커뮤니티 비즈니스 성과지표 개발연구 (A Study on the Development of Performance Indicators in the Community Business)

  • 본 연구는 커뮤니티 비즈니스가 균형적으로 성장하기 위해서 적합한 시스템이 요구되고 그에 대한 발전 방향을 모색하고자 하는 인식에서 연구를 시작하였다. 첫째, 커뮤니티 비즈니스의 효과적인 성과평가를 위하여 균형성과표에 기반을 둔 성과평가 모형을 개발하였다. 둘째, 평가요인의 1차 관점별 2차 지표의 상대적 중요도는 이해관계자 관점에서는 지역주민 참여율, 학습과 성장 관점에서는 내부교육 만족도, 내부프로세스 관점에서는 업무프로세스 단축, 지속가능성 관점에서는 1인당 매출액의 상대적 중요도가 높게 나타났다. 셋째, 각 지표별 종합적 가중치 산정 결과는 지역주민 참여율, 지역과의 사업연계, 1인당 매출액이 상위그룹으로 나타났다. 이상의 결과에서 관주도로 이루어진 커뮤니티 비즈니스를 중간지원조직 양성을 통한 경영지원이 필요한 시점이고, 외부컨설팅 연계, 주요 기업과의 전략적 제휴를 통한 제품 및 서비스 향상의 필요가 있음을 강조한다.

BSC에 의한 농촌마을 그린투어리즘 성과지표 개발에 관한 연구 (A Study on the Development of Green-tourism Performance Indicators by Using BSC on Rural Village)

  • Recently, increases of leisure activities and 5-day workweek system enforce government employ rural tourism policy and projects. Operating projects are Green Rural Experience Village, Rural Tradition Theme Village, etc. In this study under investigation of Green Rural Experience Village site, Green-Tourism performance indicators were developed. Green-Tourism performance indicators of rural village were developed by BSC(balanced scorecard) and AHP(Analytic hierarchy process). Four perspective of BSC are divided into financial perspective, customer, internal-business process, and teaming and growth perspectives. To develop green-tourism performance indicators of rural village, low perspectives of BSC are converted into investment effect, visitor, internal process, and village inhabitants perspectives. By these perspectives, green-tourism performance indicators of rural village were developed. Weighting values on importance were calculated by AHP. Performance indicators developed in this study applied in 12 villages. With the result, generally well-known villages gained high score, and in accord with survey content.

방문보건사업 평가지표 개발 (Development of Performance Indicators in Public Health Center Based Home Healthcare)

  • The purpose of this study is to develop performance indicators for quality of public health center based home healthcare through the study the major factors of registrated weaken poorly residents in the community based home healthcare. Various literature review was conducted to study the performance indicators for quality of public health center based home healthcare of advanced countries and Korea. Mail survey was conducted from national wide PHC(public health centers), sub health centers and primary health care posts. of the surveys mailed, 2,293 centers(67%) were returned within the allotted and we included in the analysis these who completed the questionnaire. Data was analysed by SPSS for windows 12.0. The major results of the research were as follows; Firstly, major factors of registrated weaken poorly residents in the community based home healthcare in the multivariate analysis were jurisdictional families per manpower(OR:0.78, 95%CI:0.64-0.94, P=0.011), weaken poorly families per manpower(OR:0.42, 95%CI:0.35-0.50, P<0.001), business vehicles per manpower(OR:1.13, 95%CI:1.04-1.24, P=0.007) type of public health center(OR:4.42, 95%CI:3.32-5.90, P<0.001), region of public health center(OR:0.53, 95%CI:0.32-0.89, P=0.017). Secondly, performance indicators for quality of public health center based home healthcare were developed as basic investigation, registration, intervention and discharge level. Preparing for Activation of public health center based home healthcare in Korea, the result application as follows is possible. Firstly, we can conclude that the major factors of registrated weaken poorly residents in the community based home healthcare are jurisdictional families per manpower, weaken poorly families per manpower, type of public health center, region of public health center, business vehicles per manpower. Secondly, the new developed performance indicators which are divided into basic investigation, registration, intervention, discharge for public health center based home healthcare could be applied it for improving quality of home healthcare services.

관광목적지로서의 농촌관광마을의 경쟁력 평가지표 개발 (Indicators of the Destination Competitiveness of Rural Tourism Township in Korea)

  • Competitiveness has been associated in the tourism literature as a crucial factor for the success of tourist destinations. This study is to develop indicators that measure destination competitiveness of rural tourism townships in Korea. It was conducted via a Delphi technique and the analytical hierarchy process method. After four rounds of discussions, the panel members reached consensus on a set of 27 indicators with three dimensions which are attractor (resource, infrastructure, and tourism products), assistance (tourism business assistance and value-added processing assistance), and planning and management (planning for development, capacity for management). This set of destination competitiveness indicators can serve as a starting point for devising a set of indicators at the local level in order to be useful rural tourism sector manager and administrators. The selected indicators are measurable, demand driven and practical to show the real performance in rural destination.

