The paper deals with recent paradigm shift in German environmental policy, fundamentally modifying the German society towards a sustainable future development. Key elements of this development are forceful climate protection measures to contribute to global climate protection strategy and to fulfil international conventions, supplemented by a comprehensive strategy to promote the adaptation to climate change, the nuclear power phase out in the medium term, and innovative landscape and regional planning projects to strengthen regional identity and economic power. All this components are,complemented by a financial support program including incentives, tax reductions, and research funding.

This paper studies the economic development situation of eastern, central, and western regions in China, and the functions of Chinese universities, which include education, research and contribution to the society. A new Chinese innovation system has been emerging in forms of university-run enterprise. The commitment of Chinese government to further introduction of a market economy has been elaborated with a focus on the relations between university and industry. A new regional development scheme by using of the functions of university is considered as the effective strategy to promote economic development of China in this stage.

This paper studies the comparative advantage of competitive and specialized regional industries which are manufacturing, wholesale and retail trade, servies in the metropolitan area-Seoul, Inchun, Kyunggi-do of Korea, For the analysis of industries, the coefficient of specialization, the indices of competitiveness of labor and value-added, the growth rate are simultaneously examined under the criteria of the number of workers, value of shipment, value-added, This comperative synthetic analysis is different from the traditional approaches. This paper shows that the perfectly competitive advantage of specialized industries satisfying all of three criteria are 'other business related activities', 'recreational, cultural and sporting activities' in Seoul, 'machinery and outfits, n.e.c', 'retail trade, except of motor vehicles and motorcycles, repair of personal and household goods' in Inchun. We conclude that each should strategically develop the region-oriented specialized industry which has the comparative advantage. It is the reason why the concentration of industry in necessary for the leading of regional industry under the weaken local public finance. Moreover, such an industy should provide the increase of employment and income from the viewpoint of the activation of regional economy. The potential-specialized competitive industry requires the advanced structure of production under the criteria of value-added. For the development of the metropolitan area's economy, the highly advanced technology industry including computer and electronics should be induced through the loosening of metropolitan regulation. Research center(science park) supported by th private-public sector should be built for the increase of technology sector should be built for the increase of technology power of the small and medium enterprises, Also it is necessary that the small and medium enterprises strategically make the cooperative-large group in order to avoid the disadvantage from the size.

최근 세계 경제의 개방화 및 우기나라 지방분권화로 인해 지역산업 경제 발전을 위한 디자인산업 육성에 대한 끊임없는 노력과 투자가 요구되고 있다. 최근 중국과 동남아시아 국가와의 제품 가격경쟁력에서 밀리고 있는 국내 상품은 디자인의 독창성이나 제품의 다양성, 그리고 마케팅 분야의 관심 확대를 통해 제품의 브랜드 이미지 구축과 국제사회에서 소비자들의 호응을 얻어야 한다. 따라서 디자인 산업은 제품의 차별화 및 고부가가치화를 통해 국내 산업의 경쟁력을 강화할 수 있는 중요한 수단이 되고 있다. 우리나라 디자인 산업 환경의 문제점으로는, 아직까지도 많은 제조 생산업 분야에서는 상품 개발 및 마케팅 전략 수준이 낮은 실정이며, 새로운 디자인 개발을 위한 투자를 기피하고 있다는 점이다. 또한 유능한 디자이너의 경험이나 기술 축적을 위한 인적 기반 형성에 한계가 있고, 디자인 산업 보호제도 및 정책의 실효성 부재에 문제가 있다. 따라서, 대구, 경북지역의 사회적, 문화적 환경에 부응하는 디자인 산업 활성화를 위한 구체적인 전략으로는 디자인 전문인력 인프라 구축, 디자인 연구개발의 체계화, 디자인 관련 정보의 공유, 디자인 전문회사의 확대 등을 위한 정책 마련이 이루어져야 할 것이다. 그러므로 디자인 중심의 인적, 물적, 지적 인프라 구축을 통한 디자인 기반을 확충하여 지역 혁신 디자인 클러스터화를 통한 대구 경북지역의 경제 활성화에 도움이 되도록 해야 할 것이다.

본 연구는 박근혜 정부의 국정운영 패러다임인 '창조경제'의 측면에서 대구와 경북지역의 지방과학기술정책의 문제점과 개선방안을 살펴보는 것을 목적으로 하고 있다. 창조경제의 패러다임은 연구개발활동에서 지역의 경제 산업적 여건에 기초하여 관련 주체들과 환경 간의 상호작용이 활발하게 이루어지는 생태계 구축이 필요하고, 그런 결과가 일자리 창출 등 경제 사회적 효과로 연결되어야 함을 요구하고 있어 기업과 다른 기관들이 상호적 학습에 체계적으로 관계되는 것을 의미하는 지역혁신체제의 구축과 깊은 관련이 있다. 하지만, 대구경북 과학기술정책의 현실은 지역혁신체제의 조건을 형성하는 데 있어 상당한 문제점을 내포하고 있다. 지나친 중앙정부 사업 유치로 지방수요 반영의 어려움, 미래 기초연구역량 강화와 관련된 사업의 높은 비중, 평가 및 조정 등과 관련된 사업 부족, 기업지원기관의 경험과 운영경비 부족 등의 문제점으로 인해 많은 예산을 투자한다고 하더라도 지역혁신체제 구축에서의 정책의 역할은 높지 않을 수 있다. 따라서 자체사업의 확대를 통한 지역혁신체제의 자주성 강화, 시스템적 사고로의 전환을 통한 조정 및 연계기능 강화, 혁신체제 구축을 위한 소프트한 사업의 확대, 기업지원기관 및 연구 지원기관의 안정성 강화 등의 노력이 필요하다.

