Cultural tourism is a form of tourism based on national cultural identity with the participation of the community to preserve and promote traditional cultural values. Cultural tourism is a trend of many countries in the world, it is suitable for the context in the Mekong Delta, Vietnam. Cultural tourism is very good for poverty reduction activities, so it is considered a direction of socio-economic development. The study's goal is to look at the factors that influence the development of cultural tourism in Vietnam's Mekong Delta. Survey findings from 1275 survey samples in the Mekong Delta, Vietnam, were used to compile the research data. Cronbach's Alpha reliability coefficient; exploratory factor analysis EFA; CFA confirmatory factor; SEM linear regression analysis are used to analyze and assess scales using SPSS 20, AMOS 24 software. According to the findings of the SEM model study, there are six factors that influence the development of cultural tourism in the Mekong Delta of Vietnam, including policy development tourism, infrastructure for tourism, human resources for tourism, tourism resources, geographic location, tourism products, and services. A discussion on administration is proposed to the development of cultural tourism in the Mekong Delta, Vietnam, based on the research findings.

Author outlines briefly developments of policies relating to telecommunication infrastructure and databases since latter half of 1970′s. There exist three phases. The first phase was from later 1970′s to 1985, which was an initial stage of electronic information service in Japan. In the second phase, 1985~1990, basic policy change made possible the privatization of telecommunication services and proliferation of database products and vendors, The third phase began in early 1990′s with downsizing in computer usage, wide-spreading information networks and rapid dissemination of personal computers. Then author describes offers on policy formation for "novel information infrastructure" and current situation concerning the "Internet" in Japan. Finally, tasks and problems for implementing new generation program for information infrastructure and database usage are pointed out, These are knowledge resource, cost, copyrights and cultural problems including language.
Although the fast advancing information infrastructure makes the connectivity possible to reach almost anywhere, it does not ensure a successful development of e-commerce for every country. The challenge will not come only from the technology, but also from the people. To examine the effect of cultural differences on the perception for Internet shopping, shoppers from two different countries - the U.S. and Korea - were chosen, and the perception for Internet shopping from each is contrasted.

The 21st century is currently undergoing an era of urban regeneration. The purpose of this research is to secure and expand the green infrastructure with zoning regulation in the context of urban regeneration. This objective also seeks a way of urban regeneration through the use of existing large parks by employing park-based mixed use districts around the periphery of large urban parks and green spaces. This research examines the limits, problems of existing single- and mixed-use zoning districts for securing of green infrastructure by book review. This research finally advocates introducing a another type of urban mixed-use districts, namely park-based mixed use district and its characteristics and functions, by using landscape ecology and landscape urbanism as a theoretical basis. The results of this research suggested that large parks and green spaces should be considered as one of patch in landscape ecology. This research also discusses the possibility that, as patches have ecotones with greater biodiversity in the peripheral areas of it, the green infrastructure can be constructed around the periphery of large urban large parks and green spaces by introducing cultural ecotone of nature's convergence with the city. As a result, the green infrastructure and high density of land use and using behaviour can be increased. Park-based mixed use districts encourage the convergence of parks and the city, with the park being used as the main function; residential, commercial, business and cultural uses etc. are partial functions. In order for the park-based mixed use districts to be designated, the size of large urban parks and green spaces, as well as location, city function and condition of the peripheral areas all need to be considered. The necessity to examine the designated width of the park-based mixed use districts and the form of the peripheral area was also discussed. This research, which is based on investigative research results, suggests that further in-depth and comprehensive analysis of the actual condition of urban large parks and peripheral areas needs to be completed. Specialists and other interested parties, analysis and investigation on related plans and designs are also needed for the institutional practice.
Recently, our society is seeing cultural value in a new light, perceiving it as an element that creates new values added. Reflecting this trend, the local governments in various levels focus on reviving the regional economies by enhancing cultural competencies and developing the culture and tourism industries. This research is conducted to perform the policy project 'administrative support plans to make Seongnam a hub of international culture and tourism,' which was proposed as part of the urban renewal strategy of the city. This study proposes the establishment of 'policy communities' to build the infrastructure for 'creative cultural content tourism' as a plan to accomplish the policy goal pursued by Seongnam. The focuses include what the policy communities are, how they work, and what the local government has to do with them for a successful implementation of proposed policies, by theoretically examining the composition variables of policy communities. In particular, the study concentrates on how to reconstruct the infrastructure for the culture content technology (CT) in the IT-based city and to transform itself into a city of "creative cultural content tourism". If the policy communities are formed under the proposed model in this paper, it is expected that they will become the viable alternatives in the field.
The purpose of this paper is to analyze the implementation of the GIS infrastructure systems for the u-City, GIS base u-City represents spatial information derived fields, such as geographical distribution of the urban boundaries, physical configuration of the urban locations and cultural characteristics of the urban history. These three aspects relate to urban infrastructure systems implementation, urban monitoring center implementation, and spatial database implementation. In terms of the GIS based u-Ci쇼 urban infrastructure implementation systems, the u-City depends on IT contents and spatial features. IT contents are strongly related to IT839 strategy due to the national agenda is "u-Korea". GIS should contribute to u-City construction through the spatial analyses methods. For these methods various GIS functions will guide to u-City's distribution, location, and characteristics of urbanization. The infrastructure consists of road and road facilities, underground facilities, related agencies facilities, dispatch systems, environmental systems, and urban planning. These six units of the urban infrastructures have spatial databases that consist of spatial configuration, such as dots, lines, and polygons in order to draw the spatial distribution of the u-City GIS based u-City urban infrastructure implementation systems should deal with It convergence to generate fusion affects.

