Analysis of the CM Industry Trends and Prospects : 1997 to 2013 Statistics (CM산업 동향과 전망 : 1997~2013년 실적자료 기반 분석)

  • CM services have continued to grow since the establishment of CM policies in 1997. Recently, strategies for overseas CM services have widely been discussed, because the CM services have expected synergy with planning, engineering, procurement and construction. However, there has been lack of quantitative and comprehensive research to investigate CM trends and prospects. In this sense, the purpose of this research is to statistically analyze total of 2,983 CM service contracts over the past 16 years (between 1997 and 2013) published in KISCON (Knowledge Information System of Construction Industry) in order to examine current status and future direction of CM industry.

  • Knowledge has been considered one of the important elements that determine our future. Competitive power of an enterprise has also been transformed from labor, capital, and technology-oriented to knowledge-oriented. Current construction environment is experiencing overall decrease of number of construction contracts due to opening of domestic construction market and economic slump, problems on methods of receiving orders/bidding, and change of costumers' attitude, which intensify competition, therefore many companies consider adopting knowledge management to secure their competitive power. However, there are difficulties in adopting knowledge management and increasing the use by establishing management plan, Performance Measurement, and knowledge maintenance system in reality. Therefore, this study is to provide assistance to successful realization of knowledge management by suggesting development plan of knowledge management that enables knowledge management more efficient with certain goals.

  • Problems related to construction contracts arise if they are not reflected in the design phase from the planning phase of the construction project, or if they are not properly dealt with despite various changes in the construction phase. So far, there have been a number of discussions in Korea regarding the improvement of the procedures for resolving construction disputes, and the problems related to the procedures for solving construction disputes have been raised steadily, but the problems related to the procedures for solving construction disputes are still unresolved. Therefore, in this study, the followings were proposed to strengthen the international competitiveness of the construction industry. First, the so-called Construction Dispute Mediation Act should be enacted to prepare the basis for the establishment of a tentatively named Construction Dispute Mediation and Arbitration Agency(CDMA). Second, the work of the CDMA should be limited to the work of supporting the DRB, mediation and Arbitration the private and public sectors. Third, it is required to choose between adjustment and arbitration when obtaining a contract and to operate the DRB during construction phase. Fourth, CDMA should be established as standing bodies, and branches should be operated in various parts of the country. Fifth, construction experts from various areas should be included as members so that disputes over construction contracts can be dealt with quickly. And finally, relevant laws that specify the procedures for dealing with construction disputes should be amended together.

  • There have been many studies on the subject of risks in the Construction Industry and many useful results have been produced. However, risk studies on the conditions of contract, which is the most critical contract documents, has not been tried despite of its contractual function in the overseas projects. In this study, various contractual risks are identified for proper and reasonable evaluation of the contractual risks possibly encountered in the Tender and/or Contract stages of the Projects. For development of study, FIDIC Red Book 1999 Edition which is world widely recognised as a standard conditions of contract prepared for the projects designed by the Employer. Contractual risks are divided into three levels and applicable clauses are assigned to each appropriate risk factors. And table of major contractual risk factors are made using the classified levels of each factors with evaluation criteria as a result of this study. As this study is made only for the conditions of contract which is prepared for the construction contracts designed by the Employer, further studies for other types of contracts such as Design-Build (FIDIC Yellow Book), EPC/Turnkey (FIDIC Silver Book) and recently developed Design, Build and Operate type of contract (FIDIC Gold Book) are required to cover various types of projects executed in the world construction markets.

  • Continually having growed up overseas construction market for new Nuclear Power Plant(NPP), the exports of Korean Reactor emerges as the key task of National Nuclear Business. The objective of this study is to strengthen the competitiveness of Korean Reactor through the improvement of Construction Project Contract & Delivery System for NPP. This study suggests the method for increasing Korean Reactor's competitiveness of exports by analyzing the business environment of foreign market and comparing Contract & Delivery System between domestic and foreign.

