Determinants of artificial intelligence adoption in firms: Evidence from Korean firm-level data (기업의 인공지능 기술 도입에 영향을 미치는 요인 분석: 국내 기업 데이터를 이용한 실증연구)

  • Artificial intelligence(AI) is regarded as a key tool that can significantly contribute to innovation and improve productivity as digital transformation continues to spread rapidly. Currently, however, there is lack of understanding and empirical research on the factors that influence the adoption of AI by companies. In particular, most studies have been conducted by foreign researchers analyzing data from foreign companies, and domestic studies have limitations in terms of objectivity and timeliness. This study employs econometric methods to identify the determinants of AI adoption at the firm level. To this end, we derive the technological, organizational, and environmental context factors from the perspective of the Technology-Organization-Environment(TOE) framework as a representative theory of technology adoption factors. We then conduct a logistic regression analysis using data from 11,601 Korean firms. This study not only expands the research literature by supplementing the limitations of previous studies in Korea but also provides timely evidence and implications through empirical analysis.

  • Digital transformation calls for a new social contract that must transform the existing norms and paradigms of our society. Digital constitutionalism is a way of building new order through a new social contract and is an ideology that aims to establish and ensure a normative framework for the protection of fundamental rights and balance of power in the digital environment. The Internet/Digital Bill of Rights is a representative example of constitutionalization based on this ideology. Initially, it took the form of an informal, non-binding declaration led by civil society organizations or various stakeholders, setting forth normative principles adapted to the changing nature of digital society. More recently, they have taken the form of formal charters, declarations, or laws containing principles at the national or regional level. The "Digital Bill of Rights" proposed by the Korean government can be seen as an example of this trend, but it does not fully reflect the recent trend of Internet/Digital Bills of Rights in terms of substantive and procedural legitimacy. Even if the government provides a certain normative direction, it needs to be combined with a concrete action plan in each area to create a balance of norms with digital technologies and industries instead of simply being a "declaration".

  • Vast amount of information is generated and shared in this active digital As the digital informatization is vividly going on now, most of documents are in digitalized forms, and this kind of information is on the increase. It is no exaggeration to say that this kind of newly created information and knowledge would affect the competitiveness and the future of our nation. In addition to that, a lot of investment is being made in information and knowledge based industries at national level and in reality, a lot of efforts are intensively made for research and development of human resources. It becomes easier in digital era to create and share the information as there are various tools that have been developed to create documents along with the internet, and as a result, the share of dual information is increasing day in and day out. At present, a lot of information that is provided online is actually being plagiarized or illegally copied. Specifically, it is very tricky to identify some plagiarism from tremendous amount of information because the original sentences can be simply restructured or replaced with similar words, which would make them look different from original sentences. This means that managing and protecting the knowledge start to be regarded as important, though it is important to create the knowledge through the investment and efforts. This dissertation tries to suggest new method and theory that would be instrumental in effectively detecting any infringement on and plagiarism of intellectual property of others. DICOM(Dynamic Incremental Comparison Method), a method which was developed by this research to detect plagiarism of document, focuses on realizing a system that can detect plagiarized documents and parts efficiently, accurately and immediately by creating positive and various detectors.

  • The purpose of this study is to provide the contents and effective methods of educational program for human resource development focused on the full-time housewives. For this purpose the case interviewed with 24 professionals and management leaders of women education field are performed and 445 questionares from full time housewives who participate in at least one education program are analyzed. The findings of this study are followed. 1. The most preferred programs are sports/health program(28.8%), leisure program(26.5%), household income management program(15.9%), culture/arts program(15.2%) in percentage order. And the first preferred motivation of participation in the programs is the self development(38.4%). 2. The positive effect of program is founded more with participants in family oriented program and society oriented program than in individual oriented program. And the satisfaction degree of participants in family oriented program is higher than in individual/society oriented program. 3. The degree of demands for Program management and program characteristics is higher than the demands for program installations and program supplying methods. 4. In the area of effectiveness methods the demands for program systematization according to program level are most referred.

  • Currently, the Ministry of Strategy and Finance operates performance evaluation of the IT projects of the central government. Recently, with the advent of the Digital New Deal and the Digital Platform Government, the budget for IT projects has significantly increased, leading to a higher level of interest in their performance. In this study, performance-related characteristics were selected through previous research, and an empirical analysis was conducted to examine whether there are actual differences in the performance of IT projects given respective characteristics. As a result of the analysis, new projects and others performed by departments or offices had a statistically significant positive effect on each final evaluation score. In contrast, IT support as well as fund-based projects had a statistically significant negative effect on each final evaluation score. This study suggests that when evaluating the performance of IT projects in the future, it is important to consider the unique characteristics of each project, as these may contribute to respective differences in performance.