Culture is an indispensable element in modern society in improving the quality of life for city dwellers and stimulating the urbanization. The conspicuous emergence of cultural cities, which is a new paradigm, can be understood in that context. Global cities are pursuing cultural cities, and autonomous regions in Korea are also pushing ahead with the urbanization which combines cultural elements. Specifically, Nam-gu of Incheon has set an example of successful cultural city for other autonomous regions. The cultural environmental policy of Nam-gu is deemed to have retained the infrastructure, cultural urban landscape and living space, and a plenty of contents. The real significance of cultural city lies in the pursuit of sustainable urban development as a culture-friendly city. For that, the direction of cultural environmental city has to be firmly set, and related law and system should be strengthened. Above all, it is critical to pursue human-oriented cultural city by showing citizens what roles they have to play, setting the right direction, and improving the partnership.
Since the beginning of the 21st century, the power source for the growth of our country is shifting from the 'knowledge and information'-centered business to the culture-based business attaching importance to 'creativity'. In the era of creative culture-based economy, the core resources on which the national competitive power depends can be thought to be 'cultural contents'. The current ubiquitous project, which is being promoted in our country, is characteristically placing much emphasis on building-up of the RFID-centered infrastructure so that it is poorly acknowledged by common people to whom its service is actually provided. In this study, the approach to promotion of the cultural service, to which an easy access is available as a result of combining the ubiquitous-based technology with 'cultural contents', is discussed in the 4 aspects.
The grassland regions of Australia, the Pacific and Asia share common latitudes albeit in opposing hemispheres. However, the environmental and socio-cultural context of pasture development in the subtropical and tropical regions of Australia, the Pacific Islands and Asia differ greatly. Successful technology transfer for improved productivity of grazing livestock is beset by three broad challenges; technical, logistical and socio-cultural. The technical challenge of defining the grassland environment and adapting known technology to local conditions can be successfully addressed by local technicians supported by a reservoir of appropriate international expertise. Logistical difficulties that impede provision of infrastructure and continuity of support services are the responsibility of indigenous organizations. Socio-cultural factors are fundamentally pervasive. These challenges, though outwardly obvious, require careful consideration by both donors and recipients of pasture technology to ensure success with pasture development for viable grazing industries.

As the quality of life grows, the role of cultural facilities in urban areas is becoming more important. However, due to various reasons, the location of these facilities shows the geographical imbalance between urban regions. Even though provision of road network can improve this kind of urban problem, in many countries, the provision of urban infrastructure plays a role which is magnifies the cultural gap between regions and socio-economic classes. The findings of this study are as follows. First of all, the inequality of accessibility to cultural facilities is shown over the period. Cross-sectional data shows that the higher the income of a region, the higher the accessibility index(AI) of the zone to cultural facilities at any time. Next, the provision of road network contributes the improvement of AI of high income region. Finally the provision of new facilities has a tendency that these kind of facilities are located to make AI of high income zone better. It means that the decision making by city government intensifies the geographical inequality. This result would be very useful in the decision making process for determining the number and the location of cultural facilities and other similar urban infrastructure as well. Also it will be helpful for the selection of optimal location which considered not only physical distances but also social equalities.
