공공공사 발주방식 선정에 영향을 미치는 요인 연구 (A Study of Factors Influencing Delivery Methods Selection on Public Construction Projects)

  • The selection of an appropriate contract method is vital for the successful operation of the project. However, there has been a lack of studies on objective decision making support models for use in the planning stage of a project contract. The present study had the goal of analyzing the factors that influence contract method selection, as an initial study for developing a project contract method selection model. The existing related studies were analyzed, and the factors considered in the literature were selected. Then, based on the findings, the opinions of an expert group on the important factors for contract method selection were collected through a survey. The collected opinions were analyzed using factor analysis, a statistical analysis method. The results will be utilized in the future as preliminary data for developing a decision making model for selecting a contract method.

EPC 모델 기반의 비즈니스 프로세스 분석 (Business Process Analysis Based on Event-driven Process Chain Model)

  • In this study, we develop a method for analyzing business process based on the event-driven process chain (EPC) model. The method consists of five stages such as identifying abnormal events, finding causes for the abnormal events and problems caused by the abnormal events, making cause-and-effect chains, drawing root-cause map, and defining improvement areas. We illustrate how to apply the method with some examples for the domestic registered mail delivery process.

SOIL EROSION MODELING USING RUSLE AND GIS ON THE IMHA WATERSHED

  • The Imha watershed is vulnerable to severe erosion due to the topographical characteristics such as mountainous steep slopes. Sediment inflow from upland area has also deteriorated the water quality and caused negative effects on the aquatic ecosystem of the Imha reservoir. The Imha reservoir was affected by sediment-laden density currents during the typhoon 'Maemi' in 2003. The RUSLE model was combined with GIS techniques to analyze the mean annual erosion losses and the soil losses caused by typhoon 'Maemi'. The model is used to evaluate the spatial distribution of soil loss rates under different land uses. The mean annual soil loss rate and soil losses caused by typhoon 'Maemi' were predicted as 3,450 tons/km2/year and 2,920 ton/km2/'Maemi', respectively. The sediment delivery ratio was determined to be about 25% from the mean annual soil loss rate and the surveyed sediment deposits in the Imha reservoir in 1997. The trap efficiency of the Imha reservoir was calculated using the methods of Julien, Brown, Brune, and Churchill and ranges from 96% to 99%.

자동차 안전벨트 부품 제조공정에서의 효율적 공정품질정보 분석 모형 (An Efficient Analysis Model for Process Quality Information in Manufacturing Process of Automobile Safety Belt Parts)

  • Through process quality information, the time required for process quality analysis has been drastically shortened, the process defect rate has been reduced, and the manufacturing lead time has been shortened and the on-time delivery rate has been improved. Therefore, The purpose of this study is to develop a quality information analysis system model that effectively shortens the time required for process quality analysis in automobile safety belt parts manufacturing process. As a result of experiments on communication operation between manufacturing execution system (MES) quality server, injection machine control computer, injection machine programmable logic controller (PLC) and terminal, in analyzing quality information, the conventional handwriting input method took an average of 20 minutes, but the new multi-network method took about 2 minutes on average. In addition, the process defect rate was reduced by 13% and the manufacturing lead time was shortened from 28 hours to 20 hours. The delivery compliance rate improved from 96 to 99%.

Optimization-Based Buyer-Supplier Price Negotiation: Supporting Buyer's Scenarios with Suppler Selection

  • Purpose - The paper aims to propose an optimization model for supporting the buyer-seller negotiations. We consider the price, quality, and delivery as evaluation criteria, also recognized as objectives for negotiation. Research design, data, and methodology - The methodology used in this paper involves the input-oriented DEA with the inverse optimization. Under the existence of several potential suppliers, the price would be considered to be the decision variable to conclude the negotiation so as to meet the desired level of the quality and delivery. The data set for six suppliers with three criteria is examined by the proposed approach. Results - We present the decision aid model by displaying the price spectrum as the changes of desired output levels. It overcomes the shortcomings from previous researches mainly based on the discrete types of scenario generations. This approach shows that the obtained results help the buyer understand the trade-offs between price and performance when he/she considers the negotiation. Conclusions - The paper contributes to the numerical models for buyer-supplier negotiation in that the model for the supplier evaluation and selection is closely linked with the model for negotiation. In addition, it eliminates the unrealistic negotiation strategy, and provides the negotiation strategies that the buyer would not shift the burden on suppliers by maintaining the current efficiency.

