A Study on Core Competencies to increase Global Competitiveness for the Korean Construction Industry - Focusing on Discrepancies Between Construction and Design Competencies - (국내 건설산업 해외 진출을 위한 핵심역량 도출 - 설계 / 시공 역량 차이를 중심으로 -)

  • The Korean construction industry has led the miraculous economic boost of Korea by providing solid domestic infrastructures such as highway, roads, and airports. It also played a critical role in global construction market and eaned more than 500 billions dollars in terms of their accumulated international orders. However, domestic construction market has significantly decreased in recent years due to the domestic political environments and global economic crisis. Therefore, the importance of international construction market cannot be more emphasized to the Korean construction market in order for the sustainable growth. There has been, however, little research in the area of identifying required competency elements for the Korean construction industry to stay successful in the global market. The main purpose of this study is to identify elements of core competency to increase global competitiveness for Korean construction industry. Core global construction competency elements were derived from the internal and external environmental analyses along with the extensive literature review, expert interviews and a survey. This study utilized the Importance-Performance Analysis (IPA) and a gap analysis in providing insights on the status competitiveness of the Korean construction industry in terms of required global core competency elements. The analysis shows that project management and financial management are the main areas for improvements required to engineering contractors while construction contractors need to take a more balanced approach among technical, project management, and financial management in order to increase their global competencies.

Risk Analysis using Construction Insurance Claim Payouts (건설공사보험 피해 보상금 지급액을 활용한 리스크 분석)

  • Recently, the quantity of risk in construction project has been inflated due to the fact that current construction projects have been large and complicated. Therefore, a study on the risk management methods is necessary that can predict and respond to the need in complicated modern construction projects. In this study, the objective is to analyze the cause of accident in actual construction sites and develop a risk assessment model based on insurance claims records. To reach the goal of this study, first, the frequency and severity of accidents are analyzed the causes of accidents based on the classification; progress rate, season, and total construction costs. Second, a risk assessment model is developed by utilizing a multiple regression analysis. The dependent variable is loss ratio of material damage and three categories; natural hazards, geographic information, and construction method & ability, are used as the independent variables. The model's adjusted R-square is 0.455. The contributions of this study will be used as a material for a quantitative risk analysis model development and review of the construction risk factors for future study.

Development of the Construction Procedures Prototype and Analysis of Construction Period for the HPC Method (HPC공법의 공사절차 프로토타입 개발 및 공사기간 분석)

  • HPC method is developing to improve the constructability and structural performance of the existing PC method. The objective of this study is to develop construction procedures and to analysis of construction period for HPC method. In order to develop construction procedures, the building construction data of the existing half-slab method was analyzed. Analyzing design drawings and specifications of nine construction cases, a prototype of half-slab method, was drawn. Applying the core technology of HPC method to the drawn prototype of half-slab method, a prototype of HPC method, was developed. The differences of both methods were 'installing PC column' and 'placing topping concrete'. To analysis the differences of both methods, seven construction cases were analyzed. According to the analysis for HPC method, cases1 and 2 had columns divided for construction shortened about 16% of a construction period. The schedule of column assembly work was analyzed to be shortened much. That is judged to be because the use of a hollow PC column leads to a decrease in the number of columns. In particular, if HPC method is applied to a building construction site using large columns, it is analyzed to shorten a construction period more than the existing Half-slab method.

  • Productivity analysis is the most important and significant method for evaluating management and engineering performance during whole project stage. However, it is very difficult in developing qualitative index to construction industry comparing to other industries. Therefore, analytical hierarchy process (AHP) is one of the methods for overcoming these limitations by checking consistency index using duality comparison. In this study, it is scraped up an application plan and selection for innovative tools by analyzing survey results on tool users and site managers with respect to using Modified-AHP performance measurement method.

Quantitative Analysis of Magnitude of Rework by Project Types and Sources of Rework

  • Rework in the construction industry can adversely affect project cost and schedule performance. Based on direct rework costs recorded on 359 construction projects, this paper presents an assessment of the magnitude of rework by various types of projects and sources of rework. The results from this paper establish that on average 4.5% and 2.5% of actual construction costs were spent on rework for owner and contractor projects, respectively. Furthermore, this paper determines that the direct rework costs differ by project types and sources of rework. Finally, it permits the development of rework reduction initiatives. By quantifying and recognizing the different magnitude of rework, the industry can be aware of the waste from rework and develop effective plans for managing rework, ultimately improving project cost performance.

  • As recent construction project has specialization and high-level of the engineering, Although, It has always uncertainty of agreement and contract enforcement, factors of difficult to predict etc. in each phase. In this process, Various interest groups involved are continuously generated dispute of interest each others. So this paper analyzed the dispute cases in construction projects from the Supreme Court and Korean Commercial Arbitration Board in Korea, and then identified the dispute types and causes that occur during all of the construction project phases with their influence analysis. At the result, It will be contributed to the basic data for pre-dispute prevention in the construction projects.

  • This is a case history on design and cnostruction of tunnel for under passing an underground transformer substation. The original construction plan was cut & cover method to avoid blasting vibrations and displacements of facilities during the construction stages. But this plan was changed to tunnel because of the difficulties from construction period, cost and the required relocation site. As a results of tunnel construction, the relocation of transformer substation and replacements of transmission cables were not necessary. Therefore about 10 months of construction period and 3.5 billion wonts of construction cost were saved. Additionally, quantitative criterion for blasting was provided through the results of blasting vibration analysis.

Dilemma of Saudi Arabian Construction Industry

  • Currently, the Kingdom of Saudi Arabia (KSA) is the epicentre of building services engineering encapsulating the construction industry. On rise of technological advancements, engineers have the ease to thoroughly investigate engineering aspects. Not only engineers, but other stakeholders, tender related people, financial analysts work in parallel as well. However, there are some factors that are stumbling blocks in the way of progression including delaying factors in the construction industry. The paper provides deep insights of delaying factors regarding public building projects of the KSA. Collection of primary data was carried out by conducting a survey which comprised of 63 chief delay factors. Professionals related to construction industry were asked for ranking the factors in terms of their frequency of occurrence and degree of impact. Seven groups of risk factors are categorized and a correlation analysis is performed by identifying the correlation amongst the variables. Finally, 31 leading delay factors are extracted and reported.

  • This study analyzed the major revision factors and revision contents for 'Construction-Standard-Production-Rate for Construction Works in 2018. Part 16. Pipe Laying Down and Connection" which was revised by the construction expense estimation standard's middle and long-term plans. The main reasons for the revision was analyzed to be unclear construction scope, limitations in applicable pipe material based on the facility type, labor force mainly composed of ordinary workers, limitations of labor force, and incomplete appropriation standard for the tool rent fee and equipment expenses. Through revision of factors, common items were newly established, organization was revised, the labor force was mainly composed of the technicians, and basis for appropriation of equipment expenses was arranged. In addition, through periodic revision, the appropriation standard for bend and special pipes was set. Consequently, more practical construction cost estimate standard is arranged through revision.

  • The construction industry in Korea after the Korean-war has evolved until these days. But the construction industry accident severity rate and frequency is over then the All industry rate. This study analyzed the 'Disaster Statistical Yearbook' of the Korea Occupational Safety and Health Agency, based on the factors that affect construction accidents that is selected and fined the some factors the construction Disaster Prevention Factors. This study will develop the methodology for analyzes that the national qualification is effected to the construction industrial machine disaster prevention status. It suggest two ways to the establishment of disaster trends. First way is the disaster quantitative analysis and second way is comparing the statistical data and the analysis of expert opinion.
