  • Recently, alarmed by the frequent international terrorism or safety accidents, the host countries of world sports events are focusing on security activities for the sake of the participants, facilities, events and competitions. They are alarmed because in case any happenings like international terrorism or safety accident, the contest itself can be criticized to be a failure as much as the international reliability of the host nation may well crash. We can see that any failure in coping with terrorism or safety matters can lead to a nation-wise crisis in the case of Indonesia where the October 12th of 2002 terrorist bomb attack in Bali damaged the image of the nation followed by the similar case in Philippine (Oct. 20th, 2002) where the same terrorist attack dramatically scared away the tourists to the nation. Korea is scheduled to hold the World Championship in Athletics in Daegu Metropolitan City in 2011. Also, it is slated to host various world sports events such as Yeosu International Exposition and Incheon Asian Games. In these contexts, this study analyzes counter-terrorism cases related with the recent international sports events that have been organized in a variety of manners in the era of globalization. This study aims to show alternatives for the safety management in these events. In other words, it is focusing on giving directions to the safety policies of the nation -which may become the future hub of north-east Asia and the world - for more perfect guard and defense, and counter-terrorism activities in all the conferences, sports events and international festivals where any private defense and guard companies are allowed to cooperate with the police force or public security agencies.

Also, with the change, the concept of "big government" has emerged as the role of nation expanded. The modern society sees every country change from small government to big government in order to realize the establishment of welfare state. A comprehensive interpretation of security is needed in order to comprehensive protection of citizens beyond outside invasion such as crime, new disaster, terrorism. In Korea, incidents such as Cheonan-Ham, Yeonpeyong-Do, foot-and-mouth disease, Ddos terrorism, pirates hostages, mad cow disease, AI are happening and the humanitarian support for North Korea and the summit of South and North Korea are at a standstill. Also, National emergency management system, comprehensive emergency management center, countrol tower, national security system, cooperation with citizens, establishment of legal and institutional system are needed. The importance of this research is on the reestablishment of new national security and emergency management system according to the comparison between the national security and counter-terrorism system of Korea and that of the United States which is a leading country in this field. Also, the establishment of national emergency management act is needed as a statute for effective function as currently various laws and administrative organizations are dispersed.

  • It is very difficult for ordinary people to commit suicide bombing because of two reasons. First off, suicide bombers have to sacrifice themselves. Moreover, suicide bombers should kill innocent people who are not directly related to their goals. However, suicide bombing increase and 2,670 people were killed in 2011 due to suicide bombing. Ropoport indicated that suicide bombing is related to the fourth wave in modern terrorism. This study explored the current situation of suicide bombing and analyze suicide bombers' motivation with several cases. The suicide bombers' motivations were explained by two categories, which are individual and organizational(or social) aspects. The individual aspect included the loss of family, trauma, and distorted recognition of society. The organizational(or social) aspect consisted of religion, ideology, and strategy. It was found that these aspects influence suicide bombing. There was no suicide bombing in Korea, but we need to prepare for suicide bombing because of high possibility.

And if these legal values are damaged, it is very unlikely that they will be restored to their original state. Therefore, it is necessary to recognize the importance of preventive activities as well as institutional improvement and alternative policies. The role of the criminal justice authority is of paramount importance in ensuring proactive action and procedural legitimacy. It would be meaningful to look at their perception about terrorism before specific procedures and legal approaches are taken. • Terrorist organizations that take advantage of the occasion of international events are changing from targeting specified people to attacking general public, raising the anxiety of the audience and participating countries. Therefore, the host country intends to improve its status as the host by ensuring safety and crisis management at any cost. As a country with a wealth of experience of hosting international events, Korea takes the burden of the security at Pyeongchang Winter Olympics. Consequently, to successfully host this winter Olympics, the organizing committee should bear in mind that Korea is no longer a safe country regarding terrorist attacks and take countermeasures against various crimes and terrorism that may arise during the Winter Olympic Games. This study overviews various measures as follows. First, the change of counter-terrorism strategy is necessary. Second, the safety entity and safety measures for Pyeongchang Olympic Games should be established. Third, private security companies should be actively utilized. Fourth, the safety management training for private security and safety personnel should be strengthened. Lastly, it is necessary to establish a rapid and organic preemptive safety management system to cope with safety and crisis effectively at Pyeongchang Winter Olympics and other international events that will be held in the future.

  • South Korea opened Incheon international airport(IIA) in march 29, 2001, with high expectations of becoming the distribution hub of Northeast Asia and aiming at a world best air hub. IIA compares quite well with any other leading airports in the world in it's facilities for the movement of people and vehicles. However, with the sequence of events following the September, 2001. terrorist attack and the war in Iraq, South Korea, an ally of the US, cannot be considered a safe haven from terrorism. At a point in time when national security is given utmost importance, it is necessary to reevaluate the security of airports, because international terrorism can only occur via air and seaports. Nowadays all the countries of the world have entered into competition for their national interests and innovation of their images. with the increasing role of international airports also comes an increased likelihood as a terrorist target, because it can affect so many people and countries. From the condition of current international terrorism, we can realize that our IIA is not completely safe from a terrorist attack. The major part of counterterrorism is event control process. It's very important for quickly saves an accident and rescues a life of person, In addition for the normalization which the airport operation is prompt. In conclusion, we should secure the legal responsibility and establish and establish a system under which we can work actively in order to implement counter terror activities from being taken an airport.