  • Purpose The purpose of this study is to identify the utility and sacrifice factors of paid membership in domestic e-commerce based on the value-based acceptance model, and to determine its impact on perceived value and intention to continue using e-commerce. Design/methodology/approach This study confirmed the perceived benefits and sacrifice factors of e-commerce paid membership through in-depth interviews, and verified the research model through an online survey. Findings The study identifies seven perceived benefit factors(differentiation, enjoyment, sharing, point benefit, discount benefit, contents benefit, and delivery benefit) and three perceived sacrifice factors(fee, opportunity loss, complexity). Structural model verification reveals that discount benefit, delivery benefit, and opportunity loss significantly impact the perceived value in Coupang Rocket Wow, while discount benefit, point benefit, and fee significantly influence the perceived value in Naver Plus membership. The perceived value of both memberships positively influences the intention to continue using the respective e-commerce platforms. A comparison highlights a significant difference in the impact of opportunity loss on perceived value between Coupang Rocket Wow and Naver Plus memberships.

장애인서비스 전달체계 개편방안에 대한 비판적 고찰 (A Critical Perspective on the Central Governmental Reorganization of the Social Service Delivery System for People with Disabilities)

  • 장애인서비스 전달체계는 욕구평가체계의 결여, 사례관리체계의 미비, 전문인력의 부족 및 지방복지행정기관의 미비라는 문제를 안고 있다. 보건복지가족부는 장애인서비스 전달체계를 개편하기 위해 2007년부터 장애인복지인프라개선방안을 추진하고 있다. 개선방안에서는 장애판정체계의 개편과 장애서비스판정센터의 설립을 제안하고 있으며, 장애판정체계는 기존의 의학적 판정도구 외에 근로활동능력평가도구 및 복지욕구사정도구를 개발하여 장애인의 욕구평가체계를 도입하려고 시도하고 있다. 또한 장애서비스판정센터의 설립 모형으로 독립형, 지자체형, 공단형의 세 가지 모델을 제시하고 2008년 하반기에 시범사업을 실시하고 있다. 본 연구에서는 장애인서비스 전달체계를 개선하기 위한 핵심적인 요소가 보건복지가족부가 통제할 수 있고, 욕구평가와 사례관리를 수행할 수 있는 전문 인력을 갖춘 지방장애인복지행정기관을 120여개 설립하는 것이며, 현실적으로 한국장애인개발원을 정점으로 전국의 장애인복지관을 지방장애인복지행정기관으로 활용할 것을 제안하고 있다.

택배서비스의 새로운 택배요금 모델에 관한 연구 (A Study on the New Freight Charging Model for Parcel Service)

  • 국내택배는 전자상거래 활성화에 힘입어 매년 높은 성장률을 보이는 반면, 택배단가는 계속 떨어지고 있다. 낮은 택배단가로 택배사에 수익성 악화는 물론 소비자에게는 서비스 저하, 종사자에게는 과로 및 사고 등을 초래하여 택배요금 정상화를 위한 개선이 필요하다. 이 연구에서는 합리적인 요금체계 모델과 요금을 계산하는 시스템적인 접근방법을 제시하였다. 연구 방법은 화물의 부피와 무게로 부피중량(Voulumatirc Weight) 및 운임톤(Revenue Ton)을 반영하여 청구중량(Chargeable Weight)를 계산하고 택배원가을 토대로 새로운 택배요금 모델을 제시하였다. 또한 현장에서도 쉽고 편하고 합리적으로 요금을 결정할 수 있는 요금결정지원시스템을 개발하였다. 실증에서는 실제 거래되는 택배를 샘플링하여 요금차이를 검토한 결과, 부피보다는 중량에 의존하여 요금이 결정되고 있었으며 개인택배의 경우 63.5%, B2C택배의 경우 40%가 부적합으로 확인되었다. 택배현장에서 나타나는 부작용과 문제점을 해소하기 위한 대안으로 택배가격 개선방안 연구가 절실함에 이 연구가 활용될 수 있을 것이다.