The Effect of Information Conditions on Mental Health among Elderly (노인의 정보기기 접근 수준이 정신건강 영역에 미치는 영향)

  • The major aim of this research is to examine the effect of computer and internet literacy and cellular phone possession on depression and suicidal ideation among elderly. This study used data of 2011 national survey results on the elderly life conditions. To determine the effectiveness of computer and internet literacy and cellular phone possession, a total of 6,774 respondents over 60 years of age was selected. The SPSS package was used to analyze the data. Multiple linear regression and logit analysis was run to verify influence of information conditions(computer and internet literacy and cellular phone possession) on depression and suicidal ideation. The results are as follows. First, the elder who is male, younger, has higher education and economic level and lives with spouce is in good information conditions. On the contrary to this, the elder who is female, older, low level of education and economic, single and lives with grandchildren is in information minority group. They have high level of depression and rate of suicidal ideation. Second, computer and internet literacy and cellular phone possession associate with level of depression significantly. Third, computer and internet literacy do not associate with suicidal ideation significantly. The results of this study provide significant source to plan informatization policy and welfare services for socially isolated older people.

  • Despite the rapid expansion and diversification of the global ship repair and shipbuilding market, the domestic ship repair and shipbuilding industry is losing competitiveness due to a lack of infrastructure compared to its high technology level, concentration of new markets, aging technology personnel, lack of IT systems, and small businesses. Although attempts have been made to develop information systems at a very low level compared to other industries, there are few successful cases. Therefore, the purpose of this study is to understand the necessity of strategic integration and organizational integration from the perspective of informatization in the ship repair and shipbuilding industry through a survey of companies operating in Busan. After that, through face-to-face interviews with major repair shipyard companies in Busan, the direction of the development of the information system of the ship repair and shipbuilding industry was derived. The results of this study are expected to enhance the need for digital conversion of the ship repair and shipbuilding industry in the future and provide a significant direction for the establishment and application process of information systems.

A Policy Study on the Implementation of Domestic Digital Platform Government: Focusing on the Classification of Domestic and Foreign Cases of Government as a Platform (GaaP) (국내 디지털플랫폼정부 구현을 위한 정책연구: 국내·외 플랫폼 정부 사례의 유형화를 중심으로)

  • This study aims to conduct the classification of Government as a Platform (GaaP) in a situation where the concept of GaaP can be diversely recognized. This is because inclusiveness and ambiguity in the concept of GaaP can hinder policy enforcement by working-level officials in the public sector. It drew the criteria for classification for GaaP based on literature and cases for GaaP. In the technical aspect, considering data as an overarching factor, the integrated system platform integrating the information system or websites of the public sector and the data platform as a single portal for open data to external stakeholders were sorted. In the governance aspect considering stakeholder as an overarching factor, the communication platform utilized for interaction between public and private sectors and the co-creation platform that encourages public-private partnership to create innovative outcomes were sorted. It suggested an actual implementation case and the policy implication according to each type of GaaP. Additionally, according to the classification of GaaP, it conducted contents analysis as to which type of GaaP the domestic Digital Platform Government belongs to based on its detailed assignment. Based on the classification of GaaP, it drew balanced implementation for various types of GaaP, plan for promoting the participation and collaboration of stakeholders, and necessity of restructuring and reinventing of the public sector as policy implications for the domestic digital platform government.

  • The authors utilized two contested perspectives on the use and non-use of ICTs, especially the Internet, to verify three assumptions of urban ghettos as fundamentally excluded from the ICT structure, ghetto people as behaving in the same way, and deficiency as the sole explanatory variable of their non-use. The first assumption that the urban ghettos would be fundamentally excluded from the urban ICT structure can be nullified by our finding about the prevalence of ICTs in that area, albeit apparent lower level of access to ICTs compared to that of the urban core. The second assumption that the urban ghetto residents would display the same information behaviors would be challenged by our finding that the availability and usages of the Internet would be hardly consistent by gender, age, occupation, family size, and locational characteristics. The third assumption that deficiency would capture the Internet non-use by ghetto residents was found very tenable but could be rivaled by the choice perspective that use or non-use is simply a result of situated choice. Theoretical and practical implications were suggested.

  • This study presents implications of the Global Data Law & Policy by comparing national data strategies, data regulations and policies, and governance in South Korea, the United States, the United Kingdom, and the European Union. According to the result of the comparative analysis, the biggest difference is in data governance, in other words, the management and coordination of policies at the pan-government level and data ethics. Therefore, this study proposes the establishment of a presidential special committee on data policy or the creation of a 'National Digital Innovation Office' at the Presidential Secretariat as a national CDO for the governance of data policies. Furthermore, this paper suggests a) to enact 'the Framework Act on the Development of Data Industry' that can regulate data practices in the private sector, b) to institutionalize the data-centric security and data protection, c) to settle the public ethics and personnel management based on data expertise and professional ethics, including explainability and responsibility, and d) the education and training systems.