  • The present Korean laws related to anti-corruption are not effective in preventing corruptions[1]. In this context, the purpose of this study is to build the proactive anti-corruption operating system that has the function to prevent corruptions from occurring in the contract and procurement sector of Korean public construction projects. The proactive anticorruption operating system consists of four parts ; developing integrity performance manual(IPM), making integrity performance plan(IPP), practicing IPP, and integrity performance evaluation(IPE). By analyzing various kinds of audits and relevant laws and interviewing with government officials and staff in construction companies, the causes and stereotypes of corruptions and the concept, role, and guide of IPM, IPP, and IPE are provided in this paper.

  • Although design-build construction projects have recently increased. general conditions of construction contract are not reflecting the characteristic of design-build construction projects neither performing its fundamental roles as implying many claim elements. So. this study aims to propose the basis for improving the general conditions of the domestic design-build construction projects. This study reviews literatures associated with design-build construction contract and analyses domestic general conditions into foreign standard forms of general conditions. Additionally, it is examined the problems of design-build construction contracts and performed questionnaire survey to the practitioner in the construction contract field. In doing so, this study suggests the direction for improving general conditions of domestic design-build construction projects.

  • After the construction participants system is abolished, expectations are high for its consequences such as liquidating paper-companies, holding back low price contracts, and improving multi-stepwise subcontract structure. However, the professional construction firms have been took responsibilities and obligations as businessmen employing the chief workmen and construction workers. For this reason, it is expected that they will be charged a great deal of expenses such as increase in labor management services and laborers, the occurrence of an retirement grants, insurance fees, etc. Since the hold on power of field managers are getting weaker toward the construction workers, it is most likely to have loss in efficiency of production in the long term. Therefore purpose of this research is to analyze difficulties and the point at issues with which professional construction firms are undergoing after abolishing the construction participants system by investigating on the actual condition in the field management. For this research, we got a grip on the actual condition and analyzed the rise of a primary factor on reinforced concrete construction.

Improvement of the Calculation Standard for Prolongation cost of Long-term Continuing Contracts Construction Project (장기계속계약공사의 공기연장 추가간접비 산정 개선방안)

  • In Korea, additional indirect costs generated from the time period extension of public construction projects have been studied. Practical claims against such costs are increasing. There are no clear criteria for calculating the delay cost caused by the extension, and thus calculation methods differ across entities. Logical valid calculation methods have also not been researched. Further, there are no Korean studies on the additional indirect cost caused by a suspension in a public construction project on a long-term continuing contract. The purpose of this research is to propose a method of calculating the indirect cost incurred by construction time extension that reflects the characteristics of Korean public construction projects. The cost patterns generated during construction periods were analyzed, and then the current criteria of calculating the indirect costs caused by the extension were examined. Following this, actual conditions and practices in the field were surveyed and the current calculation method was applied to a model case to compare the actual cost and that determined from the current calculation method. Issues with the current method were identified by this comparison. Based on this, this research proposes a method of calculating the total actual cost caused by a suspension in a public construction project that is appropriate for calculating the additional indirect cost generated by a suspension in a public construction project on a long-term continuing contract.

Classify and Quantify Cumulative Impact of Change Orders On Productivity Using ANN Models

  • Change is inevitable and is a reality of construction projects. Most construction contracts include change clauses and allowing contractors an equitable adjustment to the contract price and duration caused by change. However, the actions of a contractor can cause a loss of productivity and furthermore can result in disruption of the whole project because of a cumulative or ripple effect. Because of its complicated nature, it becomes a complex issue to determine the cumulative impact (ripple effect) caused by single or multiple change orders. Furthermore, owners and contractors do not always agree on the adjusted contract price for the cumulative Impact of the changes. A number of studies have attempted to quantify the impact of change orders on project costs and schedule. Many of these attempted to develop regression models to quantify the loss. However, regression analysis has shortcomings in dealing with many qualitative or noisy input data. This study develops ANN models to classify and quantify the labor productivity losses that are caused by the cumulative impact of change orders. The results skew that ANN models give significantly improved performance compared to traditional statistical models.