화학적 및 유전공학적으로 제조한 뇌송달 벡터의 뇌수송량 비교 (Comparison of Brain Uptakes for Brain Drug Delivery Vector Synthesized by Chemical and Genetical Engineering Method)

  • Drug delivery to the brain may be achieved by producing chimeric peptide, attaching the drug to protein 'vectors' which are transported into the brain from the blood by a receptor-mediated transcytosis through the blood-brain barrier (BBB). Since the BBB expresses high concentrations of transferrin receptor, and it was reported that anti-transferrin receptor mouse monoclonal antibody (OX26) undergoes transcytosis through the BBB, it is logical to assume that a drug delivery system via transferrin receptor-mediated transcytosis is a promising strategy. In the present study, therefore, we tested feasibility of several OX26 based vectors for the brain delivery of a model drug. Avidin-based delivery vectors such as OX26-streptavidin (OX26-SA), OX26-neutralite avidin (OX26-NLA) were chemically synthesized vectors and OX26 immunoglobulin G 3 type $C_{H}3$ fusion avidin $(OX26\;IgG3C_H3-AV)$ was genetically engineered. To improve the efficiency of producing chimeric peptide, we used avidin-biotin technology. Pharmacokinetics of $[^3H]biotin$ bound to OX26-SA, OX26-NLA and $OX26\;IgG3C_H3-AV$ was determined by intravenous injection technique, and their stabilities in plasma were analyzed using HPLC. The brain delivery of $[^3H]biotin$ bound to OX26-SA, OX26-NLA and OX26\;$IgG3C_{H}3-AV$ (expressed as %ID/g brain) was $0.22{\pm}0.01$, $0.18{\pm}0.01$ and $0.25{\pm}0.09$, respectively. The areas under the plasma concentration versus time curve (AUC) for OX26-SA, OX26-NLA, $OX26\;IgG3C_H3-AV$ from time zero to 60 min were $209{\pm}10$, $195{\pm}9$, $134{\pm}29\;%ID\;min/ml$ respectively and their total clearances $(CL_{tot})$ were $1.00{\pm}0.09$, $1.08{\pm}0.07$ and $1.54{\pm}0.29\;ml/min/kg$, espectively. These results showed that these vectors possess preferable pharmaceutical (e.g., resonable stability) and pharmacokinetics (e.g., significant brain uptake and enhanced AUC) for brain delivery. Therefore, these vectors may be broadly useful in the brain delivery of drugs that are not transported into the brain to a significant extent.

공공토목사업 CM 발주를 위한 단계별 업무지원 시스템 구축 (Development of a Business Support System by Phase for Delivering Construction Management Contract in the Government Civil Project)

  • 위험형 CM(CM at Risk) 제도의 시행과 함께 토목시설물에도 CM계약사례가 증가할 것으로 예상되어, 국토해양부 등에서는 CM 업무지침을 공표하고 있다. 현재 공표된 CM 업무지침은 CM 계약 이후의 업무지침이지만, CM 발주사례가 부족한 토목사설을 포함한 공공사업에서는 CM 발주 자체에 필요한 CM발주의 가획단계부터 CM 업자 (Construction Manager, CMr) 선정까지의 업무지침이 필요한 실정이다. 따라서 본 연구에서는 발주처의 건설사업관리 발주업무를 발주 기획단계부터 CMr 선정단계까지 표준화된 프로세스 모형으로 구축하였으며, 이를 위해 CM발주 업무분류체계를 구성하였다. 또한 연구에서는 구축된 모형에 근거한 CM 발주지원 시스템을 개발하여 시스템의 실무 운영성을 검증하였다. 이러한 연구는 CM 발주사례가 부족한 발주처의 CM 발주업무 지원체계로 활용성을 가질 수 있다.
