently, Universities's idea of employment are activity discussed. Especially, Service oriented departments' argument about the curriculum and the environment tests its accomplishment with value in employment. Therefore, this study has been done on the department of airline service which has representation of employment. This study determines the condition and the position of the department of airline services that it estimates the future service orientation in organizations placing education. It appeared that self-esteem affected Physical environment, and service effect quality as a company's loyalty. Accordingly, to improve self-esteem working staff in service should be improved. And other various measures education service quality, self-esteem, and company's loyalty should be taken as well.

A Analytical Study on the Change of Regional Employment Rate in the Service Industry (서비스산업에서의 지역별 고용률의 변화에 대한 분석 연구)

  • For recent years, there have been considerable changes in the employment rate of the service industry and its relative ratio. These changes vary depending on the region whether it is Seoul metropolitan region or not. According to main results of this article, the average of employment rate in the service industry has been highest in the Seoul metropolitan region. And the changes by period of the employment-rate in the service industry have increased continuously for all the time in the Seoul metropolitan region whereas they have varied in other regions. Also the relative ratio of employment rate in the service industry to total employment rate has been more higher in Seoul metropolitan region and Gangwon region than other regions, and also the changes by period of the relative ratio have more increased in these two regions than other regions. Finally, comparing metropolitan city regions with do regions for the average of employment rate in the service industry or the relative ratio of it, they have more higher in metropolitan city regions than do regions, whereas the changes by period of them have varied with each other regions.

The Spill-over Effect of the Production and Investment of Telecommunication Service Industry (통신산업의 국민경제적 파급효과)

  • This paper tries to measure the spill-over effect of the production and investment of telecommunication service industry (hereafter telecommunication industry), using the most recent data of 2003 input-output tables. The results are summarized as follows. First, the industries which have the biggest spill-over effect from the production of telecommunication industry is miscellaneous business service (including the sale commission of telecommunication service), other engineering services (including royalty), and business consumption. Second, the production of telecommunication industry induces more value-added, and less production, less import, and less employment than related industries such as radio and television equipment, communications and broadcasting equipment, and computer and peripheral equipment. Third, while the investment of telecommunication service amounts to 15% of its production, the effect of the investment on production, value-added, consumption, and employment reaches 70% of that of its production. The policy implication of this paper is that the telecommunication industry contributes to overall economy mainly through its investment.

Characteristics of Employment and Factors Affecting on the Employment of Elderly with Disabilities -A Comparison of One-Person and Multi-Person Households (장애노인 고용특성 및 취업 영향요인 -1인가구와 다인가구 비교)

  • This study aimed to analyze characteristics of employment and factors affecting of employment of elderly with disabilities. Data were analyzed using chi-square tests, regression analyses according to the Panel Survey of Employment for the Disabled in Korea. Participants were 452 elderly with disabilities. First, The employment group showed significantly mild disorder, higher health status, absent of chronic disorder, licenses, absent of public employment service, married, absent of basic living security recipient, higher level of household income compared to the unemployed group. Second, Factors affecting employment of elderly with disabilities included public employment service, level of household income. And multi-person factors were acceptance of disabilities and one-person factors were basic living security recipient. Base on these results, suggested for obtaining job of elderly with disabilities.

Analyzing vocational outcomes of people with hearing impairments : A data mining approach (청각장애인의 취업결정요인 분석 연구 -데이터마이닝 기법(Exhaustive CHAID)의 적용)

  • The purpose of this study was to examine demographic, human capital and service factors affecting employment outcomes of people with hearing impairments. The total of 422 individuals (age from 20 years to 65 years) with hearing impairments were collected from the Panel Survey of Employment for the Disabled from Korea Employment Agency for the Disabled. The dependent variable is employment outcomes. The predictor variables include a set of personal history, human capital and rehabilitation service variables. The chi-squared automatic interaction detector (CHAID) analysis revealed that the status of the national basic livelihood security played a determining role in predicting the employment of people with hearing impairments. Also, it was found that the three factors of the status on the national basic livelihood security, needed help about activities of dailey living, licenses & employment service factors created bigger synergy effect when they inter-complemented one another.

  • Citizens' demand, which has been previously focused on welfare, is now expanding to include elements for higher quality of life such as employment, housing, culture, and sports. Accordingly, the government, with an aim of effectively delivering resident services that satisfy various demands, is committed to transforming the central government-oriented service system into the integrated service system based on public-private partnership. The government is also dedicated to expanding services to 8 areas including not only welfare but also healthcare, employment, housing, education, sports, culture, and tourism, which are directly related to everyday lives of residents. This project is designed to support such reforms in the citizen service delivery system in order to enhance quality of life of local residents. This study is to draw implications from analysis for implementing the citizen service integrated information system in order to reform the citizen service delivery system effectively through examinations and analyses of citizen services provided by the central government. Especially focus on public utility charges depreciation simplification citizen service. Its implications are expected to offer a real contribution for central and local Governments that want to increase the productivity of implementing eGovernment service.
