In order to overcome the small scale of Korea waterworks and to achieve comprehensive improvement and innovation transformation, the waterworks integration was reviewed. The effect of consolidation was confirmed by the integration of the water supply business in the southern Gangwon region and the western Gyeongnam region in Korea, such as an increase in the flow rate and a decrease in the production unit cost. After facing management and service limitations overseas, more than 1,000 small-scale waterworks projects in the UK were integrated into 27 waterworks providers, and Japan also revised the Waterworks Act in December 2019 and is in the process of integrating waterworks. It is considered appropriate to promote the integration of waterworks projects in Korea by respecting the autonomy of local governments, but using a participatory method, a win-win method, and a linkage method. For the integration of waterworks projects, three strategies are proposed: First creating a national foundation for integration (revision of the Waterworks Act), Second establishing a waterworks integration strategy led by local governments, Third forming an external consensus and providing incentives for participation.
In order to clarify the relation between the physical properties and the strength parameters of compaction materials and to develop a method for evaluating the strength parameters required for design from the physical indices including void ratio and dry density, compaction test, one-dimensional compression test, and exhausted-drained triaxial compression test were carried out with decomposed granite soils. The test results showed that the specimens became over-consolidated by compaction and the increase of the strength parameters of the specimens by the increase of the compaction energy could be verified quantitatively. A method for the evaluation of strength parameters from the void ratio of soil after compaction using preconsolidation theory which evaluates over-consolidation of materials was developed and its engineering applicability was tested for verification.
This paper pertains to the incorporation of a genetic algorithm methodology for determining the critical slip surface and the corresponding factor of safety of soil slopes using inclined slice method. The analysis is formulated as a constrained optimization problem to solve the nonlinear equilibrium equations and finding the factor of safety and the critical slip surface. The sensitivity of GA optimization method is presented in terms of development of failure surface. Example problem is presented to demonstrate the efficiencies of the genetic algorithm approach. The results obtained by this method are compared with other traditional optimization technique.
In this study, the infiltration quantity of fine-grained soil into coarse-grained soil or aggregate for methods to accelerate consolidation drainage is checked by laboratory tests under various conditions and those characteristics on infiltration are examined closely. Irrespectively of pressures to fine-grained soil corresponding to stresses in a soil mass or moisture contents of fine-grained soil, fine-grained soil does not infiltrate into standard sand and marine sand, so it is verified that drain-resistance into sand mass of drainage / pile does not occur entirely and its shear strength would increase highly by water compaction. It is known that the infiltration depth of fine-grained soil into aggregate increases according that those size is larger in case of aggregates and it increases according that the pressure or the moisture contents is higher in case of same size aggregate. It is thought that drain-resistance into aggregate mass of drainage / pile would occurs by infiltrated fine-grained soil in advance though the infiltration depth of fine-grained soi of lower moisture content than liquid limit into 13 mm aggregate is low quietly. So gravel drain method or gravel compaction pile method, etc. using aggregate of gravels or crushed stones, etc. larger than sand particle size should be not applied in very soft fine-grained soil mass of higher natural moisture contents than liquid limit, and it is thought that its applying is not nearly efficient also in soft fine-grained soil mass of lower natural moisture contents than liquid limit.
This paper describes a systematic way of simultaneously identifying the ambient pore pressure and the rigidity index $(=G/s_u)$ of soil by applying an optimization technique to the early part of piezocone dissipation test result. An analytical solution developed by Randolph & Wroth(1979) was implemented in normalized from to express the build-up and dissipation of excess pore pressures around a piezocone as a function of the rigidity index. An ambient pore pressure and optimal rigidity index were determined by minimizing the differences between theoretical and measured excess pore pressure curves using optimization technique. The effectiveness of the proposed back-analysis method was examined against the well-documented performance of piezocone dissipation tests(Tanaka & Sakagami, 1989), from the viewpoints of proper determination of selected target parameters and saving of test duration. It is shown that the proposed back-analysis method can evaluate properly the ambient pore pressure and the rigidity index by using only the early phase of the dissipation test data. Also, it is shown that the proposed back-analysis method permits the horizontal coefficient of consolidation to be identified rationally. Consideration for strain level of back-analyzed rigidity index shows that it corresponds to at least intermediate to large strain level.