  • Today's high-rise buildings are increasing concern about the safety and evacuation of people related to the fire and threat from outside. Terrorism breaking out in high-rise buildings, a symbol of the national economy results in a number of casualties, economic loss, social fear and damage to national status. That's why high-rise building has also emerged as a target of major terrorist attacks, compared to other types of buildings. We have 54 high-rise buildings in 15 regions over the country. The Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government have offered the guidelines to prevent terrorist attacks toward high-rise buildings. Since the 9/11 terrorist attacks, the U.S. Federal Emergency Management Agency (FEMA) has developed and taken advantage of the Risk Management Manual Series. According to this manual, pre-assessment is conducted for the prevention of terrorism and particularly in FEMA 455, risk of the surrounding areas, vulnerability, possibility from terrorist attacks are checked. After the check, experts classify the risk of terrorist attacks toward the high-rise buildings and according to the risk classification, architects, security experts and structure engineers can carry out terrorism prevention program for high-rise buildings. The U.K. NaCTSO has also offered the terrorism prevention guidelines. Therefore, the Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government should make more concrete guidelines for high-rise buildings such as what U.S. FEMA and U.K. NaCTSO implement, including prior evaluation technique for terrorism risk.

  • The purpose of this study is to provide a general trends in recent terrorism in North America and Europe over the last five years. In particular the terrorism which occurred after 2012 shows the transition in trends as terrorists attacks civilians and public places(soft target) rather than targeting national facilities or specific people. For instance, the Parris terror attack and Barcelona vehicle attack shows this changes clearly. The terrorists appeared to attack ordinary people in urban places with high population density. Although the trends are changing, there are still few studies focusing on the current situation, and most of the previous studies have focused on changing in strategies and counter-terrorism in each country after the 9.11 terror. Meanwhile, studies examining the trends of terrorism have been limited to analyzing few cases or using relatively monolithic data of Global Terrorism Data(GTD). While the types of terrorism that occur recent years including 'new terrorism' in many respects, it seems to be difficult to classify with GTD data and/or case studies. Therefore, it is necessary to construct new data that perhaps grasp the recent trend of terrorism from different perspectives. In this point of view, this Based on this, this study collects terrorism data from North America and Europe for the past five years, by using the National Intelligence Service's annual report on terrorism as a sampling framework and analyse the trends and changes. The result shows similarities in the methods of attack, and the type of weapon they used. As vehicle attacks has been raised in few years, damage area has been widen and casualties also have been increased.

  • Korea has established diplomatic relations with 190 countries in the world. It opened its diplomatic offices in 113 countries. Korea raised its status in international society through multinational force peace activities, national defense cooperation activity and UN peace maintenance activity for the maintenance of world peace. But there have been vio lent crimes by terrorist organizations and armed groups that try to achieve their political, religious and ideological go als greatly damaging Koreans working in overseas countries. This research studied the tendency of international terr orism against Koreans. The suggestion and conclusion are as follows. First, the study shows that armed groups and extremists have threatened and attacked Koreans in overseas countries. But there aren't enough personnel who can i mmediately and correctly analyze and respond the threats and attacks. So it is urgent to raise experts continually an d develop manuals to respond the attacks. Next, the damaging targets in overseas countries have been changed from hard targets to soft targets. There could be a limit in the restriction of basic rights of people by governmental agenc ies. So it is necessary for people to show mature civic awareness not going to a tourism-prohibited area.

  • Since the September 11, 2001, the motives and objectives of terrorism that have been targeted at hard targets such as key national facilities have now shifted towards soft targets such as subways, department stores, and tourist hotels; the attacks on these soft targets are steadily increasing. Simultaneous, unconventional, and indiscriminate terrorist attacks on civilians has also increased. In November, 2010, nearly forty states of the G20 and B20 (Business 20) will join in international summits to be hosted in Seoul. This coming July, an additional 350 troops will be deployed to Afghanistan for the sustainment of public security. Such events are sensitive topics, and there is the possibility of terrorist movement. Korea has successfully hosted various international events such as the APEC and ASEM Summits, and the 2002 Korea-Japan World Cup. The experiences from these events must be applied to ensure the safety of public facilities against the dangers of terrorism. First, counter-terrorism center must be established for the long-term, above the General Officer level to ensure the safety and efficiency of multilateral, international summits, as well as promoting policies and legislation aimed at preventing terrorism. Second, a terrorist threat management system must be secured and safety measures must be emphasized. Third, a fundamental structure must be established for the prevention of terrorism on public facilities, as well as legal and government action against the new threat of IED. Fourth, the police and fire fighting networks' must have a firm rapid response posture on the scene of an attack. Fifth, the state of mentality on the recognition of terrorist threats must be changed and restructured by promoting to and educating the population. Sixth, prevention measures must be established via research and academia. Seventh, for the guarantee of security in public facilities, safety management should employ cutting edge technology such as the 3D SICS and further develop and apply such technology. All methods and resources must be fully utilized for the establishment and strengthening terrorism prevention measures.
