The Study overviews the development process throughout the foundation procedure of the records centres of the urban Construction. The other purpose of the study is to look over the managing process of urban construction records in the Shanghai Municipal Urnan Construction Archives. As the late of 1950s in China, the principle was set up as the special work in every stage of the urban construction, differently general public records. so records centres is established at the agency where is in charge of the records of urban-construction that has managed the records of the urban-construction intensively and unitarily. During the Great Culture Revolution, while Records Management has ceased. after Revolution, Records management for urban construction developed unprecedentedly. As the 1980s in China, urban construction archives instead of records centres existing started to manage records of urban construction. urban construction archives was established at the 332 of 467 urban the whole country in the 1990s. Shanghai Municipal Urban Construction Archives founded in 1987 where has preserved urban construction records of 230,000 files by abiding by the Provisional Regulation of Management of Urban Construction Archives in Shanghai and other regulations. recently urban construction records management looks forward to new aspect. at first, Managing system setting up for affordable new environment (market economy, modernization of information disclosure)is core stage. second, developing the contents as well as managing records is important. finally making a profit is priority for records management.

The Korean government makes an effort to raise the competitive power of nation through CM activation in the construction industry. Since the first CM service was applied to the atomic power plant project in 1986, the number of CM contracts are continuously being increased and will be up to 20% by 2002 in public sector. However, the public projects had been executed without any procedure manual or standard guideline of CM services. Meanwhile the Ministry of Construction and Transportation issued $\ulcorner$CM Service Guide$\lrcorner$, but the guide shows an indefinite description in the responsibility, authority and scope of activity for the project participants. Therefore, it is required the procedures be improved and scope of activities be established for the project participants. This study was generated from the comparative analysis of $\ulcorner$Standard CM Services and Practice$\lrcorner$ Published by CMAA and domestic $\ulcorner$CM Service Guide$\lrcorner$ and the case of Incheon International Airport construction. The purpose of this study is to provide the fundamental data for an improvement in the procedures of project execution and the construction manager's activities/rolls shown on $\ulcorner$CM Service Guide$\lrcorner$

These days buildings have more possibilities to occur construction delay as many variables and risks are inherent in them due to the enlargement and complexity. When a project is delayed, it generates extra working expenses and this causes a dispute between the employer and the constructor. Most construction sites conduct emergency construction work to recover the delay of the project duration. When an emergency construction is carried out in the actual construction site, it's necessary to utilize and distribute the proper working groups based on the procedure of successor and predecessor. Many constructions, however, have been going only with more number of work forces and working time. This study suggests a process management optimization plan with an application of emergency construction scenario by using linear programing.

This paper presents a fuzzy set theory based formulation and heuristic which will allow plant layout problems to be solved for more than two input goals with different weights. The heuristic combines a construction and improvement procedure to generate a good layout from the formulation. To test the effectiveness of the heuristic, a set of examples previously used by various authors is solved and the results are compared to those from other known heuristics. The comparison indicates that the proposed method performs well for each of seventeen classical test problems.

The purpose of this paper is to examine the present performance evaluation methods and to make Monte Carlo Simulation Model for the IT-based Government innovation project. It is suggested the proper ways in applying of Monte Carlo Simulation Model by integration of present evaluation methods. The purpose of this research is to propose the conceptual model of Scenario-based Project Planning Expert System which has not been used in domestic LNG plant industry. This research examines data on the plant project planning expert system of domestic and oversea, analyzes the components of project planning expert systems and benchmark excellent cases. The conceptual model of LNG plant project planning expert system is established through the procedure as has been noted above. The results of this research are as follows: First, this research draws out such components of LNG plant project planning expert system as feasibility, cost control, contract management and risk management. Second, this research proposes the conceptual model of LNG plant project planning expert system which core module is consist of feasibility evaluation, life cycle cost evaluation and decision making. Finally, each module of LNG plant project planning expert system would be integrated into the Scenario-based Project Planning Expert System.

A life cycle cost analysis model for public water supply systems should be different from the ones for other civil and architectural facilities as the operation and the maintenance cost of the water supply systems mainly come from the various mechanical systems and the pipeline systems of the collecting/treating/distributing facilities. This paper presents a cost classification scheme and a life cycle cost analysis model for public water supply systems. A value analysis (VA) procedure that is well suited for practical purposes is also presented. The presented life cycle model and the value analysis procedure were applied to a real world project, and this case study is discussed in the paper. The model and the procedure presented in this study can greatly contribute to the value-oriented design alternative selection, the estimation of the maintenance cost, and the allocation of budget for water supply system construction projects.