균형성과표(BSC)개념을 적응한 학교급식 운영성과 측정지표 개발 (Development of Performance Indicators Based on Balanced Score Card for School Food Service Facilities)

  • This study raised the necessity of developing performance indicators for measuring the management efficiency and effectiveness of school food service, and as a means of helping its implementation, a balanced score card (BSC) approach developed by Norton and Kaplan was adopted. This study established BSC in seven phases through literature: Phase 1 Defining a school food service and the scope of working activities, Phase 2 Establishing the vision of a school food service, Phase 3 Setting strategic goals, Phase 4 Identifying critical success factors (CSFs), Phase 5 Developing Key Performance Indicators (KPIs), Phase 6 Extracting cause and effect relationship, and Phase 7 Completing a preliminary BSC. The preliminary BSC was fumed into a survey, which was administered to food service related people working at the Office of Education and School Food Service including 16 offices,209 dietitians, 48 school administrators both from self-operated and contract-managed, and 9 experts in areas related to school food service. They were asked questions about strategies from 4 different perspectives,12 CSFs, 39 KPls, and the cause and effect relationships among them. As a result, among the CSFs based on 4 different perspectives, all factors other than ' zero sum on profit/loss ' from the financial perspective turned out to be valid. In terms of KPIs, manufacturing cost percentages, casualty loss count/reduction rates, school foodervice participation rates, and sales goal achievement rates were found to be valid from the financial perspective, while student satisfaction index, faculty satisfaction index, leftover ratio, nutrition educational performance count, index of evaluating nutrition education, customer claim count/reduction rate, handling customer claim count/reduction rate, and parent satisfaction index were found to be valid from the customers' perspective. Besides, nutritional requirement sufficient ratio, nutritional management score, food poisoning outbreak count, employee safety accident count, sanitary inspection assessment index, meals per labor hour (productivity index), computerization ratio, operational management index, and purchase management assessment index were also found to be valid from the perspective of internal business processes. From the perspective of innovation and learning, employee turnover ratio/rate of absenteeism, annual education and training count, employee satisfaction index, human resource management assessment index, annual menu-related customer feedback, food service information index for employees and parents/schools were also found to be valid. The significance of this study is to present indices for measuring overall performance of school lunch food service operations without putting any limitation on types of school food service management, and to help correctly assess the contribution of the current types of school food service management to schools and students. 대학도서관에서 업무지능과 대시보드의 활용방안에 관한 연구 (A Study on the Utilization of Business Intelligence and Dashboard in Academic Libraries)

  • 업무지능(Business Intelligence)은 이해관계자들이 경영 의사결정을 내리는데 활용되고 있다. 대시 보드(Dashboard)는 데이터, 정보 또는 지식을 한 눈에 이해할 수 있도록 가시화해 줌으로써 업무지능을 지원해 주고 있다. 본 연구에서는 미국 ARL 소속 대학도서관의 웹사이트에서 도서관의 성과와 가치에 관한 정보공개 현황을 살펴보았다. 그리고 국외 대학도서관의 웹사이트에서 업무지능과 대시보드의 적용 사례를 분석하였다. 이를 통해 국내 대학도서관의 웹사이트에서 업무지능과 대시보드 정보시스템의 구축 및 활용을 제안하였다. 본 연구의 결과는 국내 대학도서관이 웹사이트를 통해 이해관계자들에게 도서관의 성과와 가치를 효율적으로 전달하고 의사소통의 도구로서 업무지능과 대시보드를 활용하기 위한 기초자료가 될 수 있을 것이다.

계층적 분석법(AHP)을 이용한 어린이급식관리지원센터 핵심성과지표(KPI)의 상대적 중요도 분석 (Analysis of Relative Importance of Key Performance Indicators for Center for Child-Care Foodservice Management through Analytic Hierarchy Process (AHP))

