The unequivocal risk of climate change, the weakness of energy security, and the problem of air quality will be possibly accelerated by the same reason, the enhanced fossil fuel dependancy in the future. It is obvious that greenhouse gases and air pollutants are mainly emitted from same sources. Moreover, greenhouse gases and air pollutants have their adversed impacts on same socio-economical, and environmental sectors. With these regards, several but limited studies have emphasized on the importance of the integrated management of climate change and air quality problem. In this study, we address the current trend of energy consumption and the change of air quality condition. Also the related policies are checked out in order to reduce emissions of greenhouse gases and air pollutants in Korea. By surveying previous studies, it is shown that the cost of climate change actions can be reduced by air quality co-benefits and vis-a-versa. Also the integrated strategy for climate change and air quality is introduced in term of cost-effectiveness and co-benefit.

건설공사비지수는 과거의 공사데이터를 바탕으로 신규공사의 공사비를 추정할 수 있을 뿐 아니라, 공사 수행 중 원가를 구성하는 비목의 가격이 상승 또는 하락할 경우 계약금액을 조정하는데도 활용된다. 국내의 경우 건설공사비지수는 주로 계약금액 조정을 위해 활용되고 있지만 계약금액 조정에 활용되는 지수의 경우 비목별 지수 산정시 건설원가의 변동을 적절하게 반영하지 못하는 문제점이 지적되어 왔다. 본 연구에서는 기존의 공사비지수 산정에 관한 선행 연구들을 비교 분석하고, 도로 건설공사 내역서의 분석을 통해 노무, 재료, 기계경비를 구성하는 주요 항목들을 중심으로 도로 건설공사비지수를 산정하는 방법론을 제안한다. 본 연구에서 제안하는 각 비목별 주요 항목의 투입 구성비를 활용한 지수산정 방법론의 적용을 통해서 건설원가의 변동을 적절히 반영하지 못한다는 기존의 문제점이 보완될 수 있을 것으로 기대된다.

International oil prices is the world's leading macroeconomic indicators. Rising international oil price has been worsening. profitability of construction company including material cost as well stagnation in housing market. Thus, according to fluctuations in international oil prices has cost index need to see any change happening there. in this study, 2000 to 2011 interest rates, exchange rates and oil price fluctuations in construction cost is to compare the impact.

In this paper, effects of information sharing in multi-level supply chain management have been studied through simulation. The simulation model consists of a manufacturing company as a center, three suppliers, two logistic centers, and three different retail supply lines of each logistics centers. The mathematical model and the simulation were developed when real-time information sharing occurs and does not occur in supply chain under the assumption that each company applies (s, S) inventory policies. In addition, this paper analyzed the effects of the change of variables related to total costs, which compose of total ordering cost, total transportation cost, total carrying cost and shortage cost that are caused by the change of demand of three different patterns with the way of information sharing.

The presence of imprecise measurement may seriously affect the efficiency of process control and production cost. A cost model is derived to determine the design parameters of the economic asymmetric $\bar{X}$ and S control charts including measurement errors. The effects of imprecise measurement on the performance of the economic asymmetric $\bar{X}$ and S control charts and production cost are examined for the case where the process mean and process standard deviation may change. Application of the proposed control charts is demonstrated through an example. Numerical examples illustrate the effects of imprecise measurement on the design parameters of the proposed control charts. It shows that the imprecision measurement may seriously affrct the ability of the proposed control charts to detect process disturbances quickly, change the sampling frequency, and increase the production cost compared to the control charts excluding measurement errors.

This study shows the effect of inventory policy change from supplier-based to customer-based. We focus on the service level, cost, and information distortion of the Military Supply Chain(MSC) with System Dynamics. We design MSC model according to field practician interviews by using Vensim. The simulation makes a comparison between supply-based inventory policy performances and order-based inventory policy performances. In order to evaluate the MSC performances, we measure the accumulation of backlog(service level), supply chain cost, and order percentage overshoot(information distortion). The results show that 1) changing inventory policy from supplier-based to end customer order-based gets a good customer service, reduces MSC cost, and prevents information distortion, 2) changing inventory policy from supplier-based to immediate customer order-based reduces a small amount of MSC cost and deteriorates customer service, and 3) supply level is main factor for MSC performances improvement. This study implicates the policy change makes a improvement of MSC performance without introducing information system.

This paper is concerned with the problem of designing a guaranteed cost state feedback controller for singular systems with time-varying delays. The sufficient condition for the existence of a guaranteed cost controller, the controller design method, and the optimization problem to get the upper bound of guaranteed cost function are proposed by LMI(linear matrix inequality), singular value decomposition, Schur complements, and change of variables. Since the obtained sufficient conditions can be changed to LMI form, all solutions including controller gain and upper bound of guaranteed cost function can be obtained simultaneously.

동해의 명태어획에 대한 온도변화의 영향을 분석하기 위해 트랜스로그 비용함수를 사용하였다. 명태어획량은 원재료가격과 수온에 매우 민감한 것으로 나타났다. 최근 기후변화가 동해의 수온에 영향을 주고 이는 냉대성 어류인 명태의 어획량 감소에 영향을 주었다. 추정결과 해수온도의 화시 1도 증가는 9%의 어획량을 감소시키는 것으로 나타났다. 기후변화의 영향이 명백한 것으로 보이며 어획량 감소 방지는 어려울 것으로 판단된다. 따라서 우리나라 명태산업의 쇠퇴는 불가피하기 때문에 정책당국의 지원이 냉대성 어류로부터 난대성 어류로 전환되어야 할 것으로 보인다. 하지만 명태의 어획량 감소가 기후변화의 영향만이라고 단정하는 것은 아직까지 어려울 것이다. 다른 설명으로는 국산 명태의 수요 증가에 따른 어린 명태(노가리)의 포획과 수질오염을 들 수 있다. 따라서 정책당국은 지속적인 모니터링을 통해 불법적인 조업과 해양 투기를 단속하여 수산업을 보호해야 할 것으로 판단된다. 또한 동해안 인근 국가들의 정치적인 협력을 통한 명태 어종 보호가 필요할지도 모른다.

The basic type construction cost which is the base of the building cost estimation is being adjusted according to the price changes by utilizing the apartment construction cost index in order to flexibly operate it. In this study, we analyzed the change trends and characteristics of the housing cost index for the basic type building cost model project operated from September, 2012 to March, 2018. As a result, the increase in material costs is slight while the share of the labor cost increased in the construction cost due to the rise of labor unit price, leading to a perceived increase in sensitivity of labor costs. We should be careful to keep the sensitivity of the material cost and the labor cost to an appropriate level so that the index may not be distorted.

The Development of Cost Management is embossed efficiently to use the budget for the construction industry. The government is exploring every efforts and polices to control increasing the budget for the construction industry. However, despite of the government's efforts, researches are insufficient for a cost management of development. Also, the changed cost of construction by frequent plan change is caused of decline in quality etc during an accomplishing project. Therefore, in this study, analyzed about principal official phase of design phase to solve the problem. In order to define clearly the target cost concepts in the planning phase apply to the DTC(Design To Cost) concept and technique at the development of cost management process which will be able to manage the enterprise expense. It's process is expected with the fact that will be the possibility efficiently of fixing target cost in the planning phase by the construction client and designer.
