The police, as an advance guard for performing governmental functions, should conduct their duties to protect lives, physical bodies, and properties in the nation against various kinds of crimes, prevent from a public risk by detecting a factor that can menace public safeguard and public order and suppress it when a risk factor occurs. Practically it is impossible to protect lives, physical bodies, and properties in the nationprovided that social stability is not taken as security. The roles of the criminal investigation police that take a countermeasure to prevent a risk in prior by detecting hindrance factor of social stability and process any occurred crime in conformity with pertinent laws could control a successful performance in each of the police activities themselves. The study assumes that the organizational capabilities of the criminal investigation police exercises a significant influence upon organizational concentration. In spite of the fact that it is natural that the organizational capabilities of the criminal investigation police exercises a significant influence upon organizational concentration, until now it is very deficient in studies of this field. It is a viewpoint that an organizational concentration would be improved when a capability of the organizational staff will be improved, they would have a targeting capability for sharing organizational goals and vision and a systematic capability would be supported by the dimension of the criminal investigation police. The study was aimed to deduce a developmental method for the criminal investigation police by conducting an analysis on the impact of the organizational capabilities of the criminal investigation police upon organizational concentration that it suggest method that the criminal investigation police will make a contribution for maintaining a social order.

Fire investigation to examine ignition and combustion enlargement etc., to assess fire damage and to investigate a fire suspect, is used as a valuable data for better fire suppression and fire prevention police. Fire investigation is divided in to fire-cause investigation, fire-damage investigation, and fire-criminal investigation. At present, fire-cause investigation is lacking In scientific technology; specially is deficient in accurate damage assessment. And considering fore criminal investigation, since the police lacking in specialty on fire take exclusive charge of fire criminal investigation upon general investigation, it is difficult to investigate fire criminal effectively. Finally deficiency in fire investigation operates as very big blind-spot in fire safety having important axis in social safely; the loss is shifted on nation's shoulder. To solve those problems, legal, institutional, operational preparation is urgent. And so, this study tried to stabilize specialty of fire-fighting to offer more active, qualitative fire administration service, and to contribute to public peace and welfare by grasping problems after diagnosing Korean fire investigation and proposing the solutions.

In a side of criminal law, fire investigation, as general people fully can understand and prosecution is possible until deciding its cause and suspect, scientific researching method should be studied deeply. This paper proposes an establishment of fire investigation act and its sub-laws, constitution of joint commission for fire investigation, modernization of fire investigation equipments, substantiality of professional education for fire investigation and subjugation of departmentalism as a method to maintain and supplement an institution of fire investigation in Korea.

Recently, police agency and social scientists' interest in the criminal profiling is increasing. Since serial killings had sharply increased during 1960s in U.S. the American law enforcement agency were pushed to solve those criminal incidents. Therefore, they drew various investigative techniques. But there are no study for the criminal profiling of arsonists. So, this paper reviewed prior studies on the arsonist's type and suggested how to apply this kind of basic information for investigating arson cases in Korea.

There is no substantive enactment in our country to regulate testifier's false statement in the process of investigation under current law. In consideration of such investigation reality, there exist predominant view that the regulations against testifier's untrue statement are necessary to fine actual truth on criminal justice. However, such view is not quite agreeable, for it holds a probability that excessive investigation rights might cause infringement on personal rights. It's because of human rights protection that the criminal justice puts before the finding of actual truth as its biggest principle, and as we see above, any testifiers' untrue statement are already punishable, although restrictive, through interpretation of deceptive scheme under current law such as obstruction of justice, crimes of sheltering or flying a criminal or calumny.

This study is to develop a named entity recognition model specialized in criminal investigation domains using deep learning techniques. Through this study, we propose a system that can contribute to analysis of crime for prevention and investigation using data analysis techniques in the future by automatically extracting and categorizing crime-related information from text-based data such as criminal judgments and investigation documents. For this study, the criminal investigation domain text was collected and the required entity name was newly defined from the perspective of criminal analysis. In addition, the proposed model applying KoELECTRA, a pre-trained language model that has recently shown high performance in natural language processing, shows performance of micro average(referred to as micro avg) F1-score 98% and macro average(referred to as macro avg) F1-score 95% in 9 main categories of crime domain NER experiment data, and micro avg F1-score 98% and macro avg F1-score 62% in 56 sub categories. The proposed model is analyzed from the perspective of future improvement and utilization.

301 cases of chemical accidents occurred during the recent three years('13~15) recording about 100cases on average in Korea.. Chemical accidents has brought casualties and negative impact on the environment. The chemical accident by transporting vehicles during recent 3 years records 21 on average & takes about 21% of the whole chemical accident. Systematic investigation on chemical accident was needed by corresponding authorities since the transport accident has occurred on the road, all over the nation. For the systematic investigation on the accident scene by the corresponding authorities, the cooperation of transport companies and transport contractor is highly necessary. The investigation of such accident scene was examined and analyzed in this study. Through this study, the results can be basis to analyzed the cause of chemical accident by transporting vehicles and to prepare procedures for on-site investigation and handling systematically.

In the universities of U.S.A., Criminal Justice is the interdisciplinary study of the institutions and policies that constitute the criminal justice system, as well as theories of human behavior and philosophies of justice related to the maintenance of social order, the control of crime, and the achievement of a just society. There are 103 American Universities have Criminal Justice department and they provide about 180 differents courses as a pre-requisition or optional subject in the major. The most 10 courses that those colleges adopted are Introduction to Criminal Justice, Criminal Law, Criminology, Criminal Procedures, Research Methods in Criminal Justice, Criminal Investigation, Juvenile Justice, Terrorism, Ethical Issues in Criminal Justice, Introduction to Psychology or Introduction to Sociology. Also, 10 fields more important in the major if we group together similar courses those are Criminal Justice and Procedures Sequences, Law, Justice and corrections, Theory and Methods Sequences, Homelend Security and Security Operations, Forensics and Cybercrime, Management and Administration, Police, Race and Ethnicity, General Requirements, Other Social Science Fields. The combined degree program leading to Bachelor of Arts Degree in Criminal Justice and Master in Public Administration provides a concentration in criminal justice, management, administration, and leadership. They have big different courses between USA and Korea event though they have similar educative goal and way of approach to the target in the major.

Digital forensics is the process of proving criminal charges by collecting and analyzing digital evidence which is related to the crime in question. Most digital forensic research is focused on digital forensic techniques themselves or cyber crime. In this paper, we designed a digital forensics-criminal investigation linked model in order to effectively apply digital forensics to various types of criminal investigations. Digital forensic ontology was developed based on this model. For more effective application of digital forensics to criminal investigation we derived specific application fields. The ontology has legality rules and adequacy rules, so it can support investigative decision-making. The ontology can be developed into an intelligent criminal investigation system.

Criminal profiling, also known as offender profiling is designed to predict the characteristics of unknown criminal perpetrator through an analysis of the crime scene. Until now, there has been conflict about the effectiveness of criminal profiling among academics. In this study, 113 police investigators', working in serious crime divisions, were interviewed about their experiences with criminal profiling, and their belief about its effectiveness. 63.7% of the respondents agreed that criminal profiling is a valuable investigative tool and 62.8% agreed that profilers are valuable to criminal investigations. A total of 31.8% agreed that profilers help the police identify offenders and 15.0% agreed that there is no risk of profiler misdirecting and investigation. 61.5% of the respondents who had reported using a profile agreed that profiling is helpful and 71.4% told that they would use profiling again in the future.