  • The objectives of this study were to assign reasonability to importance of weight selection issue in key performance indicator for performance evaluation of Centers for Child-care Foodservice Management (CCFSM) developed by using Balanced Scorecard (BSC), to draw key performance indicator (KPI) by perspective and to analyze differences in recognition on importance. From September 25 to October 9, 2012, we conducted a questionnaire-based study via e-mail, targeting chiefs and team leaders of nationwide 21 CCFSMs (43 persons), officials of local governments where CCFSM was established (21 persons), officials of Korea Food and Drug Administration (2 persons) and foodservice management experts (27 persons) in order to estimate the relative importance on 4 perspectives and 14 KPIs and analyzed its results by using 61 collected data. The results showed that relative importance of perspectives was estimated in order of importance as follows: business performance (0.3519), customer (0.3393), resource (0.1557), learning and growth (0.1531). Relative importance of KPIs was in order of importance as follows: Evaluation of sanitary management level in child-care foodservice facilities (0.1327), Level of customer recognition and behavior improvement (0.1153), performances of round visiting inspection on foodservice, sanitary, safety management, and foodservice consulting (0.0913). Our results showed that the recognition differences exist on the relative importance of perspectives and KPIs between officials of CCFSM, KFDA, local government and foodservice management experts. These observations will form the basis for developing evaluation systems, and it is considered that performance indicators developed on this basis will suggest direction of operation which CCFSM will have to perform.

국가어항 투자의 어업소득 기회 영향 분석: 성향점수매칭 이중차분법을 이용하여 (Analysis of the Impact of Investment in National Fishing Ports on Fishery Income Opportunities Using the Propensity Score Matching Difference-in-difference Method)

  • This study analyzed the performance of the national fishing port development project, which lacked ex-post impact evaluation despite a lot of investment in terms of fishery income opportunities. Using micro data from the Census of Agriculture, Forestry, and Fisheries, the sales amount of fishery products and the proportion of fishery-related businesses were used as performance indicators. The fishery households in the fishing port area (treatment group) and those not in the area (control group) were classified through data pre-processing, and factors unrelated to the fishing ports were controlled using the propensity score matching difference-in-difference method. The analysis target is six fishing ports with large investment in from 2010 to 2014. As a result of the analysis, it was confirmed that the sales of fishery products increased significantly in four of the six fishing ports, and the proportion of fishery-related businesses increased in two fishing ports. The analysis method of this study can be fully utilized in the evaluation of the Fishing Community New Deal 300 Project, which is in need of performance analysis.

전략적 계획을 기반으로 한 BSC 모형 개발 -Rod Library 사례를 중심으로- (The Development of Balanced Scorecards Model based on the Strategic Plan of the Rod Library, UNI)

  • 북아이오와주립대학 도서관은 우수한 교양 커리큘럼을 지원하는 개별화 학습 환경과 다양한 지적, 문화적 커뮤니티를 지원하는 것을 사명으로 하고 있다. 1987년부터 전략적 계획을 수립하기 시작하여 현재 5년 단위로 전략적 계획을 수립하고 있으며, 최근 전략이 어느 정도 달성되고 있는가에 대한 성과측정의 필요성이 제기되었다. 이에 본 연구는 북아이오와주립 대학도서관의 최근 전략적 계획 2004-2009의 내용을 분석하여 전략을 균형성과표의 네 관점으로 전환하는 BSC 모형과 전략지도를 개발하였다. 이와 함께 각 관점별 전략적 목적을 측정하는 핵심성과측정지표와 이를 이끄는 동인들의 인과관계 모형을 개발하여 제시하였다.

지역 금융포용 수준이 새마을금고의 경영지표에 미치는 영향 (The Effect of Regional Financial Inclusion Level on Financial Cooperatives' Management Indicators)

  • Purpose - This study quantitatively examines the level of financial inclusion of a microfinance institution in each region and how this is changing recently, and examines the level of financial inclusion by region and various financial characteristic factors related to it. It was empirically verified what kind of significant impact actually has on the institution's major management performance indicators (stability, profitability, efficiency, and public interest). Design/methodology/approach - It was confirmed that the institution's financial inclusion index declined rapidly after 2015 as a whole, although there were some differences by region depending on regional characteristics. However, considering the fact that the number of branches per 100,000 adult population is steadily increasing nationwide, it was found that, contrary to what is known, the simple decrease in the number of branches of the institution was not the main cause. Findings - The analysis results of this study show that the institution's efforts for financial inclusion have a positive impact on profitability, stability, efficiency, and public interest, and that the institution pursues profitability, efficiency, stability, and public interest. showed that some trade-offs exist. In other words, overall, it was analyzed that profitability of the institution has a positive effect on efficiency, and efficiency has a positive effect on stability and public interest. Research implications or Originality - Since the institution's efforts to improve its profitability do not have a negative impact on its stability and public interest, it is judged that it is important to take a strategic stance, so excessive loan supply that exceeds the scope of the institution's own control needs to be avoided as much as possible. More detailed financial supply strategies and business management capabilities that enhance the asset soundness and management efficiency of safes need to be demonstrated.