농촌정책의 중요한 과제는 농촌 지역경제 활성화인데, 대다수 연구와 정책은 농업인과 농업을 중심으로 전개되고 있다. 그러나 지역경제 활성화는 지역 내의 다양한 산업이 얽혀 내외부의 변화에 반응하는 것으로 어느 한 부분의 성장만으로 농촌 지역경제 활성화는 달성되기 어렵다. 본 연구는 이러한 문제점을 바탕으로 충청남도 5개 군을 대상으로 농촌지역에서 농업부문의 위치를 살펴보고, 농촌에 위치한 산업별 변화요인을 살펴보았다. 분석결과 5개 군에서 농림어업은 수위산업으로서 역할을 담당하고 있으며, 지역 내부요인인 지역산업효과, 지역경쟁효과가 매우 취약함을 보여 5개 군에서 지역경제 활성화를 위해서는 위와 관련한 요인들의 성장을 위한 노력이 필요한 것으로 분석되었다. 또한 농림어업부분은 지역 외부효과에 의해 영향을 많이 받고 있었으며, 도소매업, 숙박 및 음식점업 등 농촌 지역에 기초수요를 제공하는 산업부문의 감소가 두드러지게 나타나고 있었다. 이러한 연구결과가 농촌지역에 주는 시사점은 다음과 같다. 우선 농림어업 내 생산물의 지역내 소비와 연결시키는 노력을 통해 지역산업과 연결시키는 개선이 필요할 것이며, 농촌지역 주민의 기초서비스를 제공하는 업종의 보호를 위한 정책적 수단마련을 위해 읍면소재지 개발 등의 사업내용에 소상공인 지원을 위한 사업내용의 고려가 필요하다.

2000년대 이후 중국정부는 전 국토를 연결하는 '4+4 8대 간선'을 건설하여 상대적으로 낙후된 중·서부지역을 발전시키고 지역 간 격차를 해소하고자 하였다. 일반적으로 고속철도는 지역 간 접근성을 향상시켜 지역경제발전에 긍정적인 영향을 미치는 것으로 알려져 있다. 하지만, 일부 연구에서는 고속철도 건설로 인해 지역 간 불균형이 확대될 수 있음을 지적하기도 한다. 이에 본 연구는 베타수렴모형(beta-convergence model)을 통해 고속철도가 중국의 지역경제성장과 균형발전에 미치는 영향에 대한 실증분석을 수행하였다. 특히, 지역의 발전수준에 따라 고속철도의 효과가 어떻게 달라지는지에 초점을 맞추었다. 이를 위하여 지역발전 수준이 서로 다른 동·중·서부 지역을 연결하는 호용선(Shanghai-Chengdu)을 중심으로 분석을 수행하였다.

With the purpose of long-range planning toward local/regional sustainable development, it is desired to avoid unconditional industrialization and expansion and to build an eco-oriented development strategy considering site-specific characteristics of the environment. This paper thus aims at the elaboration of a system dynamics model of a locality/region so as to understand inherent dynamics of sustainable development and to assess the effectiveness of such an eco-oriented strategy. The model thus consists of several positive and negative feedback loops that accelerate or restrict local/regional economic growth within a system boundary incorporating the environment, economy, and society. The model is moreover applied to the assessment of the effectiveness of the development plan recently established in Damyang in JeollaNamdo, Korea. It is regarded in this case to be effective for population immigration and economic prosperity to give priority to restore the bamboo ecosystem and nourish a series of eco-friendly industries based on the bamboo items developed recently. It is also to be positive to sustainable development since it enables to maintain high quality of the environment from the outset of their development steps.

We Design The problem of underdeveloped areas is emerging as a social problem. Industrialization drove the population to the cities, creating underdeveloped areas. Underdeveloped areas are causing social problems such as population decline and aging. It is necessary to study the continuous tourism development of underdeveloped areas through development and improvement projects. Using social media big data to investigate keywords in underdeveloped areas and see the connection between keywords. The purpose of this study was to conduct core research divided by type and to investigate the keywords of tourism in underdeveloped areas through concor analysis of underdeveloped areas. As a result of the study, keywords were connected for each type of redevelopment, regional development, regional economy, and underdeveloped areas. Through this, the keywords for sustainable tourism in underdeveloped areas were identified. It is hoped that this study will develop sustainable tourism for the keywords of underdeveloped areas.

This paper analyzes the advantages and opportunities of regional development prospects of the China (Anhui) Pilot Free Trade Zone. In addition, it provides suggestions for the future development of the Anhui Pilot Free Trade Zone. The establishment of the Anhui Pilot Free Trade Zone is a major platform for Anhui Province, China, to serve the nation's opening-up strategy to the world and an opportunity for the Anhui region to enhance the level of an open economy. The development plan points out that the Anhui Pilot Free Trade Zone 1) takes institutional innovation as the core, 2) complies with the requirements of the innovation-driven development and promotion of the Yangtze River Delta regional integration development strategy, and 3) plays a vital node role in promoting the construction of the Belt and Road Initiative, and 4) accelerates the construction of scientific and technological innovation sources, advanced manufacturing and strategic emerging industries. The findings of this study highlight three critical achievements as follows: 1) optimization and improvement of the business environment have progressed, 2) the conversion rate of scientific and technological innovation achievements has increased, and 3) advanced high-tech manufacturing and strategic emerging industries are clustered and developed.