The correlation equation empirically proposed to obtain compression indexes has been proposed to conveniently obtain the value using the soil parameter that can be obtained through simple tests when the number of time of consolidation testing is low or the distribution is large but most of the analyzed regions are limited to certain regions abroad or in the country and multiple data were integrated for use in many cases, thus it is not very reasonable to apply it. Therefore, to establish a new design method considering the uncertainty of the ground, it was selected the Kwangyang port area of which the data have been collected recently thus are relatively more reliable as the subject region of the study in order to maximally reduce the uncertainty of test data. After performing the verification of the normality of the consolidation test data obtained from the selected region and the transformation of variables, a prediction formula was proposed through the regression model with the transformed variables and the proposed regression model with transformed variables was compared with existing empirical equations to verify the suitability of the proposed model formula. After analyzing, it was confirmed that the coefficient of determination was increased after the Box-Cox variable transformation, thus the explanatory power was being enhanced and through the root-mean-square-error method, it was confirmed that the proposed model formula showed the most closed value to the test value.

The metal chloride wastes from a pyrochemical process to recover uranium and transuranic elements has been considered as a problematic waste difficult to apply to a conventional solidification method due to the high volatility and low compatibility with silicate glass. In this study, a dechlorination approach to treat LiCl-KCl waste for final disposal was adapted. In this study, a $SiO_2-Al_2O_3-P_2O_5$ (SAP) inorganic composite as a dechlorination agent was prepared by a conventional sol-gel process. By using a series of SAPs, the dechlorination behavior and consolidation of reaction products were investigated. Different from LiCl waste, the dechlorination reaction occurred mainly at two temperature ranges. The thermogravimetric test indicated that the first reaction range was about $400^{\circ}C$ for LiCl and the second was about $700^{\circ}C$ for KCl. The SAP 1071 (Si/Al/P=1/0.75/1 in molar) was found to be the most favorable SAP as a dechlorination agent under given conditions. The consolidation test revealed that the bulk shape and the densification of consolidated forms depended on the SAP/Salt ratios. The leaching test by PCT-A method was performed to evaluate the durability of consolidated forms. This study provided the basic information on the dechlorination approach. Based on the experimental results, the dechlorination method using a $SiO_2-Al_2O_3-P_2O_5$ (SAP) could be considered as one of alternatives for the immobilization of waste salt.
Generally. the owners of the facilities adopt CP(Cathodic Protection) Systems to protect the corrosion accidents previously. The developed countries have secured the standard of CP systems through the various researches and consolidation of the rules. So in the first stage, I had been studied the international standards: JSCE, NACE Standard. ASTM, DNV, Australian Standard etc. and standardized the CP systems about items, performance. specifications and so on. In this thesis, I have been studying the results of standardization of performance test methods of CP system to apply in Korea.

In general, soil characteristics are estimated through the sample gathered by field boring without considering sample disturbance. However, soil characteristics must be changed by the degree of sample disturbance. Therefore it be need to estimate the soil characteristic considering sample disturbance which can be occurred by the change of stress condition, sampling technique and handling method. On this study, we analyzed the sample disturbance by using the methods of volume change, residual effective stress, elastic modulus and the curve of consolidation tests. In order to estimate the relationship between sample disturbance and soil characteristics, we used the piston sample and the block sample. As the results, it should be considered in design that the disturbance of the block sample, which affects the strength and compression properties of clay, is smaller than the disturbance of piston sample.
Column tests in the laboratory were preformed to investigate characteristics of settling process of dredged soil sampled from in-situ. Test results were analyzed by using the existing theories on discrete settling and hindered settling. From column tests of monitoring the interface with time, settling was found to be a linear process with time and the settling rate was increased with initial water content of slurry. The settling rate was also observed to decrease with increasing initial height of slurry. Most of settling process were composed of flocculation, hindered settling and self-weight consolidation. On the other hands, flocculation of soil during settling was observed and it was found that the size and density of flocculated particles could be analyzed by using the method proposed by Richardson and Zaki.
